A Peoples' Liberation Front of India (PLFI), a splinter group of the Communist party of India-Maoist (CPI-Maoist) cadre, identified as Sakarajit Gope alias Guru, was arrested by Police in Khunti District of Jharkhand on November 1, reports prabhatkhabar.com. The Police seized PLFI paper, donation receipt, five bullets, mobile and a bike from the arrested Naxalite [left Wing Extremist, LWE]. Superintendent of Police (SP), Ashutosh Shekhar said that on November 1-night, information was received from Hutar about the arrival of some militants in the bike, and on the basis of information, the Police intensified intensive vehicle checking between Chandapara and Tumna under Karra Police Station area. On seeing the Police, three persons coming in a bike from Hutar's side started trying to run away, however, the Police managed to arrest Guru, a resident of Bakaspur Upar Toli, and a case has been registered in this regard at Karra Police Station. Guru has a total of seven cases are registered against him in Karra, Khunti, Dhurva and Guddi Police Stations, in which other cases including murder, extremist section is included.

A Communist Party of India-Maoist (CPI-Maoist) ‘commander’ and five others suspected cadres were arrested in connection with the murder of a truck driver, in Madhubani District of Bihar on November 3, reports daijiworld.com. The Maoist ‘commander’, Sunil Pandey, who was involved in Maoist attacks in Muzaffarpur, Aurangabad, Gaya, Bhojpur and other Districts, was currently running five highway dhabas on NH 57, between the Raje toll plaza and Purani Bazar in Madhubani. Simri, Station House Officer (SHO), Hari Kishore Yadav said that his team raided a highway eatery called 'Baba Ka Dhaba' and arrested the six. "We are investigating a murder case of a truck driver of Darbhanga. During the probe, it was appeared that his murder had some connection with a highway dhaba called Baba Ka Dhaba. Accordingly, we have raided the place and arrested the accused," he said. The other arrested were identified as Manish Pandey, Rishi, Guddu Tiwari, Vivek, and Sonu Tiwari.

Even as Police and administration in Malkangiri District of Odisha have intensified their campaign against ganja cultivation, the Communist Party of India-Maoist (CPI-Maoist) support has encouraged those involved in it in Swabhiman Anchal, reports The New Indian Express on November 4. In a two-page letter written in Telugu, ‘secretary’ of Andhra Odisha Border Special Zonal Committee (AOBSZC) of the CPI-Maoist, Ganesh has stated that in the absence of any alternative source of income, weed cultivation has become the mainstay for the tribals. “The police-politician nexus gains through ganja cultivation but the cultivators face loss when their crops are destroyed. Instead of snatching their only source of livelihood, the government should focus on taking steps to make people self-reliant,” added Ganesh. “The increase in seizures of ganja, arrests of peddlers and campaign against cultivation only points to the efficiency of the system in taking action against the wrong-doers,” said Chitrakonda, Sub-Divisional Police Officer (SDPO), Anshuman Dwivedi, adding that Police had recently forfeited INR 30 million property of ganja peddlers in the District.

Police unearthed as many as 110 booby traps set up by cadres of Communist Party of India-Maoist (CPI-Maoist) in the forests near Yarrampadu village in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana on November 3, reports Telangana Today. Circle Inspector (CI) of Police, B Ashok in a statement stated that Cherla Police, Special Party personnel and 141 Bn ‘A’ Coy Central Reserve Police Force (CRPF) personnel jointly carried out a combing operation in the forests and found the booby traps laid in the hillocks near Yarrampadu village. The Police team removed and seized over 500 iron and wooden spikes planted in 110 pits. Maoists threatened and forced villagers of Puttaparthi, Pesarlapadu, Nimmalagudem, Jettepadu and other villages along the Telangana-Chhattisgarh State border to dig pits to plant booby traps, he said. Maoists are setting up booby traps targetting the Police personnel. But the booby traps have been injuring and killing cattle and innocent tribal people when they unknowingly stepped on the traps. Many people from Pusuguppa, Battinapalli, Chennapuram, Yarrampadu, Cherla and other villages have suffered severe injuries and lost limbs because of booby traps and Improvised Explosive Device (IED) explosions, CI, Ashok said.

Twenty Communist Party of India-Maoist (CPI-Maoist) ‘militia members’, including several minors, surrendered before the Police in Bhadradri Kothagudem District of Telangana on November 3, reports The Times of India. The surrendered ‘militia members’ are from villages on the Telangana-Chhattisgarh border. Police said that the militia had claimed that they surrendered since their handlers in CPI-Maoist party alleged were forcing them to attend training. In the last few months, over 200 ‘militia members’ of CPI-Maoist surrendered, citing their disagreement with the ideology followed by Maoists. The surrendered members told Police that they had joined the party a year ago.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Ramsu Korram, carrying a reward of INR 500,000 on his head, was killed in an encounter with Security Forces (SFs) in a forest area under Geedam Police Station limits in Dantewada District of Chhattisgarh on November 5, reports devdiscourse.com. Dantewada Superintendent of Police (SP), Abhishek Pallava, said, the skirmish took place in a forest under Geedam police station area around 4 PM in the afternoon when a team of District Reserve Guard (DRG) of the Police ran into a group of Naxals [Left Wing Extremists, LWEs], and after the rebels retreated, the body of Ramsu Korram, who was active as `section commander' of the Maoists' platoon no 16 and guard of Mallesh, a 'divisional committee member' (DVCM), was recovered. Korram was carrying a reward of INR 500,000 on his head, the SP said, adding that a 7.62 mm pistol, a 5-kilogram Improvised Explosive Device (IED), wires and items of daily use were also recovered from the encounter site.

Among the arrested were Kawasi Raju alias Santu, known as a 'battalion member', and Kalmu Mada, a 'militia company commander', Superintendent of Police (SP), Sunil Sharma, informed. The two Maoists had a reward of INR 800,000 and INR 500,000 on themselves. The identities of the other six Maoists are yet to be ascertained. SP, Sharma stated that an FIR has been lodged against all eight accused and the Armed Forces have recovered explosive devices and equipment. As per Police, 35 detonators, six gelatin rods, two Improvised Explosive Devices (IEDs), batteries, wires and other unlicensed objects and tools were seized from their possession. The four persons, who were arrested on November 6, had allegedly planned extortions and robberies in Hyderabad and Yadadri Bhongir, Police said, adding that three country-made firearms along with live rounds, detonators, gas cylinders, drilling machines, letterheads of the Maoist party, mobile phones and other material were seized from them. The arrested persons were identified as P. Srinivas alias Srinanna (45) from Jangaon, V. Naga Mallaiah alias Mallesh (58) from Yadadri Bhongir, E. According to a source, the Police were tipped-off that the Maoists were camping in Sagada forest. Swinging into action, Special Operations Group (SOG) and District Voluntary Force (DVF) personnel launched a combing operation, and seeing the SF personnel marching towards them, the Maoists opened fire. In retaliation, the SFs too opened fire. While there were no reports of casualties among the SFs, a Maoist was gunned down in the shootout, whose identity is yet to be established. The ultras taking advantage of dense forest changed their location, and the Police are learnt to have recovered several articles from the spot of encounter.

The Kerala Police, who took into custody of Maoist leader Ragavendran, son of Rajan, a resident of Vellore in Tamil Nadu, on November 6 evening handed over him to NIA, who registered his arrest on November 7 morning. According to Kannur Police Chief R. Ilango, they had specific intelligence inputs and based on which they carried out checking and intercepted the vehicle, which was trying to speed away. During the inquiry Police found that he had multiple cases against him. Among the Maoists, he was known as Ravi Murukesh aka Gautam. A case has been registered in 2017 against him at Edakkara Police Station in Malappuram. The case was later taken over by the NIA. Ragavendran was arrested in the case of observing ‘Maoist day’ and for conducting weapon training in Nilambur forest in 2016. In a statement released to the media on November 11, he said the Police Department had started construction of a base camp at Chennapuram village in the Mandal and works were on war-footing. Preparations were under way to build another camp in Pusuguppa in the Mandal soon. The Police camps in Chennapuram and Pusuguppa were meant to make a profit from the mineral wealth in the forests by evicting tribals from their forest lands, he said, adding that people should unite and strongly oppose these actions to protect the existence of adivasis. According to reports citing the State Police, his wife, Sheela Marandi, was arrested along with him. Marandi is also a senior member of the Maoist cadre; the only woman in the ‘central committee, CC’, the foremost operational organization of the Maoists; and spent over a decade in jail in multiple cases in Odisha and Jharkhand before she was released from a Rourkela prison in 2016. Kishan Da, for four decades until a change in the Maoist leadership in 2018 -- when Nambala Keshava Rao aka Basavaraju took over from Muppala Lakshman Rao aka Ganapathy as ‘general secretary’ of the banned CPI-Maoist, Bose was largely considered the second most senior Maoist in the country. “When Basavaraju took over from Ganapathy, the idea was to make the leadership a little younger. Madvi Hidma alias Santosh alias Hidmalu alias Hidmanna, a ‘commander’, 1st Battalion People’s Liberation Guerrilla Army (PLGA) of CPI-Maoist was also named in the charge-sheet along with Koyyada Sambaiah alias Azad, a Telangana State Committee member and ‘secretary’ of Bhadradri Kothagudem-East Godavari (DK-EG) Divisional Committee of CPI-Maoist. The charge-sheet was filed under Sections 120B (Conspiracy) of Indian Penal Code (IPC) read with Section 121 IPC along with other provisions of Unlawful Activities Prevention Act (UAPA) and Explosives Act. Four policemen identified as Ravindra Naitam (42) Sarveshwar Atram (34) Maharu Kudmethe (34) and Tikaram Katange (41) were also injured in the encounter. Superintendent of Police (SP), Ankit Goyal said, the encounter was one of the longest in the history of Gadchiroli—it started at around 6 am and ended by 4 pm. The identities of the slain Maoists are yet to be established. While Police claim that around 100 elite C-60 commandos of the Gadchiroli Police carried out the operation, sources said that there were 16 parties of the C-60 commandos with a total strength of over 500. Sources also confirmed that the operation was launched as Police had prior knowledge of Maoists camping in the forest. “The group mainly comprised Korchi Dalam [armed squad] members led by Sukhlal, member of the Gadchiroli divisional committee of the CPI(Maoist). But there must have been members of some other formation as well as the encounter was a prolonged one, indicating that there was stiff resistance by the Maoists,” sources said.

Police recovered bodies of 26 Maoists, which included 20 men and six women from the encounter site. The huge cache of arms and ammunition, include five AK-47 rifles, one Avtomat Kalashnikova Modernizirovanniy (AKM) assault rifle, one Under Barrel Grenade Launcher (UBGL), nine Self-Loading Rifles (SLRs), three .303 rifles, nine 2.2 single bore, one INSAS (Indian Small Arms System) assault rifle, one pistol and explosives was also recovered. The accused are identified as Avinash Kumar alias Chhunu Sharma, CRPF jawan posted with the 182nd Battalion, Rishi Kumar and Pankaj Kumar Singh. A total of 450 rounds of 5.56 mm ammunition used in INSAS (Indian Small Arms System) assault rifles were recovered based on their information. On November 15, ATS Superintendent of Police (SP), Prashant Anand said, “We succeeded in arresting the trio while working in close coordination with the Bihar Special Task Force. The accused have supplied a huge quantity of ammunition to the CPI (Maoist) and criminal organisations, including the notorious Aman Sao group. The ATS has got vital information regarding sources of arms and ammunition during the interrogation of arrested persons. Further investigation is going on in the case.” The accused were arrested between November 14 and 16 during raids in Ranchi, Patna and Gaya. The encounter started at around 11.30 am in the forest of Bahker under Chhotedongar Police Station limits when a team of the District Reserve Guard (DRG) was out on an area domination operation. “The DRG team had some intelligence inputs about the presence of a small team of Maoists near Amdai Ghati iron ore mining area. The DRG team cordoned off the area and suddenly Maoists started firing,” said a senior police officer said. The other Maoists fled from the spot after and escaped into the forest. “The dead body was identified as Saket Nureti alias Bhaskar Nureti, commander of the outlawed Peoples’ Liberation Guerilla Army (PLGA) company no. 6 of the Maoists. Jaanki Surendra Narute (31), a tribal woman living in Gadchiroli District of Maharashtra, was a Naxalite until 2012, when she surrendered before the Police and vowed to live a life in the mainstream. Another such tribal woman, Saguna Sainath (33), surrendered before the Security Forces (SFs) in 2014. She, too, believes that the Police have helped her find a purpose in life. Jaanki and Saguna are among the 12 women who have recently turned entrepreneurs after receiving training with the help of the Maharashtra Government. As part of the State-recognised rehabilitation plan for the surrendered Naxals, 12 such women were given training in making pickle, papad and floor cleaners, and this training was provided at the Mahatma Gandhi Institute of Rural Industrialisation in Wardha District. "These twelve surrendered Naxal women were trained in Wardha. We will assist them for some time. We will help them in branding and marketing as well. A blast took place on the railway tracks between Richughuta and Demu stations around 12.30 am, Deputy Inspector General of Police (DIGP), Palamu Range, Raj Kumar Lakra said, adding, members of a CPI-Maoist squad blew up railway tracks in Latehar, disrupting movement of trains on Barkakana-Garhwa rail route. The banned outfit has called for a nationwide bandh on November 20 to protest against the arrest of its top leader Prashant Bose alias Kishan Da, who was carrying a bounty of INR 10 million on his head, by the Jharkhand Police. Bose was the mastermind behind more than 100 incidents of attack and arson in Jharkhand, Bihar, West Bengal, Odisha, Chhattisgarh, Andhra Pradesh and Maharashtra. The Maoists also blew up the mobile tower and machines. The Maoists put nail spikes on the roads leading to the spot, so that it becomes difficult for Police and other vehicles to reach the spot. During the cylinder explosion, the tank of Nal Jal Yojana under construction was also damaged. According to the information received, around 60 to 65 Maoists crossed the canal and reached Judahi village, and in the first instance abducted four to five villagers and took them across the canal with threats. The Maoists also assaulted some people and gave them a clear warning that they should go to their homes quietly. For about half an hour, the Maoists roamed the village and pasted the poster. When all the villagers entered their respective homes out of panic, the Maoists first blew up the Panchayat Bhawan by planting a cylinder bomb. Khunti Superintendent of Police (SP), Ashutosh Shekhar said about five to six armed rebels tried to enter a Police camp at Kochang after November 21 midnight to paste a CPI-Maoist poster threatening bandh (general shut down strike). The rebels opened fire after being stopped by Police, and the Police had to retaliate with counter-firing, the SP added. “They (rebels) fled the spot after getting overpowered by our men. No casualties were reported during the encounter. Combing operations are being carried out across the district,” said SP Shekhar, adding that at least 100 rounds were fired during the encounter. Police sources said the rebels were armed with modern guns, but they had to retreat as they were outnumbered by security personnel. The massive impact of the Communist Party of India-Maoist (CPI-Maoist) bandh (general shut down strike) was seen in Tamar block area of the Ranchi District in Jharkhand for the second day on November 24 as part of the three-day Jharkhand bandh to protest the arrest of Prashant Bose and his wife Sheela Marandi, reports livehindustan.com. All small and big shops and establishments remained closed during the bandh, so as not a single passenger vehicle ply on Ranchi-Tata road and Tamar-Khunti road. But long-distance trains, freight trucks usually ran as on other days, but there was a slight decrease. There was silence throughout the day in the rural areas of the block, bank post offices remained closed. While other Government offices were open, there was no presence of villagers. The Jharkhand Police Anti-Terrorist Squad (ATS) said on November 25 that a serving Border Security Force (BSF) head constable and a retired BSF personnel were among five persons arrested for allegedly supplying arms and ammunitions to Communist Party of India-Maoist (CPI-Maoist) cadres and ‘organised terror gangs’ across the country, reports The Indian Express. The arrest of five persons comes less than a fortnight after the ATS arrested a Central Reserve Police Force (CRPF) personnel and three others for allegedly supplying arms and ammunition to banned ultra-outfits and others. Identifying the BSF head constable as Kartik Behra, a resident of Jharkhand, Police claimed to have recovered “pilfered” ammunition, magazines and detonators from the BSF’s 116 Battalion compound in Ferozepur in Punjab, where he was posted. The retired BSF personnel, Arun Kumar Singh, a resident of Bihar, was also posted with 116 Battalion earlier, Police said. The three others who have been arrested are identified as Kumar Gurlal, Shivlal Dhawal Singh Chauhan and Hirla Guman Singh, and are from Madhya Pradesh. Jharkhand Inspector General of Police (IGP), Operations, Amol Venukant Homkar said, “We have been conducting raids to ascertain the nexus of supply chains, inter-state gangs’ channels, transactions in Punjab, Rajasthan, West Bengal, Maharashtra and Bihar among others areas. A big network has come to the fore, which supplies arms and ammunition such as INSAS [(Indian Small Arms System) assault rifles], AK-47 and 9 mm rifles to terrorist organisations.” ATS Superintendent of Police (SP) Prashant Anand said the seizures included 14 semi-automatic pistols. “The arms are mostly country made, but most of the ammunition is pilfered from security forces… We are investigating the role of other BSF personnel,” he added.

Bheema, the slain Maoist, was carrying a reward of INR 500,000 on his head. The gunfight took place around 7 pm in a forest near Tadmetla village when a joint team of District Reserve Guard (DRG) of Police and the Central Reserve Police Force (CRPF)'s elite Commando Battalion for Resolute Action (CoBRA)'s 201 battalion was out on an anti-Naxal [Left Wing Extremism, LWE] operation, Sukma Superintendent of Police (SP), Sunil Sharma said. When the patrolling team was cordoning off the forest near Tadmetla, Maoists fired on them, SP, Sharma said, adding, after the guns fell silent, the body of Basta Bheema was recovered from the spot. Bheema was involved in several incidents including the Minpa attack in March 2020, where 17 security personnel were killed, and the Improvised Explosive Device (IED) blast in November last year in Chintalnar area in which a CoBRA assistant commandant was killed and nine others sustained injuries, Sharma added.

In a press release dated November 27, 2021, party national ‘spokesperson’ Abhay said that the ‘Central Committee, CC’ was expelling Kobad Ghandy from CPI-Maoist for his anti-party activities, mainly for writing a book named ‘Fractured Freedom- A Prison Memoir’ and releasing it in 2021 after his release from jail in 2019. Abhay also stated that the party had understood that Ghandy was completely separated from Marxism-Leninism-Maoism (MLM). “He (Kobad) also stated that these three aspects of life that have to be woven into any project for change that did not reflect in his 40-year revolutionary life, so put this as goal post before going to change the world. He is also saying that the essence should be grasped from bourgeoisie moral stories. In this way, by selecting the idealist path, he is dishonestly saying that there is no happiness and freedom in the Marxist way of practice that is why Marxism is failed in reaching its target,” Abhay said accusing him of wrongly explaining and commenting on Marxism-Leninism-Maoism. The slain Maoist is identified as Shankar, a key member of the ‘Bolangir-Bargarh-Mahasamund division (BBM) Division' of CPI-Maoist. A Self-Loading Rifle (SLR), some ammunition and other articles were recovered from the encounter spot. As per reports, a team of the Bolangir Police along with the District Voluntary Force (DVF) launched a combing operation after getting information regarding the presence of some Maoists in the area. Director General of Police (DGP), Abhay on November 28 said the ultras initially opened fire at the security personnel and in the retaliatory fire Shankar was killed. “As the operation was carried out in night, we suspect that there were six to eight Maoists, who managed to escape from the spot. The Jio tower which was set on fire was installed a few months ago in Tarawali village in Pakhanjur area in Kanker District, the Police said. It has been informed that the incident took place during the ‘Bharat Bandh’ (all India general shut down strike) call given by Maoists to register a strong protest against the encounter carried out by Maharashtra Police in Gadchiroli, in which 27 Maoists, including the key fugitive Milind Teltumbde were killed. It has been informed that on November 27, a group of 15-armed Maoist ‘jan militia’ (People’s army of the Maoists) came and set ablaze the control unit on fire. The cadres of JJMP have rebelled against their own organization and formed another faction of the organization, and the newly formed faction of the organization has been named Jharkhand Jan Sangram Senani (JJSS), with its two ‘chiefs’ Diwakar and Amar Oraon. Seven cadres, including former JJMP ‘commanders’ Diwakar alias Bahura and Amar, have formed another faction organization by killing JJMP's ‘platoon commander’ Sukra Oraon. At present, there are 17 armed cadres in JJSS. All these cadres have AK-47, INSAS (Indian Small Arms System) assault rifle, rifles, pistols and LMG. Diwakar and Amar have fled with many sophisticated weapons after killing Sukra. According to the information received from the sources, JJSS has started expanding its organization.
