According to The Hindu, the Union government is likely to spell out measures to tackle the left wing extremist (also known as Naxalite) problem and the sudden surge in the North-East insurgency at the two-day annual conference of the State Police chiefs to be held in Delhi on November 2-today. The conference, which has been organised by the Intelligence Bureau (IB), will have discussions on the ongoing dialogue process with the Naxalite organisations such as the People's War Group (PWG) at the initiative of the Andhra Pradesh Government; the spill-over of Naxal cadre to other States and reports of fresh recruitment by them in neighbouring States.

Expressing their willingness to participate in the second round of peace talks "if they are held with focus on people's agenda," leaders of the left wing extremist (also known as Naxalite) outfits- the Communist Party of India (CPI-Maoist) and Janashakhti - Ramakrishna and Amar respectively, on November 3, took strong exception to the Chief Minister, Y.S. Rajasekhara Reddy, applying the condition of laying down arms for further talks. In a statement, they charged Reddy with behaving much like "a prince losing his heart beat on seeing a dragon." The Naxalite also demanded unconditional release of Moulana Nasiruddin (who was arrested in connection with Haren Pandya murder case on November 1) and threatened to counter the support being extended by the Rajasekhara Reddy's Government to the Gujarat police.

''Large swathes of tribal territory from Andhra Pradesh in the South to the borders of Uttar Pradesh and Bengal in the North and East respectively have become the hunting grounds of left-wing extremists…Left- wing extremism continues to haunt us, albeit in new forms…..While many of the best and the brightest had been attracted towards the movement but almost 40 years later, the Naxalite movement has lost much of its intellectual élan, although it has gained in strength and spread to over 150 districts of the country, '' the Prime Minister added.

According to a delayed media report, two teachers and a student were killed and another teacher was seriously injured in Dantewada district of Chhattisgarh during an encounter between left wing extremists (also known as Naxalites) belonging to the Communist Party of India-Maoist (CPI-Maoist) and the police on November 5. According to the Bastar Range Inspector-General of Police Giridhari Nayak, the Naxalites triggered landmine blasts and opened fire near a grocery shop in Golapalli village in the evening in which a teacher and a student, were killed on the spot. Another teacher was injured in the incident and died later while another was shifted in a serious condition to Konta for treatment.

According to Deccan Chronicle, the Andhra Pradesh Home Minister K Jana Reddy stated in Warangal district on November 7 that the State government would not tolerate any move by left wing extremists (also known as Naxalites) to distribute land to the poor by themselves. "Only an elected government can control surplus lands and distribute them to the poor…. Nobody else would be allowed to take the law into their hands," the Minister said. Jana Reddy added that the Maoists could assist the government in identifying surplus land or lands in benami (illegal) possession so that they could be distributed to the poor.

Addressing a press conference at Ongole in Prakasam district on November 7, the erstwhile People’s War Group (PWG) emissary G Kalyana Rao stated that they would not discuss the issue of laying down of arms in the next round of talks, as announced by the Chief Minister. He added that Maoists believe in armed struggle and there was no question of laying down of arms. He, however, said the CPI-Maoist would focus on people’s issues like land, World Bank, Telangana and others in the second round of peace talks with the government.

Speaking to The Times of India in Lucknow, on November 19, Union Minister of State for Home, Prakash Jaiswal said there are intelligence reports of strong Nepalese Maoist and the Communist Party of India-Maoist nexus that poses new threat to the internal security of India as a whole and that of five states— Uttar Pradesh, Bihar, Uttaranchal, West Bengal and Sikkim—in particular. The development means trouble in future and the Union government has taken a serious note of this, the minister added. He also said that Central and state intelligence agencies have recently submitted reports on camps along the border to train suicide bombers and women, digging of trenches, procuring arms from the erstwhile People’s War Group (PWG) outfits in Andhra Pradesh and plundering of forest wealth from India. He further said the reports suggested the Inter Service Intelligence (ISI), Pakistan’s external intelligence agency, is backing Maoists through "friendly" business relations between the Habib Bank in Pakistan and Himalayan Bank in Nepal.
