A hardcore Communist Party of India-Maoist (CPI-Maoist) ‘commander’, identified as Phool Singh, carrying reward of INR 500,000 on his head was killed while another was arrested following an encounter between Maoists and Police in forests under Ghanora Police Station limits in Kondagaon District on May 1, reports The Pioneer. Singh was the ‘commander’ of Barda dalam (squad) of the CPI-Maoist. Police had received intelligence inputs about presence of Maoists in the forests of Ghanora. Accordingly a team of Police personnel swung into action and reached the spot, Kondagaon Superintendent of Police (SP), Abhishek Meena said. Sensing presence of Police team the armed Maoists opened indiscriminate fire on them following which Police retaliated, leaving a Maoist ‘commander’ dead. After gun battle that lasted for around two hours, Maoists fled into the jungle. However, one of them was arrested while trying to flee from the spot, the SP said. The arrested Maoist was identified as Rakesh, ‘commander’ of Antagarh dalam. Later Security Forces (SFs) recovered body of the Maoist along with two hand grenades, Maoist literature, documents, diaries, medicines and commodities of daily use from the spot, the SP added. State Government had declared reward of INR 500,000 on the head of killed Maoist Phool Singh and Rakesh also carried reward of INR 500,000 on his arrest, the SP informed. However, according to The Hindu, the reward Phool Singh carried was INR 1.5 million.

An incident of firing at Teemulabanda village in GK Veedhi mandal (administrative unit) in Visakha Agency of Vishakhapatnam District on May 1 created tension for some time, reports The Hindu. It was reported that about half-a-dozen persons travelling in a four-wheeler fired at a group of Girijans (scheduled caste) who were on their way to open bank accounts. But no one was injured. However according to unconfirmed reports a small group of Central Reserve Police Force (CRPF) personnel from Rajahmundry, searching for Communist Party of India-Maoist (CPI-Maoist) militia members Seetu and Tammana Naidu came to the village. The militia members started running after noticing the CRPF men, and the CRPF men fired a few shots at them and left the village as the militia members escaped.

Jailed Odisha Maobadi Party (OMP) leader Sabyasachi Panda and former mediator during abductions Dandapani Mohanty ended their hunger strike on May 1 afternoon in Berhampur of Ganjam District, reports The Hindu. Both called off their hunger strike following a joint appeal by a group of civil rights activists of Odisha. According to a release, a delegation would meet State Chief Secretary regarding demands of these two Maoists in judicial custody in Berhampur circle jail. Sabyasachi called off his hunger strike at 1.30 p.m. in Berhampur circle jail while Mohanty ended his hunger strike at 2.30 p.m. in Maharaj Krushna Chandra Gajapati (MKCG) medical college and hospital. Sabyasachi had started his recent hunger strike on April 22 to protest against his solitary confinement and demand for details of all cases pending against him. For the same demands he had observed hunger strike for five days from March 31. Mohanty had started his hunger strike on April 24 demanding political prisoner status. A senior woman cadre of the Communist Party of India-Maoist (CPI-Maoist), identified as Kamla Dhruv alias Santoshi (22), who carried a reward of INR 200,000 on her head, was arrested near Mugaltola village in Kanker District on May 2, reports The Pioneer. Police officials claimed that Santoshi was involved in major insurgency-related incidents including killing, loot, kidnapping, arson, damage to public property and deadly attack on para-military troopers as well as on Chhattisgarh Police personnel. Santoshi was earlier working as an active member of Korar Area Committee of the CPI-Maoist and later she was promoted to the rank of ‘Deputy Commander’ Kiskoda Local Operating Squad (LOS).

The Odisha State Government on May 2 has requested the Centre to provide INR 30 billion to continue implementation of several key programmes which will face shortage of funds in the coming days due to reduction in Central assistance, reports The New Indian Express. Besides, it has also asked the Centre to continue funding of Area Specific Development (ASD) plans which are being implemented in backward and Maoist-affected areas of the State. The ASD plans include special scheme for KBK (undivided Koraput, Balangir and Kalahandi districts) region, Backward Regions Grant Fund (BRGF) and Integrated Action Plan (IAP). The Centre’s decision to delink eight schemes from Central support and change the sharing pattern of 33 Centrally-sponsored schemes will substantially reduce the quantum of Central assistance in 2015-16. The State Government will have to provide funds from its own resources for sector specific and State specific programmes which were recommended by the Thirteenth Finance Commission (TFC). However, the Fourteenth Finance Commission (FFC) has not recommended any grants for sector and State specific programmes. In a letter to Prime Minister Narendra Modi on May 2, Chief Minister Naveen Patnaik has said delinking area development programmes like KBK, BRGF and IAP from Central assistance will severely affect development programmes taken up in Maoist-affected districts. The loss on account of reduction in Central assistance will be about INR 8,037.26 crore. The State Government will receive an additional INR 5,883.43 crore on account of the 10 per cent more devolution of funds recommended by the FFC. The additional liability of the State Government will be INR 2148.83 crore in 2015-16.

When they failed to do so, they set ablaze two houses in that village. After coming out of the village, they stayed near the bridge over Dhordhorwa river. This bridge connects Churchu block with Tati-Jhariya. Suddenly the villagers heard a sound of huge explosion. When the Maoists left the place they found that the bridge has been damaged.

The State Government would continue with the Naxal rehabilitation package, he told reporters. He also appealed to Naxals to join the mainstream of society as the State Government would act tough against anyone trying to disrupt law and order. He said, “Compared to other states, Maoist activities in the state (Karnataka) are very minimal.” He added, “Barring one or two stray incidents, no major naxal-related violence has been reported in the state in the last two years.” Replying to questions, he said the Chikmagalur deputy commissioner has come to the conclusion that the killing of cattle trader Kabeer (April 19, 2014) by Anti-Naxal Force (ANF) personnel last year was a case of mistaken identity. George said the department has directed ANF personnel to exercise extreme restraint in tackling such situations in future. On the large number of vacancies of constable posts in the State, George said the recruitment process of over 8,500 policemen is on. “We have appealed to the chief minister to grant permission to fill another 8,500 vacant posts of constables,” he said.

Since Roopesh, Shyna and three others were sent to the custody of Tamil Nadu Q Branch for 10 days, the arrest could not be recorded. The officials of ISIT said that they would be approaching court for getting Roopesh and Shyna in custody once Q Branch hands them back to judicial custody. The ISIT will also approach various courts where cases against the couple were registered, for issuing production warrant. Four cases are being probed by ISIT involving the couple in the state. Earlier, on April 30 the Court had found 13 persons guilty of various charges including terrorism and criminal conspiracy in the cases related to the chopping of the palm of T J Joseph, a professor with the Newman College in Thodupuzha in Idukki District by the activists of radical outfit Popular Front of India (PFI). Those awarded 10-year rigorous imprisonment were found guilty under various sections of Unlawful Activities [Prevention] Act (UAPA), along with different sections of the Indian Penal Code (IPC) and Explosive Substances Act. The rest three were convicted for offences under IPC. The court also imposed a fine of INR 8 lakh on the 13 convicts which will be given to the victim, professor T J Joseph. There are 54 accused persons in the case, of which 37 were charge-sheeted by the NIA. As many as 31 persons have undergone trial, and six accused are absconding The incident happened on July 4, 2010, when Prof T J Joseph was returning home with his family after attending the Sunday Mass. A six-member gang pulled him out of his car and chopped off his palm for authoring a question paper that allegedly had material insulting the Prophet.

Chatra Superintendent of Police (SP) Surendra Kumar Jha said that Police had received information that a CPI-Maoist squad was likely to visit villages Silwar, Kolva, Ektara and Bhalva. The purpose of this visit was to have an encounter with Tritiya Prastuti Committee (TPC) men who were also going to visit that area. For revival of a 'jan jagaran abhiyan' (people’s awareness campaign) to wean away people from Maoists, a massive public meeting has been convened by ‘Vikas Sangharsh Samiti’ (struggle for development organisation) at Dantewada on May 25, second death anniversary of Mahendra Karma, who spearheaded the ‘salwa judum’ movement. Karma was among frontline Congress leaders killed in a deadly Maoist attack in Bastar in May 25, 2013. Former ‘salwa judum’ leaders, including Sukhdeo Tati and Chaitram Atami, are also associated with the fresh move to revive a movement against the Maoists. However, the Maoists issued a statement to the local media, describing the move as "Salwa Judum-II" and calling upon people to fight back the new 'repressive movement'. CPI-Maoist Dandakaranya special zonal committee spokesman Gudsa Usendi said party has given a call to Peoples' Liberation Guerrilla Army (PLGA), military wing of Maoists, to bring such people to peoples' court and take action. Maoists claimed Salwa Judum-II in the name of peace and development was in fact aimed at selling off the natural resources to domestic and foreign capitalists. "The heroic masses of Bastar will defeat Salwa Judum-II. Gope said the PLFI was talking to tea garden labourers to extend its base to Assam after having spread to Uttarakhand and Haryana. He also claimed his cadres were in Sri Lanka, Mauritius, China and Nepal for talks with “like-minded organisations”. He further claimed a major chunk of the “levy” they collect from contractors, businessmen and mine owners – the amount is estimated to run into several crores – goes into a slew of “welfare programmes” that help them connect with the people. On May 12, a Midnapore court had sentenced Mahato, the convener of People’s Committee against Police Atrocities (PCPA), and five others to life imprisonment after holding them guilty under UAPA for their alleged links with Maoists. The letter, signed by several Maoists, has been written by IIT dropout Arnab Dam and senior leader Patit Paban Haldar. Both leaders are currently lodged at Presidency Jail. The letter stated: “The chief minister held several meetings with Mahato and asked him to spearhead the tribal movement. She promised that Mahato would be released when she would come into power. However, she disowned him after assuming office. She would be punished for this treachery… She alone did not bring change in Bengal. A final decision on future deployment of Central Reserve Police Force (CRPF) in Communist Party of India-Maoist (CPI-Maoist)-hit areas of Maharashtra will be taken by the Centre at end of September, 2015, said Additional Chief Secretary (Home) K P Bakshi on May 14, reports The Business Standard. "We have requested Home Minister Rajnath Singh to let us continue using CRPF in Maoist-hit areas and not deploy Indo-Tibetan Border Police (ITBP) in their place. He has granted our request for now and said that we will use CRPF until September, after which the Central Government will take a final call," said the Additional Chief Secretary (Home). He said that deployment of ITBP instead of CRPF would mean that Maharashtra has a lesser number of 'companies' patrolling Maoist areas. "I think the Centre wants us to deploy ITBP in place of CRPF because numbers prove that Maoism is fairly contained in Maharashtra. This exerts pressure on other states like Jharkhand and Chhattisgarh but our work is to put forward our viewpoint that if CRPF companies are shifted from here, the Maoist menace may get concentrated in Maharashtra," he added. He further said "One CRPF battalion has six companies. Currently, Maharashtra has five CRPF battalions which means 30 companies. In ITBP's case, one battalion has five companies. So, the number of companies will decrease by five." He said that Maharashtra government will be satisfied if the Centre provided five extra ITBP companies to the State.

After holding an hour-long meeting with top officers of Maharashtra State Government and the region on anti-Communist Party of India-Maoist (CPI-Maoist) operations in the border districts of Gondia and Gadchiroli in Vidarbha region on May 14, the Union Minister of Home Affairs (UMH) Rajnath Singh expressed confidence that the Naxalite-[Left Wing Extremism (LWE)] problem in the country would be resolved soon, reports The Times of India. "As soon as the new government came to power at the Centre, we offered an olive branch to the Naxalites. We are still hopeful that talks would resolve the matter. Meanwhile, we are adopting the two-pronged approach of development and strict security in the affected areas," said Singh. He claimed that in the last one decade, casualty rate of civilians and Security Forces from LWE attacks had dropped by 20 to 25 percent. "I am satisfied with the way the Maharashtra Police has taken up the challenge of meeting the Naxal threat. However, I have offered any additional assistance required from the centre," added Singh. He further said all pending projects and requirements of the affected areas were discussed at the meeting. Commenting on if Indian Army can be deployed to tackle LWE problem, especially in states like Chhattisgarh, he said several strategies were discussed at the meeting but he could not make them public at this stage. "We are confident that the problem would be resolved in near future," he added.

On receiving a specific input that Maoists have taken refuge in the forest areas of the village, a Police patrol party was heading towards Hatkarra, when it came across Amita, daughter of Tulsi Ram, a resident of Katholi Mangrutola under Korar Police Station limits. The Narendra Modi government would soon take a decision on the continuation of the Integrated Action Plan (IAP), a highly successful development initiative for 88 Districts affected by Left-wing extremism (LWE), Union Home Minister (UHM) Rajnath Singh said on May 14, reports The Telegraph. The IAP, which lapsed in March 2015, is awaiting its second extension and reports are that most of the nine states where it was implemented want its continuation. But there are doubts whether the Modi government would extend the programme since the Planning Commission, which monitored the execution of the scheme, has folded up. "I have already apprised the Prime Minister; a decision (on it) would be taken soon; the other initiatives and schemes are going on," Singh told a news conference in Nagpur after reviewing security operations in Communist Party of India-Maoist (CPI-Maoist)-affected Gadchiroli and Gondia Districts. Under the IAP, each District was allocated INR 300 million a year for development initiatives, based on District-specific plans approved and monitored by the Planning Commission. The scheme, which was being implemented by the Union Rural Development Ministry, began in 2010 covering 60 Districts but was later expanded to 88 Districts. Sources who attended today's review meeting said security officials brought up the issue of the IAP, which had been supporting self-employment and forest-based projects in Gadchiroli with the focus on livelihood generation. Across Maoist-affected Districts in India, the IAP is said to have been the most successful intervention with over 90 per cent of the over INR 75 billion released by the Centre spent on development projects.

The encounter took place early in the morning near Ponjed at Mirjur in Gangaloor Police Station area where a team of Special Task Force (STF) and District Police Force was conducting an anti-Maoist operation. STF Constable Sitaram Kunjam and Assistant Constable of the District Force Moti Ram were killed on the spot. Chhattisgarh Government has decided to outsource doctors, teachers and para-medical staff to work in the pockets that had been infested with the activities of the Naxalites [Left Wing Extremists (LWEs)], reports Business Standard on May 19. Being located in the inaccessible terrains coupled with the terror of the CPI-Maoist, doctors and teachers had been avoiding to work. Most of the state-run health centres and schools located in the interior areas of Bastar and Sarguja, both Naxal-affected divisions, had been facing the dearth of staff. The State Government had issued advertisement for filling the posts on number of occasions, but failed to get any response. Even the doctors were offered special packages for working in the insurgency-hit areas. Following the dearth of staff, the state government had been failing to provide proper health care and education to the people in both the regions. "Now, the state government had decided to outsource the posts in both Sarguja and Bastar region," a state government spokesperson said. The state cabinet on May 19 approved the proposal moved in this connection, he said, adding that the details of executing the proposal would be worked out soon. The posts that the State Government had been willing to outsource include doctors, teachers and para-medical staff. Further, development works with an estimated cost of INR 2.25 billion have been sanctioned for seven Districts, across Bastar region, which are Naxal affected, reports Business Standard on May 19. "A master plan has been drafted to provide intensive employment to the youth in the seven Naxal-affected districts of Bastar division," a State Government spokesperson said. The State government is laying stress on horticulture, animal husbandry and fisheries to make it viable, financially, to the deprived sections of the society. Stress is laid on developing irrigation facilities in Bastar region. Chhattisgarh's agriculture and water resources minister Brijmohan Agrawal toured the seven Districts during the three-day "Lok Suraaj" campaign. He laid foundation stones and performed 'Bhoomipujan' of development works worth INR 2.25 billion.

Potam was active in Malangir area committee surrendered with his Self-Loading Rifle (SLR), two magazine and 47 live cartridges, following which he will be given INR 800,000 including the reward amount on him and as part of Surrender cum Rehabilitation Scheme of State government. According to Potam, he was fed up with hollow ideologies, consistent harassment and violence preferred by CPI-Maoist commanders, which is why he surrendered. Acting on a tip-off that Maoist ‘sub-zonal commander’ Dipakji was camping in the dense forests of Palkot, special teams, comprising State Police personnel and Central Reserve Police Force (CRPF) personnel, were formed to corner the squad from all sides. As the Security Forces (SFs) neared the forests, the Maoists opened fire. The SFs also retaliated, forcing the Maoists to flee, leaving behind a huge quantity of ammunition. "We recovered 514 rounds of 7.62mm bullets, a hand grenade, Naxalite [Left Wing Extremism (LWE)] literature, Police uniforms, backpacks and items of daily use from the encounter spot," said Gumla Superintendent of Police (SP) Bheemsen Tuti. Police then launched a search operation, during which there was an exchange of fire with the Maoists in a forest near village Asha and some Maoists were injured. The Maoists killed Ravindra to take revenge for this skirmish, a Police release said. Also, a Maoist pamphlet found near his body said Ravindra was killed because he was working as an SPO.

Amid opposition from political parties, the move to revive a "Salwa Judum" (an anti-Maoist vigilante group) like people's movement against the Communist Party of India-Maoist (CPI-Maoist) in Bastar region of Chhattisgarh has fizzled out with organizers now saying that they would organize a meeting on May 25 to pay homage to the victims of Maoist attack that killed frontline Congress leaders of the state in May 2013, reports The Times of India. Slain Congress leader Mahendra Karma's son Chhavindra Karma and other leaders had announced on May 5 that they would convene a meeting at Faraspal in Dantewada District on May 25 — the third anniversary of Bastar massacre — to chalk out strategies to re-launch a peoples' movement against Maoist rebels. Leaders of erstwhile Salwa Judum had also supported the move. While Maoists have threatened a bloody backlash against all those trying to revive any movement against them, mainstream political parties did not come out in open to support the proposed campaign fearing violence and bloodshed in the tribal region. Late Mahendra Karma's son and two former Salwa Judum leaders Chaitram Atami and Sukhdev Tati had formed a "vikas sangharsh samiti" to fight for the development of Bastar. In the process, they sought to project the proposed movement as the second phase of Salwa Judum, a controversial movement that led to bloodshed in Bastar between June 2005 and December 2008. Then, Congress leader Mahendra Karma had spearheaded the Salwa Judum campaign. The DGP felt there was need of deployment of two more battalions of Border Security Force (BSF) in this region to increase area dominance of Security Forces (SFs). He said that in recent times the Maoists had lost much ground in Malkangiri and Koraput Districts, which were earlier their major bases. But he felt it was not the time of complacency for the SFs and more area dominance through anti-Maoist operations was need of the day. According to him additional BSF battalions will help in filling up the gaps in the anti-Maoist operations as in several key locations in Koraput District there were no permanent camps of central forces. He also added that construction of a Special Operation Group (SOG) training centre was on in Koraput and its completion would increase strength of SOG personnel in the State. Before reaching Koraput, the DGP Marik visited Malkangiri District. According to the DGP, construction of Gurupriya bridge, which had been till date stalled by Maoists, would be a major catalyst of improved communication and development of 151 villages in this cut off area. The construction work of the INR 173 crore project is now on since September, 2014 by Kolkata based Royal Infra Construction with active Police protection, reports odishasuntimes.com. A division bench comprising Chief Justice Virendra Singh and Justice PP Bhatt delivered the order in connection with the kidnapping of 35 children by Maoists in Gumla District in which the Chief Justice in his motion, treated news published in a vernacular daily on April 22 as Public Interest litigation (PIL) and notices were issued to the Central and State officials. In his affidavit, Jharkhand Director General of Police (DGP) DK Pandey submitted that 21 anti-Maoist operations spread over 98 days have been conducted in Gumla District to free the kidnapped children during which five children were rescued. Identifying Lohardaga, Gumla and Latehar as Maoist hotbeds, Pandey said the State was looking at Central assistance in terms of finance and human resources to set up seven camps in the area to facilitate development. The DGP submitted that though he had written to the Union Home Secretary in this connection on March 31, 2015, the latter was yet to respond. Advocate General Binod Poddar apprised the Court that the Centre has released INR 184.19 crore in 2013-14 and INR 340 crore for 2014-15 under the Integrated Action Plan (IAP) for 17 LWE- affected districts.

Muhamed Mustaque while delivering a judgement said that State pay a compensation of INR 10000 and INR 10,000 as cost to the petitioner Shyam Balakrishnan from Wayanad District in the case. In his judgment Justice A. Muhamed Mustaque further held that in this case, “the facts will clearly indicate that the petitioner was arrested as a suspected Maoist. At the relevant time, the police had no clue about the offence committed by the petitioner. The only reason on which the petitioner was arrested was that he was a suspected Maoist. No doubt, the police, on realising the mistake, released the petitioner without registering a case.” The judgment pointed out that in this case “police violated the liberty of the petitioner by taking him into custody without satisfying that the petitioner was involved in any cognisable offence punishable under law.”The Court further said “if the Maoist organisation is a proscribed organisation under the law, activities of the Maoist organisation can be interfered. If the individual or organisation abhors and resorts to physical violence, the law agency can prevent or take action against the individual or organisation.” ‘‘The police version that the petitioner was rescued from the agitated mob cannot be believed. The General Diary and other action on the part of the police in searching the house of the petitioner will clearly indicate that the petitioner was taken into custody as a suspected Maoist,” the judgment said.

At least 32 trucks were torched by the Communist Party of India-Maoist (CPI-Maoist) cadres in one of its major operation on the always busy National Highway. The Police came in for criticism for its allegedly lethargic and delayed response that virtually gave a free run to the Maoists who were in total command of a 2 kilometres long stretch of the highway between Bishunpur and Taradih villages of the Amas Police Station area. Confirming the suspension of the SHO, Gaya Senior Superintendent of Police (SSP) Manu Maharaj said that he would not tolerate any lapse on the part of the Police. The SSP also said that raids were being conducted to nab the ultras involved in the incident that grabbed national headlines. No arrest has so far been made in this connection, said the SSP. However, bandh (general shut down) called by the Maoists was almost total in the Naxal infested Dumaria, Imamganj, Banke Bazar and Raushanganj Police Station areas of Gaya District. To drive home the point, the CPI-Maoist has also cited incidents of “over-stressed” Policemen killing their seniors and claimed that more than 1,000 Security Force (SF) personnel have been killed in anti-Naxal operations. “Think about your background. You belong to the lower strata of the society. You cannot deny that you have come from families of poor tribals, labourers and farmers. Think about who you are serving just to feed your families. We know you are not honestly agreeing to the demands of the job and your family members not happy that you have to do this. Five Maoists were sighted, three of them carrying SLRs, near Teegalametta under Boodaralla panchayat (village level local self Government institution) in Koyyuru mandal (administrative unit) and they could be part of one of the three groups of Maoists that escaped after engaging Police for a while from around 800 meters at Cheedipalli on May 27 morning, Superintendent of Police (SP) Koya Praveen said. The additional forces deployed to track the Maoists in their possible escape routes found one group at Teegalametta. The Maoists noticed the Police movement and opened fire to which the latter retaliated, Praveen said. Twenty to twenty five rounds were fired by both the sides before the Maoists escaped into the forests. Two kit bags were found from the place where Maoists were sighted. At Cheedipalli, where the first exchange of fire took place on May 27, Police suspected that around 30 to 40 Maoists must have camped.

Senior Police officers said the operations were part of the state government's continuing efforts to contain extremism. But sources claimed that the recent High Court rap had prompted the Security Forces (SFs) to accelerate search operations for the abducted children. "The explosives, planted by Naxals, were recovered by a joint team of security personnel near Misma village on Sukma-Dornapal route under Dornapal Police Station limits yesterday," Sukma sub-divisional officer of Police, Prafulla Kispotta, said. The joint party of Central Reserve Police Force (CRPF) and district force was patrolling Sukma-Dornpal route when they found two tiffins containing Improvised Explosive Device (IED), weighing 10kg each, placed beneath the ground near Misma. The IEDs were immediately destroyed by the bomb disposal squad at the spot, the SDOP said.

Acting on a tip-off about the presence of Vadde at her native place Tiralgadh, a team of local Police mobilised towards the spot Vadde was arrested from the place, the official added. The documents also revealed that the CPI-Maoist leadership considered the attack a “magnificent (shandaar) ambush” for the choice of terrain, the recovery of 23 weapons and the successful execution. But the leadership also felt the attack came with a heavy cost as it allowed “political parties and corporate media” to equate the Maoist movement with terrorism. “We could have won sympathy by letting Patel, his son, Shukla and others go but the unintentional killings of the innocent allowed political parties and the corporate media to label us terrorists,” the document stated.

To strengthen the security situation in 10 Naxal [Left Wing Extremism (LWE)]-affected States, the Centre has given approval for setting up of 400 Police Stations and posts, reports The Hindu on May 31. According to an RTI query, information received from the LWE Division of Union Home Ministry (UHM), the government is building 400 fortified Police Stations in 10 States, each of which will be allocated INR 20 million each. The Centre would bear 80 per cent of the cost of construction, while the state, the remaining 20 per cent. In 2012-13, INR 1.5 billion were allocated to these States, INR 1.1965 billion in 2013-14 and INR 990 million in the year 2014-15.

Meanwhile, new mobile phone towers and post offices will soon come up in worst Naxal-hit Districts in Chhattisgarh with Union Home Minister (UHM) Rajnath Singh ordering expeditious completion of work, reports New Indian Express on June 1. The instructions were given at a high-level meeting held in Raipur during his two day-visit to Chhattisgarh on May 30 – 31. Singh reviewed the anti-Naxal operations and the development agenda with Chief Minister (CM) Raman Singh and senior officials of the central and State government besides the paramilitary forces. He directed that the installation of mobile towers by the Bharat Sanchar Nigam Limited (BSNL) be expedited, particularly in Sukma District. He said new post offices will be opened in the three worst affected Districts of south Bastar namely Sukma, Bijapur and Dantewada. Singh stressed on the need for expeditious formulation of the Road Requirement Plan (RRP), RRP-II, in consultation with the Union Ministry of Road Transport & Highways. He also called for opening of schools and hostels, new bank branches and expansion of radio and TV coverage in these areas. The State government proposed that the Centre should undertake the 'Bastar Plan' for its integrated development on both economic and security fronts. CM Singh raised the issue of reimbursement under the Security Related Expenditure (SRE) scheme and demanded the deployment of five Central Reserve Police Force (CRPF) battalions. Home Minister Singh also held an interaction with the personnel of CRPF and State Police Force at Chintagufa camp in Sukma. The jawans demanded adequate provision for family accommodation in group centres and removal of differences in pay and allowances between the State Police force and paramilitary jawans staying in the same campus. Assuring the jawans, UHM Singh said the constant effort of his Ministry is to improve the working conditions and take welfare measures for jawans. Further, talking to reporters at Jagdalpur, divisional headquarters of Bastar, he said Centre would extend all help to State government to tackle the problem, adds The Times of India. "Our effort is to expedite the pace of development and restore peace," UHM Singh said. Replying to a question, he said both State Police and Paramilitary Forces deployed in anti-Naxalite operations, were working for better coordination in region.

Speaking at a public meeting in Chhattisgarh’s Sukma on May 31, Union Home Minister (UHM) Rajnath Singh, urged CPI-Maoist cadres to drop their weapons and come back to the mainstream, reports Indian Express. He said: “The Maoist challenge is a big challenge. They want to stop development. But we have taken a vow that we will establish peace in the region.” He added: “I am glad that I am the first home minister to visit Sukma. I will also visit in the future.” On Sunday (May 31), the last day of his two-day Chhattisgarh visit, Rajnath visited Sukma and inaugurated the first fortified Police Station of the State in Dornapal. It is among 75 such stations being constructed in the State from the central funds. He also flew to the Chintagufa Police camp, located near Tadmetla, where Maoists had killed 76 personnel in 2010. Rajnath was accompanied by Chief Minister Raman Singh and other senior officers. On May 30, the Home Minister had inaugurated the new Police Headquarters in Naya Raipur and a Police sports complex in Raipur. During his address to officers, he applauded the State Police for carrying out the battle against Maoists. He also held a meeting with senior officers and discussed modalities for tackling the rebel issue.

The vehicles comes at a price tag of INR 30.8 million. This will encourage Police to move even in the remotest parts of the District in search of Maoists without any fear, said Munger Superintendent of Police (SP) Varun Kumar Sinha. Three such vehicles were given to Kashimbazar Police Station, two vehicles each to Mufassil, Tarapur, Sangrampur, Asarganj, Jamalpur, Dharhara and Bariarpur. Police Stations and one vehicle each was given to East Colony and Jamalpur Police Stations on May 31, the SP added.
