A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Rajesh Oraon, who had a bounty of INR 200,000, was killed in an encounter with Security Forces (SFs) in Gumla District of Jharkhand on June 1, reports The Print. Acting on a tip-off, the forces began an operation to arrest Rajesh Oraon from near Marwa Forest, Superintendent of Police (SP), Ehtesham Waquarib said, adding that as the force reached there, Maoists started firing. In retaliatory firing, Oraon was killed on the spot. A rifle and several cartridges were recovered from the area, he added.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as ‘area commander’ Lajim Ansari, who was wanted in more than 25 cases and carrying a bounty of INR 500,000 on his head, was killed in an encounter with Security Forces (SFs) in Semla Bartoli Bhagat Kona Forest area under Chainpur Police Station limits in Gumla District of Jharkhand on June 2, reports The Print. “The encounter took place in a forest in Chainpur police station area around 8 pm on Friday when security forces were carrying out a search operation,” Gumla, Superintendent of Police (SP), Ehtesham Waquarib said. A rifle and two country-made pistols were also recovered from the spot. Police said Ansari was a resident of Kotam village under the Sadar Police Station limits in Gumla District.

A village abandoned by its residents due to fear of Communist Party of India-Maoist (CPI-Maoist) was set afire allegedly by the Maoist cadres in Raighar block in Nabarangpur District of Odisha on June 2, reports The New Indian Express. Of the total 42 houses in Lakhanpur village, 32 were reduced to ashes in the blaze. Prima facie, it appears to be a case of arson. Locals suspect the involvement of Maoists in the incident. Sources said the village was set up around 15 years back. Some locals cut down the forest to make way for the settlement. Since then, the villagers became the target of Maoists. Through posters and banners, the ultras were repeatedly warning the 250 residents to leave the village. When the inhabitants refused to vacate the village even after repeated warnings, the Maoists reportedly picked up a villager Narayan Nagesh from his house and killed him on March 17 this year. The Maoists said Nagesh was killed as a punishment for destroying the trees and setting up his house in the forest. They also warned the residents to vacate the forest land immediately.

On June 3, four Communist Party of India-Maoist (CPI-Maoist) cadres were injured in an encounter with Security Forces (SFs) near Regadgatta village in Konta tehsil (revenue unit) in Sukma District of Chhattisgarh, reports The Hindu. The injured were dragged away by their fellow cadres into a forest hideout, stated an unnamed official. The gunfight erupted based on intelligence about the presence of Maoist ‘commander’ Mangdu and his team belonging to Konta Area Committee in Maraiguda and Regadgatta villages of Chhattisgarh.

The Security Forces (SFs) successfully foiled a major threat to public safety as they recovered and defused two Improvised Explosive Devices (IEDs), one weighing five kilograms and the other eight kilograms, planted by cadres of the Communist Party of India-Maoist (CPI-Maoist) in the jungles (forests) near Maradiri village under Goilkera Police Station limits in the West Singhbhum District of Jharkhand on June 5, reports The Avenue Mail. Acting on intelligence inputs, the SFs launched a comprehensive operation in the region and during their search and combing operations, they unearthed the two IEDs, which were concealed in a remote area, intending to cause harm to innocent civilians and SFs to disrupt peace in the region. Specialized Bomb Disposal Squads (BDS) neutralized the IEDs in a controlled and safe manner.

A tiffin bomb, four detonators, four gelatin rods, and other items were recovered from Sunil’s possession. Police said that Sunil was involved as a Local Organising Squad (LOS) member from 2012 to 2018, a ‘militia’ (people’s army of the Maoists) member from 2018 to 2019, a ‘militia’ leader from 2019 to 21, and a ‘militia’ ‘commander-in-chief’ since 2021.

Police arrested three Communist Party of India-Maoist (CPI-Maoist) couriers, identified as Poonem Nageswara Rao, Devasuri Mallikarjuna Rao and Palle Pogula alias Umashankar, along with explosive materials, a drone camera and a lathe machine during vehicle checks conducted jointly by Police, special party and 141 battalion personnel of the Central Reserve Police Force (CRPF) at Devanagaram under Cherla Mandal (administrative division) in Bhadradri Kothagudem District of Telangana on June 6, reports manatelangana.news. Superintendent of Police (SP), Vineeth G said it was for the first time that Police in Telangana seized a drone camera that was on its way to Maoists. “Had the drone camera fallen into the hands of Maoists, it could have posed a great threat to security forces as Maoists could have gathered details of vital security installations using it,” the SP said, adding ten gelatin sticks, 160 meters of cordex wire, five electric detonators, one drone and one lathe machine were seized from the arrested couriers.

Bujji, a native of Cherpalli village under Bhupalapatnam Police Station in Bijapur District of Chhattisgarh, came to the Taliperu Dam area along with other Maoists and ‘militia’ (people’s army of the Maoists) members with the intention of killing the Police. The associates of Bujji fled from the spot on noticing the Police. Bujji was recruited as a guard when she was 15 years old in 2008 for the Maoist West Bastar Division National Park Area Committee ‘secretary’ Madhavi. She carried a double-barrel gun working in the National Park Committee from 2008 to 2014, in which she was shifted to South Bastar Division. The charge sheet has been filed under various sections of the Indian Penal Code (IPC) and the Unlawful Activities Prevention Act (UAPA) against Vinay Yadav alias Kamal alias Murad alias Guru ji, Naval Ji alias Naval Bhuiyan alias Arjun Bhuiyan and Jilebiya Yadav alias Vinay, all residents of Bihar, a NIA spokesperson said. The latest charge sheet comes just days after the NIA conducted widespread searches in Jharkhand and Bihar in connection with the case which was originally registered by Bihar Police on November 3, 2018, following the brutal murder of Naresh Singh Bhokta, who was abducted on November 2, 2018 and taken to a ‘jan adalat or kangaroo court’ where the top leadership of the CPI-Maoist issued instructions to their cadres to kill him after declaring him as a ‘police informer’. His body was found near Badhai Bigha village in the Madanpur Police Station area the same day. Nine accused have so far been arrested in the case, the investigation of which was taken over by the NIA on June 24, 2022. The agency had filed a supplementary charge sheet on February 25 against one of the accused.

In the first incident, Maoist cadre, Subhash Thakur alias Anup Ji, wanted in connection with Dumaria incident, was arrested from Pakri village under Sohail Police Station area in the district. Reportedly, an armed squad of the Maoists had triggered landmine explosions and resorted to indiscriminate firing on the Police team near Bhaluaha hills on the outskirts of Baltharwa village under Dumaria Police Station area on June 11, 2012, in which one Police jawan (trooper) had died in the incident. In the second incident, the Police arrested Bhola Paswan, a resident of Ahuri village under Amas Police Station area in the district on June 15. Bhola had been absconding for the last around nine years in a case of setting on fire a Poclain machine at Barhi in Hazaribagh District (Jharkhand) on September 29, 2014. The driver of the Poclain, Yogendra Yadav, had lodged a written complaint against around 10-15 unknown Maoists, who had threatened to shoot the Poclain owner if their demand for ‘levy’ (extortion money) was not fulfilled. Padma alias Modem Padma alias Lalita and Dubasi Devender, for the July 2019 attack on Security Forces (SFs) by the Communist Party of India-Maoist (CPI-Maoist) elements near Tiriya village in Jagdalpur Tehsil (revenue unit) in Bastar District of Chhattisgarh, reports The Hindu. Padma, who earlier operated as a ‘divisional committee member (DCM)’ of the CPI-Maoist and was currently acting as a coordinator between front organisations and the outfit. The ‘Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) division’ of the Maoist outfit had called a 12-hour bandh in protest against the killing of its three cadres in an encounter with special intelligence wing (SIW) of Odisha Police at Taprenga Madanpur-Rampur block in Kalahandi on May 9. “There was no impact of the bandh in Kandhamal district,” said a senior police officer. Government offices, banks and educational institutions were closed as it was a Sunday. Vehicles were plying as usual, even in Maoist-affected areas in the district, he said. On June 26, the National Investigation Agency (NIA) arrested a fourth accused, identified as Anandi Paswan alias Anand Paswan (46), in the Communist Party of India-Maoist (CPI-Maoist) terror funding case in connection with efforts being made for the revival of the banned outfit in Magadh Zone of Bihar, from Nirakhpur village under Kinjar Police Station limits in Arwal District of Bihar, reports daijiworld.com. The NIA said that Paswan has more than five criminal cases registered against him in various Police Stations of Bihar. “This is the fourth arrest in the case, related to the terror financing network being jointly operated by CPI (Maoist) cadres and Over Ground Workers (OGWs) in the Magadh region,” said a NIA official. The official said that Tarun Kumar, Pradyuman Sharma and Abhinav alias Gaurav have been arrested earlier by the NIA. The NIA had filed a charge sheet against two accused in the case on January 20, 2023. The NIA investigations so far have revealed that the proscribed terrorist organisation, CPI-Maoist, was trying to raise funds for procurement of arms and ammunition and recruitment of new cadres to further its designs for reviving itself in the Magadh Zone area. Previously, operations in remote and interior areas used to be paused during the rains, inadvertently giving space to Maoists to carry out recruitment drives or hold meetings with villagers. For the past three-four years, however, specially trained units of state and central security forces have pressed on with operations in forests in monsoon, resulting in the killing of 29 Maoists in encounters since 2020. The past years’ operations have been an example against the perceived notion that security forces wouldn’t be able to carry out operations due to overflowing nullahs, canals and slippery terrain in the forests of Bastar, a Police officer said. Bastar range Inspector general of Police (IGP) Sundarraj P told that security camps established in more than 60 spots in the remote areas have “choked the Maoists” and become “bottleneck points” for movement of the insurgents, while giving forces access to the forests. “Earlier, operations would be stalled but for the past 3-4 years, our ops continue during the (rainy) season, bringing results. CRPF [Central Reserve Police Force], CoBRA [Commando Battalion for resolute Action] and Special Task Force [STF] will be carrying out operations as they are well trained in jungle warfare. An action plan is in place to deal with the challenges of monsoon in the forest and conduct searches,” Sundarraj said. The inter-state operations on bordering areas like Telangana, Andhra Pradesh, Maharashtra will also be intensified in the coming weeks and the jawans were well equipped for it. The morale of SFs is high despite casualties, the senior Police officer said. “We have recorded significant positive operational outcomes during this monsoon, since we have made decisive inroads into the erstwhile Naxal [Left Wing Extremism, LWE] strongholds by opening strategic operational base camps,” said Sundarraj.

A joint squad of the District Reserve Guard (DRG), the Central Reserve Police Force (CRPF), and the District Force launched the operation in response to specific information regarding the presence of Maoists Vetti Bhima, Mangdu, Kosi, and Sodi Dula, as well as other cadres belonging to the Konta area committee of the CPI-Maoist, in the Errabor and Bheji Police Station areas. After the exchange of fire stopped, the body of a Maoist identified as Sodi Dula along with a muzzle loading gun, an Improvised Explosive Device (IED), gelatine rod, cordex wire and electric detonators were recovered from the spot, a Police official said. The Sarv Adivasi Samaj has issued an appeal for his release. Many villagers, including some school students and teachers, have also gone to appeal. A few have returned and others are still in the jungle.” According to sources Madvi has been produced by the Maoists before senior cadres at a ‘jan adalat’ (Kangaroo court of the Maoists). NIA investigations revealed that Abhinav, a cadre of the CPI (Maoist), was arrested on January 3 and was part of the conspiracy to raise funds for the organisation. He was also found to have motivated ex-cadres of the CPI (Maoist) for the revival of the CPI (Maoist) in Magadh Zone and worked as a conduit between the outfit’s operatives and other stakeholders in Magadh Zone in Jharkhand and Bihar.
