On July 3, The Enforcement Directorate (ED) interrogated arrested People Liberation Front of India (PLFI) chief Dinesh Gope at Birsa Munda Central Jail in Ranchi in connection with funds and links with different extremist groups, reports Daily Pioneer. The National Investigation Agency (NIA) had arrested him on May 21. During the interrogation, the NIA got clues suggesting that he invested extorted money in shell companies besides purchasing land. The probe agency also got information regarding the roles of his both wives in money management.

Security Forces (SFs) on July 3 seized a cache of arms and ammunitions while busting a Communist Party of India-Maoist (CPI-Maoist) camp following intelligence inputs about a huge camping of Maoists at Patdhara Reserve Forest under Sinapali and Boden blocks (administrative sub divisions) in Nuapada District of Odisha, reports The Pioneer. During the searches, the security personnel seized ammunitions including a hand grenade, Maoist literature, Maoist uniform, radio, soldering iron kit, battery, haversack among other things.

An encounter occurred between Security Forces (SFs) and cadres of the Communist Party of India-Maoist (CPI-Maoist) following inputs about the presence of 40-50 armed Maoists along with senior Maoist leaders in the forest near Isulnar village in Bijapur District of Chhattisgarh on July 4, reports The Pioneer. The Maoists opened fire when the SFs were cordoning off the forest. The Maoists escaped after they found SF personnel zeroing in on them, Superintendent of Police (SP), Chandrakant Governa said. The Police seized a bomb, cordex wire, fuse wire, four detonators, eight gelatins, Naxalite [Left Wing Extremism, LWE] uniform and daily use items from the encounter spot.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Raju Kumar, an aide of Maoist ‘regional commander’ Ravindra Ganjhu with a reward of INR 1.5 million, has been arrested by the National Investigation Agency (NIA) team from Kudu Police Station area in the Lohardaga District of Jharkhand on July 6, reports etvbharat.com. Raju, director of Raju Bricks and resident of Vishramgarh under the Kudu Police Station area, is accused of investing money from the CPI-Maoist in different businesses. Raju is also accused of investing the money of the CPI-Maoist in business and converting the black money of Maoists into white. The NIA has been searching for the accused for the last six months, but he is absconding.

Five Communist Party of India-Maoist (CPI-Maoist) cadres were arrested with a large number of arms and ammunition during a Police operation in Serendag Police Station area in Lohardaga District of Jharkhand on July 6, reports NDTV. Two carbines, a revolver, a carbine magazine, 111 live cartridges, five pamphlets of CPI-Maoist and four android mobile phones were seized, a statement by the Police said. The five were allegedly involved in setting two tractors and one excavator on fire in the Serendag Police Station area on March 27 and June 5 respectively. They had also allegedly attacked a clerk of contractor engaged in road construction on May 22, it said. The identities of the five Maoist are yet to be ascertained.

Acting on intelligence inputs regarding the presence of explosives, the SFs swiftly launched a search operation in the dense forested area known for Naxal [Left Wing Extremism, LWE] activities. Wanted Tritiya Sammelan Prastuti Committee (TSPC/TPC), a splinter group of the Communist Party of India (CPI-Maoist), ‘commander’ Santosh Bhuiyan was arrested by the Palamu Police after an encounter between Police and TSPC/TPC cadres that took place in the Angada Forest area under Kunda Police Station limits in Chatra District of Jharkhand on July 7, reports etvbharat.com. Earlier, Santosh, a resident of the Nagad area of Manatu, had survived the Police-Naxalite [Left Wing Extremist, LWE] encounter at the hands of the Security Forces (SFs) and had fled and entered the border area of Palamu. Bhuiyan has been involved in encounters with SFs in 2021 in Palamu's Manatu Police Station area and in 2022 in Chatra's Kunda Police Station area. After the encounter, the Palamu Police, during their search of the area, recovered many materials, including weapons, from the Naxalites from the encounter spot.

The Communist Party of India (CPI-Maoist) cadres have made their presence felt in Rayagada District of Odisha by releasing some posters found at Bhurusikhamar Square under Muniguda Police Station in the district on July 9, triggering panic among the local people, reports odishabytes.com. In the posters, the Bansadhara-Ghumusar-Nagabali (BGN) divisional committee of the CPI-Maoist has called upon the State Government to stop the works on laying a road from Serakapadi to Niyamgiri. They alleged that the government had handed over forest land to different companies, depriving the tribals of their livelihood. The Maoists have threatened the land brokers for exploiting the innocent tribals in the hills of Niyamgiri and Sasubahumali. They also warned of producing the government officials, who opposed the outfit’s call for a bandh (general shutdown strike) on May 15, in ‘Praja Court’ (a people's court held by Maoists).

The National Investigation Agency (NIA) registered a case against Krishna Hansda alias Saurabh Da, a ‘regional commander’ of the Communist Party of India (CPI-Maoist), to probe an alleged conspiracy to extort ‘levy’ (extortion money) from businessmen and contractors in Jharkhand for organising violent activities, reports Hindustan Times on July 11. The Maoists often collect ‘levy’ from contractors and businessmen engaged in developmental projects in Jharkhand, and invest the money in dubious shell companies to purchase arms and other logistics for operations against Security Forces (SFs). Hansda was arrested by Jharkhand Police on January 16 from Lucio Forest area in Dumri village in Giridih District, when he was travelling with an associate to allegedly collect ‘levy’. According to a first information report (FIR) filed by NIA on June 30, “a credible input was received by Jharkhand Police that a Naxal [Left Wing Extremism, LWE] cadre of proscribed terrorist organisation CPI (Maoist) - Krishna Hansda alias Saurabh Da, regional commander of CPI (Maoist), along with his squad, had gathered in Lucio Forest area of Dumri police station, Giridih, to collect levy and carry out an untoward incident”. The agency said that Hansda was arrested while his associate managed to escape. A US-made pistol, six live rounds of 7.65 mm, INR 200,000 cash and Naxal literature were recovered from the Maoist, the agency added.

The Calcutta High Court of West Bengal on July 11 granted conditional bail to Chhatradhar Mahto, former leader of the Communist Party of India-Maoist (CPI-Maoist)-backed People's Committee Against Police Atrocities (PCAPA), in a case registered by the National Investigation Agency (NIA), reports jagran.com. The court, however, directed Mahto not to enter Purba (East) Medinipur, Paschim (West) Medinipur, Jhargram, Bankura, and Purulia districts, once Maoist strongholds. A division bench of Justice Debangsu Basak and Justice Mohd. Shabbar Rashidi directed that Mahto be released on bail after furnishing a surety of INR 50,000 and two sureties of like amount. The bench also directed that Mahto shall appear before the trial court on every date of hearing until further orders and shall not in any way intimidate the witnesses or tamper with the evidence. Mahto has also been directed to appear before the Chief Investigating Officer of the NIA once a week until further orders. Mahto was arrested by the NIA on March 28, 2021, in connection with three cases from 2009, two of which were from Lalgarh and the third from Jhargram Police Station.

The National Investigation Agency (NIA) on July 13 issued ‘wanted’ notices for top Communist Party of India-Maoist (CPI-Maoist) leaders in connection with the double murder of former Andhra Pradesh Member of Legislative Assembly (MLA) Siveri Soma and Kidari Sarveshwara Rao, reports Telangana Today. The Maoist leaders for whom wanted notices were issued are Gajarla Ravi alias Uday, and Venkata Ravi Chaitanya alias Aruna. In its statement, the NIA said Aruna and Gajarla Ravi are the key executors of the Maoist strategies in Andhra Pradesh. The NIA informed us further that Aruna led the Maoist group that killed the former MLAs. The double murder took place while Kidari Sarveshwara Rao and Siveri Soma were visiting an interior village in the Araku assembly constituency of Andhra Pradesh. NIA re-registered the case on December 6, 2018 and took up the investigation. In June 2021, the NIA filed a supplementary chargesheet in the case against a woman area committee member of the Maoist group. The NIA said the woman Maoist leader, whom they identified as Kalavathi alias Bhavani, was instrumental in providing logistical support to the team that carried out the killing.

Reports of fresh 1,200 Communist Party of India-Maoist (CPI-Maoist) recruits and their training by the Maoists in the bordering District of Chhattisgarh have left Security Forces (SFs) in Gadchiroli District of Maharashtra on their toes along the 180-kilometre border with the state, reports The Times of India on July 15. Maharashtra forces, which have already alerted the Central Government about the Maoists trying to bounce back in Chhattisgarh, have put their security and intelligence units on high alert on the stretch between Kanker-Narayanpur and Bijapur national park. A senior official from the security and intelligence wings said around 1,000 cadres have been recruited by the Maoists in Dantewada and Sukma regions. Another 200–250 new cadres were recruited by the Maoists in South Bastar. "Earlier, there were barely 50–100 cadres in south Bastar and 200–400 in Dantewada and Sukma, which now have swelled to a substantial number after fresh recruitment," said the official. He said the concern was that Maoists would regroup and try to bounce back to their former strength in Chhattisgarh, which would not augur well for Gadchiroli and Gondia across the border in Maharashtra. Deputy Inspector General of Police (DIGP) Sandip Patil, also the chief of the Anti-Naxal Operations (ANO) for Maharashtra, said the central government has been briefed about the developments in Chhattisgarh, which may now affect Maharashtra too, but did not divulge further details. "Maharashtra forces are ready with strategies to counter any fresh threats," he said. It’s been learned that the Maoists are planning major attacks on Police posts that the Governments of different states are opening in their strongholds in central India. The Maoists’ ‘technical and research’ wing is said to be developing Vehicle-Borne Improvised Explosive Devices (VBIED) to blow them up near Police posts after mounting them on tractors or four-wheelers used in the rural areas. The Maoists are also developing drones to carry and drop up to five kilograms of explosives on Police Stations. In the latest issue of their mouthpiece, the Naxals [Left Wing Extremists, LWEs] claim to have well responded to the aerial attacks and surveillance in Chhattisgarh with their counter strategy.

The anti-Naxal crackdown by the Special Task Force (STF) along with other Security Forces (SFs) has dried up the weapons pipeline, leading to the number of armed extremists dropping drastically in the state, said a senior Police officer. "Now the Bihar Police, in coordination with the Narcotics Control Bureau (NCB) and other concerned wings of the government, have intensified their crackdown on the cultivation of illegal poppy in Gaya, Aurangabad, and Jamui districts in the state", Sushil Mansingh Khopde, Additional Director General (ADG-operations), STF, said. The ADG said despite law enforcement agencies destroying hundreds of acres of poppy plants each year, inputs suggest that clandestine opium poppy cultivation is present in certain pockets in Gaya, Aurangabad, and Jamui Districts. "Inputs also suggest that Maoists [Communist Party of India-Maoist (CPI-Maoist)] have been using opium cultivation as a source of revenue in these areas. They levy a 'tax' on poppy cultivators and small enterprises. Law enforcement agencies destroyed around 600 acres of poppy plantation in these areas in 2021, and in 2022, around 1200 acres were destroyed", the ADG said, adding, "The concerned district police and other agencies have been instructed to keep a vigil on clandestine opium poppy cultivation in specific areas in the district." Further, ADG Khopde said, "The number of Maoist-affected districts will further reduce in the coming months. No major Maoist incidents have been reported till June this year. Some armed cadres are only concentrated on the hills of Chakarbandha on the Gaya-Aurangabad border near Jharkhand and in the hilly areas of Jamui and Lakhisarai-Munger. The STF and Central forces have confined them there. We will soon make these areas Naxal-free."

Acting on specific inputs about the presence of 10-15 armed Maoists of the Bhairamgarh Area Committee in the forests of Potenar-Kesamundi villages, personnel belonging to the District Reserve Guard (DRG), Bastar Fighters, and the Central Reserve Police Force (CRPF)’s 222nd battalion launched the operation, a Police official said. When the patrolling team was cordoning off the area in the morning, an exchange of fire broke out between the two sides that lasted for about half an hour, the official added. After the fire exchange stopped, the body of a Naxalite was found at the spot. SF personnel also recovered a pistol, bullets, gelatin sticks, wires, and other Maoist-related materials from the spot. The identity of the killed Maoist is yet to be ascertained.

Madavi and Vadde, both residents of Bijapur in Chhattisgarh, surrendered in front of the Superintendent of Police (SP) just ahead of the Naxalites' 'martyrs’ week', which is marked between July 28 and August 3 to pay tribute to fallen ultras, a Police official said. Madavi was recruited as a member of Pamed Local Guerrilla Squad (LGS) in July 2014 and worked until 2021. He was transferred to the Zone Action Team in January 2021 and left the Dalam (armed squad) in June 2023 to return home. He was involved in eight encounters, five murders, and two arson cases. Vadde was recruited as a member of the ‘Jan militia’ (people’s army of the Maoists) with Jatpur Dalam in 2012 and worked there until 2023, after which he left the Dalam and returned home. He was involved in six murders and one arson case. In 2022, he was involved in the burning of 12 tractors and earth-moving equipment deployed for road work in Mauja Irapnar. Adama carried a reward of INR 600,000 on his head, while the bounty was INR 200,000 for Vadde, the official said.

BG Krishnamurthy alias Bhaskar (35), accused No.3, of Chikkamagaluru District, Hosagadde Prabha alias Nethra (24), accused No.6, of Shivamogga District and Savithri alias Usha (18), accused No.10, of Chikkamagaluru District, who are now in rehabilitation centre and judicial custody, are discharged from the offences. Suspected Communist Party of India-Maoist (CPI-Maoist) posters and banners surfaced at many villages in Nabarangpur District of Odisha on July 28, urging people to observe the ‘‘Martyrs’ Week’ (Shaheed Saptah), from July 28 to August 3, reports argusenglish.in. Several posters, banners, and pamphlets, which included handwritten letters in Odia and Hindi, were seen along the road near Deobharandi, Jodinga, and Nuagaon villages under Kundei Police limits and Ganjapara and Madagaon under Raighar Police limits in the district. The posters are said to have been put up by the ‘Mainpur Nuapada Division’. In the posters, the Maoists asked all their cadres and local people to spread out into villages in the area and hold meetings and gatherings (sabhas and sammelans) to make the villagers aware of the sacrifices made by the Maoist leaders who have died fighting for the ‘revolution’.

The Communist Party of India-Maoist (CPI-Maoist) triggered an Improvised Explosive Device (IED) to target the Security Forces (SFs) during a combing operation by the anti-Maoist elite force, the Special Operation Group (SOG), and Central Reserve Police Force (CRPF) personnel in view of the ‘martyrs' week’ being observed by the Maoists at Jugsaipatna village under Bhawanipatna Tehsil (revenue unit) in Kalahandi District of Odisha on July 29, reports Deccan Herald.
