A Communist Party of India-Maoist (CPI-Maoist) couple, Reddaboina Swamy alias Janardhan and his wife Shyamala, surrendered before Superintendent of Police (SP) B. Sumathi at the District Police headquarters in Medak District on February 1, reports The Hindu. The Maoist couple hailed from Medak District. Swamy is native of Balwantapur village in Dubbak mandal (administrative unit) and joined Giraipally Dalam (squad) in 2000 and later worked in Narsapuram Dalam and then left for Nallamala along with his wife Shyamala. An Adivasi (tribal) youth, identified as Rajesh Koorankallu (24), from the Koorankallu colony at Odakkayam in Urangattiri Gram Panchayat (village level local body), near Areekode, in Malappuram District was picked up by the Police on February 1 for allegedly sending a threat mail to District Police Superintendent Debesh Kumar Behera, reports The Hindu. The Police were yet to record his arrest till the evening of February 2. The Police said he was responsible for the mail that warned of an explosion at the Areekode Police Station and the Kodumbuzha forest station. Police sources said he was arrested under the Unlawful Activities (Prevention) Act (UAPA). The Police claimed that Rajesh had links with the People’s Liberation Guerrilla Army (PLGA) of the CPI-Maoist.

Over 70 per cent of 3.37 million voters across 22 Districts of Chhattisgarh exercised their franchise in the second phase of panchayat (local self-government institutions) polls on February 1, reports The Times of India. Though no major violence was reported, Maoists did manage to loot ballot boxes at some booths and disrupted voting at 24 polling stations. According to Election Commission (EC) officials, an overall average 69.59 % voters' turnout was recorded with Maoist-affected Bastar division witnessing a comparatively low polling of 56.40 %. The highest turnout was recorded in Balrampur District (82%) followed by Surajpur and Dhamtari (81%), Surguja and Korba (78%) while Maoist-affected Sukma witnessed lowest turnout of 22%. Besides, good voters' turnout recorded in the prominent Districts - Rajnandgaon (75%), Durg (75), Bilaspur (72%) and Bastar (67%). "Barring looting of polling materials, including ballot boxes, at 24 polling booths [17 in Sukma and five in Kondagaon] in Maoist-hit Sukma and Kondagaon, election was peaceful," said state Election Commission PC Dalei.

The Visakhapatnam rural Police arrested four ‘militia’ members belonging to the Communist Party of India-Maoist (CPI-Maoist) during a raid at a village in Bothili panchayat (village level local self Government institution) in G. Madugula mandal (administrative unit) of Visakhapatnam District on February 1, reports The Hindu. Based on reliable information, a special team comprising personnel from the Police and the Central Reserve Police Force (CRPF) conducted a raid and arrested the four ‘militia’ members identified as Lasangi Nagaraju (32), Pangi Pethuru (22), Vanthala Subbarao (45) and Korra Laxmana Rao (32). According to Assistant Superintendent of Police (ASP, Paderu) A. Babujee, the ‘militia’ members provided critical information and logistic support to the Maoist in the Maddigaruvu region of G. Madugula mandal. They were involved in a number of important cases such as snatching of nomination papers in the Nurmathi and Bothili panchayat elections in July 2014, in the murder case of Bachili Balakrishna in August 2014 and arson of Anjanderi temple at Gudalamveedhi on January 15 and the setting on fire of an earth mover on the same day at Ondrungula. All the offences were committed in G. Madugula mandal, said the ASP. According to ASP Babujee, they also played a key role in mobilising men for meetings and erecting banners and sticking posters of Maoist propaganda.

A station house officer and an assistant constable of Chhattisgarh Police were killed and six other Security Force (SF) personnel, including an assistant commandant of Border Security Force (BSF), injured when Communist Party of India-Maoist (CPI-Maoist) cadres ambushed a joint patrolling team in Kanker District of Chhattisgarh on February 2, reports The Hindu. A group of armed Maoists opened indiscriminate fire on a joint team of SFs while they were conducting patrolling at Paralkot village (PV) number 101 under Bande Police Station limits, IG (intelligence wing) Deepanshu Kabra said. Six others, including three BSF personnel, were injured in the incident. Further details are awaited, he added.

Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra on February 2 said the red zone [Communist Party of India-Maoist (CPI-Maoist)-infested region] is steadily shrinking in Bihar and Jharkhand, reports The Times of India. It has been possible because the CRPF personnel are not only carrying out operations against Maoists but also helping the common man in many other ways, like distributing essentials such as woolen clothes, utensils etc and enabling them to get their Aadhaar cards. These efforts have helped CRPF win the confidence of poor people, who were earlier providing shelter to the Left-Wing Extremists (LWEs). He said a few states, including Bihar, Jharkhand and Chhattisgarh, need attention by the central force to completely free the area from LWE influence. "The states concerned would also have to give attention to development work so that people are not driven towards Maoism," Mishra said, adding that during his tenure as Odisha DGP, he went for simultaneous anti-Maoist operations and development work. Replying to a query, Mishra said the CRPF would come up with its own intelligence wing on the pattern of Greyhound of Andhra Pradesh, which has successfully tackled Maoists' activities there. Mishra was in Patna to launch a website of the Bihar sector of CRPF and to inaugurate Improvised Explosive Device (IED) model room at the sector headquarters of the CRPF.

Odisha Chief Minister (CM) Naveen Patnaik has written to Union Home Minister (UHM) Rajnath Singh on February 2, urging him to provide two additional battalions of Central Reserve Police Force (CRPF) to contain Communist Party of India-Maoist (CPI-Maoist) in Nuapada and Malkangiri Districts of the State, reports The Hindu. CM Patnaik said that the proposed deployment of additional battalions of CRPF in neighbouring Chhattisgarh is likely to cause further cross-border movement of armed Maoist groups into Odisha. He said that the present deployment of forces in Nuapada is inadequate to dominate the area, conduct meaningful operations and restrict the movement of Maoists.

Villagers rounded up 16 of the 40 armed persons who had allegedly posed as Communist Party of India-Maoist (CPI-Maoist) supporters and attacked Tangapalli village of Odupa gram panchayat (village level local body) in Sadar block of Malkangiri District of Odisha on February 2, reports The Hindu. They were detained in the local school building by angry inhabitants of Tangapalli. Rest of the members of the group are said to have escaped. Villagers seized several traditional weapons from the attackers. Three attackers and a villager sustained injuries during the scuffle between the two groups. Bhagaban Padiami, the local nayab sarpanch (deputy head of gram panchayat), whose house was attacked by the armed group, said that the attackers had shouted ‘Lal Salam’ and claimed to be Maoists asking him to provide chicken and goats. “The 16 detained persons were rescued from the villagers by the Police and brought to Malkangiri Police Station on February 3. They are being interrogated to ascertain whether they had any links with Maoists or not,” said inspector in charge of Malkangiri police station Rajkishore Dash.

Some Police personnel were also on board, but they were not harmed. “Four civilians, including a woman and the bus conductor, sustained minor injuries in the low-intensity blast near Maharbeda village under Jhara Police Station limits,” a senior Police official said. The bus, carrying about sixty passengers, was heading towards Orchha from Narayanpur town. As the bus reached Rakasnala rivulet between Dhaudai and Jhara, rebels triggered the blast and opened fire. But they retreated into the forest when the Police retaliated, he said. Last year on April 18, a passenger bus had escaped a similar low-intensity landmine blast on the same route, in the same area.

Sources said Ministry of Road Transport and Highways (MRTH) is now approaching the Ministry of Home Affairs (MHA) to provision for at least INR 120 billion in its budget for constructing around 7,300 kilometres. Union Minister for MRTH Nitin Gadkari had said that the government will launch the second phase of Road Requirement Plan (RRP) in areas which have seen no such development. Government officials said since the MRTH cannot foot this massive project from its budgetary allocation, it has pushed for a separate allocation for MHA. RRP-II will cover 34 districts in states including Jharkhand, Chhattisgarh, Andhra Pradesh, Telangana, Madhya Pradesh, Bihar, Odisha, West Bengal and Maharashtra. "We are looking into the new options and construction mechanism for faster construction of roads. The idea is to get more than one link to the so far neglected regions so that there is permanent connectivity to such areas," said an official. The ongoing RRP-I which covers building 5,777 kilometres is likely to be completed in the next one year. Officials said the new methodology to be used in the next phase would include pre-fabricated small bridges for expeditious completion of works.

In a security review meeting chaired by chief secretary Rajiv Gauba at the Central Reserve Police (CRPF) headquarters on February 6, he intimated officers of the Government's plan to wipe out Communist Party of India (CPI-Maoist) within six months, reports The Times of India. To ensure the same, development and security measures would soon be undertaken in rebel-hit areas, he said. Calling upon the CRPF to strengthen its ongoing operations, he said more development plans modelled on the Saranda Action Plan would be launched. Gauba approved the allotment of 165 acres of land to the CRPF to build a group centre at Musabani in East Singhbhum District. The proposed group centre will look after the requirements of five CRPF battalions and their camps situated across the state and ease the complexities involved in getting ration, arms and other logistics for the forces. "The chief secretary has asked us to strengthen anti-Maoist operations going in the state," Director General of Police (DGP) Rajiv Kumar said. A CRPF officer said currently there is only one group centre for CRPF in Ranchi catering to five battalions. It works like an administrative unit looking after the requirements of various battalions, who need to send requisitions to the centre for logistics and funds. The Ranchi centre does not cater to all the 22 battalions in Jharkhand. A total of 17 battalions, including two CRPF battalions, are dependent on such centres in Lucknow, Bhopal and other cities.

Only 13 per cent of INR 300 million, sanctioned by the Centre for 2014-15, was put to use till December 31, 2014 official sources said. During the ongoing financial year, the administration took up 555 projects, including construction of roads, culverts, electrification, supply of drinking water and education, in the Maoist-affected blocks of the District. Till December-end, only 51 projects worth INR 30.88 million were completed. The remaining projects are in different stages of construction, according to data available with the District Planning And Monitoring Unit (DPMU).

The seizure followed an encounter between Police and the Maoists. Giving details about the encounter, Rayagada Superintendent of Police (SP) K. Siva Subramani said on getting information about the movement of a group of armed Maoists at Balasaraj village in Niyamgiri area on the border of Rayagada and Kalahandi Districts, a joint combing operation was launched by the Police of both the Districts. During the combing operation, the Maoists suddenly opened fire at the Police forcing the security personnel to retaliate. And then unable to face the counter attack the Maoists fled. Police later seized a switch board for landmine, a tiffin bomb, four electric detonators, 30 metres electric wire, a walkie-talkie set, torch lights, Maoist literature and books from the spot. “The Maoist cadres belonged to Bansadhara-Ghumusar-Nagavali division of Maoists,” added SP.

The claim of Union Government towards deployment of Central Forces appears to be unreasonable, the Chief Minister said in his letter to UHM Rajnath Singh. He mentioned in his letter that the State government had received a letter from the Directorate General, CRPF, claiming an amount of INR 14.5 billion as deployment charge of CRPF/Rapid Action Force (RAF) detachment up to September 30, 2014, and asking the State government for payment of the said amount. In a press release, the Maoists' Central Regional Bureau (CRB) ‘spokesperson’ Pratap accused Prime Minister Narendra Modi, Andhra Pradesh Chief Minister (CM) N. Chandrababu Naidu, Telangana CM K. Chandrasekhar Rao as well as the CMs of Chhattisgarh, Odisha and Maharashtra of implementing destructive and anti-people policies. He said the bandh would be observed for 24 hours but emergency services would be exempted. "Water projects, eight-lane roads, plantations, SEZs, industrial corridors, nuclear plants and others are nothing but destructive policies. Though the people are agitating for basic needs, the governments are only concentrating on the corporate sector in the name of 'development'," the note stated. The Maoist leader accused CM Naidu of encouraging realtors by planning to grab nearly 30,000 acres of farm lands in the guise of a new capital for Andhra Pradesh, and Telangana CM of planning to hand over around 35,000 acres on the outskirts of Hyderabad to multinational companies in the name of Bangaru Telangana. "The Naidu government has been violating forest, environment and tribal Acts like Pesa (Panchayati Raj to the Scheduled Areas), 1/70, V and VI Schedules to mine bauxite reserves in the state by amending laws without the consent of the people. Naidu is trying to divide the people by setting up pro-government Pesa committees," he alleged. He also slammed Telangana CM for his plans to take up mining in the Singareni open cast mines, excavate dolomite at Eturunagaram and set up a tiger project at Kavvala in Adilabad, terming them as anti-people policies. The Polavaram project too came in for criticism from the CRB spokesperson who slammed the state and central governments for going through with the project though it was a threat to the environment and lakhs of people in 480 villages would lose their livelihood. He also alleged that the main objective behind the project was to supply water to the Srikakulam-Kakinada industrial corridor and to water a third crop in the Krishna delta.

Government-run telecom major Bharat Sanchar Nigam Limited (BSNL) would be installing 246 mobile towers in two phases in the Communist Party of India-Maoist (CPI-Maoist)-affected areas of Chhattisgarh to improve phone connectivity there, reports Zee News. The decision was announced at a meeting of unified command for anti-Maoist operations, chaired by Chief Minister Raman Singhon February 18. "It was informed in the meeting that BSNL has a target of installing 146 mobile towers in the first phase. Around 80 towers will be erected by March this year and 40 of them will start operating soon thereafter," an official said. The remaining towers will be installed by August-end. In the next phase, 100 towers would be installed.

The nine tehsils, namely Chandrapur, Ballarpur, Gondpipri, Rajura, Korpana, Jiwti, Mul, Saoli and Pombhurna were earlier among the Naxal affected areas. They were removed from the list on December 26, 2014. The decision had led to withdrawal of the 15% additional Naxal allowance given to government employees in these tehsils. The data has been culled by Union home ministry after consulting the district magistrates of the three districts. “To make the benefits of an innovative financially inclusive scheme like Pradhan Mantri Jan Dhan Yojna reach the targeted people in these three districts, we need to have more bank branches there. All post offices need to be functional for their financial inclusion. The data showed Sukma has only four sub-post offices and all 61 branch post offices are non-functional. Bijapur has five sub post offices and 53 branch post offices but only two of them are functional. Dantewada has six sub post offices and 59 branch post offices. Nine of them don’t have a single employee. In total 50% posts are lying vacant. In Sukma, out of five telephone exchanges, one is non-functional. In Bijapur, 14 mobile towers are functional but 14 new sanctioned towers are yet to be installed. In Dantewada, three out of 20 mobile towers are non-functional.

Police have arrested Tinku Kumar and Manoj Lugun when they were on their way on a motorcycle to handed over the money collected as levy to the PLFI sub-zonal ‘Commander’ Jidan Gudia, Superintendent of Police, Anis Gupta said. The arrest was made on Ranchi-Khunti road under Khunti police station in Maoist-hit Khunti district, he said. The Police also seized INR 1.562 million allegedly collected as levy, he said adding it was yet to be ascertained from whom the money was collected. Meanwhile, Jharkhand Police have asked for a contingent of 5,000 Central Reserve Police Force (CRPF) personnel to help them destroy 12 Maoist camps across the State, reports The Times of India. Most of the 12 camps are mostly situated in forested hills, which the forces consider impregnable and do not dare to venture into. Budha Pahar on the Jharkhand-Chhatisgarh-Odisha tri-junction, Katiya-Kumandih forest in Latehar, Jhumra-Luggu hills in Bokaro, Gidhaur Pahar and Chauparan-Lohardaga-Gaya at Jharkhand-Bihar border and Tinkoniya Pahar of Dalma Wildlife Sanctuary at Jharkhand-West Bengal border are among these 12 centres. A confidential study conducted by the CRPF has found that Maoists have withdrawn into these 12 bases following aggressive security measures in the last 14 years. Director General of Police (DGP) Rajiv Kumar said: "These 12 places work as incubation centers for Maoists who have been chased out from all other parts of the state. The additional forces will play a crucial role in dismantling these camps." Sources in the police intelligence wing said Maoists hold training sessions for new recruits, organize inter-state meetings, prepare strategies, Maoist literature and make explosives at these camps. The areas are strategically surrounded by hills not connected with motorable roads. The core areas of these places do not have CRPF camps. The camps situated near them are around 20 to 30km away.

However, almost 100 Maoists including central committee member Arvindji, managed to escape during the encounter. Around 100 Maoists were crossing from Latehar to West Singhbhum's Saranda forest via Gumla when Security Force (SF) personnel engaged them in an encounter. "The encounter continued for hours from midnight after which the Maoists escaped leaving behind a huge quantity of materials," said a Police officer. A team of SF comprising personnel from Commando Battalion for Resolute Action (CoBRA) 209 battalion, Central Reserve Police Force (CRPF) 218 battalion and District Police found a contingent of over 100 Maoists at Champipat Bans Pahar near Gurdari area of Gumla District. Arvindji was leading the team. The total items found included around one dozen Improvised Explosive Devices (IEDs) including pressure cooker bombs, four bikes, 3 walkie-talkies, timers, camera, adaptors, one laptop, 500 detonators, 15 mobile sets, chargers, 200 uniforms, 200 blankets, 5 bed sheets, medicines, foot items, and Naxal literature. In a press statement, the South Regional Committee (SRC) ‘secretary’ of the CPI- Maoist, Ganesh Uike, alleged that 20 “civilians” were killed by the Police and paramilitary forces in Bijapur District of Bastar between January 2014 and January 2015. “Five civilians were killed in fake encounters in Sukma District, and one villager was killed by the Police in Dantewada District. A Central Reserve Police Force (CRPF) team on February 23 discovered a large amount of explosives and ammunition near Aman village situated in Jhumra of Gomia block in Bokaro District, reports The Times of India. Although Maoists seem to have deserted Jhumra, their arms and ammunitions are still being recovered from different spots across the jungles by a CRPF 26 battalion team, headed by commandant, Sanjay Kumar. The search team, while scouring the jungle, discovered a steel trunk containing explosives and weapons, after being tipped off about the Maoist hideout. "We conducted a check at the spot with metal detectors. Taking precautionary measures, we discovered a huge steel trunk hidden underground," said Kumar. When the trunk was opened they found 14 country made carbines, 10 rifles of different bores, detonators, m-seal and several live cartridges. Much to the CRPF team's surprise, they also found a grenade projector and a highly explosive bomb. "The weapons found seem to be rusted because they might not have been used for some years now," said Kumar.

Twenty-five small buses are already in service in these areas. In the second phase, 32 more buses would start operating in undivided Koraput, Ganjam and Kandhamal districts,” said Patnaik. Bus services will certainly be a great help for people of these areas, he maintained. To counter mounting pressure from security forces, the Maoists are shifting focus to consolidating their base in villages in Maharashtra's Gadchiroli, Gondia and surrounding Districts like Rajnandgaon, Kanker and Baster in Chhattisgarh, which were earlier their strongholds, reports The Times of India on February 25. The rebels' vision includes formation of Revolutionary People's Council (RPC), which will function parallel to local civic bodies like panchayat samities and zilla parishads, by following ideologies of the CPI-Maoist. The Maoists want to strengthen their political base at grassroots level and improve its strength by recruiting young cadets. The interrogation of a senior Naxal cadre, arrested by Gadchiroli Police last week, underlines the fact that the rebels are now striving hard to create active supporters in at least every family residing in their zone of operations. The rebels are aiming to revive their lost support base in villages instead of engaging in armed conflicts with security forces which not only have better firepower but are deployed in large numbers in different locations in Central India.

The Maoists planted a landmine on the route taken by the security personnel, police and CRPF, in Imamganj-Dumaria area during anti-Maoist operation, Director General of Police (DGP) P K Thakur said. "The landmine exploded when the mini-bus came over it," he added. Further CRPF Deputy Inspector General of Police (DIG) Chiranjeev Prasad said an Improvised Explosive Device (IED) exploded near a place called Nandai on Imamganj-Dumaria Road. The CRPF personnel belong to the elite Commando Battalion for Resolute Action (CoBRA) engaged in anti-Maoist operations in the State, he said. "There was heavy force mobilization in the wake of an encounter in the vicinity yesterday. The Maoists had planted an Improvised Explosive Device (IED) on the route on which the forces were moving. One of our mini-buses carrying our jawans was hit by the blast," Prasad said. "The force moving through the area also came under fire from the Maoists after the IED blast," Prasad added. The seized minutes book of a meeting of the samithi had details of discussions on the recent Maoist activities, arrests of the accused in connection with attacks on the office of Nitta Gelatine and on McDonald’s and KFC outlets at Palakkad. Meanwhile, investigating officers have reportedly failed to establish any Maoist links to the February 14 death of K. Benny (35), of Chellakkad, near Mukkali, reports The Hindu on February 27. Benny died of a bullet injury sustained around midnight at Chindakki, near Attappady, in the buffer zone of the Silent Valley National Park. Benny and Sheli, friends, were reportedly fishing in the Bhavani river when the former was hit by a bullet. The Police had initially said that it could be a Maoist attack.

Interacting with media persons at AP Secretariat, he said the State relied on Central assistance to thwart insurgence of Maoists from Chhattisgarh and Odisha into AP following bifurcation of the latter. The strength of the AP police dwindled after carving out of Telangana State and withdrawal of policemen from some areas by the Telangana government. “These areas being close to Chhattisgarh and Odisha where Maoists are active, possibility of they attempting to regroup naturally increased,” said a Police officer seeking anonymity. Four Communist Party of India-Maoist (CPI-Maoist) cadres have been arrested from Sherghati area in Gaya on February 28 for their alleged involvement in the February 24 landmine explosion in which two personnel of the Central Reserve Police Force (CRPF) were killed, reports The Telegraph. Acting on a tip-off, a joint team of Gaya Police and CRPF conducted raids in half-a-dozen villages under Dumaria Police Station of the District and arrested Binod Yadav from Khardag, Mithilesh from Bijua, and Ajay Kumar and Mohammad Ibrar from Kolhubar village. During the interrogation, the arrested Maoists told the Police that ammonium nitrate was used to blow up the bus carrying the Commando Battalion for Resolute Action (CoBRA) battalion troopers to their base camp after a search operation. The explosives were stashed in two 5kg cylinders and planted under the road connecting a culvert.

The government has hired two helicopters from a private firm to provide air support to Security Forces (SFs) deployed in the jungles of Chhattisgarh and its border areas which are hotbeds of Communist Party of India (CPI-Maoist) activities, reports The Economic Times on March 1. A team of two Bell choppers has been based at Jagdalpur in the Bastar region of Chhattisgarh, which is among the worst Maoist violence-affected areas, for operations under the command of the Central Reserve Police Force (CRPF).
