Communist Party of India-Maoist (CPI-Maoist) are celebrating their ‘Peoples Liberation Guerrilla Army (PLGA) Week’ from 2 December to 8 December in the State of Jharkhand, reports tv9hindi.com on December 2. On the first day of ‘PLGA Week’, Maoists have pasted posters in Chak Bazar under Manatu Police Station limits in Palamu District. The banned Naxalite [Left Wing Extremist, LWE] organization, CPI-Maoist, has made Anganwadi Centre, School Bhawan and Panchayat Bhawan as its recruitment centre. Through the posters, the CPI-Maoist Janamukti Guerrilla Sena has told Anganwadi Center, School Building and Panchayat Bhawan as their recruitment center. The Maoists have written that people should submit their applications in school buildings, panchayat buildings and Anganwadi centers to be admitted to PLGA. Recently, in the rugged areas of Saranda and Podahat in West Singhbhum District, the CPI-Maoists carried posters and put-up banners at different places. On November 27, CPI-Maoist carried posters and put-up banners in several areas of Saranda, Kiriburu, Chhotanagra, Barajamda, Sonua and Manoharpur. In the posters and banners put up by the Naxalites, on the occasion of the 21st anniversary of the PLGA, it has been talked about expediting the process of recruitment of youth and women in the PLGA on a large scale. It has been written to strongly oppose the fascist attacks on student youth, human rights, social activists and lawyers.

Security has been beefed up along the border areas of Telangana and Chhattisgarh, as the Communist Party of India-Maoist (CPI-Maoist) gears up for the 21st anniversary celebrations of ‘People’s Liberation Guerrilla Army (PLGA) Week’, scheduled from December 2 to 10, reports The New Indian Express on December 2. Additional forces of Greyhounds, Central Reserve Police Force (CRPF) and special party forces have been deployed in the agency areas and along the border to intensify the combing operations and vehicle checking. Security has also been increased at all Police Stations after an alert issued by intelligence agencies, stating that the Maoists attack on Police Stations during the ‘PLGA Week’ celebrations.

With the commencement of ‘Peoples Liberation Guerrilla Army (PLGA) Week’ observed by the Communist Party of India-Maoist (CPI-Maoist), the Government bus services have been suspended in Maoist-dominated Districts including Koraput District of Odisha, reports ommcomnews.com on December 2. Reportedly, the Odisha State Road Transport Corporation (OSRTC) has suspended bus services on 14 out of 17 routes in Jeypore in Koraput District and on six routes in Rayagada for security reasons. The ‘PLGA Week’ is to be observed by the Maoists from December 2 to 8.

Three ‘village committee members’ and two ‘militia members’ of Communist Party of India-Maoist (CPI-Maoist) surrendered before Superintendent of Police (SP) and a Central Reserve Police Force (CRPF) 141 Bn official in Bhadradri Kothagudem District of Telangana on December 2, reports Telangana Today. SP, Sunil Dutt giving details of Maoist’s surrender said the surrendered Maoists belong to Kondavai village in Cherla Mandal (administrative sub division) in the district, and were identified as Doodhi Ganga, Podium Adamaiah, Muski Kosaiah, Podium Raje and Sodi Gangi. These five Maoists were working as ‘village committee’ and ‘militia members’ for the Cherla Local Organising Squad (LOS) of the CPI-Maoist. Regular community policing in Cherla area yielded positive results as villagers and relatives convinced the Maoist activists to surrender before Police, Dutt said. He also appealed to all dalam (armed squad) members and ‘militia members’ to contact their relatives or Police to surrender and live a better life.

A Communist Party of India-Maoist (CPI-Maoist) couple, wanted for several ambushes that killed over 75 security personnel - including the Tekalguda massacre of April 4 in which 22 personnel were killed, surrendered before Police under the 'Lon Varratu' (return home) campaign in Dantewada District of Chhattisgarh on December 2, reports The Times of India. Dantewada Superintendent of Police (SP), Abhishek Pallava identified them as Pojja alias Sanju Madvi (24), ‘commander’ of Maoist platoon number 9, and his wife Lakhe alias Tulsi Madvi (22), ‘commander’ of ‘Divisional Committee, DVC’ Suraksha Dalam (armed squad). Both of them were members of Pamed area committee, and carried cash bounties of INR 500,000 each. Pojja and Lakhe had played a crucial role in the Tekalguda attack in April this year that killed 22 Central Reserve Police Force (CRPF) personnel, injured 26, and led to the abduction of a Commando Battalion for resolute Action (CoBRA) commando who was released four days later. Pojja has at least 12 cases of violence at various Police Stations in Dantewada. The SP said that Pojja and wife were also involved in the 2020 Minpa attack on Security Forces (SFs) that killed 26 personnel and injured 20. Pojja's job was to lay the ambush, loot weapons, torch vehicles engaged in construction work. Pojja played role in almost all the attacks executed in the region since 2012, say Police, adding, his wife Lakhe has about eight cases of crime registered against her in Dantewada, and was involved in the Burkapal ambush of 2017 in which 25 personnel were killed. According to Police, the Maoist couple surrendered because they were "disillusioned with the hollow and inhuman ideologies of Maoists". The duo has also said local cadres were being discriminated against and dominated by senior Telugu cadres.

Police sources said that Mangroo was arrested from his house on the basis of a tip-off, and he said that he is very close to Dinesh Gope and after collecting lakhs of rupees from ‘levy’, he has given it to Dinesh Gope. The Maoists also threw pamphlets on the spot, in which a bandh (general shut down strike) has been called in protest against the killing of 27 Naxalites [Left Wing Extremists, LWEs]. Sources said 34-year-old Madhan was arrested from Maharashtra by Chennai Q branch personnel and was handed over to Theni Q branch officials. “In 2007, Madhan and his four aides were arrested from Varsanadu in Theni while they were undergoing a training to handle weapons. After two years, he was released from jail on conditional bail and was mandated to appear before the court on a regular basis. But he did not comply with the order and went absconding,” Q branch officials said. In 2011, the Judicial Magistrate ordered the Police to arrest and bring him before the court. Usman, third accused in the Pantheerankavu Maoist case, is an ‘area committee member, (ACM)’ of the Communist Party of India-Maoist (CPI-Maoist), reports The New Indian Express. The submission was made at the NIA court in Kochi in Ernakulam District of Kerala, while the bail petitions of Usman and Vijith Vijayan were being considered. Usman, who was named accused along with Alan Shuhaib, Thwaha Fazal and Vijith Vijayan in the Pantheerankavu case in 2019, was arrested by Kerala’s Anti-Terrorism Squad (ATS) in September this year. According to NIA, the ATS had subsequently recovered two letters that elaborated on his close association with top Maoist leadership and his operations from the urban wing of the party. Similarly, after the encounter at Nilambur in 2016, a letter had been recovered from the location where Usman was mentioned as an ‘area committee member’ of the banned outfit. “Usman is also a close associate of C P Jaleel who was killed in the encounter at Vythiri in 2019. He is a full-time party member and one of the leaders of Maoist activities in Kerala,” NIA submitted at the court.

Approximately 40 Maoists are alleged to have threatened labourers and set ablaze construction machines including a hot mix plant, a JCB, a roller and a motorcycle engaged in the construction of the Bithali-Pathri road in the district. The locals present at the scene said that Maoists even took their phones before they fled the scene. Similar arson incidents were carried out earlier in Koraka on December 3 and Bodalijhola on December 6 in Balaghat District. In all the incidents, the Maoists left banners and posters mentioning the death of Ultras in an encounter in Gadchiroli, Maharashtra, and calling for a ‘bandh’ (general shut down strike). Maoists appear to have designated ‘Madhya Pradesh- Maharashtra-Chhattisgarh zone (MMC)’ as their latest area of expansion. Milind alias Deepak Teltumbde was tasked with the expansion and strengthening of the cadre in this zone. Post Deepak's death on 13 November this year, the MMC is currently headless. A number of Maoist women were also purportedly involved in the recent incidents of arson carried out by banned outfit CPI-Maoist in the Balaghat District. Delving further into details, Sajid Shapoo, Inspector General of Police (IGP), Naxal [Left Wing Extremism, LWE] operations, Madhya Pradesh said, "There have been some incidents by the Maoists of burning the construction vehicles in the region and we have increased our presence in the area. After getting information about the incident, Chainpur and Kurumgarh Police have taken over the investigation. A search operation was launched in the forest adjacent to Kurumgarh Police Station. So far, the Police have not come face to face with the Maoists. About two weeks ago, the Maoists blew up the under-construction Police Station in Kurumgarh. During the attack, the working laborers were driven out from there, after which the construction work of Kurumgarh Police Station has not started till now. Two days after they were taken captive, as many as 15 tribals belonging to Bodanalli and Kurnapalli villages in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana were released by the Communist Party of India-Maoist (CPI-Maoist) on December 9, reports The New Indian Express. According to sources, the tribals were taken hostage by the Maoists on December 7 as not a lot of people came forward to attend a public meeting organised on the occasion of the People’s Liberation Guerrilla Army (PLGA)’s 21st anniversary. Soon after confining the tribals in their camps, the Maoist leaders told the villagers that those who had been detained would be released only if they bring more people for the meetings. An unnamed Police officer said, “A banner and as many as seven pamphlets were recovered from the spot which mentioned the name of the Chhattisgarh Zonal Committee and Malajkhand Area Committee of Maoists. The pamphlets mentioned the killing of 26 Naxals (Maoists) who were killed in an encounter in Gadchiroli on November 13.” The Police said Maoists have burnt a road-roller that was being used in the road construction work, and left behind the pamphlets, on the intervening night of December 3 and December 4. Police said that as per the pamphlets, enraged over the killing of Maoists in a Police encounter at Gadchiroli in Maharashtra, a group of rebels burnt the road-roller at a village. On the basis of secret information received by Superintendent of Police (SP), Anjani Anjan, the seven LWEs including the ‘supremo’ of the organization have been arrested from Patki Forest of Sadar Police Station area. The SP told that for the last one month, contractors, traders and brick kiln owners were being threatened to kill in Latehar District by Shankar Ram alias Saurabh by forming an organization called JKM. Extortion was being demanded. The Police was keeping an eye on it, and eventually, the entire organization came together in the hands of the Police. The raiding team arrested two uniformed cadres, including a woman, on a motorcycle from near Patki Forest, with loaded pistols, live bullets, Naxalite cards, mobile phones. They were identified as Saurabh and Zarina Khatoon alias Haseena Khatoon alias Haseena. Five other cadres of the organization Upendra Ram alias Om Prakash, Vikas Kumar alias Monu Kumar, Pradeep Pal, Amit Kumar and Sameer Lakra were also arrested with loaded pistol and live bullets from Kope village under Manika Police Station limits. Saurav used to work in Maoist’s splinter organization JJMP in the past. He has been to jail before, and after coming out of jail, he started organizing the organization by intimidating him and getting involved in the work of collecting the ‘levy’ (extortion money). SP, Anjan said that Monu has already been jailed from Hussainabad in the Arms Act case. At the same time, the arrested Om Prakash has been an active member of the Tritiya Prastuti Committee (TPC), a splinter group of the CPI-Maoist, in the past. A case has been registered in this case under the Arms Act at Latehar Police Station. Four pieces loaded country pistol, eight pieces 315 live bullets, eight pieces JKM handwritten form, 28 pieces JKM leaflet, nine pieces mobile phone, five pieces bag, one piece motorcycle, three pieces Pied paints, three pieces of pied shirt, two pieces of diary, several items of daily use have been recovered from the possession of the arrested LWEs.

They were dismantled. The joint operation comprised personnel of the District Voluntary Force (DVF), Special Operation Group (SOG) and Border Security Force (BSF) and was carried out in the erstwhile cut-off area (Swabhiman Anchal) under Jodambo Police limits. The operation was carried out following the establishment of a new BSF company operating base (COB) at Ghanabeda, which received a tip-off on a Maoist dump near Nadmenjeri village. After receiving the input, a joint team was formed which carried out extensive searches and recovered the dump in a forested area of Nadmenjeri under Jantri Gram Panchayat under Jodambo Police limits, Superintendent of Police (SP) Prahlad Meena said. As many as five IEDs, three metres of Codex wire, three detonators, two batteries, iron scrap, Maoist literature, polythene sheets, lithium button cells, and several other Maoist materials were seized. “It is suspected that the explosives and other articles were intended to be target civilians and security forces,” Meena said.

There has been a significant decline in incidents of Naxalite violence. The perception that Chhattisgarh is a ‘Naxal-Garh is also changing fast”, CM Baghel said on the occasion of his completing three years in office as chief minister. The encouraging statistics have come to fore during the ongoing special summary revisions of the electoral rolls. As many as 23,273 persons have filed various forms during the ongoing summary revision of the voters’ list seeking transfer, deletion, modification and alterations. Even the Police department is seeing the enrolment as a significant dent in support base for Maoists who in the past had issued serious threats to villagers against voting. The Maoists had also threatened villagers of cutting off their fingers if found to be inked. It was during a review in the mid-December that divisional commissioner Prajakta Lavangare-Verma urged Gadchiroli collector Sanjay Meena and his team to step up measures to finalize the voter’s list before the deadline of January 5. In a message divisional commissioner Prajakta, said, such robust numbers of new voters (17,136) in a District like Gadchiroli is reflecting a change towards positivity. When the forces arrived close to the forested terrain of Gonderas near Aranpur, the rebels opened fire resulting into an exchange of fire. The forces later recovered two female bodies of the banned outfit from the encounter site." The slain bodies were identified as Hidme Kohrame, Mallanger ‘area committee member, (ACM)’ of Darbha Division and Pojje, head of Chetna Natya Mandli (CNM), the outfit's cultural troupe, in Nilawaya of Mallanger area committee. Kohrame and Pojje carried the reward of INR 500,000 and INR 100,000 respectively on their heads. The SP said that the SFs also recovered three locally-made rifles, ammunition, explosives and items of daily use from the spot and the search operation in the region has been intensified.

Deputy Inspector General of Police (DIGP), A G Babu (Vellore Range) said that Prabha alias Chandira alias Sandhya, surrendered after her husband B.G. Krishnamurthy, who was in charge of the ‘Special Zonal Committee’ for the Western Ghats region and the Karnataka State unit of the CPI-Maoist, was arrested by the Kerala Police on November 9. It is said that after the arrest of her husband, Prabha was suffering from depression. In 2010, rumour about the death of Prabha had spread, and a village elder had received a call from an unknown person asking her fellow villagers to pay last tributes to Prabha as she had died. Even though the Police too suspected that she was no more, the then Superintendent of Police (SP), Murugan, took the stand that till her body is recovered or concrete evidence was available, she could not be declared as dead. Dantewada's Superintendent of Police (SP), Abhishek Pallava said, the incident took place around 8.30 am when a joint team of various Security Forces (SFs) was out on a road security operation near Bodli camp, located over 400 kilometres from the State capital Raipur. A team of personnel belonging to the DRG, the Special Task Force (STF) and the Chhattisgarh Armed Force (CAF) had launched the operation on a hypersensitive patch from Bodli towards Kariametta village, he said, adding that about 650 metres away from the camp, Maoists hiding in a forest triggered an IED blast in which an assistant constable received minor splinter injuries. The rebels also exploded another command pipe IED in the area at around 10 am to target SFs, but the latter escaped unhurt, SP, Pallava added. Later, SFs cordoned off the entire area and recovered four live IEDs, planted by Maoists.

Prakash Gope (22), bodyguard of CPI-Maoist ‘central committee (CC)’ member Ramesh Majhi alias Anal Da, surrendered due to exploitation by leaders of the banned outfit, Superintendent of Police (SP), Anand Prakash said. Gope, who hails from Chota Segoi village in Kuchai Police Station area in the district, was wanted in several cases. Since he joined the outfit in 2019, he was involved in all incidents executed by Majhi, the Police officer said. A migrant labourer who had earlier worked in Bengaluru and Odisha, Gope had to join the outfit when he accompanied some villagers to deliver food to the Maoists in November 2019, and impressed by his firing skills, he was given a Self-Loading Rifle (SLR) and made the bodyguard of Majhi in 2020. However, he became disillusioned when Maoists ignored his repeated pleas for financial assistance for his sister’s marriage, and disallowed him from visiting his family, the officer said. “Gope came to know about Jharkhand government’s rehabilitation policy ‘Nayee Disha’, and contacted senior police officers to return to the mainstream,” he added. Based on the inputs provided by him, the Police and Paramilitary Forces have started frisking commuters in the bordering areas. At some places common people are also being interrogated by the Security Forces (SFs) on suspicion, and SFs have been deployed in strategic locations. SFs plan to raid all Maoist hideouts along the Bengal-Jharkhand border. A number of Maoist squads have also become active in Banspahari and Simulpal in West Midnapore District of West Bengal. Joint forces are expected to raid both places when operations begin, adds The Avenue Mail.

The Communist Party of India-Maoist (CPI-Maoist) who lost people’s support in Telangana State were forcing Chhattisgarh Adivasis to work in their battalions, alleged the Police, reports Telangana Today on December 29. The CPI-Maoist party leaders from Telangana were hiding in Chhattisgarh using the tribals there to protect them as they could not stand on their own in their own State, a statement from the Police said. Bhadradri Kothagudem-East Godavari (BKTG) Division Committee leaders were taking shelter in Kishtaram Area Committee zones, Police said, while, posing how Adivasis in Chhattisgarh were responsible for the safety of Telangana Maoists. Police urged people of Botethong, Errapalli, Rasapalli, Pinachanda, Pesalapadu, Errampadu, Mettaguda, Kavurugatta, Kondapalli, Bhattigudem, Peddabattum, Jabbagatta, Minagatta and Gunderajagudem villages not to be exploited by the Maoist party. The Maoist party has become an obstacle in setting up facilities like hospitals, roads and education in Adivasi areas. Similarly, it was keeping the tribals of the area forever poor and away from all facilities and development, Police complained. Police also urged the members of the Maoist dalams (armed squads), sympathisers and militia to surrender to the Police, either through their relatives or directly. All required facilities for their rehabilitation would be provided, the statement added.

Two workers of the Bhilai Steel Plant, identified as Sheikh Aslam and Pawan Patra, were injured when they were hit by a pressure Improvised Explosive Device (IED) bomb planted by the Communist Party of India-Maoist (CPI-Maoist) cadres, opposing the Raoghat Rail Project, near Khodgaon village under Bharanda Police Station limits in Narayanpur District of Chhattisgarh on December 28, reports tv9hindi.com. The Raoghat Rail Project is a plan to connect South Bastar with Raipur through this project, which the Maoists are opposing. The Maoists also vandalized the pump house at the construction site. Along with this, banner-posters were also pasted there. Amid the decreasing Maoist footprints in Chhattisgarh, the government has been focusing on completing around 215 kilometers stretch on 12 critical roads in the State at the earliest, reports ommcomnews.com on December 30. The Central Security Forces deployed in Chhattisgarh have been tasked to provide adequate security during the construction work on these roads. The construction work on these 12 roads, located deep in the Naxal [Left Wing Extremism, LWE] dominated belt, has been planned in ‘Mission Mode’ and adequate cover will be provided by both the State and Central Security Forces. Among these 12 roads, five fall in Sukma District, four are in Bijapur District, one in Dantewada while two roads are located on the Bijapur-Sukma border and the Dantewada-Sukma border. Once completed, these roads will not only facilitate government development work such as education, health and other basic facilities but also pave the way for domination of the Security Forces (SFs) over the Communist Party of India-Maoist (CPI-Maoist) in their strongest base. According to sources, two such roads — one connecting Bheji to Chintagufa (which is to be about 30 kilometers long) and the other eight kilometers stretch from Golapalli to Paidagudem — were sanctioned in 2012 and 2015 but the work on these roads is yet to begin. However, the government has set a target of completing 10 kilometers stretch of the Bheji-Chintagufa road by June next year and the entire Golapalli-Paidagudem stretch is to be built by March next year.

The National Investigation Agency (NIA) on December 29 conducted searches at 12 locations in Dhanbad, Seraikela Kharsawan and Ranchi Districts of Jharkhand, Patna, Chapra, Gaya Districts of Bihar, Chandauli District of Uttar Pradesh and Bardhman District of West Bengal, relating to stealing arms and ammunition from armouries of Central Armed Police Forces (CAPFs) and their supply to senior leaders of the Communist Party of India-Maoist (CPI-Maoist) and other terrorist groups in Jharkhand reports daijiworld.com. Initially the case was lodged in a Jharkhand Police Station on November 11 this year. Later, on December 19 the case was taken over by the NIA. After taking over the case the anti-terror agency on December 29 conducted searches at 12 locations to gather evidence against the accused persons. The arrestees were identified as Kursam Sarveshwar Rao, Kursam Ramakrishna, Kursam Venkatesh, Kursam Ganapathi, Mede Papa Rao and Kursam Lakshmaiah of Venkatapuram (Nugur) Mandal (administrative sub-division) and the neighbouring villages of Chhattisgarh State. Disclosing the details at a press conference at Eturunagaram in the district on December 31, Assistant Superintendent of Police (ASP), Officer on Special Duty (OSD), Shoban Kumar said that the arrested had been working as militia members of the CPI Maoists party since 2019. “The CRPF police and Venkatapuram police had nabbed the accused while they were planting the landmine on a path between Tippapuram and Pedd Utlapally villages in the forest areas to kill the security forces who have been combing the forests for the Maoists,” he added.

Sukma, Superintendent of Police (SP), Sunil Sharma said, the gunfight took place in Palachalma forest under Kishtaram Police Station limits when a team of the 208th battalion of the CoBRA was out on an anti-Maoist operation, and when the patrolling team was cordoning off the forest, an exchange of fire took place. “Constable Virendra Singh, belonging to CoBRA's 208th battalion, suffered a bullet injury on his chest and was shifted to the CRPF's field hospital in Kishtaram. Preparations were being made to airlift him to Raipur for further treatment but he succumbed by then,” the SP said.

Huge cache of explosives and Communist party of India-Maoist (CPI-Maoist) items were seized during a joint operation by District Police and Border Security Force (BSF) in the general area of Swabhiman Anchal under Jodamba Police limits in Malkangiri District of Odisha, bordering Andhra Pradesh and Odisha, on December 31, reports ommcomnews.com. Reportedly, on the basis of specific information, an intensive search and area domination was conducted by Malkangiri Police and BSF resulting in uncovering of one major Maoist dump near the jungle area in between Taber and Arlingpada village under Jantri Gram Panchayat (village level local self-Government institution). This led to the recovery and seizure of a large quantity of explosives, Maoist literature, medicines, and other incriminating articles. It is suspected that these articles were intended to make Improvised Explosive Devices (IEDs) and to target civilians and Police Forces. The seized items include 6 tiffin IEDs, two pressure IEDs, one meter codex wire, two number of 7.62 mm ball ammunition, one INSAS (Indian Small Arms System) assault rifle magazine, one IED mechanism, one pair of jungle shoes, one pair of Maoist uniform, one Haversack, one kit bag, one 9-volt battery, one 3-volt battery, five pencil batteries, one green polythene, one mobile charger, two mobile batteries, Maoist’s literature, medicines, and other incriminating and daily use articles.
