Separately, in order to give a boost to anti-Maoist operations in Chhattisgarh's worst affected areas, Centre has sanctioned additional deployment of 5,000 troops of mountain-warfare trained Indo-Tibetan Border Police (ITBP) in the State, reports The Economic Times on August 4. Officials said five battalions of the Sino-India border guarding force will soon take positions in Bastar, Narayanpur, Rajnandgaon and Kondagaon Districts of the state which have witnessed maximum violence in the recent past in the entire Left Wing Extremism (LWE) hit areas of the country. With this, the total deployment of central security forces including CRPF and Border Security Force will come to about 40,000 personnel in the central Indian state. According to the new blueprint for operations, officials said, two Indo-Tibetan Border Police (ITBP) units will be based in Narayanpur and one each in Rajnandgaon, Kondagaon and the 'Keshkal' valley in Bastar District of the State.

Communist Party of India-Maoist (CPI-Maoist) cadres went on rampage in all four Districts of south Bastar on August 4 during the South Bastar Bandh (general shutdown strike) called by the banned outfit in protest against the Land Acquisition bill, reports The Hindu. Maoists damaged National Highway 16 between Bhairamgad town and Bijapur District headquarters and also set ablaze a passenger vehicle of a private travel company near Badrela village of Bijapur. No one was injured in the incident. Maoists also damaged the railway track between the Kaklur and Kumar Sadara stations in Dantewada District. They damaged the Dornapal-Jagargunda road in Sukma District disrupting traffic until late evening. “The Maoists also destroyed a bridge on Mukram stream near Chintalnar village of Sukma last night. This will hamper supply of ration to Jagargunda and the nearby villages,” said Dinesh Pratap Upadhyay, Deputy Inspector General of Central Reserve Police Force (CRPF), Dantewada range.

In a bid to arrest fast erosion of their base following the recent surrender of a large number of cadres in Chhattisgarh’s Bastar, a Maoist stronghold, Naxals [Left Wing Extremists, LWEs] are planning to abduct VIPs to bargain release of jailed cadres, intelligence has warned, reports The Asian Age. “Maoists [Communist Party of India-Maoist (CPI-Maoist)] are clearly on the back foot after surrender of over 4000 Naxal cadres including over a dozen senior leaders in Bastar in the past several months. The development has not only demoralised the rank and file of the rebels but also threatened to shrink Maoists’ base in Bastar. Hence, the rebel leadership has decided to abduct VIPs such as local Superintendents of Police and District collectors and use them as a bargaining chip to negotiate release of Naxals incarcerated in different jails in the state”, intelligence sources told The Asian Age in Raipur. “What worried most the Maoist leadership was that the surrendered Naxals might lead the police to hideouts of rebel leaders in Maoist strongholds in Bastar,” State Intelligence Bureau (SIB) said.

Meanwhile, Ganesh Uike, secretary of the South Regional Committee (SRC) of the CPI-Maoist lashed out at the Government, the Police and the media for “fuelling speculation and indulging in propaganda” about the alleged rift between Telugu leaders and Bastar tribal cadres of the party, reports The Hindu. In a press statement Uike said, “The media is being misled [by the police and the government] to spread rumours about a rift between Telugu-speaking leaders of the party and the tribals of Bastar. Are the people of Andhra Pradesh and Telangana, who are working for the party, not the citizens of India?” He further claimed, “Many leaders and cadres of our party, who hailed from Andhra and Telangana areas, have sacrificed their lives while fighting for the rights of Bastar tribals. Our party does not work under the limitations of caste, creed, religion, sect and region.” Uike accepted the “execution” of some Maoist leaders by their own party men and agreed that some senior party cadres had joined the police in the past few months in Bastar. “Some senior cadres like Mallesh and Kiran have surrendered to the Police. The police are utilising these politically corrupt people to spread misinformation in the media about the discrimination against the party’s tribal cadres by its Telugu-speaking leaders. The police are also spreading lies that this discrimination is leading to the spate of surrenders which is false,” he added. Uike, however, reiterated that only two of them, Badaru and Bhagat, were “executed” as per the decision of the “people’s court” and the rest were spared. “Kosi and Vagi were warned and sent back to their villages and Hurra ran away to join the police,” he said.

While replying to a query by Jaywantrao Jadhav of the Nationalist Congress Party (NCP) in the monsoon session of the Maharashtra Legislative Council, Chief Minister (CM) Devendra Fadnavis, who also holds the Home portfolio, admitted that the Communist Party of India-Maoist (CPI-Maoist) cadres are trying to create base in Mumbai-Nashik-Pune belt, reports dnaindia.com on August 5. “It has come to light that in the urban and industrial belts in these areas, the Maoists are trying to clandestinely propagate their ideology and are creating an impression that they are raising their voice on Dalit issues and attracting Dalit youth to the Maoist movement,” noted CM Fadnavis. He further said the 'Naxal-promoted' Kabir Kala Manch was being used to attract youth towards Maoist thought through art troupes and street-plays. Cases have been lodged against Naxal activists at Harsul, Mumbai, Pune and Talegaon Dabhade.

The Rayagada District administration of Odisha has decided to continue with development works in villages where the Dongria Kondhs, a Particularly Vulnerable Tribal Group (PVTG), reside even though the Communist Party of India-Maoist (CPI-Maoist) has alleged that the officials are working as agents of Vedanta Aluminium Limited (Sesa Sterlite Group), reports The Times of India. "The Dongria Kondh villages are underdeveloped and we want to ensure that all government schemes reach them. The administration will do whatever is required for the development of the tribals and no Maoist threat can prevent us from doing it," said District Collector, Rayagada, Jagannath Mohanty. Recently, Maoist leader Umakant of the Bansadhara-Ghumusara-Nagabali division through posters pasted in several areas under Muniguda block had charged the Collector of working as an agent of Vedanta and misguiding villagers for the company's benefit. "Why is the administration only interested in constructing roads in villages situated on the Niyamgiri hill. Construction of road will only benefit the company officials. The administration should consider providing other facilities to tribals rather than constructing roads. The District Collector has become an agent of the State Government to help Vedanta," stated one of the posters pasted at Parsali.

The Communist Party of India-Maoist (CPI-Maoist) East Division Committee on August 8 called for a bandh (shutdown strike) on Independence Day, August 15, reports The Times of India. They also urged the people to boycott I-Day celebrations and instead hoist black flags on the day. In a press note issued to the media, the East Division Committee alleged that in the past 68 years after independence, the poor had continued to remain poor and it was only the rich that prospered in the country. The Maoists alleged that various parties that formed the government since independence were violating the special acts for tribal areas such as 1/70, 1996 PESA, 5th and 6th schedules, 2006 Forest Rights Acts to make way for corporate bigwigs like Tata, Posco, Birla, Vedanta, Essar, Anrak and Jindal to earn from these regions. The Maoists said the government was implementing phase-III of ‘Operation Green Hunt’ to oppress the anti-mining agitations of the tribals.

Meanwhile, Odisha Chief Minister (CM) Naveen Patnaik on August 25 said Left-Wing Extremism (LWE) continues to be a challenge in the districts of Malkangiri, Koraput and Nuapada, reports The New Indian Express. CM Patnaik said this while replying to a debate in the Assembly and claimed Communist Party of India-Maoist (CPI-Maoist) activities have gone down in the 11 districts of Jajpur, Dhenkanal, Gajapati, Ganjam, Nabarangpur, Keonjhar, Mayurbhanj, Sambalpur, Deogarh, Sundergarh and Nayagarh, despite the CPI-Maoist efforts to re-group in these areas. "The position continues to remain challenging in the districts of Malkangiri, Koraput and Nuapada," he added. He further said in order to improve mobile connectivity in the Maoist affected areas, 253 locations have been identified for setting up new mobile towers. "However, unless the Centre proactively spends from the USO (Universal Service Obligation) Fund, mobile operators will not set up these towers. This continues to be a matter of concern," Patnaik said. He said to provide road connectivity to the remote areas of Malkangiri District, construction work on the much awaited Gurupriya bridge has started, which would connect over 100 villages and help overall development.

The Communist Party of India-Maoist (CPI-Maoist) movement will not survive beyond seven to eight years due to various reasons such as an ageing leadership, lack of second-rung leaders and the emergence of lumpen elements in the movement, said Central Reserve Police Force (CRPF) Southern Sector Inspector General (IG), M. Vishnuvardhana Rao in Visakhapatnam in Andhra Pradesh on August 26, reports The Times of India. Rao said the present condition is different from the conditions prevailing in the 1980s and the leaders of the previous generation were also more ideologically sound and committed. He further said that "There might be good people involved in the Maoists movement, but a majority of them are living in a fool's paradise by not considering the changes in the world and thinking that the same old conditions are prevailing when they had ventured into the forests. Any system filled with lumpen characters will not survive for long. Now, Maoists are also facing the same situation."
