A joint team of the Indo-Tibetan Border Police (ITBP) and District Police Force during an anti- Communist Party of India-Maoist (CPI-Maoist) operation found two Improvised Explosive Devices (IEDs)-- one weighing 15 kilograms and another five kilograms -- on different routes under Bakarkatta Police Station area in Rajnandgaon District of Chhattisgarh on April 1, reports Latestly. Cherla Police and Central Reserve Police Force (CRPF) forces jointly arrested one Communist Party of India-Maoist (CPI-Maoist) militia member and recovered a pressure cooker bomb and a land mine at Rallavagu forest area in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana on April 1, reports The New Indian Express. During combing operations between Battigudem and Rallavagu forest area, the forces came across some persons and asked them to stop. All the persons except one escaped. They also found a pressure cooker bomb and a land mine, which was defused by a bomb squad. On questioning, the arrested man, identified as M Rajanna alias Rajaiah, revealed that about 20 Maoist militia members have been planting pressure cooker bombs and land mines in Rallapuram, Veerapuram and Burgampad areas to target Police forces.

Several handwritten posters reportedly prepared by the Nadukani Dalam (armed squad) of the Communist Party of India-Maoist (CPI-Maoist) urging the public to quit voting in the Assembly elections have been spotted at Muthappanpuzha near Thiruvambadi in Kozhikode District of Kerala on April 1, reports The Hindu. Local informants told the Police that the posters were brought to the spot by a gang of four, who expressed solidarity with farmers in their ongoing struggle. They made the surprise appearance at a time when the Police and commando forces were on alert in view of the polls. Criticising all major political fronts for their “anti-farmer policies and monopolistic administration”, the posters called for a protracted people’s war against the forces concerned for liberation. The posters also claimed that election was hardly a solution for liberating the State from corporate forces and Hindu fascism.

Four cadres of the Communist Party of India-Maoist (CPI-Maoist) surrendered to the Police in Narayanpur District of Chhattisgarh on April 2, reports The Pioneer. Narayanpur, Superintendent of Police (SP), Mohit Garg said, the Maoists, including three women, turned themselves in citing disappointment with the "hollow" Maoist ideology and increasing pressure of the Security Forces (SFs), and are identified as Mangesh Modiyam alias Mangu (24), his wife Hembati Salaam alias Manisha (27), Mase Podiami alias Sumitra (18) and Moti Usendi alias Laxmi (19). Manisha, who joined the Maoist outfit in 2005, had been teaching at a Maoist school in Maad division since 2015. Her husband was a member of the Kasansur LOS (Local Organization Squad) of Maoists in Gadchiroli District of Maharashtra, Garg said. Manisha and Mangu carried a reward of INR 500,000 and INR 100,000 respectively, he said, adding that Sumitra, a member of Indravati LOS, carried a reward of INR 100,000 on her head. The three escaped from a Maoist camp and reached Mahima Gavadi village in Narayanpur on March 23 and later contacted the Police to surrender, SP Garg said.

The Enforcement Directorate (ED) has filed Prosecution Complaint against Communist Party of India-Maoist (CPI-Maoist) leader Arvind Yadav and his family members before Special Court (PMLA) in Patna District of Bihar, reports The Pioneer. The ED had initiated investigation on the basis of 61 FIRs registered by Bihar Police and in some of them, Charge-Sheets have also been filed against Arvind. Money laundering investigation revealed that Arvind and his family members invested the said proceeds of crime in various movable and immovable properties including land house constructed thereon worth INR 1,02,88,611and one truck valued INR 11,00,000 in the name of his family members and associates.

A team of Police led by Mulugu Sub-Inspector (SI), Harikrishna, unearthed an arms’ dump allegedly belonging to the Communist Party of India-Maoist (CPI-Maoist) at Mansingh Thanda in Mulugu District of Telangana on April 3, reports Telangana Today. The Police have found a total of 312 live rounds of ammunition, two detonators, and documents relating to the outlawed Maoist party. Assistant Superintendent of Police (ASP), Potharaju Sai Chaitanya said that a team of Police including Bomb Disposal Squad (BDS) members, two revenue officials, and a photographer had searched for a dump at Mansingh Thanda at his instructions upon receiving reliable information that there was a hidden dump of CPI Maoists in the Podu lands around Mansingh Thanda village in Mulugu Mandal (administrative sub-division). “When the team thoroughly examined the lands, they came across a suspicious spot. They have dug up the soil for about 1.5 metre deep into the ground and found a black cover in it. Immediately, they examined the bag and found ammunition and other material,” he said. He added that the CPI Maoist Telangana State Committee seems to have conspired to establish anti-government committees in the villages again to assert their existence. “It is an attempt by the Maoists to revive the CPI-Maoist party by killing the people’s representatives, policemen and vandalising the public property,” he added.

At least 22 Security Force (SF) personnel were killed and 30 others injured in an encounter with Communist Party of India-Maoist (CPI-Maoist) in a forest along the border between Bijapur and Sukma Districts in Chhattisgarh on April 3, reports CNBCTV18. The officials said that nine Naxals [Left Wing Extremism, LWE] -- including a woman Maoist -- were killed in the three-hour-long encounter, adds English Jagran. Following tip-off over the major movement of the Maoists, the planned anti-Maoist operations were undertaken by various parties of the forces along the Bijapur-Sukma border from three different directions in the conflict zone of Bastar on April 2 night. Deputy Inspector General of Police (DIGP), anti-Naxal operations, OP Pal said, the personnel belonging to the Central Reserve Police Force (CRPF), its elite unit CoBRA (Commando Battalion for Resolute Action), the District Reserve Guard (DRG) and the Special Task Force (STF) were involved in the operation launched from five places - Tarrem, Usoor and Pamed (Bijapur) and Minpa and Narsapuram (Sukma). The Maoists People’s Liberation Guerrilla Army (PLGA) Battalion was led by its ‘commander’ Hidma, with a total strength of nearly 250, and this group of Naxals was aided by Maoists associated with the Maoist platoons of Pamed, Konta, Jagargunda and Basaguda area committees. A group of 60-80 armed Maoists led by Chandranna was also spotted in Bijapur shortly before the attack.

The incident happened at 10:30pm on April 3 in Burgi village in Etapalli Taluka (revenue sub-division), some 170 kilometres from Nagpur, an official said. Following intelligence inputs, a team of the Special Operations Group (SOG) and District Voluntary Force (DVF) launched a search operation. But spotting the security personnel, the Maoists fired indiscriminately leading to exchange of fire by Security Forces (SFs) in retaliation, however, after the encounter which lasted 20 to 25 minutes, the Maoists escaped from the spot taking advantage of the difficult terrain. The body of a woman Maoist was recovered by Security Forces (SFs) from the encounter spot. The Maoists also claimed to have seized 14 weapons, 2,000 cartridges and other materials from the encounter site. Also, the Maoists on April 6 asked the Government to name interlocutors for the release of the Central Reserve Police Force (CRPF) trooper from its elite CoBRA (Commando Battalion for Resolute Action) unit from their custody, reports The Indian Express. In a press note issued on April 6, Vikalp, spokesperson of the Dandakaranya Special Zonal Committee (DKSZC) of the Communist Party of India-Maoist (CPI-Maoist), said, “The government must declare the names of interlocutors. After that, we will release the policeman in our custody. Till then, he will be safe under our security.” The Police on April 4 had said Rakeshwar Singh Manhas, a constable with CoBRA unit of the CRPF, was missing. Inspector General of Police (IGP), Bastar range, Sundarraj P said, “In certain media/social media reports it is being published that one arrested Maoist cadre have been handed over as an exchange for the safe release of CoBRA [Commando Battalion for Resolute Action] jawan (Trooper) Rakeshwar Singh Manhas abducted by Maoists on April 3 in Bijapur district.” He also said, “No arrested Maoist has been released to secure the release of the abducted jawan. So far no one has been arrested in relation to the Tekalgudem encounter case.” The IGP said a few villagers had accompanied the troopers after the encounter till the base camp and the villagers returned to their respective villages. Sukka Kunjam of Tekalgudem (being mentioned in the media/social media messages) might be one such villager who accompanied the Police up to the base camp after the encounter on April 3, he added. In a press communiqué issued by Sanket, the spokesperson of the ERB, of the CPI-Maoist has detailed the reasons for calling the bandh in the backdrop of statements issued by Union Home Minister (UHM) Amit Shah after the Chhattisgarh encounter. Blaming the Rashtriya Swayamsevak Sangh (RSS)-supported Bharatiya Janata Party (BJP) Government at the Centre for pushing the commoners to a “war-like situation” and targetting "sons of the soil", Sanket said "Operation Prahar", planned by the Centre, is not going to be successful as the Marxist-Leninist-Maoist cadres are ready. "There's formidable power in human capital and the masses. When they stand together for a cause, they are sure to win. "More than 2,000 security men had lodged an attack on our PLGA in Jiragurem village, which was retaliated and 24 security men were killed, 31 were injured and one was captured unhurt. This was one among the series of attacks that we have been facing for years," Sanket said. Criticising Prime Minister (PM) Narendra Modi's Government for imposing an unplanned lockdown during the peak of the Covid-19 pandemic last year while "helping" big corporates to make huge profits, the ERB said, " Political parties in India have been protecting the interests of capitalists since Independence and the Modi government is no different. All its decisions have been in their favour which is evident from the rising fortunes of Adani and Ambani," the statement claimed. Though the reward has been announced in a 2019 case pertaining to the killing of Chhattisgarh legislator Bhima Mandavi, the State Police had said Madvi Hidma was involved in the 2021 Sukma-Bijapur border attack. A charge sheet was filed against Madvi Hidma in the Bhima Mandavi Murder case by the NIA. Hidma, a tribal from Puvarti village of Sukma District, joined hands with the rebels in the 90s, heads the PLGA battalion number 1, a lethally armed and trained unit of the banned group active in southern Chhattisgarh, and known for his fierce and deadly ambushes. The State Police in Bastar reiterated that with the CPI-Maoists restricted to limited pockets in the affected districts, the SFs will continue with their operation as the CPI-Maoist cadres attempt to upgrade their annual Tactical Counter Offensive Campaign (TCOC) that usually begins from March-April onwards and continues till mid-June. During the TCOC, the Naxals [Left Wing Extremism (LWE)] aim to regain their military strength, infuse confidence among their cadres, recruit new cadres and simultaneously mount pressure on security forces. An exchange of fire took place between Communist Party of India-Maoist (CPI-Maoist) cadres and District Reserve Guard (DRG) personnel near Malameta village in Tadoki Police Station limits in Kanker District of Chhattisgarh on April 20, reports Dainik Bhaskar. DRG personnel from Kondagaon and Narayanpur Districts were conducting search operations on the inputs of Naxals [Left Wing Extremism, LWE] being present in the area. The CPI-Maoist cadres opened fire on Security Forces (SFs) in the forest and fled under the cover of forest in the middle of the firing. DRG personnel have recovered a rifle and some everyday items from the forest during the search after the firing stopped, said Antagarh Sub-Divisional Police Officer (SDPO), Kaushalendra Patel.

Jalandhar Reddy was involved in six ambushes, including the Balimela attack, 19 exchanges of fire (EoF), seven murders. He had played a key role in the abduction of former Malkangiri District Collector Vineel Krishna. Jalandhar Reddy, a native of Bhoompalli village in Siddipet District of Telangana, was a member of the Radical Students Union (RSU), and had joined in People’s War Group (PWG) in 2000. He had joined as a member of the Giraipalli Dalam (armed squad) in Medak District. Later, he worked in South Telangana Special Guerrilla Squad in Nallamala forest area and in Andhra Area Military Platoon. He was promoted as the area committee member and transferred to the AOBSZC in September 2002. Jalandhar Reddy served in different cadres in Malkangiri-Koraput-Visakha Border (MKVB) divisional committees. In November 2006, he was elevated as the ‘divisional committee member, DCM’ of the AOBSZC. The wanted CPI-Maoist leader also worked as a secretary to protection squad of 'central committee (CC) member' Akkiraju Haragopal alias RK, from 2013 to 2016. Since January 2019, He had been working as the secretary of the MKVB before he was promoted as the Special Zonal Committee member of the AOBSZC, said Andhra Pradesh Director General of Police (DGP), D G Sawang. Jalandhar Reddy completed his Intermediate education, was one among those who raided on District armoury at Koraput in 2004, attack on Yerragondapalem Police Station in April 2001, and Srisailam, Sunnipenta Police Stations in Kurnool District and many other offences in the Andhra-Odisha Border (AOB) region.

According to him, the main problem being faced by the CPI-Maoist party is recruitments. The party is facing several other problems too. He had disagreed with some issues and decided to join the mainstream. According to the figures available with Police, the cadre strength of the CPI-Maoist, which was about 170 in the Andhra-Odisha Border (AOB) earlier, has come down to 80 now. The number of “area committees”, which was eight earlier, has come down to four. The “People’s Liberation Guerilla Army (PLGA)”, which once had two companies, has only one now. The two “divisional committees” in the AOB have only one platoon. “This clearly shows the cadre problem in the CPI-Maoist party. As the local Adivasis are unwilling to join the movement, the CPI-Maoists are recruiting tribal people from Chhattisgarh. A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire between Security Forces (SFs) and CPI-Maoist cadres in a forested area under Madanpur-Rampur Police limits in Kalahandi District of Odisha on April 23, reports OMMCOM NEWS. Odisha Police accompanied by teams of Special Operations Group (SOG) and District Voluntary Force DVF personnel conducted search operations in the forest area based on the intelligence inputs. SFs asked CPI-Maoist cadres to surrender arms, the Naxals [Left Wing Extremism (LWE)] resorted to indiscriminate firing and the SOG team had to fire in self-defence. Singhrai Soren is wanted in case of seizure of a huge quantity of arms and ammunition and the arrest of 15 armed CPI-Maoist cadres at Giridih District in March 2018.According to the NIA investigation, Soren, had criminally conspired with other members of the group with the intention to promote their terrorist activities and regularly harboured the CPI-Maoist cadres at his residential premises, and was also instrumental in concealing prohibited arms and ammunition and explosives substances. The NIA had also announced a cash reward of INR 50,000 for providing information leading to his arrest, said NIA official.

The anti- Communist Party of India-Maoist (CPI-Maoist) campaign operations by Security Forces (SFs) have halted in the Naxal [Left Wing Extremism (LWE)] affected Districts in Jharkhand, reports Hindustan on April 28. The anti- CPI-Maoist operations are not strategized due to the outbreak of corona infection at the State Police Headquarters and Special Branch. Several Policemen working to mobilize information systems in the Naxal branch are also infected. Central Reserve Police Force (CRPF) and CoBRA (Commando Battalion for Resolute Action) of the CRPF battalions are also on the backfoot in Jharkhand following the recent CPI-Maoist incident in Chhattisgarh. On the other hand, paramilitary forces are not very active in the operation due to corona infection, said Police officials. CPI-Maoist in Jharkhand has strengthened itself since the Corona lockdown in 2020 with new cadres and strengthened the Jan Militia in last one year and has enough weapons, added the report.

Odisha Chief Minister Naveen Patnaik urged Prime Minister Narendra Modi to waive the charges towards deployment of Central Armed Police Forces (CAPFs) in Odisha, reports Kalinga TV on April 29. In a letter, Patnaik requested PM Modi to direct the Union Ministry of Home Affairs (UHMA) to waive an amount of INR 4561.23 crore of the State Government towards deployment charges of CAPFs up to October 1, 2020. In his letter to PM Modi, Patnaik argued that since the Naxal [Left Wing Extremism (LWE)] violence is a national issue posing a grave internal security threat to the integrity of the nation, it has to be addressed by both Government of India and the State Governments jointly. He said the Odisha Government has been proactive in spending from its scanty resources in creating and deploying security forces. “Around 15 battalions of State Police have been raised, specifically to combat Left Wing Extremism (LWE). 30,000 posts in Police cadre have also been created including armed formations along with Specialised Training Centres and other logistics facilities for their deployment. Thus, considering the fact that Left Wing Extremism (LWE) is an issue of joint responsibility and the State Government is doing its lots to combat the menace, Government of India may appreciate the difficulties of States like Odisha while charging for such deployment of CAPFs for dealing with LWE, stated Odisha CM, Naveen Patnaik Letter.

Two Communist Party of India-Maoist (CPI-Maoist) cadres identified as Vinay Narote (31) and Vivek Narote were killed in exchange of fire with Security Forces (SFs) including C60 commandos in the Gatta-Jambia forest in Etapalli Tehsil (revenue unit) in Gadchiroli District of Maharashtra on April 28, reports The Indian Express. Vinay Narote was carrying a reward of INR 2, 00,000 on his head and Vivek Narote has a reward of INR 6, 00,000 over his head and both were involved in several offences including murders, attack on Police Station and encounters. SFs noticed a congregation of CPI-Maoist cadres in the forest, after receiving the information. CPI-Maoist cadres initiated firing at the Security Forces (SFs) and the exchange of fire went on for about 30 minutes, after which the Maoists decamped. The National Investigation Agency (NIA) filed a supplementary charge sheet against 34 Communist Party of India-Maoist (CPI-Maoist) cadres for their alleged involvement in the killing of four Policemen before a special NIA court in Ranchi District of Jharkhand on April 30, reports Outlook. All the accused, who are the residents of Jharkhand and Bihar, have been charged with the relevant provisions of the Indian Penal Code, the Unlawful Activities Prevention Act (UAPA) and the Arms Act. The case pertains to the deadly attack on the Police patrolling party by the armed CPI-Maoist cadres in November 2019 at Lukuiya More in Latehar District of Jharkhand in which four Police personnel were killed and their arms and ammunition looted. The State Police had filed a charge sheet against six accused. The NIA re-registered the case in June 2020 and took over the investigation. Anal Da, the 'central committee (CC) member' and Secretary of Bihar-Jharkhand Special Area Committee (BJSAC) of CPI-Maoist, in collusion with other senior CPI-Maoist leaders, had conspired and planned the attack on the Police patrolling party at Lukuiya More. The recce for carrying out the attack at the targeted place was conducted for a week and final planning for execution was undertaken at Bearjangha forest. Top leaders of CPI-Maoist had planned the minutest details and constituted three teams to carry out the attack in a meticulous manner, said NIA official. The plan was executed under the leadership of Ravindra Ganjhu, the regional committee member of the CPI-Maoist, who had also enlisted the help of over ground workers and sympathizers of the organisation. The attack was carried out in order to loot the arms and ammunition and further strengthen their organisation and demoralised the Security Forces (SFs) operating in that area. During investigation, the NIA was successful in unearthing immovable properties worth INR 50, 00,000 of Ravindra Ganjhu in Latehar and Ranchi Districts in Jharkhand and the same were attached under sec 25 of UA(P) Act. Investigation leading to arrest of local contractor, Mrityunjay Kumar Singh exposed the unholy nexus between the CPI-Maoist and unscrupulous contractors who are aiding and abetting activities of such banned terrorist organisations in Naxal [Left Wing Extremism (LWE)] affected areas, added the NIA official.
