In a joint search operation, Police and Army in Kirni area of Poonch District of Jammu and Kashmir (J&K), arrested a militant Jahangir Ali, son of Wali Mohd, on September 7, reports Daily Excelsior. During search of his personal bag, two pistols, four Chinese grenades, 100 pistol rounds and four pistol magazines were recovered. During investigation, it came to fore that Jahangir Ali was meant to hand over the consignment to two other militants, Basharat Khan of Surankote and Sheraz of Sangla Surankote. These militants were also apprehended from different places. During investigation it came to light that these militants were associated Jammu Kashmir Ghaznavi Force (JKGF) and were given task to carry out militant activities in J&K particularly in Poonch District.

A Hizb-ul-Mujahideen (HM) militant was arrested by Police and Security Forces (SFs) in a joint operation in Androosa Khrew area of Awantipora District of Jammu and Kashmir (J&K) on September 9, reports Greater Kashmir. “Based on specific information, Awantipora Police, Army 50 RR and CRPF 185 Bn launched a joint cordon and search operation in Androosa Khrew area of Police district Awantipora. During the search operation, joint forces observed some suspicious movement in the orchard area which was under cordon”, an unnamed Police spokesman said. Police identified the arrested militant as Shahid Ahmed Khanday, the son of Abdul Rashid Khanday, a resident of Mandakpal in Khrew. Arms, ammunition and other incriminating material were recovered from the possession of arrested militant.

An NIA statement issued said many digital devices and other incrimination material have been recovered from the premises of persons whose houses were raided today (September 21). Three militants, two of them hailing from Banihal tehsil (revenue unit) in Ramban District and another from Shopian have already been arrested in connection with recovery of the IED at Bhatindi under Trikuta Nagar Police Station in Jammu District including the one who had to plant the explosive device at a crowded place. The case was registered at Trikuta Nagar Police Station on June 27 this year while investigations were later handed over to the NIA which reregistered the case on July 19. The NIA raided the house of Jal Shakti Department official Ghulam Mohammad Dar (45), son of Abdul Gani Dar at Tendar Dothan Gaddatter village in Gundana area in Doda District. “The NIA team was looking for his son Javed Iqbal Dar, 31, who is reportedly MA B Ed as there were reports with the Agency that he might have been connected with militants in Pakistan through WhatsApp,” sources said, adding that the family, however, claimed that Javed Dar was putting up in Ladakh for the past few months. Sources said the NIA team might establish contact with Ladakh Police to trace Javed Dar. Information about Javed Dar’s links with the militants was reportedly given by three militants already arrested in connection with recovery of the IED. The NIA team also conducted searches in the house of an ex-serviceman of Territorial Army Talib Naik at Masjid Mohalla in Kishtwar. “During searches conducted today, many digital devices and other incriminating materials have been recovered from the premises of suspects,” an official statement issued by the NIA after completion of the raids, said. It said investigations into the case revealed that Pakistan based handlers of proscribed terror outfit of Lashkar-e-Toiba (LeT) and their associates based in Jammu and Kashmir are planning terror activities in the Union Territory using the pseudo-acronym The Resistance Front (TRF) so as to maintain plausible deniability and evade Law Enforcement agencies. Meanwhile, the NIA raided the residence of Mohammad Shafi Wani son of Abdul Gani, a resident of Lasjan on the outskirts of Srinagar. They searched the residence and seized the mobile phones of Mohammad Shafi and his son identified as Rayees Wani. Mohammad Shafi was detained and taken to Police Station Panta-Chowk for further questioning. The NIA also searched the residence of Waseem Ahmad Dar son of Nazir Ahmad Dar, a resident of Larm Ganjipora area of Kulgam District. According to Intelligence agencies, they have got the input regarding the movement of Lashkar-e-Toiba (LeT), Harkat ul-Ansar (HuA) and Hizb-ul-Mujahideen (HM). The Pakistan-based militant organisations are helping Afghan-origin militants to enter India. An official said, “After Taliban took over the government in Afghanistan, we have got the input regarding the movement of Afghanistan based terrorists entering India with the help of Pakistan-based terrorist organizations which are backed by ISI.” Agencies have got the input that around 40 such militants are stationed at a terror camp in the Nakyal sector in Pakistan near the Line of Control (LoC). They have been trained to enter Indian by crossing the Poonch River. The neutralised militant has been identified as Anayat Ashraf Dar, who had on September 22 fired upon a civilian at Chitragam Kalan area in Shopian, according to Kashmir Police. One pistol and ammunition have been recovered from Dar, who Police said was a newly active militant and had been previously involved in drugs. The civilian was identified as Jeewer Hameed Bhat, a shopkeeper and a resident of Dangerpora Chitragam Kalan. According to the Police, Bhat received gunshot injuries in his leg and was rushed to a nearby hospital for treatment where his condition is said to be stable. The Kashmir Zone Police, in a tweet on September 23, informed, “Last night recently active terrorist (militant) who was earlier an Over Ground Worker (OGW) and also involved in drugs, namely Anayat Ashraf Dar S/O Ashraf Dar R/O Keshwa Shopian fired upon a civilian Jeewer Hameed Bhat, who got seriously injured and is still hospitalised. Territorial Army soldier, Shakir Manzoor a resident of Reshiepora village in Shopian was abducted by suspected militants on August 2 last year and his car was burnt down in Kulgam village. His clothes were found in Landoora area of Shopian on 5th August. Since August 2 last year, his family members as well as relatives have been searching for him. However, there were no traces of him since then. A week after his abduction an unverified audio message surfaced on social media in which the speaker said to be militant, without identifying himself, claimed to have abducted and killed the soldier after which his family members demanded his body. The speaker also claimed that they have buried him at an unidentified location and his body won’t be returned, like authorities are not returning bodies of militants.

Police said that Parray maintained a close contact with militancy handlers across the border and would do their bidding in recruiting young boys in militant ranks and arranging weapons and other logistics for them. “He was earlier associated with Jamaat-e-Islami (Jel) before shifting his allegiance to the Masarat Alam led Muslim League. The individual has about a dozen PSAs and FIRs lodged against him and spent a good part of the previous decade in custody”, Police said. “On the basis of leads provided by him, his nephew Naseer Ahmed Parray of Hajin, Haseena of Sheeri, Khursheed Ahmad of Naidkhai and others were part of the group, which was in continuous contact across the border and would receive detailed instructions for their day to day activities. The Union Ministry of Home Affairs (UMHA) said September 24 that Jammu and Kashmir (J&K) is now gaining freedom from terror and moving on the path of development as the incidents of militancy have significantly declined and there is a new found atmosphere of peace and security in the Valley, reports Daily Excelsior. This was stated in a 38-page report on the Union Territories (UTs) of Jammu and Kashmir and Ladakh released by the UMHA titled “The dream of one nation, one law, one symbol fulfilled.” The report said, “After abrogation of Article 370, the support base of separatists is diminishing. Security provided to the Hurriyat leaders at the Government expense has been withdrawn and 82 bank accounts of separatists frozen. Incidents of terror have significantly declined and there is a new found atmosphere of peace and security in the Valley.” The report had a quote from Prime Minister Narendra Modi in the beginning which said: “Earlier, in most of the scheme and laws framed for the nation, the words `except J&K’ were mentioned. Now it has become a thing of the past. The path of peace and development, on which Jammu and Kashmir is moving forward, has paved the way for new industries. Today, Jammu & Kashmir is contributing to the Atma Nirbhar Bharat campaign”.

A former militant of Hizb-ul-Mujahideen (HM) identified as Dulla alias Jameel was arrested after a long hunt of 19 years in Kishtwar District of Jammu and Kashmir (J&K) on September 25, reports Daily Excelsior. Dulla, a resident of Arnas village in Reasi District, was the third former militant turned absconder arrested by Police in Kishtwar in the past 11 days, a Police Spokesman said, adding that a special Police party, on specific information, carried out raids at various suspected locations and arrested Dulla who was presently putting up at Kundwar village in Chatroo area in Kishtwar District. Dulla was wanted in a militancy-related case registered against him at Chatroo Police Station in 2002 but was evading arrest, the Spokesman said. Earlier, two former militants turned absconders identified as Nazir Ahmad of Budhar-Bonjwah and Abdul Gani alias Mavia were arrested after a long hunt of 12 years and 19 years on September 15 and 17, respectively.

A senior army commander, on September 28, said the army averted a militant attack by killing a Pakistani infiltrator and captured another alive along the Line of Control (LoC) in Uri sector in Baramulla District of Jammu and Kashmir (J&K), reports brighterkashmir.com. The army commander said during a week, Army killed seven militants and recovered seven AK rifles, nine pistols and revolvers, and more than 80 grenades of various kinds besides Pakistani and Indian currency near the LoC. General Officer Commanding (GOC) of Baramulla based- Army’s 19 Infantry Division, Major General Virendra Vats said that army launched the operation on September 18 after the Army noticed suspicious movement along the LoC in Salamabad, Uri. “An encounter took place when the infiltrators -- believed to be six -- were challenged. While four of them ran back towards the other side of the fence due to dense foliage and darkness, two sneaked into this side of the LoC,” he said. “We zeroed-in on the Salamabad Nallah, approximately 800 m inside the LoC, on September 25 and in the ensuing encounter, one militant was killed the next morning,” Maj Gen Vats said adding, “Another militant pleaded that his life be spared. As is the ethos of the Indian Army, after taking due precautions, he was taken into custody alive”. The arrested infiltrator was identified as Ali Babar Parra (19), resident of Okara District in Punjab province of Pakistan. Major General Vats said the slain militant was identified as Atiq ur Rehman alias Qari Anas (33), belonging to Attock District in Punjab of Pakistan. “The arrested militant has admitted to be a member of Lashkar-e-Toiba [LeT] and was trained in Muzaffarabad," GoC 19 Infantry Brigade said. “He has revealed that he was trained for three weeks at Khyber camp, Ghadiwala in Muzaffarabad in 2019”. “He was recalled this year for some important task and was told by his handlers that he has to drop supplies at Pattan. But when we went through the recoveries and modus operandi, it shows that they had come here for some kind of a strike which went beyond the drop of supplies,” he said. Maj Gen Vats said the infiltration attempt was made along the Salamabad Nala, which was the same route used for the 2016 suicide attack on the Uri garrison in which 19 army men were killed and many others injured. He said the infiltrating militants was supported by the Pakistani side with three porters bringing supplies till the LoC. “The movement of such a large number of people cannot take place without active complicity of the Pakistan Army deployed on the other side,” he said. Major General Vats said there has been an increased movement at the launch pad across the LoC. "This shows the desperation of Pakistan that when they see peace in Kashmir, they send militants to disturb peace by sensational strike”. He also said seven militants have been killed in as many days while one has been arrested alive. “Indian Army recovered seven AK rifles, nine pistols and revolvers, and more than 80 grenades of various kinds besides Pakistani and Indian currency,” he added.

Abid Rashid Dar was a Pakistan trained militant who had crossed over the Wagah Border in April 2018 and had infiltrated back in 2019. Police said that he was involved in local militant actions and had been tasked with recruitment and running the ranks of Lashkar in North Kashmir. “Abid Rashid Dar, Azad Ahmed Shah, foreign militant Usman and Sajad alias Haider were involved in the killing of BJP leader Waseem Bari and his family. Usman and Sajad were eliminated in Kreeri on 17-09-2021. The remaining militants involved in the killing were eliminated today. With this the investigation of case FIR No 74/2019 of Police Station Bandipora stands closed. However, both militants were charge sheeted in that case earlier”, Police said. The Army launched a counter-infiltration operation along the LoC in the Uri sector on September 25 after noticing suspicious movement, officials said, adding, one infiltrator has been eliminated while three soldiers were injured in the exchange of firing with infiltrators from across the LoC in Uri. The infiltrators were challenged by the Army soldiers, leading to a gunfight, the officials said, adding, three soldiers were injured in the exchange of firing between the two sides over the past two days. Combing operations were in progress in the area to ensure that there were no remnants of the infiltrating terrorists on this side of the LoC, they said.

Security Forces (SFs) arrested two Over Ground Workers (OGWs) of the Lashkar-e-Toiba (LeT) in Pulwama District of Jammu and Kashmir (J&K) on September 28, reports Daily Excelsior. On a tip off Special Operation Group (SOG) of Jammu and Kashmir Police (JKP) with the assistance of Pulwama Police and 50 Rashtriya Rifles (RR) arrested the two OGWs at Pulwama, whose identities are yet to be ascertained. During their interrogation they revealed that a LeT ‘commander’ Reyaz had asked them to build a hideout in Rajouri Kadal in the down town Srinagar, Police said. Later, based on the disclosure of OGWs, a Cordon and Search Operation (CASO) was launched at Rajouri and the particular house was searched, the Police said, adding the hideout was unearthed but it was found to be empty. The house owner was being questioned, the Police said adding further investigation is going on.

The Pakistani militant who was captured by Army while infiltrating along the Line of Control (LoC) in Uri sector in Baramulla District of Jammu and Kashmir (J&K), said that the Pakistan army helped them in infiltration and they were tasked to conduct a major strike in Kashmir, reports Daily Excelsior on September 30. Ali Babar Parra (19), was captured during an operation launched by the Army along the LoC in Uri sector on September 28, while his colleague [Atiq ur Rehman alias Qari Anas (33)] was killed in the gun battle. Parra told interrogators that the Pakistan army was helping militants to infiltrate into J&K for violence and their personal benefits by spreading misinformation and brainwashing the youth. In a video that was released by the Army, he said: “Whatever we were told about Kashmir by LeT [Lashkar-e-Toiba] and ISI [Inter-Services Intelligence] is wrong. When I was being taken in a vehicle, I saw hustle-bustle in the markets and people seemed happy, there seemed peace in the environment”. Parra said that Pakistan army, ISI and LeT are doing propaganda in the name of Kashmir that people here are being killed, that there is bloodshed going on in Kashmir, but the reality is opposite to that. “I went to work in a factory in Sialkot where I met Anas. He has been tasked to gather men for LeT and ISI. Keeping in view my condition, I went with him and he gave me Rs 20,000 and promised Rs 30,000 more. He handed me over to ISI, and ISI further handed me over to Pakistan army. Pakistan army trained me at Camp Khyber Deli Habibullah. We were taught how to operate AK-47. After training, details were sent to the LeT area commander who selected me”, he said, adding, “We were made to draw the map of Baramulla/ Pattan and then we were taken to Pakistan army’s Sher Camp where were given AK-47 rifles, grenades and other ammunition.” Parra also shared the details of the weapons training he underwent with the Pakistan Army and the ISI at Camp Khyber Deli Habibullah.
