Two Lashkar-e-Toiba (LeT) militants were arrested from Baramulla District of Jammu and Kashmir (J&K) in India on September 1, for carrying out grenade attacks in Azadgunj area in Baramulla District on August 31, reports Daily Excelsior. The two militants were identified as Fayaz Ahmad Kumar alias Narismha, and Aqib Shafi Bhat of Baramulla. Senior Superintendent of Police (SSP), Baramulla, Abdul Qayoom said that there are 37 FIRs registered against Fayaz Ahmad Kumar and he has been detained seven times under Public Safety Act (PSA) in past while three FIRs are registered against Aqib Shareef Bhat. SSP, Qayoom further said as per the investigation, their aim was to revive militancy in Baramulla town, which they have been directed by their mentors across Line of Control (LoC).

Army neutralised multiple hide-outs along the Line of Control (LoC) in Baramulla District of Jammu and Kashmir (J&K) in India on September 1, and recovered huge cache of arms that were meant to be delivered to militants, reports Daily Excelsior. Defence Spokesman in Srinagar, Rajesh Kalia, said that troops detected movement of suspicious persons along the LoC in Rampur Sector, Baramulla District on August 30, who later escaped. He further said, “After extensive search of seven hours, a huge cache of arms and ammunition was recovered from well concealed locations in two hideouts in Rampur Sector of Uri area of Baramulla. The cache of arms recovered comprises five AK series rifles along with six magazines & two sealed boxes with 1254 rounds of AK ammunition, six pistols with nine magazines and six rounds, 21 grenades, two UBGL grenades and two Kenwood Radio sets with one antenna.”

A Junior Commissioned Officer (JCO) of the Army was killed in firing by Pakistani troops violating the Cease Fire Agreement (CFA) along the Line of Control (LoC) in Rajouri District of Jammu and Kashmir (J&K) in India early on September 2 (today), reports Daily Excelsior. Defence sources said, Pakistani troops violated the CFA and opened fire at forward posts in Keri sector, drawing retaliation from the Indian Army. The JCO was critically injured in the Pakistani firing and later succumbed to injuries.

Four Lashkar-e-Toiba (LeT) operatives were arrested during a search operation in Beerwah area of Budgam District, Police said on September 2, reports Greater Kashmir. The arrestees were identified as Shakil Ahmad Wani, Showkat Ahmad, Aqib Maqbool Khan, and Ajaz Ahmad Dar. Some ammunition, including Ak-47 rounds (24), five detonators and other incriminating material were also recovered, the statement read further. This group was involved in providing shelter and logistical support to active militants in the area, it added.

Five militants of Islamic State-Jammu and Kashmir (IS-JK), involved in May 20 attack in which two Border Security Force (BSF) troopers were killed in Srinagar outskirts, were arrested from Srinagar in Jammu and Kashmir on September 4, reports Daily Excelsior. Four vehicles - two ambulances, a motorcycle and a scooter- used for the attack have also been seized, Police added. The arrestees had helped in transporting, logistics, planning and executing the attack.

SFs launched a cordon-and-search-operation in Babhoora orchard area during which militants fired on them leading to a gun battle. At the time of reporting, the area was under cordon and operation was put on hold. It was not clear whether the militants managed to escape or were hiding in the cordoned area.

Three militants were killed and three Security Force (SF) personnel, including an Army officer, were injured in a gun battle at Yadipora village in the Pattan area of Baramulla District in Jammu and Kashmir on September 4, reports Daily Excelsior. Inspector General of Police Kashmir, Vijay Kumar, stated that following inputs about presence of militants in the village, SFs cordoned off Yadipora village in the night of September 3. The contact with militants was made in the morning of September 4. The hiding militants were given the opportunity to surrender. “However, they refused to surrender and instead held two families comprising of 12 members including children hostage. It was therefore after strenuous efforts of joint security forces that all the family members were rescued and evacuated,” he said. Three militants were killed and their bodies retrieved from the encounter site. Two of the slain militants were identified as Shafqat Ahmad of Delina in Baramulla District and Hanan Bilal Sofi of Old town in Baramulla District. Incriminating materials, including arms and ammunition, were recovered from the site of encounter.

Police on September 5 recovered dead bodies of two Hizb-ul-Mujahideen (HM) militants from the Tulail area in Gurez sector of Bandipora District in Jammu and Kashmir, reports Daily Excelsior. According to reports, the two militants had infiltrated recently and had reached Tulail where they died due to drowning in Kishanganga. Some incriminating material, including four AK Magazine, 116 AK rounds, 16 9mm rounds, one grenade, one wireless set, four wrist watches, driving license and an identity card were recovered from one of the bodies. They militants, identified as Nisar Ahmad Rather and Sameer Ahmad Dar , both from Pulwama, had crossed over to Pakistan occupied Kashmir (PoK) to take the arms training and they were returning during which they drowned in Kishanganga river at Tulail. Nisar Ahmad was missing from his home since February 2018, in the same way Sameer, a driver by profession, was also missing from his home since August 2019.

The pistols were seemingly meant for recruiting new people into militancy,” Goel said. The police have so far been able to contain the local militant recruitment after it witnessed a sharp rise earlier. “We will not allow the recruitment to gain ground again,” he said. Asked about the arrests made and whether weapon consignment was meant to be delivered in South Kashmir, the DIG said that two people, including the driver of the truck and the co-driver, have been arrested and a special investigation team has been constituted to find out for whom the weapons were meant to be delivered. The recoveries included three pistols, 11 grenades, improvised explosive device (IED) material and a pen drive. He also said that 11 kilograms of heroin worth INR 11 crore, meant to fund terrorism activities, was seized in Rajouri District on September 14. He said that one person was arrested with seven kilograms of heroin in Rajouri and later at his disclosure one more arrest was made from Kulgam District. Three residents of Poonch were also arrested and their questioning led to the recovery of four kilograms of heroin from the same spot from where the earlier consignment of seven kilograms was dumped after smuggling from across the border, he said. The IGP said the money from the heroin was meant to support terrorism.

The two-page letter, written in Urdu on the militant group’s letter pad, was delivered by post to Raman Bhalla at his headquarters on September 11, the officials said. Before that, they had killed two BSF [Border Security Force] men at Pandach on city outskirts [May 20, 2020]. And then they made another attempt at Pantha Chowk where we lost a brave SOG [Special Operations Group] man [August 30, 2020],” the DGP said. Talking about September 17 in which three Hizb-ul-Mahajiheed terrorists were killed in Srinagar operations he said, “Today’s operation was seventh one in Srinagar in the recent past, but biggest success was the killing of Hizbul Mujahideen commander Junaid Sehrai [May 19, 2020],” he said. The Border Security Force (BSF) on September 20 foiled an infiltration attempt from Pakistan along the International Border (IB) in Arnia Sector of Jammu District of Jammu and Kashmir, reports Dily Excelsior. Inspector General of BSF, Jammu frontier, N S Jamwal said an attempt to smuggle the narcotics and weapons was scuttled by BSF personnel of Budhwar and Bullechak border outposts in Arnia area at around 2am [IST], leading to the recovery of 62 packets of heroin — each packet weighing one kilogram, two Chinese pistols with three magazines and 100 rounds. The IG BSF said, “We were alert to the threat and around 2 am, a group of persons were noticed on the Pakistani territory and two to three of them came closer to the border fence to sneak into this side but were challenged by the BSF personnel,” adding they opened fire but retreated to Pakistani side taking advantage of darkness and thick foliage, when the BSF retaliated, leaving behind the consignment of drugs and weapons. Jamwal also said it is for the first time that PVC pipe was used to hide the narcotics to facilitate its smuggling into the Union Territory. “The terror infrastructure (in Pakistan) is intact as is evident from the increased activities like attempts to smuggle weapons and narcotics and firing incidents on the borders,” he also said. “Though it is for the first time in J&K but such type of modus operandi is in the knowledge of BSF which has successfully foiled similar attempts in Punjab over the years,” he said. The consignment was worth around INR 300 crore in the international market. Senior Superintendent of Police, Jammu, Sridhar Patil said, “We see it as narco-terrorism supported by Pakistan. We have successfully foiled a number of attempts of narcotic smuggling from Pakistan over the past two years.”

In a statement to the House Committee on Foreign Affairs, Subcommittee on Asia, the Pacific, and Nonproliferation, Alyssa Ayres, senior fellow for India, Pakistan, and South Asia at the Council on Foreign Relations thinktank, on September 21 said the situation is complex and tragic in Kashmir. There is documented history of Pakistan-based terrorists active in Indian-administered Kashmir, and Kashmiris and the Indian government continue to face a difficult challenge of border security and terrorism in this region, Aryes said. "Terrorism has undermined every effort at peace in the last two decades and continues to create insecurity. I would also like to acknowledge the longstanding suffering of the Kashmiri Pandits, a Hindu community driven from their Kashmiri homeland in the early years of the insurgency at the beginning of the 1990s,” she added. The encounter that had started on September 22, finally ended on September 25 with the killing of the two terrorists. “Incriminating materials including arms and ammunition were recovered from the site of encounter. It is pertinent to mention here that the INSAS rifle snatched in Nowgam [Srinagar District] attack [August 14, 2020] was also recovered from the site”, police said. Many people rushed to the encounter site and there was explosion as a result of which four youth were injured.

A major infiltration bid by a group of five heavily-armed militants, under cover fire provided by the Pakistani Rangers, was scuttled along the International Border in Samba District of Jammu and Kashmir on September 27 by the Border Security Force (BSF), reports Daily Excelsior. All the five terrorists fled back to Pakistan in the face of effective retaliation by the BSF, official sources said. As per the report, in the intervening night of September 26 and 27, the BSF troops noticed movement of a group of militants who were attempting to infiltrate into this side. The infiltrators opened fire when challenged by the BSF. Pakistani Rangers also fired on Indian posts to provide fire cover to the infiltrating militants. The firing lasted for 30 minutes and the militants fled back.
