With the Multi-Agency Centre (MAC), an intelligence-sharing ‘Fusion Centre’, suggesting a new trend in Jammu and Kashmir where former militants are again joining the Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM), the top security brass has advised forces on the ground, including the Army, to keep tabs on such elements in their respective operational theatres, reports The Tribune. Following the input received by MAC, an advisory was sent to the Army, Central Reserve Police Force (CRPF), J&K Police and the CID to corroborate the information, sources said. “In their respective responses, the Army and the CRPF contended that they had nothing to share on the input. But the CID and the J&K Police confirmed that as per their records, six militants, who had come through Nepal and surrendered in the Valley, had again joined militancy,” said a Senior Officer. As per the details provided by the CID and the J&K Police, surrendered militant Mohammad Iqbal Ganie, a resident of Anantnag, had joined the LeT on May 5, 2018. Meanwhile, sources said based on intelligence inputs, former militants — Mohammad Shafeeq Bhat of Batamaloo, and Rahi-ul-Amin Dar of Kulgam, were back on the radar of the security agencies. The trend of former militants joining militancy is being taken seriously and a detailed exercise has been started to ascertain more such cases so that remedial measures are taken, sources said.

Director General of Police (DGP), Dilbag Singh said on October 5 that during past one week, Jammu and Kashmir Police have arrested 450-500 over ground supporters of the militants, who were issuing threats and indulging in conspiracies to sabotage ongoing election process for Municipal and Panchayat elections, reports Daily Excelsior. DGP said the present situation in Kashmir is not the new one as they have been witnessing such situation for past 30 years now. However, he said, Police have made adequate arrangements for smooth conduct of the local polls. “Only two days back, we have busted a terror network which was engaged in torching of houses and Panchayat Ghars in the Valley with a view to spread panic among the people. Yet another group, which had been assigned the task of shooting the people has also been nabbed,” the State Police chief said. He said the third group was busted in Awantipora today [October 5], which was linked to Jaish-e-Mohammed (JeM) outfit and had also been assigned the task of sabotaging the polls. The fourth group was captured in Handwara, where youths posing with guns were circulating videos threatening the people against participation in the election process. “During past one week, we have nabbed 450 to 500 over ground sympathizers of the militants, who were involved in the conspiracies to sabotage polls,” Dilbag said, adding that Jammu and Kashmir Police along with other security agencies was fully prepared to meet any kind of threats.

With 250 militants waiting on the launch pads across the Line of Control (LoC) in Pakistan occupied Kashmir (PoK) for sneaking in into Kashmir, this year the infiltration of militants into the Valley is already on increase, reports Daily Excelsior on October 8. According to Multi Agency Centre (MAC) figures, so far this year 96 militants have infiltrated into Kashmir while last year, 123 militants had sneaked in 406 infiltration attempts. In 2015, 33 militants infiltrated into Kashmir in 121 attempts while during 2016, 119 militants intruded into Kashmir in 371 attempts. General Officer Commanding (GOC) 15 Corps, Lieutenant General A K Bhatt, said that 250 militants are waiting on the launch pads along the LoC in PoK ready to sneak in ahead of winter. Sources said that these militants are mostly waiting in Athmuqam, Tehjian, Wandalkulle, Jura and Shardi launching pads. The militants are also attempting to sneak in through Uri and Nowgam sector where from it is very difficult as there are less gaps in the infiltration grid in these sectors. Sources said that the next two months are crucial as militants commanders across in PoK will try to push in as many militants as they can ahead of winter when the mountain passes close due to snowfall. However, Security Forces (SFs) are vigilant and have intensified their patrolling to foil such attempts. The report adds that, not only infiltration is on increase this year, the recruitment of militants is also on rise. According to official figures, 141 youth were recruited into militancy this year so far while for the last year the figure was 126 for whole year; in 2016 it was 88; in 2015, the number was at 66; 2014 it was 53; 2013 it was 16; 2012 it was 21; 23 in 2011 and 54 in 2010. Besides this large numbers of youth have registered themselves with the militant organizations but are waiting for their latter’s nod, sources claimed. This year SFs have achieved major successes against the militants and killed 41 infiltrators on the LoC while in the hinterland 111 militants were killed so far including top commanders of militant outfits. Despite these successes, 300 militants are still operating in Kashmir. According to sources, there are around 150-170 militants operating in North Kashmir. They are operating in small groups in Rafiabad, Zainagheer, Sopore, Hajin, Bandipora, Baramulla, Palhalan Pattan, Kunzar Tangmarg, Lolab Kandi and Rajwar in Handwara areas. These militants mostly belonged to Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Al Badr. In Sopore which was for long time militancy free, Jaish has established its bases while LeT is in the peripheries of Sopore, Hajin in Bandipora, Rafiabad in Baramulla District and Handwara in Kupwara District.

Pakistani troops on October 23 violated the ceasefire along the Line of Control (LoC) in Poonch District with one of the shells landing inside the Brigade Headquarters in the Poonch town but causing no casualties, reports Daily Excelsior. “Pakistani troops fired rocket propelled grenades (RPG) and small arms at around 1035 hours during ceasefire violation. One round landed on a barrel type store shelter in Poonch causing it to catch fire,” Jammu-based Defence spokesman Lt Col Devender Anand said. “Initial analysis indicates caliber of 105/106 mm RCL (recoilless gun). Further details are being ascertained,” he added. Earlier in the day, when the blast was reported inside the 93rd Brigade Headquarters at Moti Mahal in Poonch, the spokesman had said that it had nothing to do with cross-border shelling from Pakistan. However, Senior Superintendent of Police, Poonch, Rajiv Pandey later told reporters that initial investigation suggested that a bomb fired from across the border landed inside the brigade headquarters of the Army causing a minor fire. Meanwhile, as Pakistan violated ceasefire, one round of 82 mm mortar landed at Jhalas in Krishna Ghati sector of Poonch District in the evening of October 23, reports Daily Excelsior. “One muffled blast around 1800 hours was misconstrued as blast in the garrison,” the spokesman said adding there was no casualty reported. “Despite repeated calls for restraint and adherence to the ceasefire understanding of 2003 for maintaining peace and tranquility, Pakistan forces have carried out 1,591 incidents of unprovoked ceasefire violations along the LoC and IB in 2018 so far,” sources said.

Reacting to the reports that three defence personnel were killed in suspected sniper attacks by Jaish-e-Mohammed (JeM) terrorists since mid-September 2018, Army Chief General Bipin Rawat on October 29 said the Army was looking into reports of snipers entering the Kashmir Valley to target defence personnel, reports Daily Excelsior. He said to say snipers have come into the Valley was “premature”. He said the security force was studying whether the attacks were carried out by snipers. “Whether these attacks have been done by snipers or not, this is something we are still studying. But to say that snipers have infiltrated and that they have sniper weapons…We have not found any sniper weapon...,” he added. Based on intelligence inputs, security agencies believe that at least two separate ‘buddy’ groups of the JeM comprising two terrorists each entered Kashmir Valley in early September and have entrenched themselves in Pulwama District with the help of some overground supporters of the outfit. These terrorists, according to the officials, have been thoroughly trained by Pakistan’s external intelligence agency ISI for carrying out sniper attacks in the Valley and have been armed with M-4 carbines, used by the US-led allied forces in Afghanistan.
