Doda police arrested three fresh recruits of the Lashkar-e-Toiba (LeT) outfit from Doda. Deputy Inspector General (DIG) of Police Doda range Farooq Khan and Senior Superintendent of Police (SSP) Doda Manohar Singh told that these youths had been lured into militancy by a local LeT activist, Bashir Ahmed Ganaie. Police recovered one hand grenade from one of the recruits. Police also arrested four motivators of militants from Doda. They were motivating youths to join LeT and Hizb-ul-Mujahideen (HM) outfits. Separately, police also rescued eight youths from captivity of the militants.

Two officers of Rashtriya Rifles (34 Battalion) and at least three militants are believed to have died during an encounter between militants and security forces (SFs) in the Tangmarg-Beerwah belt of Baramulla district on October 2, according to Daily Excelsior. Official sources stated that SFs intercepted a large group of Al-Badr militants at Ringawari hamlet, bordering the Baramulla and Budgam districts in Tangmarg area, in the morning. SFs had launched the operation after receiving information that the outfit’s ‘divisional commander’ of the Tangmarg-Beerwah belt, Bilal Afghani alias Chhota Bilal, along with his close associates, Mohammad Sultan Bhat alias Rayees Khan and Janbaz Afghani, had gone to receive a freshly infiltrated group of eight to 10 militants. It was in the initial round of firing that Major K. P. Vinay was killed and four of his colleagues, including another Major, wounded. The wounded Major is reported to have later succumbed to his injuries at the Army's Base Hospital in capital Srinagar. Later, troops directed heavy gunfire towards the militants who had holed in some houses. Chhota Bilal was believed dead along with both of his associates. The encounter was continuing till last reports came in.

With the killing of six more militants, the overnight encounter between security forces (SFs) and the militants in the Tangmarg-Beerwah belt of Baramulla district is reported to have ended, according to Daily Excelsior. As reported earlier, Major K. P. Vinay and Major Dinesh Raghuraman were killed along with three militants on October 2. Five soldiers, including a Major, sustained injuries in the encounter. The operation was called off after troops recovered a large quantity of arms and ammunition, including nine AK-56 rifles, 27 magazines, some video cameras, NVGs, UBGLs, mobile phones, radio sets, diaries and a direction map. "They offered tough resistance for all 38 hours of the gun battle. They are all unidentified but we believe, they are all Pakistani cadres of Lashkar-e-Toiba [LeT]," informed Commander of Sector 12 of Rashtriya Rifles, Brigadier, Kuldip Singh. LeT spokesman, Abdullah Ghaznavi, confirmed to Daily Excelsior in a satellite telephonic conversation from Pakistan that nine militants of his outfit were killed in the 38-hour-long gun-battle in Tangmarg. He claimed that the militants killed 12 soldiers, including two Majors, and wounded 15 others.

In an encounter between militants of the Lashkar-e-Toiba (LeT) and security forces (SFs) at Gamroo in the Bandipora district on October 4, two militants, identified as ‘divisional commander’ Moosa alias Abu Wafa and ‘chief operational commander’ Qasim Bhatti, and a Junior Commissioned Officer of the Army, Subash, were killed, according to Daily Excelsior. Two AK rifles and an equal number of grenades were recovered from the incident site. Inspector General of Police (Kashmir), Shiv Mohan Sahai, said that Moosa had engineered most of the attacks on Police and civilian targets in capital Srinagar in the last one year. He had also been instrumental in a number of grenade attacks and IED blasts in the Bandipora, Ganderbal and Srinagar districts.

On October 4, Prime Minister Manmohan Singh, speaking at the annual conference of Directors and Inspectors-General of Police in New Delhi, said that the internal security situation in the country continued to “remain a cause of concern”. Referring to the terrorist attacks in Hyderabad and the Naxalite (left-wing extremist) violence, Dr. Singh said these pointed to the formidable challenges faced by the country. “Violent incidents continue in some states of the North-East, particularly in Assam, Manipur and Nagaland. The ethnic overtones of violent acts in Assam are particularly disturbing. While the situation in Jammu & Kashmir has shown some overall improvement, violent incidents keep recurring,” he said. He called on top police officials to pay equal attention to the concerns of ordinary citizens, in addition to combating the high-profile challenges of terrorism, naxalism and separatist violence. He said, “While some of it could be a result of personal frustration, some of it also arises out of dissatisfaction over the functioning of the law enforcement and justice systems.” The Prime Minister underlined the need for an all-round improvement in training, skills, equipment, resources and attitude among the police personnel.

The nexus was revealed by a LeT militant from the North East, during his sustained interrogation by the security agencies, according to Daily Excelsior. The militant, identified as Mohammed Sadeeq, a resident of Manipur, was arrested in September 2007 by police from Dudu in the Udhampur district. Sadeeq, who had initially been working for the PLA was later assigned to the LeT outfit by PLA leadership along with four other militants, all of whom hailing from North East, were reported to be operating in the Kupwara district of the Kashmir valley.

The cease-fire along the Line of Control (LoC) was declared in December 2003 and has been holding since then without any major violation by either side. During the day-long expert-level talks on conventional CBMs in New Delhi, the two sides deliberated upon various proposals including early repatriation of inadvertent border crossers. "Consultations continued with the aim of strengthening the ongoing process of confidence building in the conventional field," a joint statement issued after the talks said. "The two sides reiterated their commitment to uphold the cease-fire," it said after the 4th round of expert-level talks on the issue held under composite dialogue process. One civilian and a policeman were injured in the incident while the SP escaped unhurt. One AK-47 rifle, one UBGL and one mobile phone were recovered from the possession of the slain cadre. Meanwhile, spokesman of the LeT, Abdullah Ghaznavi, told Excelsior over telephone that one militant of his organisation died after killing five SOG personnel, including an Inspector. He identified the militant killed as Abu Abdullah Jaish and claimed that yet another encounter started between the militants of his organisation and security forces in the same area at 1630 hours. He said that the encounter was underway and details were not available immediately. Officials, however, maintained that only one constable got killed and one more sustained injuries before the militant was gunned down and said that no other encounter took place in Sopore or any other place in Kashmir valley on October 20.

Official sources told Daily Excelsior that SF personnel launched a cordon-and-search operation at Khoshi Mohalla Brar near Chitti Bandi village in the Bandipora district after receiving information that two militants were hiding at the residence of one Ghulam Hassan Paswal. In the ensuing encounter, SFs destroyed the target house, killing both the holed up militants, identified as ‘district commander’ Saquib and ‘battalion commander’ Abu Huzaifa alias Ghazi Baba. While two soldiers were wounded in the encounter, two AK-56 rifles were recovered from the slain militant’s possession. Official sources informed that nearly 30 militants have been killed in gun-battles with the SFs in 2007 in Bandipora. In the last 10 months, almost the entire medium and top rung leadership of he militant outfits have been neutralized in Bandipora. Sources said Moulvi Fayyaz Ahmed was among the longest surviving militants in the Kishtwar and Doda districts. He was reportedly active in militancy since 1992 and was involved in a series of subversive activities including killing, kidnappings and extortions. He was also instrumental in recruiting several local youths into Hizb-ul-Mujahideen.
