Militants of the Hizb-ul-Mujahideen (HM) shot dead Head Constable Manzoor Ahmad and Constable Abdul Qadeer at Qamarwari Chowk in the capital Srinagar, a Police spokesman said. Both the cops were shot in the head, the spokesman said. The HM claimed responsibility for the attack saying it was part of its Operation Al-qisaas and such attacks on the SF personnel will continue. A senior Police official said the attack was carried out by modules of militants which had come into the city from Pulwama and Sopore areas. Ahead of Prime Minister Dr Manmohan Singh's recent two-day visit to the State, the Union Home Ministry had reportedly alerted the State of possible attacks by the HM to avenge the killing of ‘divisional commander’ of the outfit, Saquib, during an encounter in Pulwama District last week.

Security Forces (SFs) killed a ‘commander’ of the Lashkar-e-Toiba (LeT) during an encounter in the Mahore area of Reasi District on November 1, Daily Excelsior reported. Official sources said a joint team of the Rashtriya Rifles (61st Battalion) and Police launched a search operation at village Bal Angralla under the jurisdiction of Mahore Police Station in the night after securing information about the presence of a couple of militants in the area. In the ensuing exchange of firing between two sides, LeT ‘commander’ Mohammad Farooq alias Abu Tala, a resident of Baddar Falaskote in Mahore, was killed while his associate managed to escape taking cover of a surrounding forest area. Recoveries made from encounter site include one AK-47 rifle, three magazines, 90 AK rounds, one wireless set, one Mobile telephone, one Chinese grenade, eight pencil cells, two SIM cards, 12 audio cassettes and a number of incriminating documents, including letter heads of the LeT outfit.

According to Daily Excelsior, the Army on November 3 foiled another infiltration bid near the Line of Control (LoC) in the Tangdhar sector of Kupwara District in north Kashmir, killing three militants. "Alert Army troops noticed some suspicious movement near the Line of Control (LoC) in Tangdhar sector today and challenged the intruders. The heavily armed militants opened fire on the troops, which was retaliated," a Defence spokesman said. In the ensuing encounter, which was going on till last reports came in, three militants have been killed so far. Reports said that a group of at least seven infiltrators attempted to sneak into the Indian side from Tangdhar. While three militants have been killed, four others were still trapped in the area and engaged in a gun-battle with the Security Forces (SFs). Though bodies of three militants have been recovered from the encounter site, their identity has not been established.

"An encounter took place between terrorists and security forces at Shamaspora Karnah during which house of one Mohammad Yaqoob Chechi caught fire and was gutted," a Police spokesman said. He said the militant, who was hiding in the house of Chechi, was killed in the gun battle. One AK rifle and a magazine were recovered from the debris of the house.

In another militancy-related incident, two persons were injured in a grenade explosion in the Pattan area of Baramulla District. Militants hurled a grenade towards the shrine of Syed Jamaludin at Astaan Mohalla in the Pattan tehsil (revenue division), where a religious function was to be held on November 4 (today). Two civilians, Ghulam Mohammad Tabardar and Javaid Ahmad Waza, were reportedly wounded in the explosion.

Unable to send the newly recruited youths across the Line of Control (LoC) for arms training, the militant outfits, especially Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM), were reported to have activated their training camps in the upper reaches and forest areas of Doda, Reasi and Rajouri belts, according to Daily Excelsior. This information was secured from some of the recently arrested militants and over-ground workers in the Doda belt comprising the Doda, Kishtwar and Ramban Districts, Udhampur and Reasi Districts and twin border Districts of Poonch and Rajouri. According to Intelligence inputs, militant outfits, including the LeT and HM, have managed to attract nearly 50 youths from Jammu region into their ranks during the past few months. The fresh recruits have been kept in the huts abandoned by shepherds with the onset of winter in the upper reaches. The inputs further revealed that the militants did make a couple of attempts to take fresh recruits to Pakistan occupied Kashmir (PoK) from the Poonch and Rajouri sectors but failed due to the fencing and alertness of troops. The militant commanders, on whose disposal the fresh recruits have been kept, now have been advised by their mentors from across the LoC to provide training in handling of sophisticated weapons and explosive devices to new recruits by reviving the training camps in Pir Panjal range and upper reaches, which were used quite a long back but had been de-activated for the past few years. A series of messages of militant commanders of the LeT and HM, intercepted by security agencies and Police, have revealed that the militants were facing massive shortage of manpower in view of the almost negligible infiltration from LoC in Rajouri and Poonch Districts in 2009. However, few militants were diverted to Doda and Reasi belts by the LeT and HM commanders from Shopian and Anantnag areas of the Kashmir valley to compensate for the losses suffered by two outfits during last few months.

Police on November 6 neutralised a terrorist module in the Doda District by arresting six militants of the Hizb-ul-Mujahideen (HM) outfit, who were active in Doda and Bhaderwah for past several years and were involved in major subversive activities, Daily Excelsior reported. Official sources said about a dozen special teams of Doda Police camped in the upper reaches of Doda and Bhaderwah for more than a month following reports that the HM has revived itself in some areas with a plan to carry out fresh attacks. All six militants, who were part of the module, were arrested by Police from different parts of Doda and Bhaderwah after several days of search operations in the remote and hilly areas of Doda and Bhaderwah. They have been identified as Mansoor Ahmed alias Munna Ganai, a resident of Tharra Mohalla in Bhaderwah, Irshad Ahmed, a resident of Nalthi in Bhaderwah, Mohammad Hanief Malik, a resident of Khangna Koti in Doda, Billal Ahmed alias Baldev, a resident of Puneja in Bhaderwah, Mudassir Ahmed, a resident of Kai Mohalla in Bhaderwah and Zakir Hussain, a resident of Pul Doda. Billal Ahmed and Mudassir Ahmed were reportedly involved in killings of civilians besides grenade attacks and IED blasts while Zakir Hussain was wanted in a number of subversive activities. Three other militants were engaged in collection of funds besides giving information to the militants about troop movement. They had also been giving shelter to the militants in their houses.

When Arif’s wife Mallika Khatoon, 30, opened door of her house at 6am (IST) to go out, the militants hiding behind outer wall of the house opened firing killing Arif and his wife on spot and injuring their six-year-old son Ibrar Ahmed in leg.Both the militants managed to escape from the incident site. Sources said Arif’s another son Irfan Ahmed, 9, survived by hiding himself under the bed. Arif’s second wife Razia Begum also escaped as she was not at home. He has been identified as Mohammad Ashraf (code name Abu Ibrar) a resident of Mahore. A ‘platoon commander’ of the LeT, Ashraf was a Pakistan trained militant and was operating in Reasi District since 2006. Initially, he was affiliated with the Hizb-ul-Mujahideen (HM) outfit but had later switched over to the LeT. The militant handed over one AK-47 rifle, two magazines, six cartridges, one binocular and one solar charging plate at the time of surrender.

The Army personnel killed a Lashkar-e-Toiba (LeT) ‘commander’ and his close aide during an encounter in the Kalwa area of Mahore sub-division in Reasi District on November 10, Daily Excelsior reported. A Defence spokesman said that on the basis of specific information about the presence of militants, troops of Rashtriya Rifles (61st Battalion) launched a combing operation in Kalwa area, about five kilometers from Mahore town in the afternoon. During the search operation, troops were fired upon by the hiding militants leading to an hour-long encounter in which both the militants were shot dead by the troops. The duo was identified as ‘district commander’ Mohammed Rafiq and his close aide Zabrar. While Rafiq belongs to Mahore area, an identity card recovered from the possession of Zabrar revealed that he hailed from the Tangmarg area of Kashmir valley. From the encounter site, troops recovered one AK-47, two magazines, three grenades, one radio set and a satellite phone. The spokesman said that following the killing of Mohammed Farooq alias Abu Tala, a LeT commander, in an encounter at Bal Angrala village in Reasi District some days back, Rafiq was made the ‘district commander’. An official spokesman said that on the basis of specific information about the presence of militants, Reasi Police launched a search operation in the Jamlan area of Mahore. During the search, one over-ground worker (OGW) of militants, identified as Abdul Hamid, was arrested and subjected to sustained interrogation during which he revealed information about a huge hide-out of the terrorists. The ration dealer was arrested from outside the District Police Headquarters, Doda when he was carrying out recee of the vital installation. The arrested militants belonged to the Lashkar-e-Toiba (LeT) and HM outfits, Senior Superintendent of Police (SSP, Doda), Parbhat Singh, said. The SSP said Bashir Ahmed, a resident of Kutch Dhar in Doda, was arrested from outside the District Police Headquarters, housing among others the SSP office, when he was carrying out recee of the Headquarters for the HM. Bashir is working as a private ration dealer in Kutch Dhar. A LeT cadre, Hanief, a close associate of Mohammad Hussain, a LeT militant who was recently killed by the troops at Koti, was arrested from Koti area where he was searching for a hideout for the LeT militants. The Army has foiled a third infiltration bid by militants in the past four days along the Line of Control (LoC) in Tangdhar sector of Kupwara District in north Kashmir on November 17, killing one militant and arresting another. "Two militants tried to enter this side of Line of Control (LoC) in Tangdhar sector of Kupwara district from Pakistan-occupied Kashmir late last night but were challenged by alert troops," Defence spokesman Lt Colonel J S Brar told Daily Excelsior. He said the heavily-armed militants opened firing on the Army troops, leading to a exchange of gunfire between the two sides. "One militant was killed in the exchange of firing while another was caught alive, clearly establishing Pakistan's link to unrest in the State," he added. The arrested militant was identified as 23-year old Tanveer Ahmad alias Anas, a resident of Pakistan occupied Kashmir (PoK), who claimed to have received training in Muzaffarabad for four months. Two AK rifles, a large quantity of war like stores, including a GPS and a Thuraya Set, were recovered from the incident site. This is the third infiltration bid at the LoC since November 14. While five militants were shot dead while trying to sneak into the Indian side on November 14 at Kamalkote in the Uri sector of Baramulla District, one militant and two Army soldiers were killed in a failed infiltration bid in the Keran sector of Kupwara District on November 16. The operation in Keran sector was still in progress as, sources said, one militant was still believed to be hiding in the forests. Although a Defence spokesman said there were no fresh casualties in the operation, he added that at least four Army soldiers sustained minor injuries while combating the elusive militant.

Reports indicated that the militants had returned after planting the IED after they set off from Pakistan’s Lehri Kalan launching pad in the midnight firing indiscriminately on the forward BSF post. This is for the first time after the outbreak of militancy more than two decades ago that a DIG rank BSF officer was killed on the IB. Official sources said the militants having repeatedly failed in infiltration into the Indian side from both the Line of Control (LoC) and IB were reported to have targeted the BSF by planting a powerful IED before returning to Pakistan from the forward area ahead of fencing. Security Forces (SFs) have recovered about eight bags of ‘Best Way Cements Ltd’, made in Pakistan, in which the militants had brought sand to the Indian side to hide the IED under it. The bags were left at the spot by the militants after planting the IED and burying it under the sand. Sources said the BSF troopers from their advance post of Ballarh in Ramgarh sector observed movement of six militants, each in two groups, at about 1.30 am. Even as the troopers sounded an alert along the IB, one of the groups of militants opened firing on the BSF in a bid to infiltrate into Indian territory. However, the BSF personnel retaliated and the exchange of firing continued for about an hour. While one group of militants engaged the BSF in firing, another group was reported to have sneaked into the Indian side along with a powerful IED and sand bags. They planted the IED at the road used by the BSF for surveillance of the border, covered it with sand brought from across and reportedly took shelter about 400 meters away anticipating that senior BSF officers would visit the spot in the morning to assess the situation after firing. Sources said the militants detonated the IED with a remote control device from a distance as soon as the DIG’s jeep touched the site of explosive device at about 8.55 am.

Official sources said cease-fire violation by the Pakistan Army at Tarkundi in Balakote sector of Mendhar tehsil (revenue unit) in Poonch District during which they fired heavily on Indian positions was aimed at pushing a group of five to seven militants into the Indian territory. Inspector General of Police (Jammu Zone) Ashok Gupta said that militants made three attempts to infiltrate into this side from the area falling between Dandot and Kanga Gali on the Line of Control (LoC) in Balakote sector since the night of November 20. A heavy exchange of firing continued for about an hour in which two infiltrators and one trooper were killed while two other soldiers were injured.Intercepts revealed that a group of five to seven militants of Jaish-e-Mohammed (JeM) outfit were launched from Dandot area of PoK (half of Dandot village falls in occupied Kashmir) in the night of November 20 by Pakistan Army, which fired on the Indian posts at Tarkundi, adjacent to Dandot, to give covering fire to the militants and engage troops in firing to divert their attention from intrusion. One Pika gun, one AK-47 rifle fitted with an Under Barrel Grenade Launcher (UBGL), one 12 bore gun, a binocular, one Improvised Explosive Device (IED), one grenade, six AK magazines, two medicine kits and some eatables were recovered from the possession of the slain militants. Mirwaiz Umer Farooq, chairman of a faction of the separatist All Parties Hurriyat Faction (APHC) on November 23 suspended all office-bearers of the conglomerate, Economic Times reported. He has reportedly been given full authority by the executive council to strengthen the alliance. The meeting on November 23 was an extension of the last week’s inconclusive interaction that was expected to decide the delegation that the Mirwaiz (a hereditary title of one of Kashmir's important religious seats, and also head priest of the Jamia Masjid in Srinagar) would take to Pakistan after the Eid celebrations are over. Though no decision was taken on that front, the executive council decided to suspend all the office-bearers on November 23.

Police arrested a suspected Lashkar-e-Toiba (LeT) operative as he was allegedly carrying INR 100000 hawala money to be delivered to the militants of the outfit in the Barzulla area of capital Srinagar on November 23, Daily Excelsior reported. "Mushtaq Ahmad Dar, son of Mohammad Sadiq Dar, a resident of Wathoora in Budgam district, was arrested at Barzulla while he was on his way to deliver Rs one lakh hawala money to either a conduit or the militants of Lashkar-e-Toibla," Police officials said. Dar was arrested after Police developed some leads while investigating an earlier case of hawala transactions registered in the Police Station Saddar on July 21, 2009.

Security Forces neutralized a militant hideout in the Buth Forest area of Bandipora District in north Kashmir, recovering a cache of explosives and war like stores. Official sources said the recoveries made from the hideout included 45 kilograms of explosives, two hand grenades and material used for making improved explosives devices. The other recoveries include two Liquefied Petroleum Gas cylinders, 10 blankets, one kerosene stove, five litres of kerosene oil, one kilogram of nails, three jackets, three sweaters, four utensils, six dry batteries, one sickle and five kilograms of rice. No arrests were made in connection with the seizure as the militants had escaped from the spot before the arrival of the Security Forces.

On the eve of the first anniversary of November 26, 2008 (also known as 26/11) Mumbai attack, the Union Ministry of Home Affairs (MHA) said that terrorists backed by various external agencies had expanded their focus beyond the Kashmir Valley with the objective of creating communal tension and hitting the country's economic growth, reports Times of India. Underlining the threats which exist despite various security measures taken post-Mumbai terror attacks, the MHA said, "The challenge that we face today is from terrorist organisations that are not only equipped with latest technologies and have immense access to funds, but are having active backing of various external agencies." The MHA also said, "It is important that we are totally committed to a comprehensive approach to tackling terrorism and put in sustained intensive efforts to end this menace." However, among measures taken to strengthen security and intelligence infrastructure in the past year, the MHA listed functioning of the Multi-Agency Centre (MAC) within the Intelligence Bureau for effective intelligence sharing, setting up of four regional hubs of National Security Guard (NSG) at Hyderabad, Kolkata, Mumbai and Chennai, move to set up 20 counter-insurgency and anti-terrorism schools across the country, constitution of National Investigation Agency (NIA) and strengthening of coastal security among other things. The MHA also said that due to close coordination among intelligence and security agencies of the Centre and States, a number of sleeper cells were broken up, key Lashkar-e-Toiba (LeT) operatives arrested, terrorist incidents averted and a large number of cases resolved. Referring to the situation in Jammu and Kashmir, the traditional war zone of Pakistan-based terror outfits -- the MHA said that the number of violent incidents has gone down considerably and till October, 436 incidents were reported compared to 575 during the corresponding period in 2008.

Police on November 25 arrested two Lashkar-e-Toiba (LeT) militants in the Doda District, who had connections with two Pakistani militants, Ans and Maag (code names), operating in Doda, Daily Excelsior reported. Official sources said Sajjad Ahmed and Sohaib Ahmed, both LeT militants, were arrested from the outskirts of Doda town on specific information that they were involved in grenade attacks. Sources said Sajjad Ahmed and Sohaib were directly linked with Pakistani militants Ans and Maag of the LeT outfit. Police have recovered one hand grenade and 12 AK rounds from the possession of arrested militants.

Two local Hizbul Mujahideen (HM) militants were shot dead by Police in an encounter at Krandi Dhar in Dessa area of Doda District while another militant managed to escape in the early morning of November 26, according to Daily Excelsior. Two weapons including one SLR and a .303 gun, snatched from police, were recovered from the possession of slain militants. The slain militants were identified as Mohammad Rafi alias Usmaan son of Ghulam Mustafa, a resident of Beli, Arnora and Qasim Din alias Babbar son of Gulabu Gujjar resident of Laloor, Doda. Rafi’s brother, Mohammad Hanief, is in Pakistan since 2000 while his another brother, Zafarullah, was killed few week back after he had joined HM. Zafarullah had deserted Territorial Army to join militancy. The duo were generally operating in Dessa but were called to other areas only on requirement by the militant commanders. They belonged to Shaheen Group of the HM and were involved in a series of subversive activities.

The Government on November 30 said that 128 incidents of ground cease-fire and 43 air space violations have been committed along the Line of Control (LoC) by Pakistan in the last four years, Daily Excelsior reported. "03, 21, 77 and 27 incidents of ground ceasefire violation have been committed in 2006, 07, 08 and until November 25 this year respectively by Pakistan," Defence Minister A. K. Antony said in a reply to a query in the Lok Sabha (Lower House of Parliament). The Minister added that 43 incidents of air space violations had taken place in the same period with 21 incidents taking place in 2006. Antony also said cease-fire violations are taken up with Pakistani military authorities during flag meetings and weekly talks between the Director Generals of Military Operations of the two countries.
