SFs believe that one of the fidayeen was also injured in the encounter. Subsequently police intercepted a message from the terrorists that identified the fidayeen as Abu Usmaan and Abu Haider. According to Army sources Indian troops at Chaprian village, Mandi sector, Poonch district, killed 12 terrorists, on November 2. Security forces (SFs) spotted a group of unidentified terrorists that was trying to cross over to Pakistan. SFs asked them to surrender. However, the terrorists opened fire by taking positions in a nearby forest area. SFs killed 12 terrorists of the group in retaliatory firing. It is suspected that more terrorists are hiding in the area. A search is still on to trace them. Sources maintain that the slain terrorists included fresh recruits and were probably being taken to Pakistan for arms training by Lashkar-e-Toiba (LeT) terrorists. Three AK rifles and a huge quantity of ammunition have been seized from the slain terrorists, thus far. Two SF personnel also sustained injuries during the encounter.

People’s Democratic Party (PDP) leader Mufti Mohammed Sayeed was sworn in Chief Minister (CM) of the Indian State of Jammu and Kashmir (J&K), on November 2. J&K Governor Girish Chandra Saxena administered the oath of office and secrecy and eight other Ministers of his cabinet. The swearing in ceremony was held at Sher-i-Kashmir International Convention Complex (SKICC), Srinagar. Mangat Ram Sharma from the Jammu region has been appointed Deputy Chief Minister. A few hours ahead of the swearing-in, a grenade attack was launched on Sayyed’s Nowgam residence, on the outskirts of the State capital Srinagar. Two grenades were fired from a rocket launcher at the house, injuring a security force officer and causing some damage to the house. Sayyed was present in the house at the time of the attack. A hitherto unknown terrorist outfit Al Nasreen claimed responsibility for the attack.

Malik, an Executive Committee member of the separatist All Parties Hurriyat Conference (APHC), was arrested on March 25 under the Prevention of Terrorism Act 2002 (POTA). He was later released in July but was immediately re-arrested under the Public Safety Act that provides for detention for two years without trial. Besides Malik, others who have been released after the new coalition government took office are JKLF ‘commanders’ Shaukat Bakshi and Nazir Ahmad Sheikh and top Hizb-ul-Mujahideen (HM) terrorist Ayyub Dar. Three Jaish-e-Mohammed (JeM) terrorists and a security force (SF) personnel were killed and two more SF personnel injured in two encounters in Mahore and Khanetar areas, in Udhampur and Poonch districts respectively, on November 12. SFs carried out a search operation in Chajru village, Mahore area, after receiving information that a group of five terrorists were present in the village. Even as SF personnel were nearing the terrorist hideout, they were attacked from inside, said official sources. In the ensuing encounter, two JeM terrorists were killed. Three other terrorists, however, managed to escape from the hideout towards the hilly area of Chajru. An SF personnel was killed and two others injured during this encounter. Two AK-47 rifles, five AK magazines and 117 rounds of ammunition were recovered from the encounter-site. When reports last came in, search operations were on to track down the other terrorists of the group in the upper reaches of Chajru. In another encounter that occurred in Khanetar village, under Poonch police station-jurisdiction, one more Jaish terrorist was killed. An AK-47 rifle, two magazines, two hand grenades a wireless set had been recovered from the incident-site.

In its first suicide attack of the year 2002 in Srinagar, Lashkar-e-Toiba (LeT) fidayeen (suicide squad), on November 22, killed six security force (SF) personnel at a Central Reserve Police Force (CRPF) camp. While both the terrorists of the group were killed in retaliatory firing, nine CRPF personnel were injured. This was also the first major terrorist attack after the new coalition government headed by Mufti Mohammad Sayeed took office on November 2. According to official sources, two terrorists in CRPF uniform, armed with AK-56 rifles and grenades, stormed into the Pamposh Hotel premises in the high security Civil Lines area and commenced indiscriminate firing, killing six CRPF personnel. The Headquarters of CRPF’s 113 and 92 battalions, Pamposh Hotel, is approximately 200m away from the office of Superintendent of Police, City (East), and the Kothibagh Police Station, on Residency Road. Meanwhile, an unidentified LeT spokesperson reportedly claimed the incident was part of the group’s "Operation Badar" which had been launched in the holy month of Ramadan.

The two fidayeen, who stormed the Raghunath temple were killed by security forces (SFs) after a three-hour operation while their associate who had stormed the Panjbakhtar temple, also known as Shivalaya and Paison Wala Mandir, was killed on November 25, today. Among those killed were two SF personnel, a woman and a child, while the injured included some devotees. Police and local residents of the Raghunath temple area rescued at least 75 devotees, including women and children, while several others fled to safety on their own, after the attack. This is the second attack on the Raghunath temple in less than eight months. Earlier, on March 30, two fidayeen had killed seven persons, including three SF personnel. Director General of Police (DGP) A K Suri said the LeT was responsible for the attack. He said a telephone call was received at his residence on November 24-night in which a Pakistani LeT terrorist said, "We have done it and now it’s your turn". Preliminary information gathered by SFs indicated that the terrorists appeared on Residency road and one of them lobbed two grenades outside a shop and later forced his entry inside the Panjbakhtar temple, where he commenced indiscriminate firing. Even as the grenade explosions and firing attracted the SF’s attention, another fidayeen stormed into the Raghunath temple. After intruding inside the Raghunath temple, the terrorist first lobbed four grenades and then commenced indiscriminate firing with an AK rifle.

While stating these and other details, Swiss scholar Eric Herren, said at a meeting on ‘Militant Islam in Asia’, "It is becoming something of a mass movement among terrorists. Almost every mission is a success". A leading authority on suicide bombings, Herren, was quoted as saying, "A suicide bomber is between 15 and 25 years of age, male, and may be Kashmiri but is most likely to be Pakistani, Afghan, Arab or a European-born Muslim."

BSF Deputy Inspector General J P Sinha said the satellite phone was being used to receive and transmit messages from and to Pakistan and Pakistan occupied Kashmir (PoK). Separate reports said fidayeen (suicide) attacks on the SF formations, which were introduced by Pakistan-based terrorist groups after the Kargil War in 1999, have reportedly claimed lives of 161 SF personnel in Kashmir Valley during the past three years. 90 terrorists and an equal number of civilians have also died in these suicide strikes. BSF Deputy Inspector General R S Bhullar, while stating this on November 29, added that, out of the 55 fidayeen strikes since July 1999, 47 were launched by the LeT, six by the Jaish-e-Mohammed (JeM) and one each by the HM and the Harkat-ul-Mujahideen (HuM). Further, Bhullar indicated that infiltration into Kashmir Valley had witnessed a marked increase in the current year (2002). He said, since July 19, in the 41 encounters that occurred along at the Line of Control (LoC), 108 terrorists were killed.
