Pakistan-based terrorist groups, particularly the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), are increasingly depending on "surrogate bases" in Bangladesh, Nepal and the Middle East for movement of trained cadres and finances for their operations, indicated the Union Home Ministry, Kashmir Times reported. A home ministry document, based on intelligence inputs, said the Bangladesh-based Harkat-ul-Jihad-al-Islami (HuJI), linked to the JeM and LeT, is recruiting Indian youths, sending them to Pakistan for training and re-inducting them via Bangladesh to carry out terrorist attacks. "This is evident from the Mumbai local train serial bomb blasts in which 11 Pakistanis infiltrated through the Indo-Nepal border in Bihar, Indo-Bangladesh border in West Bengal and Indo-Pakistan border in Gujarat," the report said. Noting that cross-border terrorism was no longer Jammu and Kashmir-centric, the document said it has spread its tentacles to the hinterland. "The terrorist outfits are well-organised, inter-linked and have the latest hardware and work under the directions of Pakistan's ISI," it said. The report said terrorist groups carry out their activities in the hinterland beyond the known theatres of violence to make "greater impact" and get wider publicity. The essential components of the strategy of jehadi groups include well-calibrated violence against soft targets to create terror, undermining the economic and scientific prowess of the country, subverting Indian Muslim youths and provoking communal tensions with the help of local elements. Supplying hardware through land and sea routes and maintaining a continuous flow of finances to sustain the jehadi network are some other components. Sleeper cells and modules exist in certain parts of the country and were activated when required, the report said. During 2004-06, as many as 669 terrorist modules were neutralized and plans to target vital installations like the Bhabha Atomic Research Centre and IT companies were foiled, the report said.

Available reports suggest that LeT is running training camps in Pakistan and Pakistan occupied Kashmir (PoK) for imparting arms training to its women cadre, Union Minister of State for Home, Sriprakash Jaiswal, told the Lok Sabha (Lower House of Parliament). In a written answer, he said there was continued involvement of Pakistan and Pakistan-based terrorist outfits like the LeT, Jaish-e-Mohammed (JeM), Hizb-ul-Mujahideen (HM) in terrorist violence in Jammu and Kashmir and other parts of India. "They were using and leveraging the existing infrastructure of terror in Pakistan occupied Kashmir and other parts of Pakistan," he said. The minister informed that besides continuing infiltration across the India-Pakistan border, there had been incidents where Pakistan and PoK based terrorist outfits had also infiltrated into India through the India-Bangladesh and India-Nepal borders for subversive activities. Nearly 130 militants have been killed by security forces in Jammu and Kashmir so far in 2007. The number of infiltrators was nearly at par with the militants eliminated this year, sources said, adding this was part of the strategy of Pakistan’s Inter-Services Intelligence (ISI) to push an equal number of militants as killed by the security forces in different encounters into Jammu and Kashmir. This was conveyed at a meeting chaired by Defence Secretary Shekhar Dutt in which officials from the Army, para-military forces and Central intelligence agencies were also present. The Defence Secretary is chairing an expert panel constituted by Prime Minister Dr. Manmohan Singh on March 30 to carry out an in-depth assessment of the situation and also determine whether there is any need to relocate and reconfigure security forces. The meeting decided to examine if security forces could be relocated from some orchards, hospital and Government schools but was against any reduction from civilian areas as the State Government had pointed out that political activities had started picking up in view of Legislative Assembly elections in 2008. Suggestions of the panel would be submitted to a high-powered committee chaired by Defence Minister A. K. Antony and comprising representatives of the Central and State Governments.

Elsewhere in the State, two HM cadres, identified as Mohammed Rafiq and Abdul Jabbar, were arrested by police from Behota forests in the Marmat area of Doda district and one pistol with eight rounds, two grenades and one mobile telephone were seized from their possession. Sources said Rafiq was earlier arrested in 1999 and spent next six years in jail. He was released in 2005 and had again joined the HM outfit.

Two Lashkar-e-Toiba (LeT) cadres, Shahid alias Latta and Saleem Bhat, who was involved in several killings and other subversive activities, were shot dead by police on May 31-evening at Asthanmarg in the Gool area of Ramban district, according to Daily Excelsior. The duo were wanted in a number of terrorism-related incidents, including killings, abduction, lobbying grenades, planting improvised explosive devices (IED) and attacks on security forces especially on the Jammu-Srinagar national highway. Two AK rifles, three magazines, four grenades, one radio set and some incriminating documents were recovered from their possession.
