Police defused an Improvised Explosive Device (IED), which had been planted by terrorists outside a mosque at Gund Khwaja Qasim village in the Pattan area. Senior political and spiritual leader of the Shia community, Maulvi Iftikhar Hussain Ansari, was scheduled to address a congregation at the same spot. Reports indicated that it was at the same spot that terrorists had attempted to kill him in a landmine explosion on June 2, 2000. Twelve of his Shia followers were killed in this explosion.

Three terrorist groups – the Hizb-ul-Mujahideen, Jamiat-ul-Mujahideen (JuM) and Al Badr Mujahideen - have called for a general strike in the Kashmir Valley on May 9 in protest against the United States decision to designate the three organisations as terrorist groups. Jameel Ahmad, a JuM spokesperson, said the call for strike was given at a joint meeting of the ‘commanders’ of the three outfits in Srinagar on May 5. "Hizb, Jamiat and Al Bader are carrying out the struggle for freedom from India and attacking the security installations. The American conspiracy is aimed at weakening the movement", he said. In a separate statement, JuM ‘chief operational commander’ General Malik Tahir Nawaz has asked the Pakistan government not to "betray the people of Kashmir and sacrifices of one lakh people."

Criticising the Pakistani decision to ‘ban’ Hizb-ul-Mujahideen (HM), the secessionist All Parties Hurriyat Conference (APHC) leader Syed Ali Shah Geelani, described the move "as a big tragedy for the suppressed people of Jammu and Kashmir." In an interview to Kashmir Times, he said, "Today's move by the government of Pakistan is the deviation from its earlier stand." He said Pakistan had taken the decision under American pressure. Geelani also said, "the way the neighbouring country is fast succumbing to US pressure, it may change its name and surrender nuclear weapons to please America." He also claimed that 95 percent of the HM cadre was from Jammu and Kashmir. Geelani’s statements came even as the Pakistani Interior Minister denied in Islamabad that Pakistan had proscribed the Hizb. The total number of terrorism-related incidents registered a decrease of more than 17 per cent as only 110 acts of violence were recorded in the State this year, compared to 134 last year. There was a 20 per cent decrease in civilian deaths as 288 persons were killed in various incidents compared to last year’s 364 for the corresponding period. Deaths of security force personnel also registered a downward trend as 96 of them were killed since the beginning of year 2003 as against 110 for the last year. The report added that fewer terrorists - a decrease of approximately 32 per cent - were killed this year compared to year 2002. The sources said though only 474 terrorists were killed since the beginning of 2003 compared to 696 last year, security forces have killed as many as 60 terrorists in the first fortnight of this month. However, the number of bomb blasts in J&K increased marginally, recording a 10 per cent increase. During the current year, terrorists exploded as many as 152 grenades and Improvised Explosive Devices (IED) compared to 138 explosions for the corresponding period last year. Further, district-wise, Pulwama in the Kashmir Valley witnessed the highest number of incidents of violence since the beginning of the year followed closely by Rajouri in the Jammu region. Sources added that Jammu and Kathua districts were the most peaceful of all districts in the State as only two incidents of terrorism-related violence were recorded in each district since January 1, 2003.

According to media sources, the HM local ‘commander’ in Rajouri district, Umar Mukhtiar, had allegedly assembled LPG cylinder IEDs and had instructed these conduits for an anticipated terrorist strike. The Police have also alleged that Bhat was channeling funds from Pakistan to various terrorist outfits in India, particularly to those operating in Jammu and Kashmir (J&K). In a charge sheet, the Police have further said that Bhat used Ahmed Dar and Zamrooda Habib to collect money from former Pakistani Deputy High Commissioner to India, Jalil Abbas Jilani.
