One suspected Lashkar-e-Toiba (LeT) militant was killed in an encounter with Security Forces (SFs) at Hajin in Bandipora District in the wee hours of March 1, reports Hindustan Times. “One terrorist of LeT [Lashkar-e-Toiba] apparently FT [foreign terrorist] killed in an encounter in Hajin Bandipore today morning [March 1] in a joint operation of J&K Police/Army/ CRPF,” Director General of State Police SP Vaid tweeted. The encounter ensued when SFs launched a cordon and search operation at Hajin’s Shakoor Din Mohalla in the morning after receiving information about presence of militants there, Jammu and Kashmir Police said in a statement. Arms and ammunition, including AK 47 rifles, and other incriminating materials were also recovered from the encounter site. Prima facie it appeared that the dead militant belonged to outlawed LeT and was a Pakistani national, the statement said.

The Jaish-e-Mohammed (JeM), terrorist group based in Pakistan, is continuing with its anti-India tirade with threats to Indian Prime Minister (PM) Narendra Modi and the Indian State at the behest of its Inter-Services Intelligence (ISI) masters, reports The Week on March 2. While addressing a rally in Bhawalpur in Punjab Province (Pakistan), Ameer of JeM, Molvi Mufti Abdul Rauf Asghar challenged India that his cadres were heading towards Delhi and if India could stop them, let it do so. He said in his speech, "Modi, if you could stop JeM Mujahideen, let you try. Instead of spending 15,000 crore Rupees on purchase of gums for Army, it should be spent on procuring wood for burning the dead bodies of Indians, because so many people would be killed that there will be shortage of wood for burning their dead bodies. Right from Afzal Guru to Adnan Shaheed, the death of each 'martyr' would be avenged." Pakistan continues to provide platform to dreaded terrorists to stage anti-India protests despite facing worldwide condemnation for sheltering terrorists on its territory.Asghar said in his speech, "The world would see the day when the name of JeM would be written in Indian Parliament at the spot which had touched the bullet from the gun of Arsalan Shaheed". "Gazva-e-Hind had started from Pathankot and then proceeded ahead. Jammu had been shattered and now Delhi was getting to be shattered", added Asghar in his hated speech. He added, "The spirit of taking revenge had not ended. Muslim girls of Gujarat, Muslims of Bangladesh and the people killed in Kashmir were not forgotten. The situation had changed now and jihad was in high spirits. Muslim Army of Allah would carry out jihad and the Indian opportunists would be kept behind bars".Abdul Rauf Asghar is the brother of Maulana Masood Azhar, the founder of UN designated terrorist group JeM. India listed Azhar as one of its most wanted terrorists due to his history of militant activities. JeM’s primary motive is to separate Kashmir from India and merge it into Pakistan. It has carried out several attacks primarily in Jammu and Kashmir. The group maintained close relations with the Taliban and al Qaeda and continues to be allied to them.

However, houseboat owners at the lake chased away the mob, eyewitnesses said. A senior district officer, who did not want to be named, confirmed the incident, and said, “Some rowdies threw stones on the bus but they were chased away.” Vikram Kumar, general secretary of a local hotel association, said that a group of youths threatened tourists in Royal Velvet hotel at Nai Sadak and asked them to leave Srinagar. The youths had an altercation with the hotel owner who tried to stop them, following which they smashed the glass of dining tables in the hotel. A few youths have been identified and detained in Kral Khud police station.

Two soldiers were injured in firing and shelling by Pakistani troops along the Line of Control (LoC) in Poonch and Rajouri Districts on March 1, reports The Times of India. Pakistan army initiated unprovoked and indiscriminate firing of small arms, automatics, and mortars from 8.45am on March 1 along the LoC in Bhimber Gali (BG) sector of Poonch District, a defence spokesman said. He added that Pakistani forces also violated ceasefire from 10.30am on March 1 at Nowshera, Kalal and Sunderbani sectors along the LoC in Rajouri District. The Indian Army is retaliating strongly and effectively, he said. In the firing and shelling today [March 1], two soldiers suffered minor injuries and were hospitalized, an official said.

A senior Police officer said that responding to the appeals of crying mother, Bilal Ahmad Bhat son of Abdul Ahad Bhat of Tantraypora Kulgam on March 2 returned home leaving path of violence. He was active with Hizb-ul-Mujahideen (HM) for last 38 days. Four Kashmiri youths, who had taken to militancy, shunned the path of violence and returned to the mainstream in 2017.

Two Pakistan army personnel were killed as Indian troops retaliated to heavy mortar shelling and firing by Pakistani army in several sectors on the Line of Control (LoC) in Rajouri, Poonch and Jammu Districts on March 2, reports Daily Excelsior. According to report, war like situation prevailed along the border as mortar shells landed as close as Nowshera town in Rajauri District, leading to strong wave of panic among the people during the past two days. Later, Pakistan confirmed the killing of its two soldiers at Bhimber in Samahini sector opposite Rajouri District and identified the slain Army personnel as Sepoy Muneer Chohan (32), resident of village Kahuta and Sepoy Amir Hussain (28), resident of Bhimber. It also released the photographs of dead army men. The Indian retaliation, apart from killing two more Pakistani troops taking their death toll during last three days to five, also led to heavy infrastructural damages on Pakistan side for which Pakistan’s Director General (South Asia & SAARC) Mohammad Faisal summoned Indian Deputy High Commissioner JP Singh and condemned ‘ceasefire violations’ by India. Two Army personnel and two civilians were injured on the Indian side while number of houses and other structures were damaged and several cattle were either killed or injured in the continued shelling, adds Daily Excelsior. Two Army personnel, identified as Naib Subedar Tarsem Singh and Sepoy Sandeep Rai were injured in Pakistan shelling at Sonawali Gali in Mankote sector of Poonch District while a civilian, Ex-Subedar Suresh Kumar was injured in Nowshera sector in Rajauri District. Another civilian sustained minor injuries in Mendhar in Poonch District. Sources said that during past 48 hours, Pakistani troops violated ceasefire at Nowshera and Sunderbani sectors in Rajouri, Khour sector in Jammu, Mendhar, Balakote and Mankote in Poonch by using very long range mortar shells like 120mm, besides 82mm, to target civilian population and forward posts of the Army. Such was the intensity of Pakistan’s shelling that one of the mortar shells fell close to Hanjana bridge near Nowshera town. However, it went down into the river and failed to cause any casualties or damage. Number of mortar shells in the sectors, hit by shelling, fell in civilian areas. Sources said nearly two dozen houses were damaged, extensively as well as partially, in Pakistan shelling on March 1 while number of cattle were killed or injured in Pakistani shelling. A militant, identified as Shahid Ahmad Dar son of Mushtaq Ahmad Dar of Jamnagari was killed as he fired at an Army vehicle at Pahnoo in Shopian District in the evening. Three OWGS, identified as Suhail Khalil Wagay, Mohammad Shahid Khan and Shahnawaz Ahmad Wagay who were travelling in a Swift car were also killed in the gun battle. Srinagar based Defence Ministry spokesman, Colonel Rajesh Kalia, said in Srinagar that militants attacked Mobile Vehicle Check Post (MVCP) of army’s 44 Rashtriya Rifles (RR) at Pahnoo village at around 2000 hours. The fire was retaliated triggering off a gunfight. He said that in the exchange of gunfire a militant was killed and his body along with an AK-rifle was recovered. “Three of his accomplices, OGWs, were also found dead in the car in which they were travelling”, he said. The exact details about the incident were not known as the Police was tight lipped on it, said report. However, locals said that these civilians were travelling in a Swift car when the incident took place and were killed in retaliatory fire by Army. Police immediately reached the spot and took possession of the bodies. The bodies have been kept at District Police Lines Shopian for the medico legal formalities.

Sources said that as SFs cordoned off Hatwar village near Srinagar-Jammu National Highway (NH), the militant commander came out of the house in which he was hiding and opened fire on the troops, who fired back and killed him on the spot. The firing lasted for few minutes and operation was called off immediately. One pistol and three grenades were also recovered from his possession. Waqas, who infiltrated into Kashmir early last year (2017), revived JeM in Kashmir. He was mastermind behind major attacks in Kashmir including attack on District Police Lines (DPL) Pulwama on August 26, 2017, Lethpora Central Reserve Police Force (CRPF) camp on December 31, 2017 and Sunjwan Army camp on February 10, 2018 and attack on BSF near Srinagar Airport. Srinagar based Defence spokesman, Colonel Rajesh Kalia, said, “Based on specific intelligence of presence of a terrorist in the area of Hatwar Awantipur, a joint specific operation was launched today [March 5] by 50 Rashtriya Rifles (RR), JKP & CRPF. She also said that the Government has issued broad guidelines to ramp up security at defence establishments, besides strengthening and streamlining the response mechanism in the event of any terror attack. The Defence Minister said this in Rajya Sabha (the Upper House of Indian Parliament) while replying to questions relating to security situation in Jammu and Kashmir. She said 209 incidents of ceasefire violations by Pakistan army were reported along the LoC in January while the number was 142 in the first 12 days of February. A total of 860 incidents of ceasefire violations had taken place last year (2017). “Appropriate response to these ceasefire violations has been carried out wherever necessary,” said Sitharaman, adding the defences along the border are periodically fortified to withstand any attacks. The Defence Minister said terrorists and their handlers have resorted to a strategy of spreading terror and bring lawlessness in Jammu and Kashmir. “The security forces are alive to these challenges and are tackling them in an effective manner,” she said. To a separate question, she said since the 26/11 Mumbai attacks, inputs from various intelligence agencies indicate the continued likelihood of such strikes. “However, presently, there is no specific input pertaining to an increased threat to the country from the sea routes,” she said.

Police recovered body of a Lashkar-e-Toiba (LeT) militant, identified as Ashiq Hussain Bhat son of Mohammad Ishaq Bhat of Rakhpora Shopian from apple orchard at Saidipora village in Shopian District in the morning. The soldiers flashed search lights towards the approaching vehicles, but the occupants opened heavy firing from both the vehicles, the spokesperson added. "Our troops, in self defence, responded to the same with fire. In the ensuing gun fight, one terrorist firing from one of the vehicles was hit and he fell off the vehicle. The vehicle veered off the road towards the nala (stream) and the second vehicle sped off," he said.“The body of one terrorist — Amir Ahmad Malik — was recovered. A category C terrorist, Malik was part of the Lashkar-e-Taiba (LeT) since July last year [2017]. War-like stores, including one AK-74, three magazines and 88 rounds were recovered from the dead terrorist”, the spokesperson added. "Three more bodies were found in the vehicle during the search. These individuals were accompanying the terrorist," he said. At around 9am today [March 5], the body of another terrorist, identified as Ashiq Hussain Bhat of LeT, was found in the apple orchards of Saidapora village. Bhat is also "linked" with the same chain of events at Pahnoo village, the spokesperson said. He said the second vehicle, from which the Army personnel were fired upon, was found this morning near Pinjoora, about 200 metres away from the shootout scene. "One more individual was found dead (in the car). He has been identified as Gowhar Ahmad Lone," he added.However, local residents and family of the deceased youths have refuted the Army version of the incident, alleging that they do not have links with militancy and were killed in an indiscriminate firing by the soldiers.

At least 15 young Kashmiri militants have returned home respecting appeals from their families after footballer Majid Khan renounced insurgency last November (2017) on his mother’s request, said Jammu and Kashmir Police on March 6, reports Hindustan Times. According to Director General of Police (DGP) Shesh Paul Vaid, the latest among these returnees this March were two young men who responded to their parents’ appeal to leave the path of violence. “Some 15 boys have returned since Khan’s return. Every drop counts. Whatever little it is, their lives and their families are saved from getting ruined,” Vaid said on March 6. Police too have a hand in bringing the militants back to society. Officers talk to the families of known militants to persuade them to leave the armed struggle. “If a youngster agrees, he contacts his family and we are kept in the loop,” Vaid said. The identity of these returnees is kept secret to keep them from harm’s way. Kashmir has been recording sort of a trend in militants returning to their families after 20-year-old Khan, who had joined the Lashkar-e-Toiba (LeT) militant group, left the organisation on November 16, 2017 after his mother’s tearful plea to him to come back home in a video that was widely shared on social media. A resident of Anantnag in south Kashmir, Khan was a bright student and a popular goalkeeper in the local team before he joined the LeT, which put his family and neighbours in considerable grief. The LeT said he was “permitted” to leave on his mother’s request. Police believe the return of youngsters was having “some effect” on local militancy. “Obviously, as people come back, there is a possibility of the level of violence coming down,” Vaid said. According to the DGP, there has been a “slight drop” in the number of Kashmiris joining militancy this year compared to 2017. “The reasons can be quite a few. One is that a lot of terrorists were killed, which acted as a deterrent, and another thing is that we are talking to families of youngsters. A lot of persuasion is going on,” he said. As many as 206 militants were killed by Security Forces (SFs) in Jammu and Kashmir in 2017 of which 85 were residents of the state, according to Police records.

Minister of State for Home Affairs, Hansraj Gangaram Ahir informed Parliament that “terrorists are helped by local Over Ground Workers (OGWs)” in Kashmir. “Though there were general inputs that militants may attack vital installations/camps in the Jammu region, there were no specific inputs about this attack. All such inputs are shared amongst all concerned agencies. Security arrangements are periodically revised based on emerging threats and intelligence inputs,” Minister of State Hansraj Gangaram Ahir informed Parliament. Ahir said 38 terrorist incidents were reported from Kashmir Valley and two incidents from the Jammu region till February 15 this year (2018). In 2017, eight incidents of terrorist violence were reported from Jammu and 334 were reported to have occurred in the Kashmir Valley. “The Government has also continuously encouraged policies to mainstream the youth, including providing employment opportunities to wean them away from militancy. INR 80,068 crore has been announced under the PM Development Package, 2015,” Mr. Ahir said.

A Parliamentary Panel has asked the Union Ministry of Home Affairs (UMHA) to check the ‘disturbing’ trend of local youths in Jammu and Kashmir joining militancy and ‘choke’ the financing and supply of arms to terrorist outfits, reports Daily Excelsior on March 8. The Parliamentary Standing Committee on Home Affairs, headed by senior Congress leader P Chidambaram, also observed that there is a ‘sinister and complex connection’ between the simultaneous rise in stone-pelting incidents and fidayeen’ (suicide) attacks on the establishments of Security Forces (SFs). The committee, in its report submitted to Parliament, said it was aware of the disturbing trend of recruiting and training of local youths by the militants in the light of the numerous attempts foiled by the SFs. “There has been a rise in the number of law and order incidents, particularly incidents of stone pelting which seems to have become a regular feature in some parts of Kashmir. Numerous incidents of picketing of Police Stations and snatching of rifles from police and paramilitary personnel point towards local sourcing of arms,” it said. The panel said, while the law and order incidents have kept the SFs busy, the militants, meanwhile, have found time to reorganise themselves and perpetrate terrorist attacks on the forces. “The committee recommends that the Ministry must work towards comprehensively breaking this nexus through a multi-pronged strategy that encompasses preventing the youth from joining the militant ranks, choking the financing and supply of arms to terrorist outfits and simultaneously launching counter insurgency operations throughout the Kashmir region to identify and capture the existing militants,” it said.

The Union Minister of State for Home Affairs Hansraj Gangaram Ahir on March 7 informed the Rajya Sabha (Upper House of Indian Parliament) that there were 4,799 stone-pelting incidents and 872 terror incidents in Jammu and Kashmir in past three years, reports Daily Excelsior. Hansraj Gangaram Ahir said 730 incidents of stone pelting were reported in 2015. In 2016, he said, 2,808 such incidents were reported, and in 2017, the incidents numbered 1,261. In a written reply to a question, he said there were 208 incidents of terrorist violence in Jammu and Kashmir in 2015, 322 in 2016 and 342 such incidents in 2017. The Government on March 7 said it had sanctioned a INR 2,000-crore compensation package for the refugees from Pakistan-occupied Kashmir (PoK) living in Jammu and Kashmir. In a written statement, Hansraj Gangaram Ahir told the Rajya Sabha that the financial package was sanctioned on December 22, 2016. He said 36,384 families were provided INR 5.5 lakh each. “The Government of India provided a financial assistance of Rs 5.5 lakh per family to 36,384 displaced families of Pakistan-occupied Kashmir (PoK) area (1947) and Chhamb (1965 and 1971) living in Jammu and Kashmir,” Ahir said. He added that based on the details provided by the Jammu and Kashmir Government, the Ministry had disbursed a total amount of INR 465.5 crore to 9,537 families directly to their Aadhaar-linked bank accounts up to last month. Asked whether any financial compensation package had been provided to the Hindu refugees who had migrated from Bangladesh, the Minister said, “No such proposal is under consideration.” Also, twenty-nine Army personnel lost their lives in nine terror attacks on defence stations and Army camps in Jammu and Kashmir since 2015, the Government informed the Lok Sabha on March 7, adds Daily Excelsior. Twenty terrorists were killed and two civilians lost their lives in the attacks, Minister of State for Defence Subhash Bhamre said in a written response to a question in the Lok Sabha. The highest casualty was in 2016, when a group of terrorists stormed an Army camp in Uri, resulting in the death of 26 personnel. Union Minister of State for Home Affairs Kiren Rijiju said there were 406 cases of infiltration into Jammu and Kashmir in 2017 in which 59 terrorists were killed. In 2016, there were 371 incidents of infiltration into the State in which 35 militants were killed and three were arrested, he said. Replying to a written question, Rijiju said there were 16 incidents of infiltration into Punjab in which seven terrorists were killed and 11 others were apprehended in past two years.The Minister said SFs have been carrying out effective domination through round-the-clock surveillance, patrolling, border ambushes and by deploying observation posts along the International Borders (IB) of the country. “The riverine segments of international borders of the country are being patrolled and dominated with the help of water crafts/speed boats/floating Border Out Posts (BOPs) of Border Security Force (BSF) water wings,” he said. Rijiju said introduction of force multipliers and hi-tech surveillance equipment fully-equipped with day and night vision devices have enhanced the border domination. “Vulnerability mapping of entire border has been made a continuous process based on which sensitive spots are identified and adequate measures are taken to further strengthen security in these spots,” he said. The Minister said it has also been decided to deploy technological solutions in the form of Comprehensive Integrated Border Management System (CIBMS), on a pilot basis to begin with, in different terrains on India-Pakistan border and India-Bangladesh border. Jammu and Kashmir witnessed 1,261 incidents of stone-pelting in 2017, with the native town of slain Hizb-ul-Mujahideen (HM) terrorist Burhan Wani--Pulwama recording the maximum number of cases against stone pelters followed by Hurriyat leader Syed Geelani's bastion of Sopore, reports The Times of India on March 9. A total of 91 cases were registered against stone pelters in Pulwama in 2017, while 71 such cases were registered in Sopore, a document accessed by the State Home Department said. In 2016, Sopore had recorded nearly 500 incidents of stone pelting, the highest during the Kashmir unrest following the killing of Burhan Wani that year. Giving further details, the home department said 1,261 incidents of stone-pelting took place in the state in 2017 as compared to 2,808 such incidents in 2016 and 730 incidents in 2015. The District-wise number of stone pelting incidents in the state in 2017 include the highest (230 incidents) in Srinagar followed by 131 incidents in Pulwama District, 129 in Baramulla, 98 in Budgam, 67 in Shopian, 63 in Anantnag, 50 in Kulgam, 47 in Kupwara, 36 in Ganderbal and 34 in Bandipora District, it said. Of the total 855 cases registered against stone-pelting incidents in Jammu and Kashmir last year, Central Kashmir accounted for the highest i.e. 364 cases in 40 Police station areas followed by 311 cases in South Kashmir in 23 Police Station areas and 210 cases in North Kashmir in 28 Police stations areas, it said. Burhan Wani's neighbouring Shopian District registered 40 cases in stone-pelting incidents in 2017 followed by 39 in Safa Kafdal Police Station area (Srinagar), 30 in Budgam, 27 in Parimpora (Srinagar) and 26 in MR Gunj (Srinagar), it said. In these cases, 2,720 people were arrested against 8,570 people in 2016, the department said. "As many as 11,566 security personnel were injured in 4,736 stone-pelting incidents in the Kashmir valley during the last three years from 2015 to 2017," the department added.

The Border Security Force (BSF) is hopeful that it will be able to plug the gaps in ‘vulnerable areas’ along the country’s borders with Pakistan and Bangladesh in the next three to five years, BSF Director General (DG) KK Sharma has said, reports Daily Excelsior on March 11. The BSF plans to put up a Comprehensive Integrated Border Management System (CIBMS) in areas along the India-Bangladesh border, where it is difficult to put up a fence due to the nature of the terrain as well as check cross-border infiltration and smuggling, Sharma said. CIBMS is an integration of a number of new gadgets and technologies to ensure electronic surveillance of borders. These provide feeds to BSF personnel at the border outposts, where monitors would be installed. In case of a threat, quick reaction BSF teams will intervene and neutralize it, the official said. “As of now, the CIBMS project will be rolled out in the vulnerable areas of India’s border with Bangladesh and Pakistan. We plan to implement the system within the next 3-5 years,” he said in an interview. A pilot project of the CIBMS is underway in two 5-km patches along the India-Pakistan border at Jammu and along the India-Bangladesh border at Dhubri in Assam. Asked about the plans to cover the unfenced border areas between India and Bangladesh, Sharma said, “Fences will be erected wherever we can. Where we cannot erect a fence because of the terrain, the gap will be covered by the CIBMS”. On the smuggling of Fake Indian Currency Notes (FICN) at the border areas, the BSF DG said the FICN trade has been on the decline since demonetisation and introduction of new currency. The security features in the new notes are very hard to copy and that is why the amount of FICN seized is not as much as it used to be before demonetisation, he said. Sharma lauded the pilot of the ‘Crime Free Zone’ project along the Bangladesh border in the North 24 Parganas District of West Bengal and said it will be replicated in other parts of the Indo-Bangladesh border. In a bid to control cross-border crimes and smuggling, the BSF and its Bangladesh counterpart, the Border Guards Bangladesh (BGB), had jointly launched the ‘Crime Free Zone” project on March 9. The BSF border outposts—Gunarmath and Kalyani—and BGB border outposts—Putkhali and Daulatpur—have been declared as “crime-free” zones. The aim of the project is to make the area free from illegal, anti-social and criminal activities by integrating efforts of the BSF and BGB in assistance with the district administration, NGOs and border population of both the countries, Sharma added.

JeM is said to have been behind several fidayeen (suicide) attacks in recent months, including on Sunjwan Army Camp in Jammu, Border Security Force (BSF) camp outside Srinagar airport, Central Reserve Police Force (CRPF) camp near SMHS hospital in Srinagar and CRPF training camp in Lethpora, where the son of a J&K Police official carried out an attack. “I am sure there will be more than 70 JeM terrorists active across Kashmir. This is a big and dangerous number keeping in view their experience, conviction and style of execution,” an unnamed senior Police official privy to anti-militancy operations said. According to Police officials, JeM terrorists are scattered across the Valley, with central Kashmir serving as transit route. JeM terrorists have strengthened their base in southern Kashmir, especially in Tral area of Awantipora and some parts of Shopian and Pulwama, where many locals have joined them, they said. “We are also verifying information that two local boys from Hizb joined JeM recently. One more local who was involved in killing of a cop and rifle-snatching at Charar-e-Sharief has also joined JeM,” Pulwama’s senior Superintendent of Police Muhammad Aslam said. Security experts said that the hanging and burial of Parliament attack convict Afzal Guru in Tihar jail on February 9, 2013, without informing his family first, gave a new lease of life to JeM, which had been dormant for many years after 2007. Within a year after Guru was hanged, JeM formed an ‘Afzal Guru Squad’ to “avenge” the hanging and its members have been carrying out attacks since then, they said. Moreover, with the killing of top Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) commanders over the past year or so, JeM has seen quick ascendance among the militant groups active in J&K. Although JeM is a United Nations (UN) designated terrorist organisation, China’s repeated efforts to block any attempt to list Maulana Masood Azhar, the chief of the organisation, as a globally designated terrorist, is also seen as a major boost for JeM. Since its inception in 1998, JeM is said to have carried out several attacks such as the one on Parliament in 2001 and Pathankot Air Force station in 2016. Even as Security Forces (SFs) killed three top JeM commanders – Khalid Bhai, Noor Muhammad Tantray and Mufti Waqas – since October last year, the group is believed to have attracted more recruits. Al Qalam, considered to be the mouthpiece of JeM, said on March 7 that Waqas gave “fresh life to dormant JeM network in Kashmir Valley, streamlined the supply line and convinced many locals to join, who are now ready for their turn to carry out attacks”. The group is currently represented in Kashmir by new commanders such as Fauji Bhai, who is about 45 years old, and Omar and Arsalan, who are aged between 25 and 30 years. According to experts, JeM may resort to abductions this year to raise funds, along with fidayeen attacks and use of improvised explosive devices (IED) that it is known for. “The scale of militant violence is going to increase majorly this year. Availability of weapon is also not a major problem now. The armour piercing bullets and other foreign weaponry is also coming to Kashmir through JeM,” said the senior police official cited earlier. Police officials said that the resurgence of JeM in Kashmir is masterminded by Nasrullah Mansoor Khan Langrial, who was in jail in India for 18 years and repatriated to Pakistan in 2011.

The Pakistan Government's ban on funding to Saeed's group has resulted in a huge financial crunch for its affiliated outfits and possibly led to a split in the LeT. As per reports, the LeT has now split into two groups. If reports are to be believed, LeT co-founder Maulana Amir Hamza has now parted ways and formed a new terror outfit named ‘Jaish-e-Manqafa’. Maulana Amir Hamza is known to be a close aide of 26/11 Mumbai terror attack mastermind Hafiz Saeed. Hamza had been receiving funds from Saeed who runs JuD and Falah-e-Insaniat (FIF) in Pakistan. However, after Pakistan’s recent ban on individuals and companies from funding Hafiz Saeed’s outfits, the cash crunch reportedly resulted in bickering over finances in the organisation and its affiliates. It is believed that the Pakistan Government's ban has forced Maulana Amir Hamza to part ways and explores other avenues for generating funds for his newly-formed terror organisation. He is also reportedly planning to execute terror attacks in Jammu and Kashmir so as to gain the confidence of Pakistan's Inter Services Intelligence (ISI). The Pakistan Government recently seized control of the charities run by terrorist Hafiz Saeed’s banned outfits - JuD and FIF. The Government banned JuD and FIF across Pakistan, freezing their movable and immovable assets under the amended Anti-Terrorism Act, 1997, Pakistani media reported. The Ministry of Law and Justice in Pakistan announced on February 9 that Pakistan President Mamnoon Hussain amended the Act via ordinance; thus, taking action against entities banned by the United Nations (UN). Pakistan’s Interior Ministry ordered the freezing of the assets, directing state governments to comply. In January, the Securities and Exchange Commission of Pakistan (SECP) barred companies and individuals from handing out doles to JuD and its affiliates.

A group of protesters blocked Alamdar Srinagar Chrar-e-Sharief road near Railway Bridge Bagh-e-Mehtab in protest against these arrests. Militants at around 7:05 pm hurled a grenade at the house of PDP MLA, Noorabad, Abdul Majeed Paddar, at Damhal village of Kulgam District. Barely 21 kilometers away from the State capital of Srinagar, Waqas, who moved around under the ‘code name’ of Abu Ansar, was killed in one of the most swift operations carried out by the Jammu and Kashmir Police and the Army on March 5 in Haitwara village of South Kashmir’s Pulwama District. After February 10 attack at the Sunjuwan Army camp in Jammu, Waqas, an Afghan war veteran, was high on the radar of security agencies as he was giving continuous updates to ‘handlers’ in Pakistan and also assuring them that ‘the next attack’ would be in hinterland of the country. A crack team was formed by the Police with the specific job to trail Waqas — dubbed as a ‘killing machine’ for his skills in motivating youths to become suicide attackers. It was found that he was instrumental in brainwashing and radicalising Fardeen Khanday (16) and Manzoor Ahmed Baba (21), to turn them into ‘fidayeens’ (suicide bombers). The duo along with a Pakistani national stormed a Central Reserve Police Force (CRPF) camp on the intervening night of December 30 and 31, 2017, in South Kashmir’s Lethpora, killing five security personnel. All the three terrorists were killed in the retaliatory operation of the Security Forces (SFs). Waqas had the capability to create many more suicide bombers, officials said. A search was already on for three Kashmiri youths who had joined JeM last year, they said. Swayam Prakash Pani, who has the distinction of becoming the youngest Inspector General (IG) of militancy-hit Kashmir valley, refused to comment on the details of the March 5 operation which ended barely in 20 minutes. “I can only say that after eliminating Noor Mohammed Tantray, Tallah Rashid and now Waqas, Jaish has suffered significantly,” Pani said. Officials in the know of the developments said Waqas’s next target was to hit a strategic installation in the hinterland. His phone, which was sent for analysis, showed that he was constantly in touch with a few people believed to be Jaish terrorists. After the news of his death spread, tributes were paid to Waqas by Jaish cadres for his 11-month tenure in Kashmir.

Apprehending law and order problems in the old city, restrictions were imposed in the Police Station areas of Maharajgunj, Safakadal, Rainawari, Nowhatta, Khanyar and Soura as a precautionary measure to maintain law and order. Despite restrictions, large numbers of people participated in the funeral prayers of Mohammad Esha Fazili and Owais Shafi at their native places in the afternoon. The National Investigation Agency (NIA) raided the Srinagar Central Jail in Srinagar and recovered 25 mobile phones, ‘jihadi’ literature and a Pakistani flag apart from data hardware on March 12, reports The Hindu. A Hizb-ul-Mujahideen (HM) poster made with sketch pens was also recovered from the prison. The raids were conducted with the help of National Security Guard (NSG) commandos. At least 20 teams of the NIA, along with the local police and the Central Reserve Police Force (CRPF), participated in the raids. The NIA team searched the barracks and open ground of the high-security prison that houses some of the most wanted terrorists, including those from Pakistan. The searches, the official said, were carried out in connection with an investigation over the arrest of two youths in Kupwara — Danish Ghulam Lone and Sohail Ahmed Bhat. The two youths had claimed that the fresh recruits of Al-Badr, a proscribed terrorist organisation, were being sent across for arms training in furtherance of a conspiracy hatched from inside the Central Jail in Srinagar. “The searches started early morning and continued till late afternoon during which all the barracks and the open ground were thoroughly searched with the help of well-trained teams and deep search metal detectors. A close watch was kept on the entire operation with the help of drones,” the NIA official said. During the search, 25 mobile phones, some SIM cards, five secure digital cards, five pen drives, one iPod, a Pakistani flag and a large number of documents and articles, including a poster of Hizb-ul-Mujahideen, besides jihadi literature, were seized, he said.

On the basis of the specific inputs about the presence of militants inside a residential house in the village, the Special Operations Group (SOG) of Jammu and Kashmir Police, Army, and Central Reserve Police Force (CRPF) cordoned off Hakoora village at around 12:30 am. As the searches were conducted some warning shots were fired towards the house where the militants were hiding. Three militants tried to break the cordon and opened fire upon the Security Forces (SFs). SFs retaliated triggering a brief gun battle in which three militants were killed. Three AK-47 rifles were recovered from the deceased militants, who belonged to Tehreek-ul-Mujahideen (TuM) and Hizb-ul-Mujahideen (HM) outfits. Two of the militants have been identified as Mohammad Esha Fazili alias Esha Roohula of Soura area of Srinagar and Syed Owais Shafi of Voiloo in Kokernag. The identity of the third militant is being ascertained, However, Tehreek-ul-Mujahideen identified him as Sabzar Ahmad Sofi. Esha Fazili was student of Baba Ghulam Shah Badshah University (BGSBU), where he was doing B Tech. He left the studies last year (2017) and joined militancy. Syed Owais Shafi had completed B Tech from the same University and joined the militancy in November 2017. A Police spokesman said “In the process arms and ammunition which include AK 47 rifles, pistols, hand grenades etc were recovered from the encounter site. Further in the incident, no collateral damage has taken place”. “It is pertinent to mention here that among the killed militants, one was involved in a recent attack on a police guard post at Soura in which one police constable had attained martyrdom. In this connection, a case has been registered and investigation has been started under the relevant provisions of the law by the police”, the spokesman said. The Times of Indiaadds that one of the three terrorist killed in the encounter was ‘emir’ of Islamic State (IS) in Jammu and Kashmir, Eisa Fazili alias Abu Yahya al Istashadi. The IS ‘commander’, Abu Yahya, was a top target for SFs in the last six months. The other two have been identified as Syed Owais Shafi alias Abu Barra al Kashmiri and Sultan al Hyderabadi alias Abu Zarr al Hindi. The trio was earlier affiliated to groups like the TuM and HM but had pledged allegiance to Islamic State (ISJK) last year (2017). They are part of a small but significant number of terrorists who have left groups like HM, Lashkar-e-Toiba (LeT) or Jaish-e-Mohammed (JeM) to declare their allegiance to IS. The group sees Hurriyat as “compromised” politicians and its online propagation is resulting in a steady stream of recruits. Union Minister of State for Home Hansraj Gangaram Ahir said the 60 incidents had taken place till March 4 this year, as against 39 such incidents during the same period last year. Replying to a written question, he said 15 security personnel, 17 terrorists and two civilians had been killed till March 4 this year. During the same period last year, 10 security personnel, 26 terrorists and four civilians were killed. “The state of Jammu and Kashmir has been affected by terrorist violence that is sponsored and supported from across the border. The levels of terrorist violence in the hinterland of J&K are linked to the infiltration from across the border,” he said. Ahir said there were 16 attempts by terrorists to enter Jammu and Kashmir in January this year. Four infiltrating terrorists were killed by security forces, while infiltrators managed to cross into the state on five occasions. Pakistan violated the ceasefire along the Line of Control (LoC) and the International Border (IB) in Jammu and Kashmir 633 times in the first two months of this year in which 10 security personnel and 12 civilians were killed, Ahir said. He said 432 incidents of ceasefire violation have taken place along the LoC in Jammu and Kashmir and 201 such incidents along the International Border till February this year. There were 860 incidents of ceasefire violation along the LoC and 111 incidents of ceasefire violation along the IB in Jammu and and Kashmir in 2017, he said in a written reply to a question. He alluded to a rise in cross-border firing by India as part of a larger strategy to put pressure on Pakistan. “So, we have raised the ante by resorting to cross border firing which is leading to violations of ceasefire. “Earlier, the burden was only on us to man the border and remain alert and now the Pakistan Army is facing the same pain. They also have to now remain alert on the border,” the Army chief said. Rawat said Pakistani posts supporting infiltrators must be “punished” and asserted that the increase in the ceasefire violations had compelled Pakistan to deploy more forces along the Line of Control, which was earlier in the hinterland or peace postings. Recalling the time when borders were relatively calm and the ceasefire agreement was not being violated, Rawat said despite this the infiltration continued and there was no pressure on the Pakistani Army who aided and abetted infiltration across the LoC. “Let me assure you, it is not just the Indian Army which is (alone) facing the brunt. People sitting across the LoC are suffering far more damage than what we are suffering,” the Army chief said. Government intelligence sources last year had said the Indian Army killed 138 Pakistan Army personnel in 2017 in tactical operations and retaliatory cross-border firings along the LoC. In a response to a question in the Lok Sabha (the Lower House of Indian Parliament) last year, Minister of State for Home Hansraj Gangaram Ahir had said in 2017, Pakistan violated ceasefire 881 times along the LoC and the International Border (IB) in Jammu and Kashmir, killing 30 people. This was little less than double the ceasefire violations in 2016. The truce between India and Pakistan along the International Border and the LoC came into force in November 2003.

While two of them were identified as Eisa Fazili of Soura, in Srinagar, and Syed Owais Shafi of Kokernag, Anantnag, the identity of the third slain terrorist was not known. However, a local news agency quoted on March 14 an Ansar statement identifying him as Muhammad Taufeeq of Hyderabad. “Taufeeq started his jihadi journey in 2017 after making hijrah (migration) from India’s Hyderabad city to the mountains of Kashmir and was among the first in the ranks of Ansar,” the al Qaeda cell’s statement read. The statement said the purported Hyderabadi was known by two noms de guerre — Sultan Zabul Al-Hindi and Abu Zarr Al-Hindi. The press note said the 26-six-year-old Toufeeq was radicalized into the Islamic State (IS) ideology through social media and went to Kashmir to participate in terrorist activities of IS. Shakeel Yusuf, who works as a Medical Assistant at Srinagar’s Sher-i-Kashmir Institute of Medical Sciences, appeared before the agency along with five others suspected to have received funds from Salahuddin. Sources added that NIA also detained other two sons of Salahuddin, Javaid Ahmed and Mohammad Moieed and his son in law Mohammad Umar. However, they were let off without questioning. Another son of Salahuddin, Shahid Yousuf is in Tihar Jail. The NIA questioned them over allegations that he used to receive funds sent by his father through a US-based international wire transfer company. The agency alleged that Yusuf was also “one of several Indian contacts” of a hawala operator based in Saudi Arabia identified as Aijaz Ahmed Bhat, and was alleged to have been in telephonic contact with him for receiving money transfer codes.

The encounter broke out after militants made an abortive bid to snatch a rifle of the PSO of BJP leader Mohammad Anwar Khan near Arsh Medical Institute in Balhama, Khonmoh area of Srinagar on March 15. The PSO Bilal Ahmad suffered injuries in the incident. Army, CRPF and Special Operation Group (SOG) of Jammu and Kashmir Police rushed to the area and cordoned it off. Militants hiding in the area fired upon Security Forces (SFs) ensuing a gun battle in which a CRPF trooper, identified as Pradeep Kumar was injured.Police said militants fired upon the PSOs of political activist Anwar Khan while the latter was visiting Arsh Institute at Khonmoh area in the outskirts of Srinagar city. The incident happened outside the Institute where the PSOs were present. “The PSOs of the protected person repulsed the attack while exhibiting extreme caution to avoid any collateral damage leading the militants to flee from the spot. In the incident, one PSO namely Bilal Ahmad has sustained minor injuries,” the spokesman said. “The area has been cordoned off by police and security forces and is being searched. The encounter raged in the area after the militants fired upon the Personal Security Officers (PSOs) of BJP (Bharatiya Janata Party) leader, Anwar Khan, resulting in injuries to a Policeman, who was guarding the leader. Speaking to reporters on the sidelines of a function in North Kashmir’s Handwara area of Kupwara District, the GOC said that small percentage of youth are picking up arms and many youths are making their mark in sports and education. He said that majority of the youth understand that guns cannot solve any problem. A K Singh said that Army is providing every possible help for the youth. “Army is providing every possible help to the youth who work hard for the betterment of their future. We have launched several initiatives in this direction and have received an overwhelming response from the youth, “he said.Asked why youth are joining militancy in North Kashmir’s Lolab area despite being the strong Army presence, he said: “Only two people have joined the militancy. The latest intelligence report said terrorists carried out reconnaissance operations in the Nagrota cantonment area (Jammu District) where the Army's 16 Corps headquarters is located. This was done by a mixed group of Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) terrorists on the February 17 and 18, 2018. There has already been a terror attack on the 16 Corps headquarters. That was in late November 2016.A similar effort is likely in the Banihal area. On February 15, local leaders of the Hizb-ul-Mujahideen (HM), the LeT and the JeM met in Shopian and decided to target security forces' convoys passing through the Banihal Pass. Intelligence reports said that terrorists have also taken stock of Sopore and Handwara areas. This happened on February 18, 2018. There are also reports of terrorists' plans to strike softer targets, particularly in civilian areas. These include two up-market hotels in Udhampur (Dolphin and Axis hotels) and also Police outposts in Shopian.

In a hard-hitting statement after thwarting Pakistan’s Border Action Team (BAT) plot on February 18 night to target Indian troops in Khari Karmara area of Poonch sector in Poonch District, the Indian Army said it was clear that Pakistan had never been interested to bring about peace and tranquility in Jammu and Kashmir as they were responsible for vitiating atmosphere both along LoC and hinterland. “The statement by Pakistan’s Chief of Army Staff (COAS) at Munich conference in Germany that there were no terrorist safe havens in Pakistan, has proved to be hollow. Pakistan has been supporting terrorism in a systematic manner with complete support of their army,” an official statement released to the media in Srinagar on February 19 evening by the Defence spokesman, said. The statement was in reaction to February 18’s BAT attack by three militants at Khari Karmara on the LoC in Poonch District, which was successfully thwarted by the Indian troops by eliminating one of the BAT members-who happened to be a Pakistani terrorist-and recovery of huge quantity of arms, ammunition and explosives from their possession. Two BAT members fled back to Pakistan following effective retaliatory firing brought down by the Indian troops. The Defence spokesman said Pakistan’s continued support to infiltration from across the LoC was contrary to their stated position of making ‘Water tight arrangements along LoC to check terrorist movement’. Pakistan’s statement has been amply quashed by this (the BAT action) attempt on the LoC.Earlier, Pakistan army had resorted to ceasefire violations on the LoC in Khari Karmara by resorting to mortar shelling and firing with a view to give cover to the BAT members to cause action on the Indian side. Five Army jawans (troopers) were also injured in the shelling and firing. Though Pakistani troops have been violating ceasefire on the Line of Control (LoC) in twin border Districts of Rajouri and Poonch regularly for past over 10 months, this was a rare incident when they fired long range 120mm mortars to target the civilian houses as some of the shells fell about three to four kilometers in general area from the LoC, leading to civilian casualties, official sources said. They said the Indian side retaliated very effectively to silence the Pakistani guns.According to reports, nearly a dozen mortar shells fell inside the village while two of them exploded in the premises of the house of 35-year old Mohammad Ramzan, who was a small farmer in the village. All seven family members were seriously injured in the shell explosion, five of whom succumbed to their injuries within no time as splinters of 120mm mortar had pierced through their bodies. They were identified as Mohammad Ramzan, his 32 year old wife Malika Bi and three sons Abdul Rehman (14), Mohammad Rizwan (12) and Razaq Ramzan (7). Top officers of civil and Police administration besides large number of local people rushed to the village Davitta immediately after getting report of the casualties despite continued heavy shelling by the Pakistani troops. They evacuated the victims to local hospital, where five of them were declared as dead while two injured sisters, identified as Nazreen Kouser (11) and Mahreen Kouser (5) were referred to the District Hospital in Rajouri. Later, the injured were airlifted and admitted in the Government Medical College in Jammu.Unconfirmed reports said that five Army jawans were also injured in Pakistan shelling but there was no official confirmation. The injured have been identified as Subedar Deshbandhu, Lance Naik Gaurav Vishnak, Rifleman Budha Rai, Naik Jitender Verma and Rahul Pandey. All of them have been hospitalized and their condition was stated to be stable. An official statement issued by the Army said: “it is a serious issue of concern as Pakistan targeted innocent civilians in localities much deep inside Indian territory, almost 3 – 4 kilometers from the LoC, where there is no Army deployment or any related installation and even no Army equipment.’’ This, according to sources, showed that Pakistani troops intentionally targeted the civilian population as they were unable to inflict casualties or losses on the Indian troops. Sources said some mortar shells also landed close to nearly dozen houses at village Davitta in Balakote sector but the people had narrow escape.

Further, they also objected to the amount mentioned in the Policy for payment to the militants for handing over of arms, ammunition and explosive material at the time of surrender. The BJP Ministers were also of the view that as per fixed employment policy of the Government under SRO 202, the youths were getting meager per month emoluments of INR 5000 to INR 7000 while the surrendered militant will get INR 4000 per month interest apart from having INR 6 lakh in the bank account, which was completely unjustified. “We finally got the `Rehabilitation Policy’ deferred,” a BJP Minister said, adding they have now asked the Government not to move any major Policy or documents for approval of the Cabinet Ministers through ‘Circulation of Agenda’ and instead bring everything in the Cabinet for debate and discussion.

Earlier SATP had reported that the Army recovered bodies of three militants after the fierce encounter at Check Fatehkhan in Halmatpora area of Kupwara District on March 20. Three soldiers of the Army and two Special Operation Group (SOG) personnel were killed in the encounter with militants while two more militants were shot down on March 21 taking the toll to 10. Senior Superintendent of Police (SSP) Kupwara, Shamsher Hussain said that five militants and five SFs personnel were killed in the encounter since last evening (March 20). The deceased have been identified as Havaldar Zorawar, Mohammad Ashraf Rather, Naik Ranjeet Khalho, SPO Mohammad Yousuf Cheche and Deepak Thusoo. Four SFs personnel including Sub Inspector (SI) Harvinder Singh, Javaid Ahmad of SOG, an Army soldier and a Central Reserve Police Force (CRPF) personnel were also injured in the gun battle. Sources said that the five killed militants were Pakistanis and belonged to Lashkar-e-Toiba (LeT) and had infiltrated into the area last week. As the news about the group of militants spread in the village, SFs cordoned of forest area and conducted operation against them. Sources said that after the killing of three militants last evening (March 20) there was lull in the firing and it was raining in the forest area and this afternoon, the troops thought that there is no militant hiding in the area and they made movement for which the militants were waiting and they fired at them indiscriminately in which nine security men were injured out of whom five later died. A Police spokesman said that in the forest of Halmatpora Kupwara on receiving specific inputs, Kupwara Police along with 41 Rashtriya Rifles (RR), 160 Territorial Army (TA), 98 and 162 battalions of CRPF launched a search operation in the area. “While the search was going on the hiding terrorists fired upon the search party. The fire was retaliated by the security forces ensuing an encounter. In the ongoing encounter, so far 5 terrorists have been neutralised; all of whom are understood to be foreign terrorists and part of a freshly infiltrated group”, he said. “In the process huge cache of arms and ammunition and other incriminating materials which include AK 47 rifles, grenades, etc were recovered from the encounter site.

Army said that this year there are chances of early infiltration as there was less snow in Kashmir. However, Army has intensified its vigil along the LoC and strengthened anti-infiltration grid.Despite tight vigil along LoC, 120 militants infiltrated into Kashmir in 2017. However, SFs last year achieved major successes and killed 208 militants including top commanders of Jaish-e-Mohammed (JeM), LeT and Hizb-ul-Mujahideen (HM). The 2017 saw worst militant violence in the last five years in which 327 people including 75 security personnel and 40 civilians were killed in 338 violent incidents.

The Minister, however, said in the Lok Sabha (the Lower House of Indian Parliament) that a proposal is under consideration to make the Armed Forces (Special Powers) Act [AFSPA], 1958 more operationally effective and humane. “There is no proposal to amend the Armed Forces (Jammu and Kashmir) Special Powers Act, 1990. Six Police personnel including a SHS of Achabal Police Station Feroz Ahmad Dar were killed when a group of LeT militants led by slain commander Bashir Lashkari ambushed their vehicle near Tajwara in Anantnag District on June 16, 2017.The Special Investigation Team (SIT) of the J&K Police had filed a detailed chargesheet on February 5, 2018 against the accused in the case. The investigation had “established that LeT terrorists headed by Bashir Lashkari – the main accused --were involved” in the attack. Police said based on the disclosures of Uttar Pradesh resident Sandeep Kumaralias Adil, who was arrested from an encounter site on July 1, 2017, in which Bashir Lashkari along with Pakistani militant Abu Maz was killed, the investigators were able to crack the SHO’s murder case. Sandeep and another accused Mohammad Ashraf Wani alias Molvi are currently in judicial custody. SFs recovered five AK-45, 25 AK magazines, 800 AK rounds, 3 Icom sets, 2 VSM (Variance Shadow Maps) receiver, five pouches, Pakistan make medicines, two pistols, three Global Positioning System (GPS) devices, six matrix sheets, hand grenades and food and clothing during searches from the forests of Cheke Fatehkhan, Halmatpora in Kupwara District. Sources said that these five militants of Lashkar-e-Toiba (LeT) had infiltrated into Lashdath forests on March 15 and were about to be received by two militants of LeT who are also foreigners. As soon as the reception party reached them, the area was cordoned off by troops after specific information and the two members of the reception party managed to flee away. Sources said the four militants were killed on the first day and the lone surviving militant ambushed the Army and police party in the cordoned area, killing three Army personnel and two cops while injuring four security men. The Central probe agency said that it attached the cash, in Indian currency, after it was found that the money was the ‘proceeds of crime’ of terrorism and that it was to be delivered to hardcore militant Mohd Hussain Dar alias Raju by his associate Abdul Hamid Lone. “The attached amount was meant for militant activities,” the ED said in a statement. The agency had registered a criminal case under the Prevention of Money Laundering Act (PMLA) based on a December 2009 FIR registered by the Sopore Police in Jammu and Kashmir. The ED said that the Police had recovered and seized the INR 3 lakh from Manzoor Ahmed Shaikh’s Sopore-based bakery during a search operation. The operation was launched on specific information that certain militants were assembling there, the agency said.

Top brass of the Security Forces (SFs) on March 23 reviewed overall security situation in the North Kashmir and stressed for minimal collateral damage during the operations and engagement of youth, reports Daily Excelsior. The meeting was held a day after five militants and equal number of SFs personnel were killed in a gun battle in Handwara forests of Kupwara District. General Officer Commanding (GoC) Chinar Corps, Lieutenant General AK Bhatt chaired a security review meeting of various agencies including Police at Pohrupet in Baramulla District. The meeting was attended by top Army and Police officers including Inspector General of Police (IGP) Kashmir S P Pani, apart from the field commanders from both the forces.A Defence spokesman said here that the aim of this review of security situation was to strengthen the synergy among all agencies engaged in counter-militancy operations, which has resulted in the elimination of a large number of militants with minimum collateral damage in recent times. He said that North Kashmir, once the hub of foreign militants, has been turned around with a relatively stable security environment due to the joint efforts of the security forces and seamless cooperation and coordination among them. “The Chinar Corps Commander along with IGP Kashmir undertook an aerial survey of the area prior to the meeting,” the spokesman said. The senior officers asked the officers on the ground to continue to harmonise their endeavours to make North Kashmir militant-free. They also emphasised on continued efforts to minimize collateral damage during operations and positive engagement with the youth to ensure peace and tranquility in the region,” the spokesman said.The review meeting was held at a time when there are reports of increased militant activity in North Kashmir where, as per sources, over 200 militants mostly belonging to Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) are operating. Besides this, there was less snowfall in Kashmir this year and it may lead to early infiltration and pose more challenges to SFs. Sources said that there are around 250 militants waiting on the Line of Control (LoC) in launch pads for infiltration. Army has already upgraded counter-infiltration grid along the LoC to prevent infiltration of militants into Kashmir. Militants hiding inside tried to flee from the cordon leading to a gun battle in which one militant was killed while another managed to escape. One AK-47, 2 grenades, 4 magazines, AK rounds and one cell phone were recovered from the encounter site.“In the incident one lady received injury in thigh while the hiding terrorist was trying to escape firing indiscriminately. She has been promptly evacuated to hospital by the Police for medical treatment and her condition is now reported to be stable. No collateral damage has occurred during operation. Legal proceedings have been initiated by police and investigation taken up”, the Police spokesman added. Shafat, had done BA BEd but joined militancy last year (2017). He was running a grocery shop in his native village before he joined militancy. He was also working as teacher in a private educational institute before joining militant ranks. As large number of people attended the funeral of the militant, Police and CRPF were heavily deployed in Wagoora area as a precautionary measure to maintain law and order problem.

At the same time, he said, a keen endeavour is continuously going on to bring back into mainstream, a few of the youth who have gone stray. Dr Jitendra Singh was responding to queries about the new Hurriyat chief Ashraf Sehrai’s refusal to dissuade his son from joining the Hizb-ul-Mujahideen (HM) ranks.Lauding the role of Security Forces (SFs) in Kashmir, Dr Jitendra Singh said, even while following hot pursuit against terrorists and Pak sponsored militancy, the security personnel were constantly striving to motivate the local youth not to fall prey to false propaganda or allurement to join the militant ranks. The majority of Kashmir youth today, Dr Jitendra Singh observed, have already become an essential part of New India’s growth story. He said, this is evident from the fact that for the last few years, invariably every year, there is a topper in Civil Services/IAS (Indian Administrative Service) exam from most terror affected districts of Kashmir valley. For example, in 2016 it was 2nd topper from Anantnag and in the latest exam of 2017 it was the 10th topper, he added. Similarly, he said, nearly 20 young boys and girls from Kashmir valley cleared the prestigious IIT/JEE exams last year. Dineshwar Sharma met the delegations of social activists, youth delegation and political parties including People’s Democratic Party (PDP) workers from Bandipora and Sumbal constituency under the chairmanship of Zonal President and Indian National Congress workers under the chairmanship of MLA (Member of Legislative Assembly) Bandipora, Usman Majid. Hardline separatist leader Syed Ali Shah Geelani’s son as well as the son of noted businessman Zahoor Ahmed Watali have been listed among the ‘prosecution witnesses’ by the National Investigation Agency (NIA) in a case related to terror funding in the Kashmir Valley, reports Daily Excelsior on March 28. The NIA, which filed a charge sheet in the case in January 2018, have named Watali’s son Yasir Gaffar at serial number 30 and Geelani’s son Naim-ul-Zaffar at serial number 37 in the list of prosecution witnesses submitted to a special court. The NIA has also submitted eight-page and four-page statements given by Ghaffar and Zaffar respectively to an NIA official during the course of investigation. A statement given before a Police official is not admissible as a primary evidence in the court. The charge sheet has been filed by the NIA against 12 people, including Lashkar-e-Toiba (LeT) chief Hafiz Saeed and Hizb-ul-Mujahideen (HM)’s head Syed Salahuddin. Both of them are in Pakistan. Ten people arrested by the NIA in connection with the case inlcude son-in-law of Geelani, Altaf Ahmed Shah, besides Watali.

Army, Special Operations Group (SOG) and Central Reserve Police Force (CRPF) cordoned off Palpora village in Pulwama following inputs about the presence of some militants in the area. As the SFs cordoned off the areas, scores of youth took to streets and pelted stones on them. The Police and para-military personnel already deployed there fired in air and used tear smoke shells, besides fired pellet guns to disperse the youth. On the issue of withdrawal of Armed Forces (Special Powers) Act (AFSPA) he asserted that the Government is yet to arrive on a unanimous decision on partial withdrawal of AFSPA, and said all agencies, except the Army, were in favor of revocation of this Act. He, however, said that AFSPA will be removed from at least five Districts of the State this year. "Time has come for withdrawal of AFSPA from at least Srinagar, Budgam, Jammu, Samba and Kathua Districts, which were free of militancy and where Army has not operated for years together as there was no presence of militants. We are not asking for AFSPA withdrawal from Sopore, Tral, Doda or Kupwara but from the peaceful areas and we hope a beginning on this front would be made in the current year’’, he said. Asserting that AFSPA had not been enforced for law and order problem but for dealing with militancy, Omar said the militancy was just five per cent in 2011 than what it was in 2002. He also informed that three Central Reserve Police Force (CRPF) battalions were de-inducted and 39 bunkers were removed last year while 15 more CRPF bunkers are being removed from Srinagar City this summer. He added that 52 buildings have been vacated from the occupation of security forces and restored to private owners or the Government.

Separately, a 25-year-old Madrassa teacher was shot at by gunmen at Khandaypora area of Kulgam District on March 29 evening, adds Daily Excelsior. According to report, gunmen fired upon Sayer Ahmad Wani, a resident of Chancer village in Kulgam District of South Kashmir outside the local mosque at around 8:45 pm. Sayer, working as a teacher at the local Madrassa at Khandaypora, had gone to local mosque for offering prayers and was returning towards the Madrassa when he was fired upon by the gunmen. He sustained bullet wound in one of his leg and has been admitted in district hospital for treatment. His condition is said to be stable. A case has been registered and investigations taken up.
