A Special Police Officer (SPO), Fallail Singh, was shot dead by militants at Kastigarh in the Doda District on March 1, Daily Excelsior reported. Official sources said the SPO had been attached with the Rashtriya Rifles (10th Battalion) and was on a ‘secret mission’ to locate a hideout of the militants in the upper reaches of Kastigarh when he was abducted by militants of the Lashkar-e-Toiba (LeT) outfit in the evening. He was subsequently shot dead in captivity and the militants escaped with his weapon.

The Pakistan Army and Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, have set up a dedicated communication network inside Pakistan occupied Kashmir (PoK) for terrorists operating in Jammu and Kashmir, intelligence sources said in New Delhi, reported Indian Express on March 3. "Dedicated communication towers have been set up in Tum, Nikral, Samani and Zaffarwal in PoK for assistance to terrorists operating in Poonch, Rajauri, Naushera and Kathua regions respectively," intelligence sources said. The communication network developed in PoK includes wireless radio communication for point-to-point basis using radio sets. "With the help of these radio sets, similar to the ones used by our troops, terrorists communicate with their contacts in India and also with their handlers sitting across the border," Pakistan Army sources revealed. The revelation from intelligence agencies comes after the chargesheet of the November 26, 2008 Mumbai terrorist attack named Colonel Sadatullah of the Pakistan Army as an accused. Sadatullah was allegedly in touch with the terrorists involved during the Mumbai attack.

Pillar, said there is an undeniable link between the banned outfit Lashkar-e-Toiba (LeT) and the Pakistan Government, which saw it as a useful tool to keep insurgency brewing in Jammu and Kashmir, Indian Express reported. "Lashkar-e-Toiba, or LeT, is an Islamist Pakistani group that has gotten, certainly in the past and there's a question about how much it still has in the present cooperation and sponsorship from elements of the Pakistani Government itself", Pillar said. "The Government saw it as a useful tool, particularly with regard to confronting the Indians in Kashmir and keeping an insurgency in Kashmir brewing", he added. "The official sponsorship is no longer there. The remaining question is to what degree there may be individuals or elements, particularly in the Pakistani military, that may have some continued relationship with the group," Pillar added.

Police recovered and defused two improvised explosive devices (IEDs) at Kandi area in the Kupwara District on March 7, according to Daily Excelsior. "Two IEDs weighing about eight kilograms and 10 kilograms were detected by police in Kandi area of Kupwara district," a Police spokesman said. He said the explosives were concealed in polythene bags which were planted by militants by the roadside. The IEDs were planted to target the Security Forces convoys which pass by the area almost every day.

According to Daily Excelsior, Security Forces on March 9 shot dead two militants of the Hizb-ul-Mujahideen (HM) outfit in Battas-Dharam area under the jurisdiction of Gool Police Station in Ramban District. An official spokesman said that another militant, believed to be a foreigner, managed to escape from the incident site under the cover of darkness. The slain militants have been identified as Abdul Majid, a resident of Asthan, and Mohammed Altaf, a resident of Bhimdessa Gool. From the encounter site, the troops also recovered one 303 rifle with magazine, two 303 cartridges, one pouch, one Sniper gun with magazine, half kilograms of RDX and some grenades. The spokesman said that the 303 gun recovered from the encounter site was looted by the militants from Ind Police Post.

She has been identified as 40 years old Suraiya Begum, a resident of village Cham Dalian in Thathri. Senior Superintendent of Police Parbhat Singh said Suraiya Begum was arrested on specific information developed by Police from a raid at Grid Station in Thathri. Preliminary investigations has revealed that Suraiya was involved in handing over a consignment of INR 20,000 hawala money and four SIM cards to a top LeT ‘commander’ Kubeb Abdullah in the upper reaches of Thathri. She had been given INR 50,000 hawala money by over-ground workers (OGW) of the LeT but she had handed over only 20,000 to the LeT commander. Police sources in capital Srinagar said the Army laid an ambush in Rangwar forest area following specific information about a group of 10 to 12 militants infiltrating into Kashmir valley from Pakistan occupied Kashmir. The troops established contact with the infiltrators in the wee hours of the day following which an encounter ensued. Thus far, three militants have been shot dead while at least two others are still engaging the Security Forces in the area which has a dense forest cover. The death toll in the ongoing operation, which has been extended from Chowkibal to Hafrada in the Vilgam area of Handwara, has now risen to 25 including 17 militants, seven soldiers and an Army Major. "Six militants were neutralized during exchange of fire today. With this the total number of militants killed in the operation since Friday has risen to 17," Defence spokesman Lt Colonel J S Brar said. He said a huge cache of arms and ammunition has been recovered from the area in which the operation was going on for the last over 108 hours. "The recoveries include 17 assault rifles, 13 AK magazines, 207 AK ammunition rounds, four Under Barrel Grenade Launchers (UBGL) and 21 UBGL grenades," he stated. One Kenwood radio set, a Thuraya satellite phone, two Global Positioning Systems (GPS), three map sheets, three matrix sheets, two have sacks and Rupees 9200 Indian currency have also been recovered from the area, he added. The operation was still in progress, the spokesman said adding there were no casualties among the SFs during the operation on March 24. The group most likely consisted of an infiltrating column as well as the militants who had come to receive them, he said adding that the operation was based on sound intelligence inputs as well as human intelligence provided by own sources of the Army. As per the intercepts over the past 24 hours, the militants were asked by their handlers across the border to return to their base camps after the militants found it difficult to break the security cordon, official sources said. They said three of the six militants were killed close to the LoC while they were trying to cross back to Pakistan occupied Kashmir.

Although majority of the terrorists have been killed, the remnants, if any, will also be eliminated," he said adding the number of infiltrating militants as per the intelligence input was close to the number killed in the operation. The SFs launched a search operation in the Potushahi area of Lolab following information about the presence of militants in the area, the officials said.
