In the district's third encounter at Fatehpur, a civilian was killed after being caught in the cross-firing. The terrorists involved in the encounter managed to escape from the scene. However SF sources said that they had been located in a nearby forest and were being engaged in an encounter. Another group of terrorists were reported trapped at Barnoti, Rajouri and an encounter was continuing when last reports came in.

Abdul Billa was wanted for several cases of extortion and his men had reportedly ambushed a police party which attempted to arrest him on February 27. A news report of March 4 in the Jammu-based Daily Excelsior citing anonymous Union Finance Ministry sources said the Ministry is in the possession of details regarding the usage of hawala (illegal finance networks) transactions for secessionist activities in Jammu and Kashmir. These sources added that a set of documents with the identities of some major secessionist leaders and a group of traders in J&K may be kept confidential by the government. This list also includes names of people involved in attempts to divert portions of hawala money for terrorist and subversive activities in India’s North-East. Giving partial details, the report said five J&K traders have also been accused of engaging in hawala transactions to channel funds to the Hizbul Mujahideen (HM) and Jaish-e-Mohammed (JeM).

A security force (SF) personnel and a civilian were killed, while four SF personnel were injured, in an encounter in Baramulla town which began on March 4 and carried on into the next day. The structure inside which the terrorists were fortified was destroyed during the encounter and the body of a foreign mercenary was recovered. The bodies of more terrorists are expected to be recovered after the debris is searched completely. While some sources claimed that there were two terrorists inside the structure, other reports said there were four Hizb-ul-Mujahideen (HM) terrorists, including a ‘battalion commander’ of the outfit.

The Commission appointed by the Jammu and Kashmir government to probe into the death of several civilians in firing by security forces at Haigam in Baramulla district and Maisuma near Srinagar in February 2001 has exonerated the forces and justified the firing on the protesters. The two incidents occurred on February 14 and 16. While five civilians were killed in the firing on the protestors in Haigam, a civilian was killed and 30 others injured when military intelligence personnel fired on protestors at Maisuma. Minister of State for Law and Parliamentary Affairs, Mushtaq Ahmed Lone, on March 7, tabled the report of the inquiry commission – headed by Justice OP Sharma, Judge J&K High Court – in the State Legislative Assembly. The report justified the firing by security personnel and declared, "lack of adequate Civil Power to clear the road blockade at the Highway by the residents of Haigam and adjoining villages and to restore the only lifeline between Srinagar and Uri lead to the incident." The report also said that refusal of the crowd at Haigam to give safe passage to the Army Convoy "became immediate cause of the firing as Army convoy is the soft target of the militants" and added that the crowd also spurned the request of the convoy Commander and Major Chandan Jha to lift the blockade. "Since, the demonstrators resisted the use of physical force and even cane charge had no effect on them firing became necessary," the Commission observed. Charging the crowd under section 341 and 342 of Ranbir Penal Code for unlawful assembly and blocking the road traffic in spite of prohibitory orders, Justice Sharma, in his report said "the crowd did a criminal offence." The report also states that the cause of commotion was "sudden fire by someone out of the crowd which lead to the panic reaction and the members of Quick Reaction team apprehending danger opened fire." On the Maisuma incident in which Havaldar Harvinder Singh was named, the Commission was of the view that Havaldar Singh "had no option but to fire and in doing so he did not use excessive force." The report added that "…the force used by him was minimum to restore order considering the fact that crowd was violating the Prohibitory order besides being guilty of rioting which is an offence punishable under Section 148 of Ranbir Penal Code."

Senior State police officials have indicated that certain wireless intercepts and confessions of arrested terrorists suggested that the ISI had "rehabilitated" the Taliban in Bagh, Kotli and Mirpur areas of Pakistan occupied Kashmir (PoK). Sources said that with the snow melting from the high mountainous passes in the State, infiltration level may witness an increase. Another terrorist was also killed after an hour in the Broh forest area by an enforcement of police and security forces, who arrived at the encounter site after reports of the killing of police personnel. Two AK-56 rifles, six magazines, 107 rounds of ammunition, a wireless set and eight grenades were recovered from the encounter site. Two more terrorists of the LeT group are still suspected to be hiding in the Broh area. A massive search operation has been launched to eliminate them, official sources added.

A day after the seizure of one hundred thousand US dollars from two persons at Kud, on the Srinagar Jammu highway, police on March 25 arrested the senior All Parties Hurriyat Conference (APHC) executive member and chairman of Jammu and Kashmir Liberation Front (JKLF), Yaseen Malik, for his alleged involvement in the Hawala (illegal money transfer) transaction and booked him under the Prevention of Terrorism Ordinance (POTO). Malik was arrested during a press conference at the APHC’s Central Office, at Rajbagh, Srinagar and questioned briefly and later sent for sustained interrogation to Udhampur. At the press conference Yaseen Malik said that the incident was "a campaign of vilification against the Kashmiri separatist leaders." He claimed that it was aimed at sabotaging the Hurriyat’s election process. He also claimed that the Government of India had launched a "media war" against the APHC immediately after the separatist alliance had rejected the suggestion of participating in the forthcoming State Legislative Assembly elections. Malik denied that the Pakistan-based JKLF functionary Altaf Qadiri had handed over the money to the two persons arrested on March 24 in Kathmandu. He also claimed that Qadiri had never visited Nepal during the last seven years. He also denied having ever met the Batmaloo woman, Shazia, one of the two persons arrested.

In an attack on the Raghunath temple in Jammu by the two fidayeen (suicide squad) of an unidentified terrorist group, at least seven persons, including three security force (SF) personnel were killed and more than twenty injured on March 30. The terrorists who arrived in a white ambassador car lobbed a grenade first and tried to make their way through the temple gate, guarded by the Special Service Bureau (SSB) personnel. However, one of the terrorist was killed in the encounter. The other terrorist, while firing indiscriminately, managed to sneak inside the temple premises. He was also killed in the ensuing encounter. Reports are uncertain about the number of terrorists killed inside the temple. Some add that there was a third fidayeen member as well, who blew himself after he ran short of ammunition inside the sanctum sanatorium of the temple. Four persons, including a woman pilgrim were killed in the firing by the terrorists. Three security personnel, including two SSB constables were also killed in the attack while trying to repulse the terrorist attack. The death of a fourth SF personnel is not yet confirmed. Reports further said at least twenty persons were injured during the exchange of fire. The identity of the terrorist outfit behind this attack is not yet confirmed. Anil Goswami, the Jammu Divisional Commissioner (DC), and Pitambar Lal Gupta, the Inspector General of Police (IGP) did not say anything regarding their identity. The former said "The terrorists or their outfit had not been identified so far". However, a terrorist outfit, the Islamic Front is said to have called up the British Broadcasting Corporation (BBC) Jammu office on March 30 to claim the responsibility of the attack.

Three Lashkar-e-Toiba (LeT) terrorists were killed in an encounter on March 31 in Pattan, Baramulla district. Reports from north Kashmir have indicated that on a tip off, security force (SF) personnel cordoned Babagund village in the Pattan area of Baramulla and as the SF personnel were planning an attack on the target houses, terrorists belonging to the LeT fired at the SFs.
