According to media reports, Manzoor Ahmad Ganai alias Rafiq, ‘deputy chief commander’ of the Tehreek-ul-Mujahideen (TuM), was killed in an encounter at Nowgam Bypass on the outskirts of Srinagar on June 2. Acting on information that Ganai, who was carrying a reward of Rs two lakh on his head, would pass through the Nowgam bypass, security force (SF) personnel laid an ambush and in the ensuing encounter, Ganai was killed. Some arms and ammunition were recovered from the encounter site. Ganai, a resident of Badgam district, was reportedly associated with the Lashkar-e-Toiba (LeT) from 1994 to 1998. He joined the TuM in early 1998 and was involved in the killing of two senior functionaries of the Ahl-e-Hadis group, officials said.

Separately, police in Jammu arrested a Pakistani terrorist of the LeT, who was reportedly in possession of a state subject and an identity card issued by Zonal Relief Officer (ZRO) and was allegedly planning to carry out a fidayeen (suicide terrorist) attack on the Central Jail and Police Control Room (PCR) in Jammu. Five persons, including a ZRO, two employees of the office of Deputy Commissioner and Tehsildar Settlement Jammu, and a political leader have also been arrested by police for assisting the terrorist in getting a state subject and an identity card, said official sources. The terrorist, identified as Mohammed Arshad (code name Abu Akassa), hailing from Gunda Singh Bala in Kasoor tehsil of Pakistan was arrested from Sunjwan under Trikuta Nagar police station’s jurisdiction a few days back.

A tip-off said a group of seven Jaish-e-Mohammed (JeM) terrorists were present in the locality. During the search operation, one terrorist was killed. He was identified as Riyaz Ahmed Sidiquee, a resident of Sukkur in Pakistan and a top-wanted ‘district commander’ of the JeM in Tral area. The rest of the terrorists managed to escape. These four police personnel, who had separately met Abu Akassa in Sunjwan and Prem Nagar locality of Gujjar Nagar, have been identified, but had not been arrested thus far. As reported earlier, Akassa when arrested was reportedly in possession of a state subject and an identity card issued by Zonal Relief Officer (ZRO) and was allegedly planning to carry out a fidayeen attack on the Central Jail and Police Control Room (PCR) in Jammu. Five persons, including a ZRO, two employees in the offices of Deputy Commissioner and Tehsildar (Settlement) Jammu, and a political leader have also been arrested by police for assisting the terrorist in getting a state subject and an identity card. Akassa also claimed he dumped a huge consignment of arms, ammunition and explosives in a village in the Gool area of Udhampur district. This consignment, which was to be used by the fidayeen, is yet to be recovered. Akassa had reportedly stayed in Gool after his infiltration from Pakistan through the Rajouri sector.

Official sources said a group of five terrorists posing as police personnel descended on village Thilu Baggar and contacted seven VDC members for carrying out a ‘search operation’. Even as the VDC members were accompanying the terrorists, three of them escaped while four others were killed by the terrorists. Security forces (SFs) have launched a search operation in Thilu Baggar forests to track down the terrorists involved in the incident. However, no arrests have been made thus far.

The brothers were abducted by a group of five terrorists from the house of Mohammed Hussain, where they had gone to attend a marriage function at Berneli village, 14 kms from Mahore, said official sources. The terrorists took away the brothers to an isolated area, about a kilometer from the house and killed them. The terrorists managed to escape from the incident site. As reported earlier, terrorists had abducted seven VDC members in the Thilu Baggar village of Mahore. While three VDC members had managed to escape, four others were killed. A massive search operation is being carried out in the forests of Thilu Baggar and Berneli to trace the terrorists involved in these killings.

According to Jammu and Kashmir Director General of Police (DGP) Ashok Kumar Suri, Geelani was arrested for allegedly receiving money from Pakistan’s external intelligence agency, Inter Services Intelligence (ISI), through hawala (illegal money transfer) channels and for later distributing the same to different terrorist groups, including the Hizb-ul-Mujahideen (HM). The DGP said cases have been registered against Geelani and Dukhtaran-e-Milat (DeM) chief Asiya Indrabi under POTA. A massive search operation has been launched to arrest Asiya, who has reportedly gone underground, he added. Security forces (SFs) conducted raids at Geelani’s house, and of his son-in-law Altaf Fantoosh and two shops, the premises of Asiya and three other persons linked to Geelani. Geelani’s house in Sopore, besides at another’s in Baramulla. Raids were also carried out at two premises of another son-in-law Ifthikar Geelani, a journalist in Delhi. Giving details of the arrest, the DGP said, consequent to the arrest of Imtiyaz Bazaz on May 25 for his involvement in channelling finances emanating from the ISI through London-based Ayub Thakor for Geelani, security agencies were attempting to expose the entire network. He said during interrogation, Bazaz reportedly confirmed that Syed Salahuuddin, the Pakistan-based ‘supreme commander’ of HM, had been sending money to its local commanders through Ayub Thakor and Geelani. Suri said, in the beginning of the year 2002, Salahuuddin had reportedly sent Rs 48 lakh to Geelani through Thakor. Similarly, he said, because Asiya’s husband Qasim Faktu was the financial chief of the Jamait-ul-Mujahideen (JuM), she also started getting money from Thakor through Bazaz to provide finances to JuM as well as the DeM. During the raid at the Hyderpora residence of Geelani, Rs 10,25,000 in cash and US dollars-worth 10,000 were recovered. Vouchers relating to the purchase of a large number of jewellery, documents regarding purchase of two properties in Rawalpora, a diamond-studded watch bearing the inscription "From Pakistan Government", three vehicles and pass books of several bank accounts and lockers were also seized. The DGP said two computers with details of transactions and a list of terrorists and secessionist propaganda were also seized from Geelani’s residence. Quoting income tax officials, Suri said the monthly expenditure at Geelani’s residence was more than Rs 150,000 against his declared annual income of Rs 17,100. Suri added that the income tax returns filed by Geelani indicate he was securing Rs 7,100 as pension for being a former member of the State Legislative Assembly and Rs 10,000 as agriculture income, which is less than 1,500 per month. London-based Thakor, president of the World Kashmir Freedom Movement, is reported to be regularly sending money to finance terrorist outfits in Jammu and Kashmir.

Jammu and Kashmir Police on June 10 invoked the Official Secrets Act (OSA) against senior separatist All Party Hurriyat Conference (APHC) leader Syed Ali Shah Geelani for allegedly passing on classified documents to Pakistan even as the computer seized from his residence has revealed transactions worth crores of rupees. As reported earlier, Geelani was arrested on June 9 from Srinagar and later sent to the Ranchi Central Jail in the State of Jharkhand. Inspector General of Police (Kashmir Range) K Rajendra Kumar said in Srinagar on June 10 that documents recovered from Geelani’s residence revealed deployment of Indian army and para-military forces in Jammu and Kashmir. He said it was suspected that Geelani had passed on the documents to Pakistan. Official sources said police had also recovered special programmes in the computer seized from Geelani’s residence by which one could make forged identity cards of the Government of India. Commenting on Dukhtaran-e-Millat (DeM) chief Asiya Indrabi Kumar said police had not been able to locate her. As reported earlier, cases have been registered under the Prevention of Terrorism Act (POTA) against Indrabi.

The LeT foreign mercenaries were reported to have acted against HM’s local terrorists to gain control of the Marwah-Dachchan belt where the latter, according to media reports, had been objected to the mercenaries’ misbehaviour with local women and extortion. Official sources said that a group of 15 to 18 LeT terrorists, all foreign mercenaries, attacked a HM hideout at Mithoon. While claiming that the Union government's "stubborn attitude" was responsible for the inability of the nearly six-month old 'election commission' to get into action, APFHC chairman Abdul Ghani Bhat urged the Union government to permit APHC representatives to travel to Pakistan occupied Kashmir (PoK) for ‘motivating’ terrorists there to accept a cease-fire proposal. Addressing a press conference in Srinagar, Bhat said these conditions were essential to make the peace process a "meaningful" exercise. Pakistan National Kashmir Committee Chairman Abdul Qayyum said in an interview to the British Broadcasting Corporation (BBC) that the presence of foreign mercenaries in Jammu and Kashmir (J&K) is detrimental to the ‘Kashmir struggle’. "I have always been in agreement ... (that) the presence of any foreign elements on soil of Kashmir was detrimental to the Kashmiri cause. We will not promote or encourage any foreign elements there," said Qayyum. He also said, "If Al-Qaeda is there, it means the area of conflict was expanding. The expansion of the area of conflict is not in the interest of Kashmiris." Qayyum, a former president of Pakistan occupied Kashmir (PoK), called for a dialogue among Kashmiri leaders on both sides of the Line of Control (LoC) to resolve the Kashmir issue.

The Al Qaeda, which reportedly already has approximately 40 terrorists in the Kashmir valley under the command of one Mulla Abrar, is expecting a front-ranking terrorist from Pakistan in the near future. The report pointed that preparations are underway to strike in a big way, beginning from the Police Headquarters. Quoting field intelligence reports and radio intercepts, official sources said Mulla Abrar had recently called some contacts from Srinagar and had asked them to conduct a survey of the Police Headquarters. He is said to be heading a group of 24 senior Al Qaeda functionaries in the Rajwar forest area of Kupwara district. Mulla and his associates had reportedly infiltrated into the Bangus valley of Nowgam sector in January 2002, weeks after losing their base in Afghanistan.

Police have reportedly gathered a significant clue while interrogating hardcore Lashkar-e-Toiba (LeT) terrorist Zulfikar alias Abu Jihad, a Pakistani, which linked Pakistan-based mafia don Dawood Ibrahim and some prominent businessmen of New Delhi with the outfit. Police on June 30 arrested two more LeT terrorists from Jammu and recovered a consignment of arms and explosives. Zulfikar, who was arrested from Ustaad Mohalla along with another terrorist of Doda on June 14, was the main conduit of the LeT for carrying out financial transactions and had reportedly received Rs 20 lakh in hawala (illegal money transfer) a few days before his arrest. Official sources said it was Dawood Ibrahim’s gang that was arranging finances for terrorists in Jammu through his hawala conduits in New Delhi. Pappu (code name), a close associate of Dawood, was instrumental in the supply of Rs 20 lakh hawala money to Zulfikar. According to these sources, names of at least four prominent businessmen of New Delhi have also figured in the hawala network used for funding terrorists.
