Border Security Force (BSF) Director General (DG) K K Sharma on July 1 said that the force has been giving a befitting reply to unprovoked firing incidents on the International Border (IB) in Jammu and Kashmir by Pakistan, reports Daily Excelsior. He also stated that the BSF planned to plug gaps along the country’s borders with Pakistan and Bangladesh by rolling out a Comprehensive Integrated Border Management System (CIBMS). “BSF plays a very important role in guarding two very important borders of Pakistan and Bangladesh. We have different kinds of challenges on both the borders whereas on the Pakistan side, we know that we have a hostile neighbour. We know they keep on trying to infiltrate militants,” the BSF DG said. “They keep on indulging in ceasefire violations from time to time. They also snipe at our men. Despite of all these operational challenges, the BSF has given them a befitting reply..,” he said.

Police arrested a Hizb-ul-Mujahideen (HM) militant, identified as Rameez Ahmed Wani and an Over Ground Worker (OGW), Nissar Ahmed Ganie and recovered arms and ammunition from their possession in Kishtwar District of Jammu and Kashmir on July 1, reports Daily Excelsior. Police said that with the arrests, a terror module of the HM outfit has been busted and their plot to carry out strikes at different places and revive militancy foiled. During sustained interrogation of Nissar Ahmed, Police recovered three magazines of AK-47 rifle from his possession along with 90 live rounds.

Central Reserve Police Force (CRPF) personnel foiled a rifle snatching bid by unidentified assailants in Budgam District on July 3, reports Daily Excelsior. Three unidentified assailants attacked a CRPF man with chili powder and tried to snatch his service rifle at Humhama in Budgam District. However, the CRPF man fought back and raised an alarm, following which the attackers escaped. Security Forces (SFs) rushed to the spot and search operation was launched to nab the attackers.

Jammu and Kashmir Police officials were fired upon from across the border as they were returning after collecting the remains of the Pakistani intruder killed in an improvised explosive device (IED) explosion along the Line of Control (LoC) in Poonch sector of Poonch District on July 3, reports PTI. However, no casualty was reported. As reported earlier, a suspected militant was killed on July 1, when the explosives he was carrying exploded during an encounter with Security Forces (SFs) at Sawjian forward area in Poonch District along the LoC while three other militants reportedly managed to intrude successfully.

SFs jointly launched searches in Mir Mohalla, Parray Mohalla, Khosa Mohalla and adjacent areas of Hajin area of Bandipora. SFs conducted house to house searches against the militants. The area has witnessed several civilian killings recently. Police blamed militants for these killings. However, they denied it.

The Union Cabinet chaired by Prime Minister Narendra Modi on July 4 extended Central Assistance Scheme for Pakistan occupied Jammu Kashmir (PoJK) and Chhamb refugees worth over INR 2000 crore till 2020 and approved 7.118 acres of Defence land for construction of Kendriya Vidyalaya No. 2 in Udhampur in Jammu and Kashmir, reports Daily Excelsior. Official sources said that since the Central scheme for payment of relief to about 26,319 PoJK refugees and 10,500 Chhamb migrants in Jammu and Kashmir was taking lot of time due to ‘unavoidable reasons’, the Union Cabinet on July 4 extended term of the Central Scheme till 2020. The scheme is being monitored and implemented by the Union Ministry of Home Affairs (UMHA) and even payment to the refugee families has been taken by the UMHA in its own hands through Direct Benefit Transfer (DBT). Meanwhile, Union Home Minister (UHM) Rajnath Singh and National Security Advisor (NSA) Ajit Doval along with top officials of the UMHA on July 4 reached Srinagar for high-level review of security situation and visit to holy cave shrine to assess arrangements made for the pilgrims by Shri Amarnath Shrine Board (SASB) and the Government, adds Daily Excelsior. The Governor, NN Vohra was reported to have briefed the UHM on the security including militancy front, recent floods, Shri Amarnath Ji yatra and various other aspects of Kashmir situation.

A threat letter purportedly from Jaish-e-Mohammad (JeM) targeting seven railway stations in Punjab, including Pathankot, if the Amarnath Yatra is not halted, reports The Tribune on July 5 [today]. The letter also stated that along with the railway stations—Sri Harmandir Sahib Ji (the Golden Temple) and Durgiana Temple in Amritsar, and the Raghunath Temple in Jammu would also be attacked. A Standard Operating Procedure (SOP) was put in place to contain any terrorist incident. The threat letter has been written in Hindi. Whereas, Pakistan-based terror outfits use the ‘Persian script’ to deliver threats. It may turn out to be a hoax but for now, we are not in a position to take any risks. Large quantity of arms, ammunition and explosives including, two AK-56 rifles with 26 magazines and 793 rounds, three pistols with two magazines and 63 rounds, 46 Pika ammunition and one magazine, 11 tiffin Improvised Explosive Devices (IEDs), 20 detonators, three RPC rounds, four Chinese hand grenades, one compass, 17 Pakistani currency notes in 500 denomination and eight currency notes in 1000 denomination besides, diaries, water bottles, carry bags and other items were recovered from the hideout. Aasiya Andrabi, who is chief of the banned outfit Dukhtaran-e-Millat (DeM), would be subjected to quizzing along with two other women associates, who are accused of being involved in conspiracy and acts to ‘severely destabilize the sovereignty and integrity of India’. The trio were on July 6 brought New Delhi from Srinagar amid tight security and produced before District Judge Poonam A Bamba who was told by the NIA that a probe has revealed that they were running a concerted campaign to elicit support from neighbouring country.“The present investigation has so far revealed that the accused persons are found involved in the conspiracy and acts to severely destabilize the sovereignty and integrity of India. By their activities on cyber space they are running a concerted campaign to solicit support of Pakistani establishment which inter-alia includes arranging support from terrorist entities from Pakistan. Their involvement needs further investigation and for this purpose the interrogation of accused persons has become a necessity,” the agency said. Besides Andrabi, her associates Sofi Fehmeeda and Nahida Nasreen were also sent to 10 days’ NIA remand by the court during the in-camera proceedings after the agency sought their custody for 15 days.

He added that the troops while exercising extreme restraint, cautioned the stone pelters, who, however, failed to relent and repeatedly threw petrol bombs and stones at the patrolling party. “At one point of time, some unidentified militants also fired on the column. The data shows that, the month of June saw 27 youths from the Valley — mainly from Shopian, Pulwama, Anantnag and Kulgam Districts in South Kashmir — joining militancy. “The increase in the number of local youths picking the gun last month came after June 16, which was Eid, when the ceasefire ended and the Security Forces (SFs) decided to undertake operations,” said a Srinagar-based security official. After an all-time high of 28 in April, militant recruitment in the Valley had dropped to 14 in May. The data (till June-end) shows that 82 local youths have joined militancy since the beginning of the year, raising fears in the security establishment that this could be the worst year ever in terms of local recruitment of militants in the Valley. In 2017, 128 local youths were reported to have joined militancy, up from 84 in 2016, 83 in 2015 and 63 in 2014. Of the 82 who joined militancy this year, 38 joined the Hizb-ul-Mujahideen (HM), 18 joined the Lashkar-e-Toiba (LeT) and 19 joined the Jaish-e-Mohammed (JeM).

Two soldiers including a Junior Commissioned Officer (JCO) were also injured during the initial encounter. A Police spokesman said, “As the searches were going on, the militants hiding inside the house fired upon the search party leading to an encounter. Some of the civilians in the nearby houses were quickly evacuated by the security forces”. During the encounter both the hiding militants were killed and have been identified as Sameer Ahmad Sheikh son of Ghulam Mohammad Sheikh, resident of Rawalpora Shopian and Babar from Pakistan. They were affiliated with JeM outfit, the spokesman said. “Some civilians were also injured in cross firing at the site of encounter who were later evacuated to the hospital for medical attention. One of the injured persons [identified as Tamsheel Ahmad Khan (18)] later succumbed to his injuries while the other injured are stated to be stable now”, the spokesman added. Over 50 protesters, seven of them with bullets and others with pellets and teargas shelling were injured during clashes near the encounter site. Thousands of people including men, women and youth shouted slogans while the local militant Sameer and the civilian Tamsheel Ahmad Khan was being taken for last rites. A spontaneous shutdown was observed in Shopian and its adjoining areas.

The National Investigating Agency (NIA) has succeeded in identifying at least 1000 telephone numbers of Pakistan and Gulf countries, which were being used by terrorists and Over Ground Workers (OGWs) to lure Kashmiri youth into militancy and stone pelting, reports Daily Excelsior on July 19. Official sources said that after nearly six month long investigations, the NIA has cracked the case of cyber terrorism in the Kashmir valley, being operated mostly from Pakistan and partly from Gulf nations and now the Union Ministry of Home Affairs (UMHA) was likely to submit a detailed dossier to the Ministry of External Affairs (MEA) for taking up the issue with Pakistan through appropriate diplomatic channels to initiate action against the militants and their OGWs, who stood identified. “A detailed dossier is being prepared as the NIA has succeeded in identifying 1000 individuals with past history of being terrorists or their supporters and the OGWs, who had been running the network of cyber terrorism in the Kashmir valley through 79 WhatsApp Groups in which a total of 6386 persons were involved,’’ sources said, adding that 5386 persons belonged to the Valley and rest 1000 to Pakistan and Gulf nations. Asserting that the NIA has gathered sufficient evidence against those involved in fanning “jihad through mobile telephones using internet’’, sources said the NIA would give a detailed report to the UMHA. The UMHA could take up the issue with the MEA for cornering Pakistan by furnishing them details of the persons, who were running the cyber jihad in the Valley from Pakistani soil.

A Police man, identified as constable Mohammad Saleem Shah who was abducted by militants from his native village in Mutalhama area of Kulgam District on July 20, was shot dead in Qoimoh area of the Kulgam District on July 21, reports Daily Excelsior. A group of militants barged inside the house of Mohammad Saleem Shah on July 20 night and abducted him. Saleem was taken to an unknown destination and on July 21 afternoon his body was found near Ghat at Odipora in Qoimoh. Saleem, who was earlier working as a Special Police Officer (SPO) was recently promoted as constable. He had come home on leave few days back from Kathua where he was undergoing training. Terrorist violence has come down in Jammu and Kashmir substantially ever since the State has been placed under Governor’s rule but incidents of stone pelting have increased marginally, official data show, reports Daily Excelsior on July 22. According to the data compiled by the Union Ministry of Home Affairs (UMHA), there has been a decrease in attacks carried out by terrorists since June 16 to July 15 in comparison to the month of Ramzan when the suspension of operations was in force. While the suspension of operations was announced for a month with the beginning of Ramzan on May 16, Governor’s rule was imposed in Jammu and Kashmir on June 20 after the Bharatiya Janata Party (BJP) withdrew support to the Mehbooba Mufti-led coalition Government in the State. According to the data, as many as 47 terrorist incidents took place in past one month, but the number of such incidents during the suspension of operations in previous month was 80, half of which were grenade throwing and random firing. Fourteen terrorists and five Security Forces (SFs) personnel were killed during the Governor’s rule as compared to 24 terrorists and 10 SFs personnel killed during the suspension of operations. During the one month of Governor’s rule, 95 cases of stone pelting were reported while during the one month of ceasefire, 90 incidents were reported. As many as seven civilians were killed in operations carried out by SFs during Governor’s rule as compared to four civilian deaths during the one month of suspension of operations.

Militants on July 28 evening set free Special Police Officer (SPO) Mudasir Ahmad Lone after his mother made a passionate appeal to the abductors to ‘forgive’ and release her son, reports Greater Kashmir. Mudasir Ahmad Lone was abducted from his home at Chan Kitar in Tral in Pulwama District by three militants when he was repairing his bike inside the courtyard on July 27. Police source said that Lone was home on leave. He is posted at Police post at Reshipora in Awantipora, as a cook. He had been selected as an SPO last year (2017).On July 28 Hareefa, mother of the SPO addressed media at her home at Chan Kitar, Tral. “He is my only son. He was supposed to announce during Friday prayers that he was quitting police job but some work held him back,” she said. “You are also my own children. I request you to kindly set him free and he will quit the job and apologise for all his mistakes. If you hear any complaint in future you can kill us all,” she appealed with folded hands and broke down. “A few hours after his mother’s appeal the abductors released Lone. He reached home in the evening,” said a source.

Sources said that three militants barged into the house of a local CRPF trooper, identified as Naseer Ahmad Rather at Naira village. He had a scuffle with the militants before he was fired at. As many as 55 Security Forces (SFs) personnel and civilians have lost their lives in ceasefire violations along the Line of Control (LoC) and International Border (IB) with Pakistan this year so far, the Minister of State for Defence Subhash Bhamre told Rajya Sabha (Upper House of Indian Parliament) on July 30, reports Hindustan Times. These were the highest number of casualties compared to the last three years. The number of ceasefire violations has also been the highest in 2018, recording a sharp spike compared to the previous three years. Figures shared by the Minister, Subhash Bhamre in Rajya Sabha, revealed that the casualties due to ceasefire violations by Pakistan were the highest in 2018, compared to the annual count for the last three years. The count of SFs personnel and civilians killed stood at 31 in 2017 and 26 each for the two preceding years, according to the Government’s figures. Of the 55 people killed this, 28 were civilians. Twelve civilians were killed in ceasefire violations in 2017, 13 in 2016 and 16 in 2015. The Minister said Pakistan SFs violated the ceasefire 1,432 times till July 23 this year (2018), including 942 violations along the volatile LoC. In 2017, when India carried out surgical strikes inside Pakistan-occupied Kashmir (PoK), the count of ceaefire violations by Pakistan was 971, including 860 along the LoC. The total number of ceasefire violations by Pakistan in 2016 and 2015 stood at 854, including 380 at the LoC.

The United States (US) on July 31 designated Lashkar-e-Toiba (LeT) ‘commander’ Abdul Rehman al-Dakhil, who till recently was LeT’s ‘divisional commander’ for the Jammu region, as a ‘Specially Designated Global Terrorist’, reports Daily Excelsior. A longtime member of the US designated Foreign Terrorist Organisation (FTO), LeT, Dakhil was an operational leader for LeT’s attacks in India between 1997 and 2001. In 2004, Dakhil was captured in Iraq by UK forces, then held in US custody in Iraq and Afghanistan until his transfer to Pakistan in 2014. After his release from Pakistani custody, Dakhil returned to work for the LeT. In 2016, Dakhil was the LeT ‘divisional commander’ for the Jammu region. As of early 2018, Dakhil remained a senior commander in the LeT.
