Hira of the Uri brigade informed the media on July 3 that at least 2000-3500 militants, mostly foreigners, are ready to infiltrate into the Kashmir Valley, according to Kashmir Times. "Pakistani government is making concerted efforts to push large number of militants into this side to keep the violence going," the Brigadier said. Stating that 52 training camps are presently active in Pakistan occupied Kashmir, Brigadier Hira also said 1500-2000 foreign militants besides 700-800 local militants, mostly belonging to the Hizb-ul-Mujahideen (HM) are ready to be launched into the Valley. "821 local militants are stationed in five camps, Gadi Habibullah, Jangal Mangal, Boyi, Manshera and Khewari near Muzaffarabad," he said.

Official sources said a patrol party of the Rashtriya Rifles was ambushed by three cadres of the Hizb-ul-Mujahideen (HM) Pir Panjal Regiment, led by local militant Ghulam Mohi-ud-Din. The three terrorists are reported to have escaped form the incident site.

In another search operation, SFs recovered two AK-rifles, one Chinese-make pistol, one Pakistan-made pistol, six hand grenades and a large quantity of ammunition in the Narian area of Rajouri district. From Karag village, troops seized one AK-56 rifle along with some ammunition. During all three search operations, no arrests were made, official sources said.

Three terrorists, including a Pakistani national, were killed in a 16-hour long gun-battle with the security force (SF) personnel at Saloora village in the Ganderbal district, Superintendent of Police (Ganderbal), Abdul Razzaq, said. He added that the house of Ghulam Nabi Bhat, where the three militants were hiding, was damaged during the operation. The slain militants were identified as Yousuf Zia alias Iqbal of Pakistan and his Kashmiri associates Umar Rashid Tantray and Javid Khan, both residents of Ganderbal. Three AK assault rifles, 12 magazines, 276 rounds, an Under Barrel Grenade Launcher (UBGL), one UBGL grenade and three hand grenades were recovered from the incident site.

Chief Minister Ghulam Nabi Azad said, "there has been no change in my stand, as from day one after taking over as Chief Minister, I have maintained that there has been a gradual decline in militant violence. But this does not mean that we should go in for a reduction of troops. We should not think about such a move till the violence level comes down to as low as in 1988-89."

Addressing a special convocation of the Jammu University in Jammu on July 15 after being conferred with a D Lit by Chancellor and Governor Lt Gen (Retd) S K Sinha, Dr. Singh said India remained committed to its resolve to end terrorism and ruled out any division or fresh partition of Jammu and Kashmir. "As I have stated earlier, borders cannot be changed, but they can be made irrelevant. There can no be question of divisions or fresh partitions, but the Line of Control can become a Line of Peace with free flow of ideas, goods, services and people," he stated. Elaborating on his theory of making Jammu and Kashmir a symbol of India-Pakistan co-operation, he said the State’s natural resources could be used for the benefit of the people. "They (resources) need no longer be points of contention or a source of conflict. We could, for instance, use the land and water resources of the region jointly for the benefit of all the people living on both sides of the LoC. Senior police officials in Delhi said Rahman was wanted in connection with several failed terrorist plots in the capital and his name last came up after the arrest of three militants from Dilli Haat in April. It is believed that he was the architect of plans to set up new Lashkar networks in Maharashtra, Gujarat and Madhya Pradesh. According to Daily Excelsior, in the first Fidayeen (suicide squad) attack since October 2006, security forces (SFs) killed both the militants at an encampment on the premises of Bhaba Atomic Research Centre at Zakoora on the outskirts of capital Srinagar on July 26. Director General of Police, Kuldeep Khoda, informed that two Lashkar-e-Toiba (LeT) militants made an unsuccessful attempt to sneak into a formation of the paramilitary Central Reserve Police Force at the defunct BARC facility at Zakoora. Both the militants, who emerged from a deserted orchard, lobbed hand grenades and opened gunfire on the pillboxes in the near of the camp. Even as eight soldiers sustained injuries, the troops shot dead both the militants and also recovered two AK-56 rifles and three hand grenades from their possession. He said that one of the slain militants was identified as Feroz Ahmed Khan, a resident of Kangan in the Kashmir valley, and another was believed to be a Pakistani national. A LeT spokesman, Abdullah Ghaznavi claimed responsibility of the two-and-a-half-hour-long attacks and reportedly identified the slain militants as Feroz Khan alias Abu Muslim and a "guest militant" Abu Ma'az.
