Two hard-core terrorists belonging to the Hizb-ul-Mujahideen (HM) terrorist outfit were killed in an encounter in the Pir Panjal range of Poonch district on July 1. An official spokesperson said, acting on a tip-off that a group of HM terrorists were hiding in the mountains, security forces (SFs) launched an operation to flush them out. As the SF personnel reached their target area, they were fired upon by the terrorists. In the ensuing encounter, the two terrorists were killed. The slain terrorists were identified as Sahil Fazal and Jamil Hamid, residents of Muzaffarabad in Pakistan occupied Kashmir (PoK). Some arms and ammunition were also recovered from the encounter site.

Speaking to the media in New Delhi, an External Affairs Ministry spokesperson said infiltration has continued from across the borders for the last one week. She said, since June 24, there were three infiltration attempts, two in the Jammu-Rajouri sector and another in the Kupwara area, which were foiled. The spokesperson said no trend has been established on the ground to suggest that "there is a radical shift" in Pakistan's attitude for a convincing and definite end to infiltration and to the promotion, support and abetment of cross-border terrorism. "Pakistan's past record of behaviour does inspire much confidence," she said. Stressing that India was looking for action from Pakistan in ending cross-border terrorism, infiltration and dismantling of terrorist infrastructure, she said "We are looking for action from Pakistan. That is where Pakistan needs to move to deliver."

According to official sources, security forces (SFs), on July 9, in Doda, destroyed the ‘communication headquarters’ of Hizb-ul-Mujahideen (HM) outfit at Chandi Top, about 12 kms from Doda. SF personnel had launched a search operation in Chandi Top village between Dessa and Bhaderwah after intercepting a message by the terrorists, which revealed their presence in the upper reaches. After surrounding the ‘communication headquarters’, an encounter ensued in which one terrorist was killed while two more injured cadres managed to escape from the incident site. During the operation, the ‘communication headquarters’ was destroyed. A mini computer, a Chinese pistol, a wireless set, a programme card and several other instruments and accessories used in communicating messages were recovered, sources added.

The spokesperson said 1869 incidents of terrorist violence occurred during the first six months of the current year as against 2111 incidents during the corresponding period in year 2001. In the month of June alone, 306 incidents were reported as compared to 372 incidents in June 2001. Security forces (SFs) killed 870 terrorists and arrested 353 more during the first six months of the year 2002 as against 757 killed and 240 arrested during the corresponding period in the year 2001. Providing statistics, he said there were 93 incidents of hurling of hand grenades, triggering of explosions (113), rocket attacks (16), abductions (170), random firing (381), arms snatching (16), arson (155), hanging (6), etc. These violent incidents, he added, led to the death of 488 civilians and injuries to 664 others this year as against killings of 501 civilians and injuries to 1101 civilians during the corresponding period in the year 2001. During the first six months of the year 2002, terrorists resorted to 379 violent incidents that were directed solely against SFs as against 604 incidents reported during the corresponding period in the year 2001. In 2002, thus far, 163 SF personnel have been killed in terrorist-related violence and 472 have sustained injuries in comparison to 237 killed and 645 injuried during the corresponding period in the year 2002. According to the spokesperson, 95 terrorists have surrendered to the authorities during the year 2002 thus far. There were only 30 surrenders during the corresponding period in the year 2001.

Two SF personnel were also killed while another was injured during the encounter. All slain terrorists were reported to be foreign mercenaries. Unconfirmed reports said that three civilians were also killed in the exchange of firing but there was no official confirmation of this report. SFs had launched a search operation in Ranjiti Dhok and Hill Kaka in upper reaches of Bafliaz area of Surankote based on information that a group of foreign mercenaries was hiding in the two villages for the past one week and were reportedly planning to carry out a major terrorist attack in the next couple of days. The terrorists having observed movement of the SF personnel were attempting to escape towards a forest area when they were challenged and asked to surrender by the SFs. However, the terrorists commenced heavy firing on the SF personnel, who retaliated. Simultaneously, a separate team of SFs intercepted another group of terrorists in the adjoining Hill Kaka area in Bafliaz and engaged them in an encounter. Seven terrorists, including five terrorists were killed in Ranjiti Dhok while two others were killed in Hill Kaka. Two SF personnel were also killed during the encounter while another was injured. The SFs also recovered four AK rifles, one Pika gun, one sniper rifle, one pistol, two wireless sets, five hand grenades, an Improvised Explosive Device (IED) weighing 2.5 kg, 200 AK rounds and 10 magazines from the encounter site. In a major terrorist strike on a civilian locality in Rajiv Nagar in Jammu, on July 13, unidentified terrorists killed approximately 25 persons including 12 women and a child and injured 35 others and later escaped from the incident site. The terrorist attack, which came nine days before the commencement of the annual Amarnath pilgrimage was targeted against civilians of Rajiv Nagar near Qasim Nagar, primarily inhabited by labourers. According to a media report, this was the first terrorist incident of its kind on the peripheries of the city. Security forces (SFs) later carried out a search operation in Sidhra, a possible escape route of the terrorists, who numbered between three to five. However, no arrests have been made thus far in connection with the massacre. Deputy Inspector General (DIG) of Jammu-Kathua range, Dilbagh Singh, later said that at least four to five terrorists, all of whom were reportedly wearing dresses of Sadhus (pilgrims), descended on Rajiv Nagar after trekking through two hills of Bhatindi parallel to two towers. The terrorists, equipped with AK rifles and grenades, first made the devotees, who were offering prayers inside a temple, their target. They lobbed grenades on the temple and resorted to indiscriminate firing. All the victims were reportedly slum dwellers of Rajiv Nagar and many of them were labourers from the States of Bihar, Uttar Pradesh and Madhya Pradesh. This was third major terrorist incident in Jammu and outskirts during the last three and a half months. On March 30, two fidayeens (suicide terrorists) had struck near the Ragunath temple killing 11 civilians. As reported earlier, the suicide terrorists were killed within 10 minutes of the attack. On May 14, three fidayeens stormed inside the family quarters of SFs at Kaluchak killing 32 persons and injuring several others. All the three fidayeen in this incident were also killed.

He said, "We will wage war against terrorism on the basis of our own strength." This disclosure was made by Jammu and Kashmir Chief Minister Farooq Abdullah in the State Legislative Assembly on July 16. He said the Central Bureau of Investigation (CBI) would take up the inquiry and seek trial of the accused in a court of law. While making a suo moto statement in the State Assembly, the Chief Minister said, "It has been clearly established that the deceased were not foreign terrorists, as claimed by the forces who led the operation, but they were innocent civilians for which the people agitated". He also said, "In view of the gravity of the offence made out, as well as the attempt made by certain officials to destroy the evidence and to ensure fair investigation, I have recommended that the investigation of the case be taken by the Central Bureau of Investigation, who will be requested to expedite the investigation to bring the accused to the trial court." Terrorists at the Chittisinghpura village of Anantnag district had massacred 35 members of the minority Sikh community on March 20, 2000. Five civilians of different localities in Anantnag disappeared under mysterious circumstances on March 23-24, 2000. On March 25, a security force official had reported to the Anantnag Police that they had killed five "foreign terrorists" in an encounter at Panchalthan. On April 3, residents of Anantnag had formed a procession while expressing apprehension that the "foreign terrorists" killed at Panchalthan could be the five civilians. Eight civilians died when armed personnel of the Special Operations Group (SOG) opened fire on the procession at Brakpora, Anantnag. The Chattisinghpora massacre took place before a visit to India by the then US President Bill Clinton.

Speaking in the Lok Sabha (Lower House of Parliament) on July 18, Union Defence Minister George Fernandes said there are approximately 70 to 80 terrorist training camps operating in Pakistan occupied Kashmir (PoK) and added that over 97 terrorists have infiltrated into Jammu and Kashmir in the month of June. He said Pakistan’s Inter Services Intelligence (ISI), its external intelligence agency, continues to harbour, train and fund the terrorist organisations operating in Jammu and Kashmir and suitable military measures have been put in place by the Army to address the problem of cross-border terrorism. Infiltration into Jammu and Kashmir continues though there is a marginal reduction, he said, adding that four infiltration bids were foiled last month in which 14 terrorists were killed. The marginal reduction in infiltration can be attributed to enhanced vigil by Indian troops and these trends would need to be watched for some more time before any conclusive assessment can be made, he said.

Recoveries made included five packets of RDX, 20 hand grenades, five time devices, 1430 rounds of AK-47 rifles and two Under Barrel Grenade Launchers (UBGLs), official sources said. Terrorists had killed Mohammad Subhan Bhat in April 1991. Fayyaz Ahmed Bhat, a junior revenue official, posted at Awantipore, had been recently transferred to the office of Divisional Commissioner Kashmir and was supposed to join his posting on July 31.
