While one of the terrorists was killed in retaliatory firing by his security guards the others of the group managed to escape. One civilian was also killed during this incident.

He said JKNLA was an armed wing of the Jammu Kashmir Liberation Front (JKLF). "We had received inputs regarding the formation of a new militant group in the month of November last", Brig Malik said. Further, according to latest reports, the Jammu and Kashmir government released senior secessionist leader and former chairman of the All Parties Hurriyat Conference (APHC), Syed Ali Shah Geelani, on parole considering his health conditions, said official sources. This decision reportedly follows consultations between Chief Minister Mufti Mohammad Sayeed and Deputy Prime Minister L K Advani during the Chief Ministers’ conference on internal security in Delhi on February 8. Geelani, who was arrested on June 9, 2002, under Prevention of Terrorism Act (POTA) for allegedly receiving money from Pakistan’s Inter Services Intelligence (ISI), through hawala (illegal money transfer) channels and later distributing the same to different terrorist groups, is currently undergoing treatment at the Tata Memorial Hospital in Mumbai, Maharashtra.

Meanwhile, official sources said that with the arrest of six front-ranking terrorists from various parts of Kashmir, the Jammu and Kashmir Police claimed to have neutralised the Jamiat-ul- Mujahideen (JuM) group in the Valley. Based on information provided by an arrested JuM cadre, Gulzar Ahmad Bhat, during questioning, police were able to arrest the other top cadres. All six were top commanders of the outfit and with their arrest, the organisation has almost been neutralised, said official sources.

The Indian government on February 8 expelled Pakistan's Acting High Commissioner Jalil Abbas Jilani and four non-diplomatic staffers for "involvement in activities incompatible with their official position". As reported earlier, Jilani was named by the Delhi Police in a First Information Report (FIR) for providing money to the All Parties Hurriyat Conference (APHC), a Kashmiri secessionist group. Jilani had been named as the source of funds for the Hurriyat by Anjum Zamrooda Habib, who was arrested outside the Pakistani mission on February 6, in the possession of Rupees three lakh. Meanwhile, media reports have indicated that in an apparent retaliatory move, Pakistan ordered the expulsion of India's Acting High Commissioner Sudhir Vyas and four non-diplomatic staffers from the country.

According to a media report, the Tehreek-ul-Mujahideen (TuM) has decided to suspend terrorist attacks on security forces (SFs) in Jammu and Kashmir (J&K) for six days in view of the forthcoming Eid-uz-Zuha festival as a gesture of goodwill and peace, a spokesperson of the outfit was quoted as saying in a statement. He said the decision was taken at the group’s ‘command council’s’ emergency meeting presided over by its Amir-e-Aala (chief), Sheikh Abdullah Mubarak. In view of Eid-uz-Zuha, the spokesperson said, the TuM decided to suspend "its precision attacks" on the SFs for six days from February 10 to 16. "The militants have been directed to suspend their attacks on army units, patrol parties or security personnel during the six days. The direction will also apply to Ikhwanis [counter-insurgents], Task Force and renegades", he said. He also said that the decision had been taken only as a temporary measure and should not be construed as a "cease-fire".

A media report of February 11 indicated that the expelled Deputy High Commissioner of Pakistan, Jalil Abbas Jilani allegedly handed over an unspecified amount of money to the secessionist All Parties Hurriyat Conference (APHC) leaders in Singapore recently. This was reportedly revealed during the ongoing investigations by the Delhi Police into Jilani’s alleged involvement in funding separatist activities in the Indian State of Jammu and Kashmir. According to data prepared by security agencies, from November 2002 to the first week of February 2003 approximately 304 terrorists are reported to have crossed over to J&K across the International Border and the Line of Control (LoC). The figure during the corresponding period in 2001-2002 was 467. However, the percentage of foreign mercenaries among the infiltrators during the present period has increased to approximately 80 per cent as compared to 24.62 per cent during the same period in 2001-2002, the report said. The ISI is reported to have infiltrated 241 foreign mercenaries and 63 local terrorists during November 2002 and February 2003 as compared to 352 locals and 115 foreigners during the corresponding period in 2001-2002.

According to official sources, security forces (SFs) intercepted a group of nine LeT terrorists while clandestinely entering the Indian territory in the Hari Gala area, near Ghani village, and asked them to surrender. However, the terrorists opened unprovoked indiscriminate firing on the SFs. Seven terrorists were killed in the ensuing prolonged encounter. There were no casualties on the SFs side. Two more terrorists were hiding in a nearby forest area near Ghani village and a search was on for them when reports last came in. Bodies of all the seven terrorists killed in the encounter were recovered from incident-site, nevertheless, their identity could not be established immediately. Kashmir Committee, on February 25, removed Ashok Bhan as its convener for declaring that the Committee had ceased its activities following N.N. Vohra’s appointment as the Union government’s interlocutor on J&K. Committee chairperson Ram Jethmalani, meanwhile, welcomed Vohra’’s appointment and said the Committee "does not believe that its role is exhausted by this appointment.'' He also said, the Committee was unhappy with the convenor’s announcement, which has been disowned immediately." He added Bhan is no longer associated with the Committee and the Committee is of the unanimous view that, in the interest of the country, "it should vigorously pursue its objective of finding and facilitating a peaceful, honourable and lasting solution [to] the chronic problem of Kashmir." He said the Committee would continue to promote dialogue with all "relevant elements within and outside the country." Bhan, claiming to be speaking for the entire Committee, had reportedly said, on February 22, the Committee was suspending talks with separatist groups in the State and that this suspension could be treated as a prelude to its winding up.

Special Task Force (STF) personnel and Jammu and Kashmir police on February 25 killed four terrorists affiliated to the Hizb-ul-Mujahideen’s (HM) ‘Chenab division’, including ‘division commander’ Amanullah Peer, one of the longest surviving terrorists in the area. The terrorists were killed in an encounter at Ind village, under Gool police station-limits, Udhampur district. The slain terrorists were active in Gool, Gulabgarh and Sangaldan for the past several years. The three other slain terrorists were identified as Mastgul, Nasir Malik and Pakistani national Imran Khan. Three AK-47 rifles, an AK-56 rifle, four magazines, three rifle grenades, two hand grenades, seven diaries and a letterhead of the HM were recovered from the encounter-site.

A designated Prevention of Terrorism Act (POTA) Court in Jammu, on February 27, granted bail to the three accused in the Rajiv Nagar-massacre case, reportedly because the prosecution failed to furnish the required evidence within the stipulated time. POTA provisions require that such evidence needs to be furnished before the Court within 180 days, including a 90-day extension period duly granted by the Court. Altaf Hussain, Mahroof Khan and Shabir Ahmad were arrested by Jammu and Kashmir (J&K) police, on August 31, 2002 for their alleged involvement in the Rajiv Nagar massacre, in which 29 persons were killed and 35 more injured, on July 13, 2002.

J&K Chief Minister Mufti Mohammad Sayeed emphasised the need for "constant vigil" along the Line of Control (LoC) to check Pakistani infiltration. While inaugurating a daylong ‘civil-military liaison conference’ at Jammu Cantonment, on February 27, the Chief Minister also announced that the government would initiate measures to expedite the disposal of legal cases involving Army personnel on a priority basis during their visit to their homes. Also speaking on the occasion, Lt. Gen. RK Nanavati, General Officer Commanding (GOC), Northern Command informed that the government had promptly released ex-gratia relief to security force personnel killed or injured in terrorist violence. While a total of INR 5.99 crore was released recently, the Army received 36.50 lakh this month (February).

A joint team of Jammu and Kashmir (J&K) Police and Army personnel on February 28 killed Harkat-ul-Mujahideen (HuM) ‘district commander’ Parvez Ahmed in an encounter at Batola village, Gandoh police station-limits, Doda district. Reports said the terrorist had taken shelter in a house in the village. On a tip off, the search team surrounded the target house and asked him to surrender. However, the terrorist opened fire in a bid to flee. A prolonged encounter ensued following which the terrorist was killed. An associate of the slain terrorist was also reportedly present in the target house at the time of the incident, but had escaped. The slain terrorist was active in the district reportedly for the past eight years.
