Three hybrid terrorists, affiliated with Lashkar-e-Toiba (LeT)/The Resistance Front (TRF), identified as Danish Ahmad Malla, Imtiyaz Khanday, and Mehnaan Khan, involved in the attack on a Policeman in the Bemina area of Srinagar city on December 9, have been arrested, Director General of Police (DGP) Jammu and Kashmir R R Swain said on December 17, reports Daily Excelsior. The DGP said one pistol was recovered from Khan, while 57 pistol rounds were recovered from Malla. Swain said that during questioning, the terrorists revealed that they had finalised a list of targets. “They had a number of other targets. While some were finalised, others were in the process of being identified. Most of the targets were policemen, but there were some non-policemen also on their radar,” the DGP added.

Five Army soldiers were killed and two others were injured in an encounter with the terrorists at Dhatyar Morh between Dera Ki Gali and Bufliaz falling under the jurisdiction of Surankote police station in Poonch District of Jammu and Kashmir on December 21, reports Daily Excelsior. The terrorists, whose number is believed to be between three to four, had taken positions atop the hill from where they targeted the Army vehicles which had to slow down their speed at the blind curve and bumpy road. The terrorists seemed to have carried out recce of the area and chose the spot where there were pits and the spot was surrounded by mountains. A civilian dumper was also caught in the firing. Also, there was virtually less or no civilian population in the area and it would have taken some time for additional help of Security Forces to reach the site of encounter. Pictures of the spot showed a couple of bodies of soldiers in mutilated condition. The officials have not ruled out the possibility of the soldiers engaging in hand-to-hand combat with terrorists during the intense confrontation. Four soldiers were dead and two others were injured on December 21, reports Daily Excelsior. SATP had earlier, citing Daily Excelsior report, reported that five soldiers were killed in the attack.

A faction of Muslim League Jammu Kashmir, led by separatist leader Masarat Alam Bhat, was on December 27 declared a banned organisation by the Government under the stringent anti-terror law, reports Daily Excelsior. The ban comes as a response to the outfit’s involvement in anti-national and secessionist activities in Jammu and Kashmir, with the intent to create a reign of terror in the country, the Union Home Ministry said. The ban will remain in effect for a period of five years from the date of its publication in the official gazette, unless otherwise ordered. Bhat has been in jail since 2010 for his alleged involvement in violent protests in the Kashmir valley. His release in 2015 became the first impediment in People's Democratic Party (PDP)- Bharatiya Janata Party (BJP) alliance when the then chief minister Mufti Mohammed Sayeed got him released immediately after taking oath. Under pressure from its ally BJP, the then State Government had to re-arrest him on charges of sedition and waging war against the State after allegedly raising pro-Pakistan slogans at a rally. Bhat was accused of playing a key role in organising violent protests in Kashmir in 2010, which resulted in the deaths of over 100 youths.

A total of 76 terrorists including 55 foreigners were neutralised, 291 terrorist associates arrested and 201 over ground workers booked under the Public Safety Act in Jammu and Kashmir (J&K) this year, Director General of Police (DGP) R R Swain said on December 30, reports Daily Excelsior. DGP Swain further said that only 31 local terrorists, an all-time low, are left in the Union Territory, while the recruitment of locals into militancy has witnessed a drop of 80 per cent this year. “In 48 anti-terrorist operations, we have neutralised 76 terrorists, including 55 foreigners. The trend of foreign terrorists getting killed more starting in 2022 and continued this year, making it clear that our actual fight is against infiltrators,” he said, asserting that the anti-terrorism operations will continue next year with more vigour. He said there are 31 identified local terrorists –– four in Jammu region’s Kishtwar and 27 in the valley — who are active and the number is at an all-time low. “There is an 80 per cent decline in terror recruitment this year. Year-on-year comparison shows that 130 locals joined terrorism in 2022 and this year, till date the number is 22. We will try to stop the recruitment completely which is essential to end the cycle of violence. “When there is recruitment, action happens and the fallout follows, continuing the cycle. I am seeing the decline in recruitment as saving 113 people from getting killed this year,” he said. The DGP said that against 31 civilian killings by terrorists last year, the number dropped to 14 this year and the terror-related incidents declined from 125 in 2022 to 46 in 2023, recording a drop of 63 per cent. “Four policemen including a DSP and an inspector were martyred this year, against 14 last year, thus recording a 71 per cent decline,” he added. 291 terror associates, who provide logistic support, work as guides and identify targets, were arrested this year compared to 373 last year, DGP Swain added further. “We have strengthened the record building and surveillance system by utilising technology and a repeat offender can now be easily identified and ensured a maximum sentence,” he added. The DGP said 201 over ground workers (OGWs) – 171 in Kashmir and the rest in Jammu zone – were detained under the PSA, while 89 terror modules, including 78 in Kashmir and 11 in Jammu, were busted this year. Swain said 18 terrorist hideouts were unearthed with 12 in the valley and six in Jammu region. He said 99 properties, linked to terrorism and separatism, worth more than Rs 170 crore, were attached including 57 by the State Investigation Agency.

The action, announced by Union Home Minister Amit Shah, is a response to the group’s involvement in fomenting terrorism and spreading anti-India sentiment within the Union territory of Jammu and Kashmir. The TeH, previously led by the late Syed Ali Shah Geelani and succeeded by Masarat Alam Bhat, has been known for its anti-India and pro-Pakistan stance. Bhat, currently incarcerated, also headed the banned organisation, Muslim League of Jammu and Kashmir, which was declared unlawful earlier on December 27. The TeH was formed by Geelani in 2004 after he stepped out of the moderate Hurriyat faction led by Mirwaiz Umer Farooq.
