A top ‘commander’ of Jaish-e-Mohammed (JeM) Yasir Parray and an Improvised Explosive Device (IED) expert Furqan were shot dead during an encounter at the Qasbayar area of Pulwama District in Jammu and Kashmir (J&K) on December 1 (today), reports Daily Excelsior. “Top JeM terrorist commander Yasir Parray, an IED expert and foreign terrorist Furqan were neutralized in the encounter,” said Inspector General of Police (IGP) Vijay Kumar. Militancy related incidents in J&K dipped by over 41% during a period of 841 days after revocation of Article 370 as compared to the same time span prior to the abrogation, Minister of State for Home Affairs Nityanand Rai informed Rajya Sabha (Upper House of Parliament) on December 1, reports Greater Kashmir. The militancy related cases dipped to 496 from the 843 cases reported in a same time period before Article 370, which gave special status to the erstwhile state, was abrogated. Minister of State for Home Affairs Nityanand Rai said during April 16, 2017 to August 4, 2019, 843 incidents related to militancy were reported in Jammu and Kashmir in which 86 civilians and 78 Army personnel were killed. During the period August 5, 2019 to November 22, 2021 (841 days after the abrogation), 496 militancy incidents have been reported from Jammu and Kashmir in which 79 civilians and 45 army personnel have been killed, the Minister said. "The overall statistics shows that there has been decline in terrorist attacks on civilians and army in Jammu and Kashmir," Rai said. In response to a separate question, Rai informed that during the last 12 months from December 2020 to November 2021 (up to November 26), 14 militants have been apprehended and 165 of them have been killed. He said during last year, October 2020-21, 32 security forces and 19 Jammu and Kashmir police personnel were "martyred". The minister said a total of 251 militancy incidents have been reported between October 2020 and October 2021. Rai said the incidents of infiltration and militant attacks have decreased significantly since 2018 in J&K. In 2018, 143 incidents of 'Estimated Net Infiltration' were reported from Jammu and Kashmir which had dipped to 141 in 2019, 51 in 2020 and 28 (up to October 30, 2021, the data provided by the Minister in his response showed. In 2018, 417 militancy incidents were reported in J&K which had decreased to 255 in 2019, 244 in 2020 and 200 (up to November 21, 2021, it showed.

Police on December 2 claimed to have solved the grenade attack in Palhalan area of Baramulla District in Jammu and Kashmir (J&K) on November 17 by arresting three militant associates of The Resistance Front (TRF), a shadow affiliate of the Lashkar-e-Toiba (LeT), reports Greater Kashmir. Police statement said that the accused identified as Asif Ahmad Reshi son of Nissar Ahmad Reshi, Mehrajudin Dar son of Sonaullah Dar and Faisal Habib Lone son Habibullah Lone- all residents of Gund Jehangir, Hajin in Bandipora District, were arrested by Security Forces (SFs) during a routine patrolling at a checkpoint at Wussan area of Pattan in the morning. The joint contingents of J&K Police, Army and Central Reserve Police Force (CRPF) reached the vegetable market at old bus stand in Bandipora in the afternoon. The cordon was also extended to Gulshan Chowk, and adjoining areas of the main market, including, Plan, the District's main town. The entry and exit points were sealed for any public moment adding the cordon was launched following inputs about the movement of suspected militants in the market.

The J&K Lieutenant Governor Manoj Sinha said on November 3 that the Central and Jammu and Kashmir Governments will dismantle entire ecosystem of terrorism in the Valley and establish ‘Naya Jammu and Kashmir’ which is free of fear, corruption and developed to such an extent that it can feed the country, reports Daily Excelsior. Without naming, Dr Farooq Abdullah and Mehbooba Mufti, presidents of National Conference (NC) and People’s Democratic Party (PDP) respectively and Pakistan, Sinha ruled out talks with any third party on Jammu and Kashmir saying the UT administration as well as the Central Government are directly talking to the people of J&K including youth. In an interview to TV18 Network, he said the Centre and J&K Government want to destroy entire ecosystem of terror in Jammu and Kashmir to establish peace in the Union Territory. “Killing militants won’t end militancy. It’s ecosystem of the militancy which has to be destroyed and that day isn’t far when Kashmir will be free of militancy,” he added.

Lieutenant Governor Manoj Sinha was speaking at ‘Agenda Aaj Tak’ in New Delhi. Without naming Pakistan, the Lieutenant Governor said: “Neighbour remains a problem. At the same time, there are certain elements here also (Jammu and Kashmir) who have been working at the instance of neighbour. They have been identified. We will take action against them”. Asserting that terror and violence are two separate things. Sinha, in response to a question on local youth joining the militancy, said some misled youth might have joined the militancy but the security forces are working on how to bring them back. In a written reply, Minister of State for Home Nityanand Rai also said that "no Kashmiri Pandit/Hindu has been displaced from the valley" post the repeal of Article 370 on August 5, 2019. "However, recently some Kashmiri Pandit families, mostly women and children, living in Kashmir have moved to Jammu region. "These families are of govt. employees, many of whom, move to Jammu in winter as part of movement of officials and the winter vacation in educational institutions," the minister stated. SFs launched a cordon and search operation in Chack-i-Cholan village following information about the presence of militants there, a Police official said. Search operation turned into an encounter after militants opened fire on the SFs, who retaliated. One militant was killed in the early exchange of firing between the two sides. During the day-long gun battle, two more militants were killed. The militants were identified as Amir Hussain, Rayees Ahmad and Haseeb Yousuf. However, the court acquitted Bashir Ahmad Mir, son of Mir Zaman Mir of Uri, Syed Mukhtar Hussain Shah, son of Syed Mohd Hussain Shah of Bemina and Pradeep Singh, son of Bopinder Singh of Baramulla as prosecution has failed to bring home the guilt and prove the charges beyond any shadow of doubt. While convicting Pakistani militant, the court observed, “it has been proved by the prosecution beyond any shadow of doubt that he is a resident of Multan, Pakistan and has crossed/entered in Indian territory illegally and without any valid documents, as such, is held guilty for the commission of offence U/s 14-A, (b) Foreigners Act, 1946”. “Secondly, it has also not been established that accused has entered in the territory of Union of India not on any tourist visa or to perform any religious obligations. But it has been proved that he had entered/crossed in the territory of Union of India with intention, aim and motive to commit unlawful activities”, the court said, adding “accused is hereby held guilty U/s 13-B of UAP Act, 1967 and awarded sentenced to rigorous imprisonment for a period of five years for the commission of offence U/s 14-A, (b) of Foreigners Act, 1946, & a fine of Rs.10000”

The National Investigation Agency (NIA) on December 22 filed a chargesheet against three accused in a case pertaining to recovery of an Improvised Explosive Device (IED) at Bhatindi in Jammu, reports Greater Kashmir. The NIA in a statement said: “NIA filed a chargesheet against three accused in case RC-04/2021/NIA/JMU under Section 120B, 121A and 122 of IPC, Section 18, 18B, 19, 20 & 23 of UA(P) Act 1967; Section 4 & 5 of Explosive Substances Act before NIA Special Court Jammu against three accused persons namely (i) Nadeem Ul Haq S/o Abdul Rehman Rather R/o Mohalla Lonepora, Village Zenihal, Tehsil Banihal, District Ramban, J&K (ii) Nadeem Ayoub Rather S/o Mohd Ayoub Rather R/o Village Checki Choelend, Tehsil Harmain, PS Imam Shahib, District Shopian, J&K (iii) Talib Ur Rehman S/o Abdul Rehman Nazar, R/o Village Kaskut, Tehsil Banihal, District Ramban, J&K”, NIA said.

Union Minister of State for Home Nityanand Rai informed Rajya Sabha (Upper House of Parliament) on December 22 that the security situation in J&K has improved significantly since August 2019 and there has been a significant decline in terrorist incidents while infiltration of terrorists from across the border has also come down, reports Daily Excelsior. Minister Nityanand Rai also said the number of terrorist incidents in Jammu and Kashmir has come down from 417 in 2018 to 203 (up to November 30) in 2021 and estimated net infiltration has come down from 143 in 2018 to 28 (till October 31) in 2021. “The government has instituted a robust security and intelligence grid along with proactive operations against terrorists. Therefore, the security situation in Jammu and Kashmir has improved significantly since August 2019,” he said replying to a written question.

A Hizbul Mujahideen militant, involved in the killing of a Police Inspector and Bharatiya Janta Party (BJP) workers among others, was killed in an encounter with Security Forces (SFs) in Mumanhal Aarwani area of Bijbehara in Anantnag District of Jammu and Kashmir on December 24, reports Daily Excelsior. Incriminating materials, arms and ammunition including an AK-47 rifle, two AK magazines, 40 AK rounds and a grenade were recovered from the possession of slain militant. “During the search operation, as the presence of the trapped terrorist got ascertained, he was given ample opportunities to surrender. However, he denied the surrender opportunities and instead fired indiscriminately upon the joint search party which was retaliated leading to an encounter,” Police spokesman said. In the ensuing encounter, the terrorist identified as Shahzad Ahmad Seh, a resident of Sehpora in Kulgam District, was killed and his body was retrieved from the site of the shootout, the spokesman added. “As per police records, the man was a categorised terrorist linked with proscribed terror outfit Hizbul Mujahideen and was part of groups involved in several terror cases,” he said. Seh was involved in the killing of police Inspector Mohammad Ashraf Bhat in Anantnag in October 2020. “He was involved in the killing of three BJP workers at YK-Pora Kulgam in October last year. He was also involved in the killing of a BJP sarpanch and his wife at Lal-Chowk Anantnag on August 9 this year,” the spokesman added further. He said the slain militant was also involved in the attack on DDC candidate Anees ul Islam Ganie at Sagam Kokernag in December 2020 and in snatching the weapon from a constable at Shamispora crossing in Khudwani area of Kulgam in July 2021.

Four militants including an Improvised explosive Device (IED) expert of Ansar-ul-Gazwat-ul-Hind (AuGH) were killed in two separate encounters in Shopian and Pulwama District of Jammu and Kashmir (J&K) on December 25, while a third gun battle has raged in the evening in Anantnag District, reports Daily Excelsior. According to Jammu and Kashmir Police (JKP), the militants killed in Shopian District belonged to Lashkar-e-Taiba (LeT), and have been identified as Sajad Ahmad Chak, resident of Braripora in Shopian and Raja Basit Yaqoob, resident of Achan Litter in Pulwama. A Police official said, “According to police records, both the terrorists were linked with proscribed terror outfit LeT and were part of groups involved in several terror cases. Chak was also instrumental in motivating and recruiting the youth in the terrorist group.” The Police added that incriminating materials, and arms and ammunition – including two AK series rifles, four AK magazines and 32 rounds – were recovered from the two slain militants. In the second encounter, two militants were killed in the gunfight that broke out in Hardumir in Tral area in Awantipora Tehsil (revenue unit) in Pulwama District. The slain militants have been identified as Nadeem Nazir Bhat, resident of Koil Shikargah Tral and Rahi Rasool Bhat alias Adil, resident of Kanipora Dadsara, who was an IED expert of AuGH outfit. As per Police records, they were from AuGH and were part of groups involved in several cases including IED blast and grenade attacks on security establishments. “Arms and ammunition including two AK series rifles were recovered from their possession,” Police said. The third encounter raged in the evening on December 25 after Security Forces (SFs) launched a Cordon and Search Operation (CASO) at Khush Roi Kalan in Bijbehara area in Anantnag District. The SFs were fired upon during the operation leading to a gun battle, and it is said that one militant is trapped inside. Further details are awaited, at the time of writing.

The figures disclose that Constables and senior grade Constables comprised the highest number of victims who fell to the bullets of militants in various attacks across J&K in the past five years. The data reveals that two Deputy Superintendents of Police (DSP), four Inspectors, five Sub-Inspectors (SI), six Assistant Sub-Inspectors (ASI), 24 senior grade Constables (Sgcts) and 47 Constables were killed in militancy related incidents in J&K since 2017. Highest number of Policemen were killed in 2018 at 46, figures reveal. “The slain also include 24 SPOs and five followers,” data reveals. For the first time since militancy broke out in Kashmir, the total number of militants active in the valley has fallen below 200 and the recruitment of youngsters by militant outfits has also been kept in check, Inspector General of Police (IGP), Kashmir, Vijay Kumar and General Officer Commanding (GoC) of the Army's 15th Corps Lieutenant General D P Pandey said on December 30, reports Kashmir Observer. Addressing a press conference in the Qazigund area of Anantnag District IGP Vijay Kumar and GoC Lieutenant General D P Pandey said the security situation has improved in the valley. "Majority of the operations conducted this year were based on human intelligence," Lt Gen. Pandey said, adding that the number of active militants in the valley has come down to 180. Giving further details, Kumar said this is the first time since insurgency broke out that the total number of active militants across Kashmir has fallen below the 200-mark. "It is also for the first time that the number of local militants is below 100 -- at 85 or 86," he said. Kumar said 128 youngsters have joined the militancy ranks so far this year, of whom 73 have been killed in encounters and 16 arrested.

The National Investigation Agency (NIA) on December 31 arrested one Arsalan Feroz, an over ground worker of The Resistance Front (TRF), a shadow outfit of Lashker-e-Toiba (LeT), for allegedly being involved in radicalising and recruiting youngsters to join terror ranks, from downtown area of Srinagar, the capital of Jammu and Kashmir (J&K), reports Daily Excelsior. The case relates to a conspiracy hatched for radicalising, motivating and recruiting youngsters of Jammu and Kashmir to effect violent activities in the Union Territory and in other parts of the country by Sajjad Gul, Salim Rehmani alias Abu Saad and Saifullah Sajid Jutt, who are commanders of the TRF. According to the officials, Feroz, in a criminal conspiracy with these people, was recruiting individuals to carry out reconnaissance of pre-determined targets, coordinating and transporting weapons to support Lashkar and its frontal affiliate, TRF.
