An estimated 76.9 percent voting was recorded in the ongoing Panchayat elections in Phase-VI on December 1, reports Daily Excelsior. This is the highest ever in six phases of Panchayat elections, beating previous highest figure of 75.2 percent registered during third phase of polling as the process of voting and counting in all 406 Panchayats in 16 districts of the State including nine in Jammu region and seven in Kashmir concluded peacefully barring attack on a youth in Mendhar tehsil of Poonch District by the rival group in which he was seriously injured. While overall turnout on December 1 was highest so far at 76.9 percent, it was lowest ever in Kashmir region at 17.3 percent, and 84.6 percent in Jammu was the second highest behind 85.2 percent of the fifth phase.

A Kashmiri student, identified as Ahtisham Bilal who recently went missing and had reportedly joined Islamic State Jammu and Kashmir (ISJK) was arrested by the Police soon after he reached home at Khanyar area of Srinagar District on December 2 morning, reports Daily Excelsior. Father of Bilal, Ahmad said that Ahtisham arrived home but was whisked away by local Police on December 2 morning as soon as he reached home. Ahtisham Bilal, who was missing after being beaten up by students in Sharda University Noida on October 4 had reportedly joined ISJK after returning to Valley. Ehtisham Bilal, was missing since October 28. Soon after he went missing a picture of his went viral on social media which showed him joining ISJK.

According to officials, 'Honey trapping' is one of the new methods used by Pakistan-based terror groups to woo youths towards militancy and use them as human carriers for delivering arms from one place to another or acting as guides to infiltrating terrorists, reports The Times of India on December 2. An intelligence-based operation had led to the arrest of Syed Shazia, a woman in her early 30s, from Bazer Naidkhai in Bandipora District on November 17. It was seen that she had many accounts on social networking sites such as Facebook and Instagram which many youths in the Valley followed, they said. Officials from the central security agencies had been keeping a watch on the Internet Protocol (IP) address used by Shazia for several months. She used to talk to youths and would promise to meet them only if a certain ‘consignment’ was delivered from one place to another, the officials said. Shazia had been in touch with some officials in the Police department as well, but the officials termed it a usual tactic of ‘double-cross’ as she used to report the movement of troops and ‘not so sensitive’ information to her handlers across the border. During interrogation, she told the investigators about the presence of some more women in militant ranks who had been tasked with luring youths into militancy, they said.

A group of militants including Mufti Tariq alias Shameem Molvi of Hizb-ul-Mujahideen (HM) escaped from Imam Sahib area of Shopian District after a brief shoot out on December 3, reports Daily Excelsior. Security Forces (SFs) on December 3 morning launched search operation in Sagran Imam Sahab area of Shopian District. The militants escaped after a brief exchange of fire. The searches were intensified in the area after shootout but no contact was established with the militants and the operation was called off later.

Police busted a weapon snatching militant module, which was hatching a criminal conspiracy to snatch weapons from on duty Police personnel in Baramulla District on December 3, reports Daily Excelsior. Police said that eight militant accomplices were arrested in Baramulla, Tangmarg and Srinagar areas. A case was registered in Police Station Tangmarg and further investigation was initiated in the mater. During the course of investigation, incriminating materials including arms and ammunitions were recovered from them.

Srinagar Police rescued five boys who were trying to join militancy in Srinagar District on December 3, reports Daily Excelsior. Police said that parents of some boys from Srinagar reported to Police that they received phone calls from their kids who had left for their school in morning informing that they are going to join the militancy. “To ensure quick and timely action, Srinagar police constituted a special team and with the help of families, strenuous efforts led to tracing of all the five missing boy. They were brought back safely. It is learnt that the boys were threatening to join militancy whereas no active association of these boys could be found with any outfit”, Police said. Later, all the five boys were counselled and handed over to the parents. “Timely information and efforts of family played a key role in this endeavour”, Police said.

An estimated 75.3 percent voting was recorded in the ongoing Panchayat elections in Phase-VII on December 4, reports Daily Excelsior. Seventh phase of polling held on December 4 across 341 Panchayats in 12 districts of the State in which Jammu region accounted for 84.8 percent and Kashmir 30.3 percent polling. Voting percentage in Kashmir recorded significant jump to 30.3 as compared to sixth phase when just 17.3 percent electorates had exercised their right to franchise while it slightly came down in Jammu region to 84.8 percent from 85.2 percent of the last phase, official sources said. Polling percentage for the State on December 4 stood at 75.3 while it was 76.9 in the sixth phase.

Mudasir Rashid Parray, who was among the three militants killed in an encounter with Security Forces (SFs) on December 9 in Bandipora joined the militancy when he was merely ten. Mudasir was largely influenced by top LeT ‘commanders’, Abu Zargam and Abu Fanan as early as 2014 when he was working as an over ground worker (OGW) for them, his friend, a meat seller of Hajin said. A hardened stone-pelter, Parray would usually hoist Pakistani flags in the Hajin town whenever there was an anti-India protest in the district, his friend said. Of late, Hajin, which was home to former Kashmiri renegades (surrendered militants) in the late 90s and who killed militants and civilians with impunity, has now turned into one of the safe havens for Pakistani terrorists, the report said.

The slain Policemen were identified as Constable Anees Ahmad, Selection Grade Constable Abdul Majid, Constable Mehraj-ud-din, and Constable Hameedullah. The militants after carrying out the attack decamped with four service rifles from the Policemen. The cops were guarding the minority community in the area when they were attacked. The polls passed off peacefully amid tight security with no untoward incident despite a boycott call given by separatists and the lurking threat of violence by terrorists, they said. The official said the first phase on November 17 recorded 74.1 per cent voting overall, followed by 71.1 per cent in the second phase on November 20, 75.2 per cent in the third phase on November 24 and 71.3 per cent polling in the fourth phase on November 27. In the fifth phase, 71.1 per cent voting was witnessed on November 29, 76.9 per cent on December 1, 75.3 per cent on December 4 and 79.9 per cent voter turnout was recorded in the eighth phase on December 8. In Jammu region, the first phase recorded 79.4 per cent voting followed by 80.4 per cent in the second phase, 83.0 per cent in the third phase, 82.4 per cent in the fourth phase, 85.2 per cent in the fifth phase, 84.6 per cent in the sixth phase, 84.8 per cent in the seventh phase and 85.1 per cent in the eighth phase. Union Minister of State for Home Hansraj Ahir on December 12 said in Rajya Sabha (Upper House of Parliament) 238 terrorists were eliminated by Security Forces (SFs) in Jammu and Kashmir till December 2, 2018, reports Daily Excelsior. There were 587 incidents of terrorist violence in the State till December 2 this year in which 86 SFs personnel and 37 civilians were also killed. In the corresponding period in 2017, there were 329 incidents of terrorist violence in the State in which 200 militants were eliminated while 74 SFs personnel and 36 civilians were also killed in these incidents. As many as 759 incidents of stone pelting were reported in Jammu and Kashmir so far this year, the Rajya Sabha was informed. “There are instances of stone pelting during anti-militancy operations in Jammu and Kashmir. The State Government has reported that 759 cases have been registered against stone pelters in 2018,” Hansraj Ahir said replying to a written question. Hansraj Ahir also said the violence in Jammu and Kashmir has been “sponsored and supported” from across the border and it has direct links to the infiltration.

Eleven persons including seven civilians, three militants and a soldier were killed in an encounter and ensuing clash at Monghama area of Sirnoo village in Pulwama District on December 15, reports Daily Excelsior. Security Forces (SFs) jointly launched a cordon and search operation on December 15 morning in Monghama area on specific information about the presence of militants in the area. As the SFs approached towards the militants, they were fired upon by them triggering a gun battle during which three militants and an Army soldier were killed. The slain militants were identified as Zahoor Ahmad Thoker (who had deserted Army last year and joined militancy), Adnan Hamid Bhat and Bilal Ahmad Magray (all three were local residents). The soldier was identified as Sowar Kishan Singh of Rajasthan. As the news about the killing of three militants spread in the area, the people living in the vicinity tried to march to gunfight site but SFs stopped their march, triggering intense clashes in which seven persons were killed and dozens were injured. Sources said that protesters attacked an Army Casper and tried to snatch the body of a militant. Security forces fired in air to disperse the protesters and when they failed to control them, they fired on the protesters injuring dozens. The dead civilians were identified as Amir Ahmad Pal, Abid Hussain Lone, Liyaqat Ahmad Dar, Shahbaz Ali, Suhail Ahmad, Murtaza and Tawseef Ahmad Mir. A police spokesman said that during the search operation, which was an open field with hideout made by the militants, hiding militants fired indiscriminately leading to an encounter. The Police spokesman said that several cases were registered against the killed militant Zahoor Thokar including that of the killing of Policemen Aqib Ahmad Wagay of Puchal in Pulwama District. “Incriminating materials including arms and ammunition recovered from the site of encounter have been taken in case records for further investigation and probe their complicity in other cases,” the spokesman said. Police said that all the six militants were wanted in the attacks on security establishments and civilians. “This group was part of Zakir Moosa faction and was active in district Pulwama,” Police said. “Soliha is believed the deputy of Ansar Ghazwat-ul-Hind which is headed by Zakir Moosa. The Central Government has decided to adopt a major strategy along the International Border (IB) in Jammu in Jammu and Kashmir to counter infiltration attempts by the militants, backed by Pakistani Rangers, and sniping attacks in which some Border Security Force (BSF) soldiers have been killed in the recent past, reports Daily Excelsior on December 26.Official sources said that after successful trial of Israel technology of Comprehensive Integrated Border Management System (CIBMS) at two places in the form of pilot projects on the IB, the Centre has decided to extend the CIBMS to more areas, which were vulnerable for infiltration, and gradually switch over to the new system of fencing.“The Central Government proposed to expand smart fencing in more areas along the International Border in Jammu to keep the infiltration of militants from Pakistan side well under control. The spots vulnerable to infiltration will be taken up for the smart fencing,” sources said, pointing out that the CIBMS has already been put in place at two places covering a total area of 5.5 kilometers on the IB. Jammu region has about 192 kilometers International Boundary from Kathua to Akhnoor covering three border Districts of Kathua, Samba and Jammu but during the past couple of months, no major infiltration attempt has been made by the militants, sources noted. However, the IB had been in the news in September this year (2018) when one of the associates of three militants killed in an encounter at Jhajjar Kotli on Jammu-Srinagar National Highway (NH) revealed that he had transported at least 20 militants to Kashmir after their infiltration from the border in Jammu sector. All three slain militants had infiltrated between Hiranagar and Samba sectors.According to sources, the Central Government, concerned over reports of infiltration attempts, wants to plug all major routes on the IB to stop intrusions by the militants from across the border.

India on December 27 summoned an official of the Pakistan High Commission and lodged a strong protest over incidents of cross border terrorist infiltration and targeting of Indian civilians by Pakistani forces in border areas of Jammu and Kashmir, reports Daily Excelsior. The Ministry of External Affairs (MEA) said Pakistani forces were involved in 1,962 incidents of unprovoked ceasefire violations in which 50 Indians have lost their lives this year [2018]. “Pakistan High Commission official was summoned today [December 27] and a strong protest was lodged at the incidents of cross-LoC [Line of Control] terrorist infiltration and targeting of Indian civilians and security forces on December, 21 and 26, 2018, leading to loss of lives on the Indian side,” the MEA said. It said India’s “grave concern” was conveyed over Pakistan’s continued support to cross border terrorist infiltration into India, including supporting cover fire provided by Pakistan forces.

A Lashkar-e-Toiba (LeT) militant, identified as Ishfaq Yousf Wani of Pulwama was killed in a brief encounter in Rinzipora area of Awantipora in Pulwama District on December 28, reports Daily Excelsior. Militants fired upon an Army patrolling party in Rinzipora area and the Army retaliated, triggering a brief shootout in which one militant was killed. Sources said that militants, believed to be three in number, attacked a patrolling party on December 28 morning. The two other militants managed to escape from the spot. 26-year-old Ishfaq Yousf Wani has a Master’s in Business Administration (MBA) who joined militancy in July this year. Wani is seen holding a gun in a picture that has surface on social media, showing that he has joined the militant outfit LeT. He did MBA in 2015, and worked in ICICI Bank for one year. About a dozen masked men waved flags of the Islamic State (IS) terror group inside Jamia Masjid in the heart of Srinagar in Srinagar District on December 28 after All Parties Hurriyat Conference-Mirwaiz (APHC-M) leader Mirwaiz Umar Farooq addressed the weekly congregation and left the premises, reports The Times of India. A video of the incident, which was shared on social media, shows men waving the flags and one of them tying an IS flag to the pulpit. The men are seen shouting “Dawlat-ul-Islam zindabad” or “long live the caliphate movement”. A spokesperson for the mosque termed it “a desecration of the Jamia Masjid”. He said one of the masked men stood atop the pulpit with his shoes. “His associates filmed it and shared it on social media. Director General of Police (DGP) Dilbag Singh on December 28 said that situation was better than what it was earlier in Kashmir as Jammu and Kashmir Police and Security Forces (SFs) have achieved lot of successes on operational front killing about 250 militants this year and destroying their support structure, reports Daily Excelsior. Dilbag said all security agencies were operating in coordination with each other, inflicting heavy losses on the militants and their over ground network in Kashmir. “Situation is better than what it was earlier in Kashmir. It has improved a lot. On operational front, we have achieved many successes. Nearly 250 militants have been killed this year and support structure of the militants has been destroyed,” the State Police chief said. He declared that situation will further improve in the coming days. Dilbag also said that collateral damage and civilian killings at the site of encounters have been minimized as it was always endeavor of Police and security agencies to ensure minimum damages at the site of encounters. In this connection, he added that the civilians were being repeatedly asked by Police and security agencies to keep away from the site of gun battles till the area is completely sanitized. “We regret the loss of civilian lives, where it was avoidable but we can’t do anything about unavoidable losses,” he said, adding that police was always trying to ensure that the militants surrender even if an encounter has begun. “We give every chance to militants to come out and surrender. Even, we try to nab a militant running after throwing a grenade instead of eliminating him”. Dilbag Singh disclosed that number of youth, who were planning to join militancy have been counseled and restored to their parents. “We want youth to be engaged in constructive work to strengthen peace in the State”.

Rioting on the streets - mob violence and stone pelting - came down four times but rioters disrupting encounters in cordoned-off areas rose six-fold in the last three years in Jammu and Kashmir, reports The Times of India on December 29. Data accessed by The Times of India shows that since 2016, when the Valley slid into unprecedented street violence following the killing of Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani by Security Forces (SFs), the incidents of rioting and stone-pelting dropped from around 3,000 to 700. On average, there have been two rioting incidents a day this year (2018). The number of rioters killed in clashes with SFs also declined by nearly half this year since 2016. However, rioting during counter-insurgency operations —stone-pelting and illegally entering cordoned-off combat zones — has become almost routine in the last three years. Casualties of rioters during such encounters went up by six times, from 6 in 2016 to 37 in 2018. The disruptions have turned out to be such a challenge for the SFs that Army chief General Bipin Rawat sent out a strong warning to rioters in October 2018. Stone-pelters disrupting the operations, he said, would be treated as Over Ground Workers (OGWs) of militants, if they did not desist from entering combat zones. “His statement stirred a controversy because besides the separatists, the mainstream political parties in Kashmir -- National Conference (NC) and People’s Democratic Party (PDP) once out of power — portray the rioting stone-pelters as ‘innocent civilians’,” a senior counter-insurgency specialist in Jammu and Kashmir Police said. Security analysts in the Army and Jammu and Kashmir Police say that though the phenomenon of rioters disrupting anti-terror operations in the Valley began at least six years ago, it intensified after Wani’s killing in 2016. In some cases, the rioters were able to rescue holed up militants from encounter sites. “The trend is a well-thought out strategy devised by Pakistan. It is cost-effective sub-conventional warfare because terror groups get to use their sympathizers as human shields; the rioters get branded as innocent civilians and Indian soldiers as murderers; all of this evokes outrage, more youth come out to riot and clash with forces during the encounters and more get killed in an unending loop,” an officer in the Northern Command said.

Army foiled a major Border Action Team (BAT) strike at a forward post along the Line of Control (LoC) in Nowgam Sector in Kupwara District and killed two Pakistani soldiers on December 31, reports Daily Excelsior. A senior Army officer said that a group of Pakistani troops under the cover of thick forests and assisted by high caliber weapons firing, mortars and rockets, from Pakistani posts, attempted to carry out a major strike on an army post in Nowgam sector. He said that the Army deployed along the LoC detected the movement of the Pakistani BAT. He said that Army strongly retaliated and the exchange of fire continued the whole night. The officer said Army conducted prolonged search operations in thick forests in which two bodies of Pakistani troops were found and large cache of warlike stores were recovered. The officer said that the intruders were wearing combat dresses like Pakistani Regulars and were carrying stores with Pakistani markings. “Some intruders were also seen in BSF [Border Security Force] and old pattern IA [Indian Army] dresses as part of deception”, he said. The officer said that they had intruded well equipped with IEDs [Improvised Explosive Devices], incendiary materials, explosives, and a plethora of arms and ammunition. “From the recovery, it was estimated that they intended to carry out a gruesome attack on the Indian Army forward post in Nowgam sector. The alertness and resilience of the own troops, who engaged and neutralized the intruders, thus eliminated a likely treacherous attack on the Army forward posts along the Line of Control on the eve of New Year”, he said. The Defence spokesman said that “We will ask Pakistan to take back the mortal remains of deceased, who were likely Pakistani soldiers, since Pakistan did provide full covering fire support to these intruders”.
