The Border Security Force (BSF) has increased its round the clock vigil along the Line of Control (LoC), reports Daily Excelsior. Inspector General (IG) of BSF, Jammu Frontier, Rakesh Sharma, stated, “Intense vigilance and security measures have been put in place along the border. It is apprehended that Pakistan may resort to cross-border firing to disrupt elections (in J&K) and for that we have made elaborate arrangements.” The IG added, “There is a militant build-up and training camps across the border in R S Pura and Samba (sub-sectors along the borderline). They (militants) are always waiting for an opportunity to get in, but our endeavour is to keep area dominated and not allow any chance for them.”

At least five infiltrators were killed and two Army personnel were injured in a shootout in the Nowgam sector near the Line of Control (LoC) in the frontier District of Kupwara on December 2, reports Daily Excelsior. Sources said that a group of at least six heavily armed militants infiltrated through Nowgam sector and the Army noticed their movement and launched an operation against them. The Army challenged the infiltrating militants leading to a fierce encounter in which five militants were killed and two Army personnel were injured.

Phase-II of Assembly elections in Jammu and Kashmir spread over 18 Assembly constituencies witnessed heavy turnout of 72.1 per cent on December 2, reports Daily Excelsior. Surpassing the record of previous Assembly and Lok Sabha elections, voting in several polling stations continued beyond stipulated time of 4 pm in peaceful and violence free atmosphere barring stray incidents of clashes in Poonch and Reasi Districts. Five workers of different political parties were injured in the border District of Poonch while the Border Security Force (BSF) had to fire few shots in air at Dhakikot in Gulabgarh Assembly segment of Reasi District to control unruly mob, which wanted to poll at a particular polling station. However, situation was controlled after the firing and polling resumed after sometime. Assembly segment wise voting percentage in 18 constituencies included Reasi 80.62, Gool-Arnas (81.05), Gulabgarh (82.4), all in Reasi District; Udhampur (79.74), Chenani (75.48) and Ramnagar (75.19), all in Udhampur District; Surankot (74.67), Mendhar (75.42) and Poonch-Haveli (75.16), all in Poonch District; Karnah (75), Handwara and Langet (71), Kupwara (62) and Lolab (55), all in Kupwara District; Kulgam (55.44), Noorabad (77.60), Homeshalibugh (36.50) and Devsar (60.03), all in Kulgam District.

Union Minister of State for Home Affairs Kiren Rijiju told Lok Sabha (Lower House of Indian Parliament) on December 2 that with a view to provide dedicated air support to Indo-Tibetan Border Police (ITBP), the Government has accorded approval to ITBP for wet leasing of 02 Light Helicopters to meet its operational air support requirements in Jammu and Kashmir (J&K) and Uttarakhand through tendering process, reports The Times of India. Besides, dedicated air support is provided to ITBP through MI-17 Helicopters of Border Security Force (BSF) as well as Indian Air Force (IAF) Helicopters based on the availability of Helicopters to meet the operational requirement of the force on Indo-China border including J&K and Uttarakhand.

A Central Reserve Police (CRPF) officer was killed and seven others injured after suspected militants lobbed a hand grenade on a patrol team in Pulwama District of south Kashmir on December 3, reports The Tribune. Suspected militants targeted a joint patrol of the CRPF and Jammu & Kashmir Police at Pohoo village on the Srinagar-Pulwama road around 5.20 pm, killing Assistant Sub-Inspector Shamsher Singh of CRPF’s 183 Battalion. Seven others, including two CRPF men, two Police personnel and three civilians, were injured in the attack.

Army on December 3 killed three more militants in the Nowgam sector of Kupwara District near the Line of Control (LoC), bringing the total number of militants killed at six, reports Daily Excelsior. A Junior Commissioned Officer (JCO) was also killed and four soldiers, including an Army Major, were injured in the 36 hour long gun battle. As reported earlier, six militants mad an infiltrators bid in the Nowgam sector on December and were challenged by Security Force personnel. In the ensuing encounter, three militants were killed.

The Government on December 3 said that there were 545 ceasefire violations on the country's borders until November 25, marking a 57 per cent increase over the 347 violations reported in the whole of 2013, reports Times of india. The bulk of the ceasefire violations (395) in 2014 were reported from the International Border (IB) under operational control of the Border Security Force (BSF), while the Line of Control (LoC) and IB areas under the Army's control accounted for only 27.5 per cent of the cases. As per data presented in Rajya Sabha (Upper House) in reply to a, the 395 truce violations reported from IB areas under BSF were nearly 167 per cent more than the 148 incidents witnessed in 2013. However, the situation was reversed in LoC/IB areas manned by the Army, with violations falling from 199 in 2013 to 150 until November 25. Incidentally, the Army-controlled LoC/IB had reported a higher incidence of truce violations in 2013 than the IB areas under BSF.

Minister said that violence can’t be used to bring a change in the country where one sixth of world population lives. “I am clear in my thinking that a country where 1/6th population lives and which has military power and economic power too, terrorism, insurgency or violence cannot be used to bring in a change”, he added.

At least eight Security Force (SF) personnel, including a lieutenant colonel and one assistant sub inspector of police, were killed in a suicide attack launched by Pakistani infiltrators at 32-field regiment in Uri sector of Baramulla district in the wee hours of December 5 (today), reports Times of India. Three terrorists have also been killed in the encounter. An unnamed senior Army officer, who is commanding the operation against terrorists, informed that the terrorists attacked the camp around 3am. "The exact number of terrorists involved in the attack is not known. But the way these terrorists, believed to be from Pakistan, killed four security personnel on the road outside our Army camp makes us believe that they entered the camp from the gate through the road which is not made of concrete boundary. One of our lieutenant colonels Sankalp Kumar of 24-Punjab regiment was killed in the exchange of fire besides three other soldiers. We have killed three terrorists so far and the operation against them is still going on," he said. Two to three militants were believed to have entered the camp where intense firing took place all morning. The officers confirmed that the Pakistani infiltrators divided themselves into two groups. While one group entered the Army camp, other engaged the troops at the gate. "The infiltrators used small arms and followed it with UBGL fire," the Army officer said.

In an audacious attack, a group of heavily armed militants stormed into an Army’s 31 Field Regiment Ordinance Camp located at Mohra in Uri Sector of Baramulla District near the Line Control (LoC). During the intense operations, one Lieutenant Colonel and seven soldiers of the Army, one Assistant Sub-Inspector (ASI) and two constables of Jammu and Kashmir Police were killed. Six militants were also killed in the operation. Six AK rifles with 55 Magazines, two shotguns, 2 Night Vision Binoculars, 4 Radio Sets, 32 unused Grenades, 1 Medical Kit and a large quantity of miscellaneous warlike stores were recovered from the dead terrorists.

Ministry of Home Affairs (MHA) has directed the Border Security Force (BSF) to intensify vigil along the International Border (IB) in the wake of repeated attempts by militants to infiltrate into Jammu & Kashmir, reports Times of India on December 7. Official sources said that in the past two months, Pakistan-based militant groups like Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) have made many attempts to infiltrate into the country some of which have been successful. According to the Ministry statistics, there have been more than 130 infiltration attempts till October and of these nearly 45 have taken place in the past three months. In 2013, there were 354 cases of infiltration along the India-Pakistan border in which 56 militants were killed and 145 others arrested. There were 332 incidents of infiltration from across Pakistan in 2012 in which 30 were killed and 123 were apprehended. Similarly, in 2011, there were 317 incidents of infiltration in which 50 militants were killed and 86 others were arrested. Interestingly, a total of 545 incidents of ceasefire violation also have taken place along the Line of Control (LoC) and International Border (IB) till November 25. Of these, 395 incidents of ceasefire violation have taken place along the IB and 150 incidents of ceasefire violation took place at LoC till November 25. There were 199 incidents of ceasefire violation along the LoC in 2013 and 148 along IB in 2012.

At a post-polling press briefing, chief electoral officer Umang Narula said the voting percentage figures received from the 18 constituencies were tentative and were expected to go up. Srinagar District (eight seats) recorded 28% polling, Shopian (two seats) 50%, Anantnag (six seats) 61% and Samba District (two seats) 81%. While Shangus recorded the highest turnout (67.27%) in Kashmir Division, Vijaypur saw the highest (81.31%) in Jammu Division. He said the polling percentage in nearly all the constituencies that went to the polls had increased compared with the 2008 assembly polls. When Zadibal had recorded 17.30% voting in 2008, this time it saw 23.34%, he said. Khanyar constituency in Srinagar recorded 26.12% compared with 17.41% in 2008. The poll boycott call given by separatists and militants affected voting at several polling stations in downtown Srinagar. Till 11am only seven of 563 votes had been cast at the polling station in a school at Chota Bazaar. At 106 Chota Bazaar polling station only two of 261 voters had turned up till 11.45am.

Pakistani Rangers resorted to unprovoked small arms firing in forward areas in Pansar border out post belt of Hiranagar sector in Kathua District along the International Border (IB) on December 25, reports Daily Excelsior. Border Security Force (BSF) troops, guarding the borderline, replied to the Pakistani firing resulting into brief intermittent exchanges. There was no loss of life or injury to anyone in the firing exchanges. Facing difficulty in guarding riverine sections of Indo-Pakistan border, the BSF has started installing laser walls to fill the gaps which saw several breaches by militants from across the border. The BSF, which guards the 3,323-km border, excluding the Line of Control (LOC), has developed its own technical solutions like Farheen laser wall which is very useful to guard the fencing gaps. A Ministry of Home Affairs (MHA) official said “The laser has been installed in area of river Basantar, Bein Nallah, Karol Krishna and Paloa Nallah in the Jammu region.” Sensor blips and alerts border guards in case there is a movement along the unfenced stretch of the frontier which is located in difficult terrain. A similar laser-guided gadget is being put to test to detect hidden tunnels in border areas and undulating land. The BSF is also testing laser-guided and temperature sensitive radars that send out an alarm as soon as someone cuts the light path.

Defense Public Relations Officer (PRO) Colonel SD Goswami said that as many as 102 militants were killed while 29 Army personnel lost their lives in counter-terrorist operations in Jammu and Kashmir in 2014, reports Daily Excelsior on December 28. The PRO said that Army suffered 29 fatal casualties and 45 non-fatal casualties in counter terrorist operations in the State during the year. As many as 410 ceasefire violations were reported along International Border (IB) and 152 violations along Line of Control (LoC), in which 19 people, including 5 jawans, were killed and over 150 injured, besides scores of cattle perishing. He also said that Army recovered 394 different types of weapons in different operations along the LoC and in hinterland in the State. He added that terrorists had planted 15 IEDs, but these were detected and defused by the Army, averting major tragedies.

"Our estimate is that around 160 to 170 terrorists are waiting to infiltrate ... (but) the counter-infiltration grid is robust as always. Even though there are challenges because of the weather, it is our responsibility to respond to those challenges and we are ready for that," Commander of Srinagar -based Chinar Corps Lieutenant General Subrata Saha said. "This year there has not been much snow so far as there was the previous year. There has been 12 to 19 inch snow at some places but temperatures are down and there are separate and new challenges because of that and we have to face them and respond to them," he added.

Four Pakistani Rangers were killed after Border Security Force (BSF) personnel retaliated effectively the Pakistan shelling and firing in Samba sector during the day in which one BSF trooper was killed and another injured while mortar shells and bullets fell in fields and close to civilians houses at Khwara, Regal, Suchetgarh Kullian and Mawa in Samba sector of Samba District on December 31, reports Daily Excelsior. The Rangers resorted to unprovoked firing on the BSF posts and civilian areas at Khwara, Regal, Suchetgarh Kullian and Mawa along the International Border in Samba sector at 1.15 pm. The Rangers directly targeted the BSF pickets killing BSF trooper and seriously injuring another. The BSF troopers retaliated effectively leading to heavy exchanges. In the exchange of firing that continued till 3.35 pm, four Rangers were killed. Sources said the BSF had categorical instructions from Union Home Minister Rajnath Singh and BSF Director General D. K. Pathak to give effective response to Pakistan retaliation and firing. It was the second ceasefire violation along the IB in the past 24 hours.

"We have retaliated effectively to the Pakistani firing, in which four Pakistani rangers have been killed (opposite to Regal post) along the IB in Samba sector this evening," Inspector General (IG, BSF, Jammu Frontier) Rakesh Sharma said. As Pakistani rangers suffered casualties, they waved white flags asking BSF to stop the firing so that they can lift the bodies of its dead men, he said. "Honouring their request we stopped the firing and allowed them to come to the border line and lift the bodies," he said adding, "firing along the border line has now stopped".

Principal Sessions Judge, Bhaderwah, Sanjeev Gupta on December 31 awarded life-imprisonment and fine of INR 10,000 to Over Ground Worker of Hizb-ul-Mujahideen (HM),identified as Mushtaq Ahmed, of Gandoh, reports Daily Excelsior. Principal Sessions Judge observed, “It is established that convict has committed the murder of an innocent lady by a fire arm and also caused grievous injury to her daughter. However, after taking into consideration aggravating and mitigating circumstances besides long incarceration of more than eleven years of the convict this case does not fall in the category of rarest of the rare”, the court said and awarded rigorous imprisonment for life and a fine of INR 50,000 to the OGW under Section 302 RPC. In default, the convict shall undergo simple imprisonment for one year. The convict was further sentenced to undergo rigorous imprisonment for seven years and a fine of INR 5000 under Section 307 RPC. In default, the convict shall undergo simple imprisonment for a period of two months. He was further sentenced to undergo rigorous imprisonment for three years and a fine of INR 3000 under Section 452 RPC. In default, the convict shall undergo simple imprisonment for two months. He was also sentenced to undergo rigorous imprisonment for three years under Section 27 Arms Act.
