Five persons––two security force (SF) personnel, two terrorists and a civilian––were killed while three others were injured, when two fidayeen (suicide squad) of the Lashkar-e-Toiba (LeT) group attacked an Army patrol party in Bilalabad Mohalla, Doda town, on December 1. Official sources said the two fidayeen wearing police uniforms appeared at Bilalabad, adjacent to Huda mosque, and opened indiscriminate firing and lobbed grenades on a Road Opening Party (ROP) of SFs. Simultaneously, the terrorists also targeted civilians coming out of the mosque. Even as SFs retaliated, the terrorists entered the house of a civilian and continued intermittent firing. While both the terrorists were killed in an operation, two SF personnel and a civilian were also killed during exchange of firing. Police identified the slain fidayeen as Abu Hamza and Abu Humera, both foreign mercenaries. Two AK rifles, four magazines, an unspecified quantity of ammunition and Rupees 500 in Pakistan currency were recovered from possession of the slain terrorists.

According to media reports, Border Security Force (BSF) personnel foiled a fidayeen (suicide squad) attack, at Arampora, Baramulla district, on December 2. A BSF spokesperson said two terrorists were seen approaching a BSF camp at Arampora and, when challenged, they lobbed two grenades and opened fire on the personnel. In the ensuing encounter, while one of the fidayeens was killed, the other managed to escape. The slain terrorist has been identified as Sohail alias Abu Ahmed Sahani, a resident of Gujranwala in Pakistan. A BSF personnel was injured in the encounter. An AK rifle, five magazines, 157 rounds of ammunition, a grenade, a knife and Rupees 200 were recovered from the slain terrorist.

However, when they were about to storm the hideout, they were attacked and in the resultant encounter, three Lashkar-e-Toiba (LeT) terrorists, including a ‘district commander’ Bashir Ahmad Ahangar alias Gazi, were killed. Official sources have that Bashir, involved in the killing of 32 people in Pattan area, was carrying a reward of Rs one lakh on his head. According to media reports, the 36-hour-long siege of a village mosque in Sheikh Gund, Shangus, Anantnag district, ended with the surrender of the lone Lashkar-e-Toiba (LeT) ‘battalion commander’. Anantnag Superintendent of Police Ghulam Hassan Bhat said, on December 3, the siege ended when LeT terrorist, Bashir Ahmed Ganai alias Asif, a resident of Kokernag, surrendered to him. Security forces (SFs) had thrown a cordon around the mosque on December 1 when they received specific information that a Lashkar terrorist had taken shelter inside. LeT spokesman Abu Huzaifa said the group had unilaterally decided to halt attacks on SFs and counter-insurgents in the State from December 5, today. "The outfit will not attack Indian forces throughout the length and breadth of Jammu and Kashmir as a goodwill gesture in view of Eid-ul-Fitr," said Huzaifa in a faxed statement to a local news agency. He claimed the decision had been taken as a "goodwill gesture" so that the people could celebrate Eid-ul-Fitr in an atmosphere of peace and tranquility. Of them, 1581 terrorists have been killed during the first 11 of the current year. Giving details, the report said 3346 terrorists have surrendered since the year 1990. Further, in 55538 incidents, including 3735 in the current year, till November, terrorists have killed 10594 civilians and injured 4863 others since the year 1990. The violent incidents comprised blasts and explosions, hurling of hand grenades in crowded places, rocket attacks, random firing, abductions etc. 876 civilians have lost their lives in terrorist attacks during the first 11 months of the current year. The report also said 173 civilians have died and 397 sustained injuries during group clashes between terrorists during the last 13 years. On recoveries, the report indicated that, during the period spanning January 1990 to November 2002, SFs seized 24664 series of AK rifles, 51048 magazines and 31.20 lakh rounds of ammunition, 9377 pistols/revolvers with 8998 magazines and 1.90 lakh rounds, 988 universal machine guns (UMG) with 1300 magazines and about 1.00 lakh rounds, 333 sniper rifles with 44274 rounds, 4164 rockets, 737 rocket launchers, 2266 rocket boosters and 47025 grenades/hand grenades. Recoveries also included 68 tonnes of RDX, 24 tonnes of explosives, 3761 Improvised Explosive Devices (lED), 5228 anti-personnel mines, 497 anti-tank mines, 49889 detonators and 5501 electric detonators. Total communication equipment recovered from terrorists over the last 13 years included 3842 wireless sets and 16004m of cordex wire, 558 binoculars and 32 telescopes.

The clash reportedly took place during a reconciliatory meeting among the ‘top brass’ of the two outfits. LeT ‘deputy district commander’ Faizullah, a Pakistani, was killed in the clash. Later, other cadres of both the groups deserted the meeting venue and escaped into the forests, sources added. SFs reached the village and commenced search operations for the terrorists involved in the clash. However, they remained untraced, thus far. A similar clash had occurred between the two groups in June 2002 in which seven terrorists—five belonging to the HM and two to the LeT—were killed.

However, the injured terrorists managed to escape along with others of the group. This was third clash between the two groups in the same area during the last six months in which a total of 11 terrorists of both the groups have been killed. The two recent clashes are reportedly in retaliation to a clash in Warwan in June 2002 in which the Lashkar terrorists had killed six HM cadres. While indicating that the Warwan hills is predominantly a Hizb stronghold, reports added that operational control of the area, financial disputes or harassing of local women by the foreign mercenaries were also likely to be the reasons behind these clashes.

Mir, hailing from Konibal, was reportedly killed in the presence of nine security guards when he was returning home after offering Friday prayers at the local mosque. According to eyewitness accounts, a young assailant is reported to have fired indiscriminately at the MLA when a number of people drew close to him with certain demands and greetings. The assailant escaped after the killing. Meanwhile, Sheikh Tajamul, identifying himself as the spokesperson of a relatively less known terrorist outfit ‘Save Kashmir Movement’, told the local news agency CNS over telephone that his organisation had carried out the assassination. He also claimed, "Anybody strengthening India’s hands would meet the same fate". However, Superintendent of Police (SP), Awantipore, claimed it was actually carried out by some local terrorists of the Hizb-ul-Mujahideen (HM) who were projecting the name of ‘Save Kashmir Movement’ only to mislead the people and security forces (SF). While a rocket fell inside the Special Operations Group (SOG) headquarters in the town, another exploded at the LG ground used for landing of helicopters. Even as the attention of the SOG and Surankote police was diverted towards the group firing the rockets, two more terrorists forced their entry into the residence of a civilian near the sub district hospital and commenced indiscriminate firing on the inmates. The firing left three children dead and two others––the civilian and a woman, injured official sources added. Presuming all the inmates were dead, the terrorists escaped from the incident-site. No casualties were reported in the rocket attacks and firing on the town, sources said, adding that the Personal Security Officer (PSO) of a Congress (I) leader sustained minor injuries. Besides halting grenade explosions in Rajouri, the arrest of the terrorist, Azhar Hussain alias Abu Danish and his female associate Gulzar Bibi, has also helped the police in working out a series of other subversive activities across the border district of Rajouri. Brigadier V K Patil told media-personnel at the encounter site that Pakistani troops were pushing groups of heavily armed infiltrators to the Indian side of the LoC. He also said some more infiltrators were trapped by SFs and were still engaged in the operation, when last reports came in. They also said they have collected vital information in this regard on the basis of disclosures made by three arrested terrorists of the outfit, including a Pakistani national. Their interrogation also revealed that the Al Badr’s network is spread in Rajouri town, Thanna Mandi, Budhal and Darhal areas of the district. However, Pakistani terrorist Azhar Hussain alias Abu Danish, an ‘area commander’ of the Al Badr, and his associates were not booked under the Prevention of Terrorism Act (POTA). They were arrested, instead, under an obsolete law of 1965––the J&K Prevention and Suppression of Sabotages Act (PSSA). Police consider this as a hindrance in the effective prosecution of the terrorists. This is because, in PSSA police have to secure permission from the State government’s Home Department before filing a charge sheet against the terrorists, while no such permission was required under POTA.

The report indicates that the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, has had to shift the Kashmiri terrorists from Pakistan occupied Kashmir (PoK) to certain areas in Pakistan Punjab and North West Frontier Province (NWFP) after the May 14-Kaluchak massacre near Jammu. These details, the report says, are mostly based on revelations made by some captured terrorists in the course of their interrogation in recent days. More than 1,000 terrorists had reportedly been shifted to a location in Pakistan Punjab near the Haripur-Taxila Road (HTR). Those shifted to the HTR section were drawn from four major groups––the Harkat ul-Jihad-i-Islami (HuJI), Jamiat-ul-Mujahideen (JuM), Al-Barq and Al-Umar. Intelligence inputs, according to the report, revealed the presence of 1,500 to 2,000 Kashmiri terrorists in North West Frontier Province (NWFP). Three terrorists, including an exfiltrator, were killed by security forces (SFs) in separate encounters in Surankote and Bandi Chechian on December 30. Official sources said SFs stormed a terrorist hideout in Borivalli village, Surankote area of Poonch district, and in the ensuing encounter, two terrorists of the Hizb-e-Islami outfit were killed. Recoveries made from their possession included two AK-47 rifles, eight magazines, 209 rounds of ammunition, two sophisticated wireless sets and six hand grenades. Some documents of the Hizb-e-Islami, a Pakistan based terrorist outfit, were also recovered from the hideout. Sources added that both the terrorists were operating in Surankote for the past year and were involved in a series of subversive activities, including attacks on security forces and Improvised Explosive Device (IED) blasts on the Surankote-Poonch road.

Five persons, including three front ranking terrorists, an Army Captain and a young girl, were killed while four others, including three members of a family, were injured in an encounter in Kalali Morha, Surankote area of Poonch district, on December 31. Official sources said a group of terrorists with automatic weapons and grenades attacked an Army patrol in Kalali Morha and later escaped. However, they were traced in Marha village after a search operation by security forces (SFs). The terrorists are reported to have held some civilians hostages and used them as human shield to escape again. Even as SFs succeeded in segregating most of the civilians from the terrorists, some others remained in captivity. In the ensuing encounter, while three terrorists, an Army Captain and a young girl were killed, four civilians, including three members of a family, held hostage by the terrorists, were injured. Five other terrorists of the group managed to escape towards a forest area and were being chased by SFs, when reports last came in. The slain terrorists were believed to be foreign mercenaries of the Lashkar-e-Toiba (LeT) group. Three AK-56 rifles, seven magazines, 108 rounds of ammunition, a wireless set, 11 hand grenades, a large number of detonators, explosive devices and accessories were recovered from the encounter- site.
