Jammu and Kashmir Administration has asked the Police to deny security clearance to residents of the Kashmir Valley in J&K in India who are involved in crimes prejudicial to the security of the state, reports Kashmir Times on August 2. The latest order issued by the Criminal Investigation Department (CID) of the J&K Police will also prevent Kashmiris who have been booked under vague criminal charges from leaving the country. In a circular issued on July 31, CID, has ordered the field units of the Special Branch (SB) in Kashmir to specifically look into law & order, stones pelting and other charges before issuing clearance to people who have applied for government employment, a passport, etc.

Police arrested four Lashkar-e-Toiba (LeT) Over Ground Workers (OGWs) involved in developing an Improvised Explosive Device (IED) to carry out blasts and motivating youth to join the militant ranks by using social media and online platforms from different locations in J&K in India on August 2, reports Daily Excelsior. The four arrested LeT OGW’s are identified as Aamir Reyaz Lone of Baramulla District and incriminating materials including electronic devices were recovered from his possession, Owais Ahmad Shaksaz, resident of Seer Hamdan, Anantnag District is in the process of making an IED with the help of information from the open source internet platforms, Suhaib Muzaffar Qazi alias Tamil of Rajpora in Pulwama District and Tariq Dar. All the four arrested were in contact with active militants and incriminating materials including hand grenades and electronic devices have also been recovered from their possession.

Police have identified the militant killed in an encounter during a Cordon and Search Operation (CASO) with Security Forces (SFs) at Dard Gund locality of Chandaji in Bandipora District of J&K in India on August 3 as Lashkar-e- Toiba (LeT) militant, Babar Ali, who is a resident of Ugada District in Punjab of Pakistan, reports Daily Excelsior. SFs have recovered incriminating material and arms and ammunition including one AK-rifle, two AK-magazines, 40 AK-rounds, one pouch, one wireless set and one medicine bag from the site of encounter. According to Union Ministry of Home Affairs (UMHA) officials, stone-pelting incidents in J&K in India, saw a steep decline of 88 per cent to 77 in the first seven months of 2021 compared to 620 incidents in the corresponding period of 2019, just before Article 370 was abrogated, reports The Economic Times on August 4. In the year 2020, 222 stone pelting cases were reported between January and July. The UMHA officials attributed the success in curbing stone-pelting to a three-pronged strategy comprising identification of Over Ground Workers (OGWs), ban on Jamaat-e-Islami (JeI) and a special drive conducted by the J&K Police to identify stone-pelters.

The National Investigation Agency (NIA) filed a chargesheet on August 4, against six militants of Lashkar-e-Mustafa (LeM), a frontal organisation of Pakistan based Jaish-e-Mohammed (JeM), who were planning attacks in Jammu and Kashmir (J&K) and other parts of the country, reports Daily Excelsior. Those chargesheeted include Hidayat Ullah Malik, LeM ‘commander’, Baseerat-ul-Ain, a women and both of them residents of Shopian District in J&K, Mustaq Alam and Jawed Alam, both brothers from Deobahuara-Chhapra District in Bihar and two others are identified as Jan Mohd Teeli of Anantnag District and Mudabir Manzoor of Shopian District. This case was initially registered at Gangyal Police Station in Jammu District relating to conspiracy by the LeM, working at the behest of the JeM, to carry out terrorist activities in J&K with an intention to threaten sovereignty, integrity and security of India.

The NIA arrested District President of Jamaat-e-Islami for Kishtwar District and recovered large quantity of incriminating documents, electronic devices and mobile telephones from other places during these raids. NIA has conducted raids at JeI premises at Ramban, Doda, Kishtwar, Rajouri, Srinagar, Budgam, Ganderbal, Baramulla, Kupwara, Bandipora, Anantnag, Shopian, Pulwama and Kulgam Districts in J&K in India. Following the grenade attack, all the entry and exit points in and around Lal Chowk area in Srinagar were sealed and all the checkpoints across the Srinagar city were activated. During the intensive checking, Police arrested an individual identified as Adil Farooq Bhat, a journalist and recovered two grenades from his bag near Makkah Market Partap Park in Srinagar District on August 10. The encounter started on August 12, after two LeT militants fired at a Border Security Force (BSF) convoy on the Srinagar-Jammu highway and were trapped in the building. However, the second mission failed after the J&K Police arrested Nadeem-ul-Haq, a resident of Ramban, when he was returning after picking up a 5.5 kilogram Improvised Explosive Device (IED) dropped by another drone in Jammu District of J&K. The intelligence agencies have established a link between the two incidents through the audio intercept of LeT handlers in which they can be heard bragging about the success of the first mission (IAF base attack) while vowing to take care of the second mission at a later stage.

SFs observed movement of a group of militants on the LoC from Chirkoot area of Pakistan occupied Kashmir (PoK) and challenged them and later recovered arms, ammunition and explosives, which includes two AK-47 rifles from the location. The operation was still in progress in the area and that a search operation was going on to track remaining militants who were part of the group that was trying to infiltrate from across the LoC, adds Greater Kashmir.

Police, on August 31, arrested all the four Over Ground Workers (OGWs) of Lashkar-e-Toiba (LeT) involved in a grenade attack on the house of a Sarpanch (head of the Panchayat, village-level local self-Government institution) in the Shrakwara area of Kreeri in Baramulla District of Jammu and Kashmir (J&K) last week, reports Daily Excelsior. Police said that on August 22, a call was received by Police Station Kreeri regarding blast-like sound from village Shrakwara Kreeri. During verification, it came to fore that a grenade was lobbed towards the Police guard and house of one Sarpanch namely Narinder Kour wife of Daljeet Singh, resident of Shrakwara Kreeri which caused some minor damages to windowpanes and vehicle as the lever of the exploded grenade was found in the kitchen garden. During the process of the investigation, suspects identified as Mohd Saleem Khan son of Ghulam Hassan Khan of the new colony Shrakwara and Sajad Ahmed Mir son of Late Ali Mohd Mir of Mir Mohalla Saloosa were involved in the commission of crime who were later arrested. Both the suspects admitted working as OGWs of the LeT outfit and were working at the behest of Pakistan based handler of LeT and its offshoot The Resistance Front (TRF) namely Ali Bhai. Both Saleem and Sajad were in contact with LeT militant Hilal Sheikh and Usman (FT) on whose instructions, they obtained grenade from Batamaloo Srinagar, Police said, two other associates Bilal Ahmad Sheikh son of Mohd Maqbool Sheikh of Saloosa and Naseer Ahmad Dar son of Ab Majeed Dar of Najibhat assisted the accused persons in the commission of crime who were also arrested. Police said that two hand grenades and 100 grams of charas like substance have been recovered from the accused persons.

A notification issued by the Home Department stated that, the Government has sanctioned UAPA against two residents from Kashmir for their involvement in Pazalpora IED blast on February 16 this year. Following the attack, a case under First Information Report (FIR) No. 27/2021 U/S 307 Indian Penal Code (IPC), 3/5 Explosive Substance Act, 16 ULA (P) Act was registered in Police Station Bijbehara and during investigation offences under section 18, 20, 23, 38, 39 ULA (P) Act was added in the case.
