West Bengal police unearthed a spy ring of Pakistan’s Inter Services Intelligence (ISI) in Jalpaiguri district on January 4 with the arrest of a Pakistani ISI agent at Matigara, Jalpaiguri district. West Bengal Home Secretary AK Deb, while talking to the media in Kolkata said that the arrested suspect, Mohammad Dilshad who is a Pakistan Army personnel, confessed that he had been asked by the ISI to collect information on 33 Corps army headquarters in Siliguri and other vital army installations. Based on his statement during interrogation, police raided his rented house in Adarshnagar, Siliguri and arrested four accomplices. One of the four was employed with in the 33 Corps army headquarters. The raid led to the recovery of half a kilo of RDX, a grenade, arms, a floppy disc with information on Army installations, restricted Army maps, Army special train movement maps and pocket diaries listing a large number of telephone numbers in Pakistan and the United Arab Emirates (UAE). The home secretary said that cases had been registered against all the five for waging war against the state, Official Secrets Act and Explosive Substances Act besides provisions of the Indian Penal Code (IPC).

West Bengal on January 8, was put on special alert following the arrest of some Pakistani Inter Services Intelligence (ISI) agents from Siliguri and its vicinity. Chief Minister Buddhadev Dasgupta, while speaking to the media in Kolkata, said, "These ISI arrests from Siliguri and its surrounding areas in the last two days had provided a lot of vital information about their spying network in North Bengal". These were important developments and fresh arrests followed in the region to bust the network, he said. Police sources said under the special alert in North Bengal, police posting had been made in vulnerable areas and more forces deployed in West Bengal’s border with neighbouring countries. Police has also been directed to step up extra vigil and keep watch on vital installations prior to the Republic day celebrations.

According to news reports on January 9, Indian Intelligence agencies discovered the clandestine network built by the ISI within the Army to monitor the movement of troops in the Northeast and in North Bengal. The network was detected following the interrogation of an agent of the Inter Services Intelligence (ISI)––Pakistan’s external intelligence agency––who was arrested in Siliguri, on January 4. The ISI agent revealed that he was trained in 555 Unit of the Pakistan Army and his contacts included two army men. Subsequent raids led to the recovery of defence documents, defence maps, a computer floppy with details of vital installations half kilogram of RDX and a grenade. Those arrested as follow up action included a defence employee, two persons from Rajasthan and persons involved in hawala transaction (illegal money transfers).

According to newspaper reports India and Bhutan in their effort to strengthen bilateral ties and check activities of militants held the last round of the border district coordination meeting at Jalpaiguri between January 7 to 9. The Joint Secretary of the Bhutanese Home Ministry, Dasho Tshering Wangda led the Bhutanese delegation, while, the Indian delegation was led by the Commissioner of Jalpaiguri division, AK Jain. The meeting decided to take up immediate steps for the identification of the international boundary with realignment of the pillars which were missing and to share information about militants and criminals. The Government of Bhutan decided to construct a stone wall along the border, not to step movement of the local people, but for security reasons as the border town Phuentsholing is being used by the militant groups active in West Bengal and Assam.

Three terrorists of the Kamatapuri Liberation Organization (KLO) were arrested from Karibari and Matigora village, Jalpaiguri district, on January 13. The three were reportedly trained at camps of the United Liberation Front of Asom (ULFA) in Bhutan. The three have also confessed that they have links with the Maoist insurgents in Nepal. A Dubai-based criminal with links to the Inter Services Intelligence (ISI), Pakistani external intelligence agency, has reportedly claimed responsibility for the January 22 terrorist attack on the American Centre in Calcutta. He has also reportedly threatened to execute more such attacks in New Delhi and Gujarat. Media reports have indicated that officials in Kolkata received a telephone call from Farhan Malik, who is based in Dubai and is linked, to the Harkat-ul-Jehad-e-Islami (HuJI), a Pakistan-based terrorist outfit. Reports quoting official sources said that Malik in March 2000 was issued a Pakistani passport and was reportedly directed to establish a covert network in India to carry out terrorist operations. Malik is allegedly involved in underworld crime and also organized the abduction earlier this year of a Calcutta businessman for a 37.5 million-rupee ransom. Sources added that in August 2001, Malik was in contact with Omar Sheikh, an Al Qaeda terrorist, who was released in exchange for passengers of an Indian Airlines plane hijacked in December 1999 to Kandahar, Afghanistan.

According to a media report, approximately 125 madrassas (religious seminaries) in the districts along the West Bengal-Bangladesh border have been identified as being linked to various terrorist outfits by the State government. The State and Central intelligence agencies, including the military intelligence, have reportedly compiled the list of madrassas in the Cooch Behar, Jalpaiguri, Malda and Murshidabad districts. The agencies are reported to have gathered evidence that these madrassas have been harbouring terrorists belonging to various Islamist terrorist outfits and have also been preaching terror. Quoting intelligence sources, the report added that a crackdown on these madrassas is expected to commence soon. While pointing out that all these madrassas have reportedly been funded by trusts based in the Gulf countries, the report added one of the trusts in Saudi Arabia is known to have strong linkages with the Al Qaeda terror network of Osama bin Laden. This trust has reportedly sponsored a number of madrassas in Cooch Behar and Jalpaiguri.

Aftab Ansari is reported to have called up West Bengal's Inspector General of Police Partha Bhattacharya four hours after the attack and claimed that the attack was revenge for the killing of Asif Reza Khan. Khan, who had abducted Kolkata businessman Partha Roy Burman, was killed in an encounter on December 7, 2001. Reports added that Rs 47 lakh of the Rs 4 crore ransom extracted from Burman was wired to Mohammad Atta, to help fund the September 11 attacks. Both Reza Khan and Ansari had connections with the proscribed Pakistan-based terrorist outfit Jaish-e-Mohammed (JeM). The money reportedly reached Atta via Omar Sheikh, one of the terrorists released in Kandahar, Afghanistan, after the IC 814 hijacking in December 1999. Bush indicated to press personnel during a trip to West Virginia that he was not sure if the attack - in which no Americans were killed or injured - was targeted at the US or provoked by a grievance against local police. A media report quoting intelligence sources has indicated that the Asif Reza Commando Force (ARCF), one of the two outfits that has claimed responsibility for January 22 terrorist attack on the American Centre in Kolkata was raised sometime in the third week of December 2001. According to intelligence sources, the ARCF was probably raised at a village populated by illegal migrants from Bangladesh along the Indo-Bangladesh border in the Malda district of West Bengal. The sources said that the ARCF is an adjunct of the Harkat-ul-Jehadi-e-Islami (HuJI), a Pakistan-based terrorist outfit that has links with Pakistan's external intelligence agency, Inter-Services Intelligence (ISI). As reported earlier, the HuJI has also claimed responsibility for the attack. Sources added that certain HuJI leaders upon entry into Malda through Bangladesh are reported to have met some fundamentalist activists of the proscribed Students' Islamic Movement of India (SIMI) there and floated the idea of forming a front outfit of the HuJI. The HuJI is reported to have sent some of its experienced cadres to the ARCF.

According to media sources, a report, prepared by the Border Security Force (BSF), in December 2001 and submitted recently to the West Bengal Chief Minister, has indicated a sharp rise in the number of unaffiliated madrassas (religious seminaries) in North Bengal, particularly along the border with Bangladesh. However, it is not known how many madrassas in the border areas are affiliated with the Board of Madarasa Education. Sources indicated that while minority institutions have gone up by approximately 50 per cent, the report points at a change in the demography of North Bengal in the last two decades. A survey was conducted along a 20-km stretch of the border in six districts. According to the report, the number of madrassas and mosques in 1990 were 487 and 823. In 2001, the numbers rose to 734 and 1227 respectively. The report also reportedly indicates that most of the institutions have emerged within a radius of five km from the border. The number of mosques close to the border has gone up from 475 in 1990 to 639. In case of madrassas, it has risen to 317 from 255.

Sources said that Omar Sheikh, one of the terrorists released at Kandahar, Afghanistan, in the IC-814 hijack incident of December 1999, was involved in planning the attack. Sources indicated that it was Sheikh, an Al Qaeda cadre, who gave Farhan Malik alias Aftab Ansari, Dubai-based Mafia Don, the idea of attacking the American Centre. Reports said that unrecognised madrassas in the region have been receiving funds through various international routes which depend heavily on illegal finance network, hawala channels. A senior intelligence officer was quoted as saying, "We are now tracking a person in Kazipara area of Barasat who receives the money siphoned to private-run madrassas through separate hawala channels. We have information that this individual recently received more than Rs. 600,000 from one such channel for a 'private-run academy', which doesn't have permission under the Foreign Currency Regulation Act, 1961. We also have reports of the presence of a Pakistan and Bangladesh-based organisation, 'Khilafat Majlish', that is regularly funding private madrassas." The police are also keeping a watch on pre-madrassa institutions in rural areas, 'Makhtabs', which do not need any government registration. There are allegations that Makhtabs are involved in the "elementary brainwashing" of children to create the foundation of the so-called jehadis, says an intelligence report.
