Four low-intensity blasts rocked the busy Junglee Maharaj Road in Pune on August 1 evening injuring one person, reports NDTV.Com. Two other bombs were defused by the Anti-Terror Squad. All explosives were kept in cake boxes and placed within a kilometer range. The explosions took place between 7.37 and 8.15 pm during rush hour in the heart of the city on Junglee Maharaj Road, full of restaurants, shops and the large Sambhaji Park, popular for family outings in the evening. The first blast took place outside the Balgandharva auditorium used to stage plays, at a statue near that theatre, opposite a McDonald’s outlet and near a bank. One of the bombs, placed on a cycle, was hooked up to sophisticated circuitry. The Police said that the explosives near Dena Bank and Garware Bridge were left in the wire-meshed carrier bags, attached to the front of the bicycles and the explosion outside McDonalds went off in a dustbin at its outer gate. According to The Hindu report, the first explosion occurred around 7.30 p.m. near the Balgandharva Rang Mandir, an auditorium on Junglee Maharaj Road followed by second explosion in a dustbin outside the popular fast food joint McDonald’s. Soon after, the third and fourth blasts were reported at Dena Bank and Garware Chowk, in the same vicinity, with the explosive material planted on cycles. The Police said that the explosions were set off with pencil cell detonators placed in a plastic bag, a dustbin and on cycles at two locations. Home Secretary RK Singh said that the injured person is being treated as suspect and questioned by the police. Mr. Singh also suspects a terror angle as it was a planned attack. After the blasts all cities across India are on high alert. A bomb disposal squad swept Jantar Mantar in New Delhi where Anna Hazare and his activists are on a hunger strike, supported by a large crowd.

National Investigating Agency (NIA) members said that entire operation of August 1 Pune (Maharashtra) serial blasts looks as though it had been planned locally, reports Rediff on August 3. Right from the timer devices, a locally-made clock and locally purchased bicycles, all indications are that the entire operation was planned in Pune. "Although the IM [Indian Mujahedeen] had resurfaced from Bihar, it would not be correct to say that their modules are dead in Pune, which was once their headquarters," Intelligence Bureau officials said.

Some black sticky substance has been found which is being studied by the FSL to ascertain what exactly it is. The Anti Terror Squad (ATS) is examining CCTV footage from the branch of McDonald's outside which one of the explosions took place. Police Sources said that closed circuit camera at another blast site at Dena Bank are not working. Apart from Maharashtra DGP and the ATS, a team of National Investigative Agency (NIA) also inspected the blast sites. A team of National Security Guards (NSG) joined the probe on August 2 (today) morning.

The top police and ATS officials who spoke on condition of anonymity said, “The blasts might have been engineered by Indian Mujahideen to give a message that the outfit is still active and can pull out an operation in the city although Quateel Siddiqui, an alleged IM operative and a suspect in German Bakery blast, has been murdered.” “Terror groups have been trying to target places owned by multi nationals or frequented by foreigners. This has been noticed during the 26/11 Mumbai terror attack too. Even German Bakery was frequented by foreigners and was located in close vicinity of Chhabad House. In the present case, both McDonalds and KFC are USA based,” officials said. According to Rediff.Com report, bicycle has once again become the vehicle of terror after the August 1 Pune blast suggests the use of bicycle to carry out attack. The use of a bicycle to plant a bomb has also been witnessed during the Ahmadabad, Delhi, Malegaon blasts and also the Uttar Pradesh court blasts. Initially, the use of bicycles to plant bombs was seen mostly in Assam, which even led the administration to moot the idea of registering bicycles. Security agencies also feel that it is safer to use bicycle bomb than a car bomb, since a bicycle does not require any registration, and hence, leave no trail. A person could easily get a bicycle with no documents, plant the bomb and leave.

Joint Commissioner of Police (law and order) Sanjeev Kumar Singhal said that during the last few months some Police Stations had received anonymous letters warning about terror attacks in the city. The Police Commissioner's office too had received such letters. "We never ignore such letters and we take all the necessary preventive actions. We make the best possible efforts to identify the source sending such letters even if they are hoaxes," he said. Singhal denied receiving threatening emails, adding that the source of the email can be easily detected. Times of India quoted an unnamed official as saying that a design flaw in the bombs caused them to explode partially and prevented the shrapnel from spreading. Without naming any group, an unnamed Home Ministry official in New Delhi said there were "credible leads" pointing to a "big plan" by a terror outfit. "Preliminary forensic result which is an outcome of the detailed examination of the two unexploded IEDs and nature of blasts shows that the bomb had all the ingredients to cause a much bigger impact and had the potential to take lives of many people." Also, in Pune, Police bomb experts who supervised dismantling of the devices also said the four bombs placed on Jangli Maharaj road exploded only partly. Had these and the two that were defused gone off fully, the damage caused would have been "major", they said.

The investigators suspect involvement of at least three persons in executing the serial bomb blasts in Pune. "The sketches of two persons who could be bomb planters are ready. It will not be made public but would be given to the policemen involved in the investigations," added a Police officer. The National Investigation Agency (NIA), Maharashtra Anti Terrorism Squad (ATS) and Pune Crime Branch have been conducting the probe into the blasts simultaneously. Earlier, the Crime Branch wrote to the Home Department seeking his custody as they are likely to get one of the handlers of the November 26, 2008 Mumbai attacks and arrested Lashkar-e-Toiba (LeT) operative Abu Jundal face-to-face with Kasab next week. Sources said they will seek permission from the special court so that they can take either Kasab to the Police headquarters, where Jundal is, or take Jundal to the high security cell at Arthur Road jail, where Kasab is. The Police said that there were contradictions in the versions regarding the six unknown handlers and Pakistani Inter-Services Intelligence (ISI) officials' involvement in the 26/11 Mumbai terror attacks. While Kasab had told Police that Jundal had given him arms and ammunition training, Jundal said he did not participate in that but only gave Hindi and Marathi lessons to Kasab and nine others. Kasab had named Jundal among the 13 Pakistani handlers who had gone to see them off to Al Hussain, the Pakistani ship in which they sailed from Karachi, and which later captured Indian fishing trawler M V Kuber. The court convicted Mohammed Farukh and Farida Begum, residents of West Bengal, under section 489(B) and 489(C) read with section 34 of Indian Penal Code (IPC) while another accused, Mustafa Kamal, was acquitted due to lack of concrete evidence against him. The ATS told the court that Jundal was the main accused in the case and had indoctrinated many Muslims. Earlier, Abu Jundal confession to the court has revealed the role of LeT founder Hafiz Mohammad Saeed in 26/11 attacks, reports The India Today on August 13. Abu Jundal told the court that Hafiz wanted him to suggest the places to be attacked, which would cost not only maximum casualties but also would shake the world. Jundal also confessed about his meeting with LeT ‘operational commander’ Zaki-ur-Rehman Lakhvi, who according to Jundal use to conduct separate special training to terrorist. Security agencies have pinpointed SIMI operative Saquib Nachan to be the mastermind of the attack against the Police, media personnel and civilians at a protest rally by Muslims against the ongoing violence in North-East between the Bodo tribals and the illegal Bangladeshi immigrants. The revelation of his involvement in the latest terror attack came after interrogation of 23 persons accused of rioting in Mumbai this month. The arrested people have revealed that he had instructed the participants to target media personnel and their vans outside the venue of the protest by the Muslims. The Police said that it was the same clip which the founder-members of IM, including Riyaz Bhatkal and Iqbal Bhatkal, have been using since 2006 to lure youths from Pune (Maharashtra) and Azamgarh (Uttar Pradesh). Unknown Sources said that this video clip could be an important piece of evidence to show that Pakistan was responsible for inciting the minorities in India. The National Investigation Agency (NIA) on August 23 detained four people in Beed District in connection with an FIR lodged against Zabiuddin Ansari alias Abu Jundal, the arrested prime handler of the November 26, 2008 (26/11) attacks and Lashkar-e-Toiba (LeT) operative, according to The Times of India. However, no formal arrest has been made. A team of NIA officials along with Maharashtra Anti-Terrorism Squad (ATS) personnel raided a few residences in Beed in the night of August 22 and detained four persons. The agency has recovered several documents, including passports, bio-datas of several people and photographs. Indian Express, reported on August 24, that Beed Police sources said NIA teams searched a small hospital near Jalna Road, a house in Juna Bazar and another in Balepeer area and seized some computers and papers.
