A senior Uttar Pradesh police official, while speaking to newsmen in Ghaziabad, on September 3, said Pakistan’s Inter Services Intelligence (ISI) has entrenched itself in 22 districts of the State. Security measures have been tightened in these districts. He said police have also started identifying small pockets of ISI activities within a town. The police were also watching the activities of religious fundamentalist organisations like the Students Islamic Movement of India (SIMI) and Deendar Anjuman and a special squad of outstanding police officials has been put on the job, the official said. He went on to say that the ISI has used enormous funds to woo criminals, religious fundamentalists and even security force personnel to realize its motives.

Pakistan’s Inter Services Intelligence (ISI) and the underworld don Dawood Ibrahim are encouraging infiltration of mercenaries into India through the 750 km long and porous Indo-Nepal border, reports said. On an average 150 ISI-trained terrorists and mercenaries are pushed into India through this border, with a specific mandate to carry out subversive activities. This was reportedly revealed during the interrogation of an Afghan national and an ISI agent arrested in Raxaul, near the Indo-Nepal border, on August 13. The interrogation also revealed the involvement of some of the madrassas in anti-India activities. The madrassas at Chandanbara, near the Indo-Nepal border, has also come under suspicion after reports said that some Nepal- based Pakistan diplomats visited it and stayed there. According to media reports, the Union Home Ministry has altered the Bihar government. 30 companies of the Special Services Bureau (SSB) have been deployed in the 27 ‘soft spots’ along the 120 km-stretch in the districts of East Champaran, West Champaran and Sitamarhi.

According to official sources, a suspected Maoist insurgent of Nepal was arrested form the cantonment area in Bagdogra, near Siliguri, on September 4. A sophisticated Chinese-made 7.65-mm pistol, 19 rounds of ammunition and two hand-grenades were also recovered from his possession. Official sources said the insurgent, a suspected member of the underground Communist Party of Nepal (Maoists), which has close links with the Gorkhaland Liberation Organisation (GLO), had probably come to sell weapons in India. Media reports quoting intelligence sources said the arrest indicated the prevalence of gun running in the region, which has of late become rampant with the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, funding terrorist outfits like the Kamtapur Liberation Organisation (KLO) and the United Liberation Front of Asom (UlFA).

An estimated 60 persons were killed in the Coimbatore in February 1998 during an election rally in which Union Home Minister LK Advani was present. The bail petition was moved one of the activists of religious fundamentalist outfit, Al Ummah, which is suspected of carrying out the blasts.

On September 5, Muslim League (Mumbai region) President Mohammad Faruque Azam said the 10 persons allegedly involved in the March 1993-serial blasts in Mumbai would be fielded by the party in the February 2002-municipal corporation elections. These persons are presently being tried for their alleged role in the serial blasts. Some of them are currently out on bail. Claiming that all the 10 nominated candidates were innocent, Azam said, "When persons who have been proven guilty by the [Justice] Srikrishna Commission were allowed to contest elections and even made Ministers, why can't these innocent persons contest a small election?" He also said the party had received overwhelming public support for its decision and was considering nominating five more candidates detained under the Terrorist and Disruptive Activities (Prevention) Act (TADA).

Union Home Minister L K Advani said the government was examining constitutional and legal provisions to devise steps to ensure that police personnel engaged in combating cross-border terrorism were able to discharge their duty without fear. Advani was addressing the annual conference of State police chiefs, in New Delhi, on September 5, 2001. Speaking on the occasion, he said, "There should be some provisions in the law... so that no policeman who acted firmly and without mala fide against terrorist elements in the cause of his national duty, is hounded out for extraneous reasons.'' The Minister contended that there were safeguards for the security personnel during an open war, but in an abnormal situation of a proxy war, there were no legal provisions to protect police personnel who had done something in a bona fide manner to provide security to the common people.

According to a delayed report, the Criminal Intelligence unit of Mumbai police arrested a person in possession of counterfeit currency worth Rs. 20 lakhs during a raid near the domestic airport in Mumbai, on September 7. During interrogation, it was revealed that the person was reportedly working for a Dubai-based agent of Inter Services Intelligence (ISI), Pakistan’s external intelligence agency. The police have registered a case under Sections 489(B) and 489 (C) of the Indian Penal Code (IPC).

In the first of a series of coordinated attacks, two hijacked planes crashed into New York's 110-storey World Trade Center. In he capital Washington DC, another hijacked aircraft destroyed parts of the Pentagon and a car bomb exploded outside the State Department offices. Also a Boeing 767, which too might have been hijacked, crashed in western Pennsylvania.

An inter-ministerial group of bureaucrats and security officials held a meeting in New Delhi, on September 12, to review the contingency plan. It was felt that in the backdrop of the threats posed by cross-border terrorism and other forms of terrorist violence, several outdated aspects of the contingency plan needed to be scrapped. Official sources said a list of at least 50 terrorists wanted in India will also be pursued by the Indian delegation at the Budapest meet which comes in the wake of the September 11-terrorist attacks in the United States. The CBI will also seek the extradition of wanted terrorists. External Affairs Minister Jaswant Singh, speaking at a press conference in New Delhi on September 20, said that Pakistan was still promoting cross-border terrorism and terrorist outfits continue to flourish there despite the country’s proclaimed support to the fight against global terrorism. Commenting on possible US military strikes against the Taliban regime, he said indicated that a global effort against terrorism cannot be unidimensional and military action was only one of a the options and not the final determinant in the fight against terrorism. He also said that in order to eliminate terrorism, the international community has to fight it on several fronts, which would require ‘a lot of stamina’, and military action was only for a select purpose. The Minister said that intelligence inputs have indicated that the Taliban high command has recalled its terrorists from Jammu and Kashmir in order to fight in Afghanistan in case of a US military strike. According to him, "Mohammad Omar has issued an appeal that all terrorists in Jammu and Kashmir should quickly move towards Afghanistan and come to Afghanistan to stand up against what is apprehended".

He said Afghanistan is a symptom and the United States would have to look beyond it, at the training camps, at the arms and money flowing into the hands of terrorists if it wants to get rid of terrorism ‘root and branch’. He submitted to the court that while the five Russian pilots, released in July 2000, and he were convicted and then sentenced to life on identical charges, ''The Russians are now free men and I am in jail because I am a British national. It is racial discrimination''. The court observed that it was still in the dark whether the five Russian pilots were released after being granted mercy or pardon or remittance. The court observed that the matter would become clear after the Union Law Ministry files its affidavit by October 5. Bleach and five other pilots were arrested after a plane dropped a huge cache of arms in Purulia district, West Bengal, on December 17, 1995. The Central Bureau of Investigation (CBI) investigated into the case and filed charge sheets against Bleach and five Russians. The Russians were, however, released from jail on July 22, 2000 through a Presidential Order.

In the continuing countrywide crackdown on the Students Islamic Movement of India (SIMI), 122 cadres were arrested on September 29, taking the total number of arrests to 362. Media reports quoting official sources indicated that the maximum number of arrests was made in Maharashtra, with 103 activists arrested. 45 SIMI cadres were arrested in West Bengal and Rajasthan. In Kerala, 31 were arrested, while in Tamil Nadu the number was 20. The number of arrests in Madhya Pradesh was 24. In the States of Uttar Pradesh and Gujarat, there were 92 and eight arrests respectively.

Maharashtra Police, on September 30, arrested a suspected agent of Pakistan’s Inter Services Intelligence (ISI) from Mumbra, Thane district. He is suspected to be an accomplice of terrorists who hijacked the Indian Airlines flight IC-814 in December 1999. Some incriminating documents have also been seized from arrested suspect’s possession. Police sources said the accused, a Bangladesh national, came to India on a tourist visa. His visa expired in December 2000 and since then he has been staying illegally. Preliminary investigations revealed that he received funds to operate in India through hawala transactions.
