Delhi High Court framed charges against Mushab Anwar, Rhees Rasheed, Mundadiguttu Sadanananda, Marla Deepthi, Mohammad Waqar Lone, Mizha Siddeeque, Shifa Haris, Obaid Hamid Matta and Ammar Abdul Rahiman under Indian Penal Code (IPC) Section 120B (criminal conspiracy), read with Sections 2(o) (unlawful Activity), 13 (punishment for unlawful activities), 38 (offence relating to membership of a terrorist organisation) and 39 (offence relating to support given to a terrorist organisation) of the Unlawful Activities Prevention Act (UAPA) in Islamic State (IS) case, Indian Express reports on November 4. The court discharged one accused, Muzamil Hassan Bhat. While framing charges, the court said that the accused have been sympathisers of IS ideology and professed themselves to be lone wolves intending to bring the caliphate to Jammu and Kashmir. It did not agree with the defence’s argument that the accused persons were “not disseminating the provocative messages”.

The Supreme Court on November 3 affirmed the death penalty for Lashkar-e-Taiba (LeT) terrorist and Pakistan national, Mohammad Arif alias Ashfaq for carrying out the December 2000 Red Fort attack, saying there was a direct attack on the unity, integrity and sovereignty of India, reports newsroomodisha.com. In the Red Fort attack, three people, including two Army toopers, were killed. Dismissing Arif’s review plea against capital punishment, a bench comprising Chief Justice U.U. Lalit and Justices S. Ravindra Bhat and Bela M. Trivedi said: “the aggravating circumstances evident from the record and specially the fact that there was a direct attack on the unity, integrity and sovereignty of India, completely outweigh the factors which may even remotely be brought into consideration as mitigating circumstances on record.”

Uttar Pradesh Anti-Terrorist Squad (ATS) on November 3 arrested one terror suspect from Uttar Pradesh's Saharanpur District, reports indiatvnews.com. The arrested suspect, 28 yeal old Aas Mohammed is a resident of Saharanpur. On November 3, UP ATS arrested a terror suspect from Uttarakhand's Haridwar District. 23-years old Mohammed Harris was a resident of Haridwar. The two were arrested for their suspected links with Al-Qaeda. They were taken into custody after questioning some accused who were already arrested for having links with Al-Qaeda in the Indian Subcontinent (AQIS) and Jamaat-ul-Mujahideen Bangladesh (JMB). The ATS also recovered a mobile phone without a battery and sim card, three other mobile phones without sim cards and cash INR 5400 from the possession of Mohammed Harris.

National Investigation Agency (NIA) on November 5, conducted searches at five locations in Karnataka’s Dakshina Kannada, Hubli, and Mysuru districts, and arrested three Popular Front of India (PFI) cadres in connection with the murder of BJP’s Yuva Morcha leader Praveen Nettaru, reports The Print. The arrested accused have been identified as K Mahammad Iqbal, K Ismail Shafi, and Ibrahim Sha. “The three accused were arrested for their active involvement in the conspiracy hatched to murder Praveen Nettaru,” the NIA said in a statement. During the searches conducted, the NIA said digital devices and incriminating documents were seized from the houses of the accused and suspects.

The National Investigation Agency (NIA) has filed a charge sheet against Dawood Ibrahim, his aide Chhota Shakeel and three other members of the ‘D Company’ in connection with its probe into raising funds to carry out sensational terror activities in Mumbai and other areas, the agency said in a statement on November 5, reports Hindustan Times. Apart from Ibrahim, a UN-designated global terrorist and Shakeel (both hiding in Pakistan), three other associates arrested by the NIA recently named in the charge sheet are Arif Abubakar Shaikh alias Arif Bhaijaan, Shabbir Abubakar Shaikh and Mohammad Salim Qureshi alias Salim Fruit.

The National Investigation Agency (NIA), on November 11, filed a charge sheet in connection with the seizure of arms and ammunition in the Omalur area in Salem District of Tamil Nadu against three persons, identified as Naveen alias Naveen Chakaravarthy M, Sanjay Prakash J, and A Kabilar alias Kabilan, who conspired and associated themselves with Liberation Tigers of Tamil Eelam (LTTE), a proscribed outfit, and created an organisation called ‘World Tamil Justice Court (WTJC)’, reports latestly.com. The case is related to the recovery of two country-made pistols, ammunition and gunpowder from the two accused during vehicle checking near the Puliyampatti division in the Erode District of Tamil Nadu. The two accused were inspired by LTTE, and wanted to create an organization similar to the LTTE with the aim to wage an armed struggle against the Government, the NIA said in a statement. The case was registered at Omalur Police Station of Salem District on May 19 and the NIA later re-registered the case.

According to information, the NIA raided more than 13 locations in Punjab, Haryana, Rajasthan, UT Chandigarh and the Delhi-NCR region. The districts targeted were Fazilka, Tarn Taran, Ludhiana, Sangrur, Mohali in Punjab, Yamuna Nagar of Haryana, Sikar in Rajasthan and the Outer North District of Delhi. "We conducted raids to dismantle and disrupt the emerging nexus between terrorists, gangsters and drug traffickers based in India and abroad," said a NIA official. The NIA said that it will continue to dismantle such terror networks as well as their funding and support infrastructure. The official said that preliminary investigations revealed that these gangs were carrying out targeted killings and were also raising funds for their criminal activities through smuggling of drugs and weapons. "The recent sensational crimes and extortion calls by criminal syndicates and gangsters to businessmen, professionals, including doctors etc, had created widespread scare among the people. These gangs were using cyber space to publicise these crimes to create terror among the public at large," the NIA said.

On November 28, Special Court for National Investigation Agency (NIA) Cases, New Delhi, pronounced sentence convicting six accused in Jaish-e Mohammad (JeM) Conspiracy Case, reports NIA. The six accused were Sajad Ahmad Khan alias Sajjad Ahmed Khan alias Sajjad Ahmad Khan alias Sajjad, Tanveer Ahmed Ganie alias Tanveer Ahmad alias Tanveer, Bilal Ahmad Mir alias Bilal Mir alias Billa, Muzaffar Ahmad Bhat alias Muzaffar Bhat, Ishfaq Ahmad Bhat alias Ishfaq Bhatt alias Ishfaq and Mehraj-Ud-din Chopan alias Mehraj. The case pertains to criminal conspiracy by the top JeM leaders, namely Mufti Abdul Rauf Asghar, brother of JeM chief Maulana Masood Azhar, based in Pakistan, to recruit persons to carry out terrorist acts in different parts of India. A large number of Pakistan trained terrorists, weapons and explosives trainers of JeM had illegally infiltrated into Indian territory after crossing the border, with the help of their associates based in different States of India. All the accused, especially Bilal Mir and Muzaffar Bhat, had carried out reconnaissance of targets, arranged hideouts and had provided logistical support to terrorists to carry out terror attacks in India. Sajad Ahmad Khan had been sent to Delhi to carry out reconnaissance of important targets and to establish a hideout in Delhi. The main aim was to identify, radicalize and recruit youth, impart them training in handling of weapons and explosives and fieldcraft and raise funds, procure weapons etc. in order to execute their nefarious designs. Tanveer had facilitated transporting of terrorists and was also involved in supplying sealed parcels/ food/medicines and other logistical support. Explosives were recovered at the behest of Mehrajuddin while detonators were recovered from Muzzaffar. Ishfaq Ahmad was highly radicalised and had facilitated radicalization of other youth and was instrumental in providing shelter to the terrorists.

Vinod Nishad alias Vinod Sahni alias Binod Kumar of Bihar and Mehfooz Shaikh of Gujarat were convicted by the special court in the Surat counterfeit currency case registered in 2019. Both the accused were convicted under sections 489B, 489C and 120B of the Indian Penal Code (IPC) and sentenced to rigorous imprisonment for seven years and slapped with fine."

The High Court also issued notice to the National Investigative Agency (NIA) on Abubacker's plea seeking bail on medical grounds. A division bench comprising Justice Siddharth Mridul and Justice Talwant Singh also asked the NIA and the All India Institute of Medical Sciences (AIIMS) to file a status report on his ailments and the requisite treatment. The investigators have also gathered inputs on Shariq being involved in a drug racket. The officials confirmed that they were looking for a few kingpins who controlled and handled Shariq. The sources also explained that the group planned terror acts in south Indian states. The Mangaluru bomb blast (November 19) case has officially been transferred to the National Investigation Agency (NIA) on December 1, reports India Today. All the recovered evidence and the details of the case have officially been handed over to the NIA. The NIA officials are scheduled to record a separate statement from the main accused, Shariq, beginning on December 1.
