Mafia don and prime accused in the 1993 Mumbai serial blasts, Abu Salem, was extradited to India from Portugal along with his associate, Monica Bedi, on November 10. The extradition was authorised by a Lisbon court. Salem and Bedi were arrested in Lisbon in 2002 after an Interpol Red Corner alert. The two were sentenced to prison terms in Portugal for travelling on false documents. Briefing the media, Central Bureau of Investigation (CBI) Director, U. S. Misra, said Salem was brought to Mumbai around 0715 (IST). Apart from the serial blasts case, Abu Salem is accused in two murders in Mumbai, three cases of extortion in Delhi and one case of passport forgery in Lucknow. Misra said the extradition came after India assured Portugal that neither Salem nor Bedi would be sentenced to death.

An alleged conduit of the terrorist outfit Jaish-e-Mohammed (JeM) who shuttled between India and Bangladesh and had ferried the terrorists involved in the July 5-Ayodhya attack was arrested by the Special Cell of the Delhi police at Old Delhi railway station on November 11, according to The Hindu. According to Joint Commissioner of Police (Special Cell), Karnal Singh, a police team had been following the movements of the Ayodhya attack suspects for the past four months and a team stationed in Kolkata, capital of West Bengal, received information on November 10 that one of the suspects would go to Delhi on board the Poorva Express. During his interrogation, he purportedly identified himself as Abdul Baqi, resident of a village near the India-Bangladesh border in West Bengal. He allegedly disclosed that he had been working as a conduit for the JeM for the past three years. His job was to help terrorists cross over to India. On several occasions he ferried them up to Delhi, and also took them back to Bangladesh. This time he had been directed to ferry two persons staying in an Old Delhi guesthouse to Bangladesh.

Foreign ministers of the seven South Asian Association for Regional Cooperation (SAARC) countries have ratified the additional protocol to the organisation’s Regional Convention on Suppression of Terrorism. The additional protocol will help the member countries to meet the challenge, with the objective of having zero tolerance to terrorism in all forms and manifestations, SAARC foreign ministers said at their meeting in Dhaka on November 11. In addition to facilitating exchange of information on the activities of terrorist elements and their funding process, the protocol will now cover specific measures which would enable SAARC member countries to "work together on the legal side as well," according to Daily Star.

During his meeting with his Pakistani counterpart Shaukat Aziz on the sidelines of the South Asian Association for Regional Cooperation (SAARC) Summit in Dhaka, on November 13, Prime Minister Dr. Manmohan Singh said that there was no question of demilitarisation unless Pakistan stopped cross-border terrorism and attempts at infiltration. Prime Minister also said that in moving the peace process forward and correcting the "trust deficit" it was important that "we are not deflected by the incidents of terrorism and infiltration attempts that continue", reports the Hindu. Foreign Secretary, Shyam Saran, briefing newspersons after the meeting said, India could be ready to "take away" its forces not only on the Line of Control (LoC), but the entire border with Pakistan if cross-border terrorism and infiltration ended and the two countries reached that level of "trust."

On November 13, the Delhi Police (DP) announced the arrest of Lashkar-e-Toiba (LeT) terrorist who allegedly coordinated and financed the serial bomb blasts in Delhi on October 29. Tariq Ahmed Dar, who was working as a sales representative with the pharmaceutical firm Johnson and Johnson, had allegedly hatched the plot along with two LeT cadres, Abu Al Qama and Abu Huzefa, DP Commissioner K. K. Paul informed at a press conference in Delhi. Huzefa was a Pakistani and a LeT commander in Kashmir Valley. Just days before the blasts, Rupees 4.86 lakh had been deposited to Tariq’s bank account in Srinagar from a Middle-East country. The money was meant for financing the blasts in which RDX, though not in its pure form, was used, Paul said. Dar had been arrested by DP from Srinagar on November 10 and was brought to Delhi the next day where a local court remanded him to 14 days police custody, Paul informed. He also said that at least four persons were involved in the blasts, which killed at least 62 people and injured more than 200 others. While two of the conspirators and executers are from Jammu and Kashmir, the others were "foreign nationals," Paul said without identifying their nationality. The Commissioner said that though Dar himself was "probably" not in Delhi at the time of the blasts, he was the "financer, coordinator, spokesperson and front-man" of the LeT.

"I am prepared to take steps with the active involvement of all political parties as early as possible for restoration of multi-party democracy", the King assured Dr. Singh at a meeting in Dhaka on November 13-morning on the margins of the 13th South Asian Association for Regional Cooperation (SAARC) summit. Briefing reporters, External Affairs Ministry spokesperson Navtej Sarna said the one-on-one meeting, held in a cordial atmosphere, lasted nearly 40 minutes. This was the second meeting between Dr Singh and King Gyanendra after the ‘royal coup’ on February 1, 2005 in Nepal. Underworld don Abu Salem has "admitted his role" in carrying out the 1993 serial bomb blasts in Mumbai, a senior Central Bureau of Investigation (CBI) official told reporters in Mumbai on November 13. "Salem has accepted that his role was that of supplier of arms and ammunition", the official said. Salem was 'fairly cooperative,' CBI Deputy Inspector General (Special Task Force), O. P. Chatwal said. A total of 257 people were killed and 713 injured on March 12, 1993 in serial blasts at 13 places in the city, destroying property worth Rupees 27 crore.

A body found by Afghan authorities near Delaram in the Nimroz province of Afghanistan on November 23 has been identified as that of Ramankutty Maniappan, a Border Roads Organisation (BRO) driver, abducted by the Taliban on November 19. On November 22, Taliban spokesperson Qari Mohammad Yusuf had telephoned Reuters to claim that Maniappan was executed as the BRO did not agree to pull out of Afghanistan. "The body was recovered around 11 a.m. and is being taken to Kandahar," Zia Mojadedi, a senior official in the Afghan Security Council, told The Hindu over telephone from Kabul. Maniappan is the first Indian to be executed by the Taliban.

According to The Hindu, the Taliban has threatened to execute an Indian driver abducted from Afghanistan's southwestern province of Nimroz unless his employer, the Border Roads Organisation (BRO) pulls out of the country within 48 hours. The BRO is building a strategic road linking Afghanistan and Iran. M. Raman Kutty went missing on November 19 along with an Afghan driver and two Afghan security guards while they were driving in a Maruti Gypsy. On November 20, a spokesperson for the Taliban claimed in a phone call to Reuters in Kandahar that the men had been abducted by his organisation. Chinese news agency, Xinhua, was quoting a Taliban spokesperson named Qari Yusuf Ahmadi as saying that they had given the BRO "an ultimatum that if the agency does not leave Afghanistan in 48 hours the Taliban will behead the Indian." Kutty is among an estimated 300 Indians working on the strategic 218 km road that will link Delaram on the main Kandahar-Herat highway in Afghanistan and Zaranj on the Iran border.

According to Hindu, Special Cell personnel of the Delhi Police arrested a suspected conduit of the Jaish-e-Mohammad (JeM) from West Bengal on November 24. Police said the arrested conduit, identified as Amir Ali, a resident of North-24 Pargana district, was part of the network that provided support to those involved in the Ayodhya attack on July 5, 2005. During interrogation, Amir allegedly said he had arranged the Mehrauli hideout in Delhi for Mehmood, the Pakistani JeM militant who masterminded the Ayodhya attack.

According to Press Trust of India, two more Lashkar-e-Toiba (LeT) cadres have been arrested in connection with the October 29 serial bomb blasts in the national capital Delhi, raising the number of persons detained in the case to three. Ghulam Ahmed Khan and Rafiq were arrested in Jammu and Kashmir by a Delhi Police team on the basis of information provided by Tariq Ahmed Dar who was arrested on November 10. Khan, who was detained in Srinagar, was produced before a local court which remanded him to police custody till December 7. Khan and Rafiq are believed to have been instrumental in arranging of funds for carrying out the blasts.
