According to media reports, leaders of the proscribed religious fundamentalist organisation, the Deendar Anjuman have decided to revive the outfit, though under a different name. The decision was reportedly taken soon after the tribunal headed by a Delhi High Court judge upheld the Union government’s decision to ban the outfit. A prominent leader of the banned organisation was quoted as saying, ‘‘Against our expectations, the tribunal’s decision came against us. We are left with no other option but to resume our religious activities under a different banner.’’ He reportedly added that a decision about the new name and its objectives would be taken soon.

The United States has effectively banned the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammad (JeM) by designating them as ‘foreign terrorist organisations’. Secretary of State Colin Powell accepted a recommendation on November 1by Attorney General John Ashcroft to designate 46 outfits, including the LeT and the JeM, as ‘foreign terrorist organisations’. State Department spokesman Richard Boucher said, "The list of affected organisations and individuals is a living document. We will continue to expand it as we identify and confirm additional entities that provide financial and other support to terrorist organisations…the terrorist groups designated by the secretary as foreign terrorist organisations maintain networkd around the world, and use these networks to facilitate deliberate acts of violence against innocent persons to further their nefarious designs". Earlier, the LeT and the JeM had figured in the list of outfits and individuals whose assets were frozen by the US government for having links with Osama bin Laden and his Al-Qaeda terrorist network. The move, which fulfils a long-standing demand by India and comes a week ahead of the visit of Prime Minister Atal Behari Vajpayee to Washington, was welcomed by India. In a statement welcoming the move, Minister of State for Home I.D. Swami said, "it is a good development that they have realised the issue of cross-border terrorism, though late." He added, "This is an indication that other countries are realising what India and our Prime Minister have always been saying about cross-border terrorism being a threat to world peace."

Union Home Minister L K Advani, addressing the silver jubilee function of the All India Criminology Conference, in New Delhi, on November 1, said the courts and the government should consider sympathetically the pending cases registered against security force personnel while fighting terrorism. Clarifying that he had never used the word ‘immunity’ during his recent Punjab statement that had raised a controversy, he said when he had sought considerate view on cases against security force personnel who have fought bravely against terrorism, there was widespread condemnation. He said, "I still maintain that a probe should be held to find whether the action taken by the security man was with mala fide intention or while performing his duty. The Minister also said the Prevention of Terrorism Ordinance (POTO) was a well thought out response to the new developments in organised crimes, which are posing a threat to the country's unity and integrity.

The Molecular Diagnostic Centre, a private pathology laboratory in Thane, has detected the presence of anthrax spores in one of the four suspicious letters that were received at Deputy Chief Minister Chhagan Bhujbal's office on October 24. The sample had earlier tested negative at Haffkine Institute. Subsequently, the director of health services asked the Defence Research Development Organisation’s laboratory in Gwalior to run another test on the sample and the microbiology department at the JJ hospital in Mumbai to do another culture isolation test. This is the first case of suspicious mail testing positive for anthrax in India since the beginning of the bio-terrorism scare in October. A senior police official, while speaking to the media in Mumbai, said, "It is a serious matter and definitely points to a conspiracy. The police will now have to be alert about bio-terrorism".

The police swung into action when members of the DJS, which means school for holy war and martyrdom, gathered at a ground in the Purani Haveli area to train in ‘self-defence’. The Al Ummah, a banned religious extremist outfit, has reportedly sent a letter to Dharmapuri railway station master in Madurai district on November 3, threatening to blow up railway tracks if the People’s Democratic Party Chief Abdul Nasser Madhani and Al Ummah leaders were not released from jail. These leaders are the main accused in the Coimbatore serial blast case. The letter signed by Al Ummah Coimbatore also protested against the ban on the Students Islamic Movement of India (SIMI), and urged the government to withdraw it. Earlier, on November 2, the Al Ummah had reportedly sent a similar letter to the same station master which threatened that the outfit would blow up railway stations in 11 places if Madhani and SIMI activists were not released in 39 days.

Indian Civil Aviation Minister Shahnawaz Hussain said in Nagpur, Maharashtra, on November 5, that Central Industrial Security Force (CISF) personnel have been deployed at 25 airports in the country to beef up security. He said they are trained to handle air passengers in a courteous manner as part of the new civil aviation security policy, the draft of which has been finalised. The Minister added that sky marshals trained by the National Security Guards (NSG) were also being deployed in all the Indian Airlines and Air-India flights and even in private airlines.

These would be followed by delegation-level talks. Both the leaders are set to sign the Moscow Declaration on International Terrorism, on November 6, tomorrow. Media reports quoting official sources said the Moscow Declaration is expected to come out strongly on the need to tackle terrorism as a global phenomenon, including within its ambit countries that harbour terrorists and foment cross-border terrorism. The document is also likely to touch upon the current US military campaign in Afghanistan and underscore the need for establishing a broad-based multi-ethnic government chosen by the people of the war-ravaged nation. The declaration signed by Prime Minister Atal Behari Vajpayee and President Vladimir Putin in the Kremlin following their one-to-one meeting focused on ways and means to combat international terrorism and the need for resolving the current crisis in Afghanistan. The centrepiece of the declaration was their joint call for the ‘completion of negotiations under the UN auspices on the draft Comprehensive Convention on International Terrorism and the Convention for the Suppression of Acts of Nuclear Terrorism’. The Declaration said that the adoption of these conventions would "assist in strengthening the international legal basis for effectively combating the global menace of terrorism". Addressing a press conference following the signing of the declaration, the Russian President said that no distinction should be made between ‘good terrorists’ and ‘bad terrorists’, between ‘our terrorists’ and ‘their terrorists’. The point was also highlighted in the declaration which said "Whatever be the motive of their perpetration — political, ideological, philosophical, racial, ethnic, religious or any other — terrorist acts are unjustifiable." The declaration went on to add: "In multi-ethnic and democratic countries such as India and the Russian Federation, violent actions being perpetrated under the slogan of self determination in reality represent acts of terrorism which in most cases have strong international links." On Afghanistan, both sides agreed that there could be no place for the Taliban in any future Afghan government.

Official sources have indicated that the government was scheduled to issue a notification in this regard on November 8, banning the two outfits under section 16 of the Criminal Amendment Act, 1908. The government is also expected to write to the Union government to impose a nation-wide ban on the two outfits under the Unlawful Activities (Prevention) Act, 1967. The two leaders said they had a very meaningful discussion on the current Afghanistan problem, the issue of terrorism, and post-Taliban arrangement in Afghanistan, apart from discussing important bilateral and multilateral issues. The Indian Prime Minister, when asked whether he conveyed India’s concerns on cross-border terrorism and that countries which were part of the problem could not be part of the solution, said the issue of cross-border terrorism had been engaging the attention of both countries. Earlier, in an interview to the Washington Post, the Prime Minister hoped Washington would succeed in persuading Pakistan to stop sponsoring terrorism against India. He said the war against terrorism would have to be fought on a global scale against terrorist groups everywhere. He added, " Safe heavens offered by some countries with shelter, resources, training camps and arms have helped terrorist groups to build up a worldwide web of terror network, with its hub in our western neighbourhood… there is a strong, almost seamless, link between the terrorist groups operating against India and the United States. According to official sources, Delhi police have launched a probe to ascertain the existence of a possible Liberation Tigers of Tamil Eelam (LTTE) network in Delhi after arresting a suspected ‘commander’ of the LTTE. The terrorist, earlier arrested by the Madhya Pradesh Police, was brought to Delhi on November 28 for interrogation in connection with a narcotics case of 1998. A senior police official, while talking to media in Delhi, said, "We are interrogating him about his links in the capital to ascertain whether any LTTE network exists here".

However, a senior police official, while talking to press personnel refused to confirm these reports. The Border Security Force (BSF), on November 30, expressed concern at the increase in fundamentalist activities across the Indo-Bangla border by some Pakistan-based terrorist outfits, including the Lashkar-e-Toiba (LeT). Speaking on the BSF raising day in Kolkata, a senior BSF official said, "The fundamentalist activities across the Indo-Bangla border have increased and that could cause a fallout". He said the situation had become more acute with the exodus of a large number of minority Hindu community from Bangladesh following attacks by fundamentalist groups after the Bangladesh National Party (BNP) led government took over. He said that to contain the situation, the BSF had stepped up vigil on Indo-Bangladesh border through border fencing, improved border roads and acquiring modern gadgets for personnel. He added that the BSF had also provided several definite clues regarding the operation of Pakistan’s Inter Services Intelligence (ISI) to the West Bengal government which arrested a number of ISI agents from the districts of Burdwan and Murshidabad.
