Four Punjab-based terror suspects on way to Adilabad in Telangana to deliver a consignment of explosives in an Innova car with Delhi registration were arrested at Bastara toll plaza in Karnal District of Haryana on May 5 morning, reports The Times of India. Police have seized three Improvised Explosive Devices (IEDs) in a metallic case (2.5 kilograms each), a Pakistan-made pistol, 31 live cartridges and INR 130,000 in cash from them. Those arrested have been identified as Gurpreet Singh, Amandeep Singh, Parminder Singh (all residents of Vinjoke village of Zira in Ferozepur district of Punjab) and Bhupinder Singh of Bhatian village in Ludhiana in Punjab. Punjab, Director general of Police (DGP), VK Bhawra claimed that the State Police, acting on inputs from the central intelligence agencies, averted a possible terrorist attack by giving a hot chase of over 300 kilometres and getting four suspects arrested in Karnal. They were arrested by Haryana Police following inputs from Punjab Police, he added. Karnal, Superintendent of Police (SP), Ganga Ram Punia said the suspects were in touch with a Pakistan-based gangster-turned-terrorist, Harvinder Singh Rinda, who used to send locations through an app to them to deliver explosives and weapons. Rinda used to drop weapons and explosives at pre-designated locations in the fields in Ferozepur with the help of drones.

The leader of banned organisation Sikhs for Justice (SFJ) Gurpatwant Singh Pannun has been named as the main accused in connection with the appearance of 'Khalistan' banners and graffiti on the walls of Himachal Pradesh Assembly in Dharamshala on May 8, reports NDTV. Pannun has been charged under the stringent anti-terror law Unlawful Activities Prevention Act (UAPA). Himachal Police have stepped up security in the State after SFJ gave a call for holding a 'Khalistan' referendum on June 6. Inter-state borders have been sealed and security stepped at key Government buildings. "Keeping in view the incidents of Khalistani elements in neighboring States and also incident of tying a Khalistani banner took place in Una district on 11.04.2022 and recent incident of hoisting banners & graffiti of Khalistan on the outer boundary of Vidhan Sabha in Dharamshala as well as the threat posed by Sikhs for Justice (SJF) regarding announcement of 6th June, 2022 as voting date for Khalistan Referendum in Himachal Pradesh, the DGP-HP has issued directions to the field formations to remain on high alert from today," an order issued by State Police Chief Sanjay Kundu said.

On May 9 (today), National Investigation Agency (NIA) carried out multiple raids on associates of fugitive gangster Dawood Ibrahim across 20 locations in Mumbai of Maharashtra, reports India Today. The raids by the counter-terror agency included locations like Bandra, Nagpada, Borivali, Goregaon, Parel, Santacruz related to sharpshooters, drug traffickers, hawala operators, real estate managers of Dawood Ibrahim, and other key players in the criminal syndicate. According to sources, NIA detained Salim Qureshi aka Salim Fruit, an associate of detained gangster Chhota Shakeel, from his residence in Mumbai during the raid. Some important documents also seized. The NIA also picked up Qureshi, husband of Shakeel's sister-in-law, from his residence in the Bhendi Bazar area of south Mumbai. In February 2022, the NIA registered a case pertaining to the involvement of top leadership and operatives of D-Company, many of them based abroad, in terror activities, organised crime and acts aimed at creating unrest in India. This is the same case in which Maharashtra minister Nawab Malik was arrested by the Enforcement Directorate based on the NIA’s case.

On May 9, the National Investigation Agency (NIA) special court in Mumbai sentenced a man accused of supporting Islamic State of Iraq and Syria (ISIS) activities to seven years of rigorous imprisonment, reports India Today. The man, identified as Naserbin Abubakar Yafai, used online resources to contact members of the ISIS to support terrorist activities. Yafai was convicted under sections 13, 16, 18, 18-B, 20, 38, 39 of the Unlawful Activities Prevention Act (UAPA), section 120-B of the Indian Penal Code (IPC) and section 4 and 5 of Explosive Substance Act (ESA), 1908 and also imposed a fine of INR 5,000.

Haryana Police has invoked Section 124A (sedition), the law whose operation the Supreme Court put on hold on May 11, in 41 cases in recent years, reports The Times of India on May 12. The individuals booked form a wide spectrum, from the founder of the pro-Khalistan group, Sikhs for Justice (SFJ), and terrorist outfit Jaish-e-Mohammed (JeM) to the leader of a khap [a community organisation representing a clan or a group of related clans], a Congress Member of Parliament (MP) and senior journalists. Chargesheets have been filed in at least 19 cases and six have gone to trial. Most sedition cases registered in the State in the last two years have been against SFJ and its founder Gurpatwant Singh Pannun, who has included Haryana, which he claims to be part of Punjab, in his separatist messages. The first of these cases was filed in July 2020 in Gurgaon and Kurukshetra. Pannun was declared a terrorist on July 1, 2020 by the Union Ministry of Home Affairs (UMHA).

The legal counsel of SFJ, Gurpatwant Singh Pannun, in an audio message announced a reward of around INR 2 million to anyone providing information about the CM and the DGP's foreign visits. Prompting that the 'war is on', Pannu reminded the CM to not take action against activists who raised ‘Khalistan flags’ at the State Assembly building in Dharamshala. "The SFJ had asked you not to take any action against the activists who hoisted Khalistan flag at Vidhan Sabha. Now the war is on. SFJ will give USD 25,000 for providing information of foreign visits of CM Thakur and DGP Kundu, or any other minister of Himachal or their family members," the SFJ counsel said. "We will hold you and your family accountable under the Foreign Human Rights Violation Act," Pannu added. Notably, in an earlier message, SFJ had claimed responsibility for raising ‘Khalistan flags’ at the State Assembly building in Dharamshala and warned Himachal CM Jairam Thakur to 'learn something from the Mohali attack, it could have been Shimla too.' Responding to SFJ's threat, DGP Kundu informed that the police had already sought Interpol's assistance in issuing a red corner notice against Gurpatwant Singh Pannun. "We will not be cowed down by these threats. We are doing our job. The police have already sought assistance from the Interpol to get a red cornered notice against him," he said.

On May 14, National Investigation Agency (NIA) arrested two Mumbai-based associates, Arif Abubakar Shaikh and Shabbir Abubakar Shaikh, from Mumbai in Maharashtra, reports The Hindu. According to Nia, Arif Bhaijan allegedly looks after business interest of Chhota Shakeel in Mumbai. Both Arif and Shabbir were involved in handling of Dawood gang’s illegal activities and terrorist financing in the western suburbs of Mumbai. NIA stated that Dawood gang indulged in arms Smuggling, Narco terrorism, money laundering, circulation of fake currency and unauthorised possession of assets and was also ‘involved in acquisition of key assets for raising terror funds and working in active collaboration with international terrorist organisations, including the Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM) and Al-Qaeda’.

A Tamil Nadu based organisation, the Manitha Neethi Pasarai (MNP) has come under the scanner of the National Investigation Agency (NIA), reports Hindustan Times on May 16. MNP which merged with Popular Front of India (PFI) in 2006 is being investigated by NIA for allegedly trying to float anti-national organisations and having links with Islamic State (IS). NIA has taken this action following the arrest of Sathik Batcha, a resident of Needur in Tamil Nadu, and four of his associates on February 21, 2022. Batcha, also known as Saddiq Basha, is a covert sympathiser of the IS ideology and was allegedly actively involved in various anti-national activities along his associates – Mohammed Ashiq, Mohammad Irfan, Jagabar Ali and Rahmath. According to NIA, Basha and his associates were in the process of forming anti-national organisations, namely ‘Khilafah Party of India’, ‘Khilafah Front of India’, ‘Student Party of India’ and ‘Intellectual Students of India (ISI)’ with an aim to further the activities of the IS in India. The chief of banned Jammu and Kashmir Liberation Front (JKLF) Yasin Malik was convicted by a Delhi court on May 19 under the stringent anti-terror law in a case related to funding of terror activities in Jammu and Kashmir (J&K), after he pleaded guilty to all charges framed against him, reports Daily Excelsior. Special Judge Praveen Singh posted the matter for May 25 to announce the quantum of punishment and also directed the National Investigation Agency (NIA) to assess Malik’s financial condition to determine the amount of fine that could be imposed. After the charges were framed in March, Malik on May 10 informed the court that he would not be contesting the charges levelled against him, including section 16 (terrorist act), 17 (raising funds for the terrorist act), 18 (conspiracy to commit terrorist act), and 20 (being a member of terrorist gang or organisation) of the Unlawful Activities (Prevention) Act (UAPA) and sections 120-B (criminal conspiracy) and 124-A (sedition) of the IPC. Malik faces the maximum punishment of a death penalty, while the minimum sentence for the offences committed by him is life imprisonment. The JKLF is a banned terror organisation under the UAPA. The case pertains to the conspiracy by Lashkar-e-Taiba (LeT) chief Hafiz Saeed and separatist leaders, including members of the Hurriyat Conference, who had acted in connivance with active members of banned terrorist organisations Hizbul Mujahideen, Dukhtaran-e-Millat and others to raise, receive and collect funds domestically and from abroad through various illegal channels, including hawala. The funds were for the purpose of separatist and terrorist activities in J&K to cause disruption in the Valley by way of pelting stones on security forces, systematically burning schools, damaging public property, and waging war against India.

The Ministry of Home Affairs (MHA) handed over the case to the NIA to probe the matter and the anti-terror agency registered an FIR this week. “We took over Karnal IED recovery case this week,” a senior NIA official, privy to the development said. Four terror suspects were arrested by Haryana Police near Bastara toll plaza at 4 am on May 5. The suspects were identified as Gurpreet, Amandeep, Parminder and Bhupinder. Three IEDs, one country-made pistol, 31 live cartridges, INR131,000 cash and six mobile phones were recovered from the terror suspects who belong to Punjab. Haryana Home Minister Anil Vij had said that the terror suspects got explosives from Pakistan through drones and were tasked with carrying them to Adilabad in Telangana. The operation to arrest them was carried out jointly by Telangana, Punjab and Haryana Police. “Pakistan-based Babbar Khalsa International (BKI) commander Harvinder Singh Rinda had shared a location with the four accused directing them to deliver the explosives to Adilabad, Telangana. Rinda is backed by Pakistan’s Inter-Services Intelligence (ISI). BKI had executed the 2021 Ludhiana blast with the help of Rinda,” Haryana Police said.

The duo, Dharminder and Kripal were booked for various offences in an FIR in May 2018, including 124-A (sedition) and under the provisions of the Unlawful Activities Prevention Act (UAPA), 1967, at Police Station Rangar Nangal in Batala. They were behind bars for nearly four years. As per lawyer, Arnav Sood, the allegations were of petitioners having some link with an illegal organisation, SFJ and the organisation aiding them financially in executing various illegal and unlawful activities. The verdict is in connection to the conspiracy case hatched by IS operatives in Syria to radicalise Indian youth via internet. An Improvised Explosive Device (IED) was made at their instruction. The court sentenced the accused, to seven years of rigorous imprisonment and imposed a fine of INR 45,000. According to DRI statement, an intelligence input was received about certain consignments imported from Iran were likely to contain narcotic drugs. The DRI launched ‘Operation Namkeen’ and a consignment declared to containing 1,000 bags of common salt imported from Iran was identified for probe, the DRI said in a statement. After a three-day long investigation from May 24 to 26, some bags were found to be suspicious as a substance having distinct smell was found from them. The officials of Directorate of Forensic Sciences conducted the tests and reported the presence of cocaine in these samples.

The report also states that the Al Qaeda in Indian Subcontinent (AQIS) has between 180 and 400 fighters, including “nationals from Bangladesh, India, Myanmar and Pakistan…located in Ghazni, Helmand, Kandahar, Nimruz, Paktika and Zabul Provinces”. However, it adds that while Al Qaeda “enjoys greater freedom under the new Afghan regime”, it is “unlikely to mount or direct attacks outside Afghanistan for the next year or two, owing to both a lack of capability and Taliban restraint”. The report cites a member state to state that “JeM maintains eight training camps in Nangarhar, three of which are directly under Taliban control”. LeT is “said to maintain three camps in Kunar and Nangarhar” andhad “provided finance and training expertise to Taliban operations” earlier. “The same member state reported that in January 2022, a Taliban delegation visited a training camp used by LeT in the Haska Mena district of Nangarhar,” it states. “In October 2021, according to one member state… LeT leader, Mawlawi Assadullah, met with Taliban Deputy Interior Minister Noor Jalil,” it states. The BSF further said that on the intervening night of May 30 and 31, the Coast Guard and Anti-Terrorist Squad (ATS) Gujarat Police seized a Pakistani boat near the International Maritime Boundary Line (IMBL) between Sir Creek and Jakhau Port and detained seven people, all Pakistani nationals, aboard the boat. During this operation, the boat's crew dumped the drugs in the sea, added the BSF. Assessing the situation, BSF had foreseen that the drugs thrown into the sea by the Pakistani boat could enter the Indian side by the sea waves coming from the Pakistani side. On May 30, a special Central Bureau of Investigation (CBI) court in Mumbai of Maharashtra sent four accused involved in the 1993 Mumbai bomb blasts to judicial custody till June 13, reports India Today. The four accused identified as Abu Bakar, Sayed Qureshi Shoe Qureshi, Yusuf Bhatka alias Yusuf Bata were arrested by the Gujarat Anti-Terrorism Squad (ATS) on May 17 and later handed to CBI for further the blast case. All the four accused were involved in the smuggling and transporting RDX and other explosives used in the blasts and AK-56 rifles, bomb triggers and other weapons. On March 12, 1993, 12 coordinated bombs went off in the city, killing 257 and injuring 700 others. The Terrorist and Disruptive Activities (Prevention) Act court has convicted over 100 people in the attacks. Main accused Dawood Ibrahim and Tiger Memon are still at large.
