Yemen’s Al Qaeda in Arab Peninsula (AQAP), the globally banned terrorist group, issued a statement accusing India of being part of a global war on Muslims. The Al Qaeda statement comes days after the Organisation of Islamic Cooperation (OIC), the Kuwait government and many Arab activists called India Islamophobic. The anti-India statements in the Arab countries were a result of Pakistani propaganda against India over the Citizenship Amendment Act (CAA) and Kashmir and also because of the widespread criticism of Tablighi Jamaat Islamic proselytisers for being a super-spreader of the novel coronavirus infection in India. Denouncing India’s CAA, alleged that the Indian government had taken several steps against Muslims.The terror outfit, urged Indian Muslims to “unite ranks, gather arms and wage jihad.”AQAP, primarily active in Yemen and Saudi Arabia, is considered to be the most active and dangerous Al Qaeda branch by the US government.

India on May 7, conveyed its strong concerns about a spike in terrorist violence in Afghanistan to US special envoy Zalmay Khalilzad, and called for rooting out terror sanctuaries in Pakistan to ensure peace in the war-torn country, people familiar with developments said, reports Hindustan Times.The concerns were conveyed to the US special representative for Afghanistan reconciliation during his meetings with External Affairs Minister S Jaishankar and National Security Advisor Ajit Doval. “India is deeply concerned at the upsurge in violence and supports call for immediate ceasefire and [the] need to assist the people of Afghanistan in dealing with [the] coronavirus pandemic,” Jaishankar said in a statement on Khalilzad’s meetings.The Indian side, “emphasised that putting an end to terrorist safe havens and sanctuaries is necessary for enduring and sustainable peace and stability in Afghanistan”. Both Jaishankar and Doval, the statement said, “reiterated India’s continued support for strengthening peace, security, unity, democratic and inclusive polity and protection of rights of all sections of the Afghan society, including Afghan Hindus and Sikhs”.

Punjab and Haryana Police along with the National Investigation Agency (NIA) arrested a narco-terrorist identified as Ranjit Singh alias Rana aliasCheeta – a resident of Ram Tirath Road, Amritsar District, in a raid in Sirsa District of Haryana on May 9, reports The Tribune. As per the report, Ranjit is prime accused in the Hizb-ul-Mujahideen (HM)terror funding module busted in Amritsar District of Punjab on April 25 in which a Jammu and Kashmir (J&K) resident Hilal Ahmad Wagay, a close aide of slain HM terrorist Riyaz Naikoo was arrested along with INR 2.9 million. In a statement, the NIA said, “This money was being transported to the Valley to be handed over to Naikoo, the chief operational commander of HM. The case has been re-registered and taken over.” The NIA further said Ranjit and his accomplice Iqbal Singh alias Shera are the prime accused in a case registered in connection with 532-kilograms heroin seizure at the Attari border. The narcotic was found hidden in a consignment of rock salt imported from Pakistan.

Lashkar-e-Toiba (LeT) and Dawood Ibrahim are together planning 26/11 type terror attack on Indian soil, according to the inputs gathered by the Indian intelligence agencies, indiatvnews.com reports on May 11. Dawood Ibrahim was spotted in Islamabad at his farmhouse on May 10, the news report said quoting top intelligence sources. Dawood's farmhouse is next to Pakistan's former President Pervez Musharraf’s residence. Report further claims that Dawood had gone to meet LeT leaders with a team of Pakistan's spy agency, Inter-Services Intelligence (ISI). According to intel inputs, the LeT is planning to send weapons to Gujarat or Maharashtra via sea route.The ISI plans to create unrest in India as Indian security paraphernalia and even global authorities are busy tackling the coronavirus outbreak. Terror outfits see the pandemic as a great opportunity to target major Indian cities, the report said. Abdul Rehman Makki, the second-in-command of LeT, had recently visited Karachi (provincial capital of Sindh) to discuss the plan with Dawood and the future course of action, sources said.The Pakistan spy agency has asked Dawood’s D Company to ask their Indian modules to carry out the task of sending weapons within India. The ISI wants LeT to use local operatives of D Company in India for this job.

India on May 12, strongly condemned separate terror attacks targeting a maternity hospital, a funeral and a military check post in Afghanistan, calling them "barbaric" acts against innocent people including women and children, reports NDTV."India strongly condemns the barbaric terrorist attacks against innocent civilians, including women and children, at the Dasht-e-Barchi hospital maternity ward, funeral in Nangarhar province and the Army check post in Laghman province," the Ministry of External Affairs (MEA) stated. In a statement, it said the "reprehensible" attacks, including on mothers, newly born children, nurses and mourning families are appalling and constitute crimes against humanity."We extend our sincerest condolences to the families of the deceased and wish speedy recovery to those injured," the MEA said. It said there can be no justification for such continued acts of terrorism, asserting that the perpetrators of such heinous acts and their sponsors should be held accountable and brought to justice."They should be forced to eradicate safe havens and sanctuaries that have abetted terrorism in the region for decades and caused immense miseries to untold number of people in the region," the MEA said.It said India stands in solidarity with the people, government and security forces of Afghanistan in their efforts to bring peace and stability to the nation."We call for an immediate cessation of terrorist violence and cooperation to deal with the humanitarian situation arising from the spread of coronavirus in Afghanistan," it added.

India has been closely monitoring the rising number of terror attacks in Afghanistan since a peace deal was signed between the Taliban and the US in February, 2020. It is no secret that Taliban's growing clout threatens India's interests in Afghanistan, Iranand Central Asia. On May 13, National Investigation Agency (NIA) probing the Al-Hind Islamic State (IS) Bengaluru module case announced a cash reward of INR 3,00,000 for wanted absconder Abdul Mateen Taahaa, reports outlookindia.com.NIA spokesperson in Delhi said, "We have declared a cash reward of Rs three lakh for providing any information leading to arrest of Taahaa." The spokesperson said that Taahaa, 26, a resident of Shimoga in Karnataka is wanted in Al-Hind ISIS Bengaluru module case that the agency registered this year. The NIA had taken over the probe from the Karnataka Police. According to the NIA officials, the case relates to ISIS-linked terror group formed by arrested accused Mehboob Pasha, along with accused Khaja Moideenaka Jalal and his associates involved in the murder of a Hindu leader in Tamil Nadu. The official said that Pasha conducted several meetings in 2019 at his residence in Bengaluru to hatch the conspiracy, by radicalising and recruiting other co-accused to carry out terror activities and join ISIS in Afghanistan or Syria. National Investigation Agency (NIA) has been pursuing the case of Zakir Naik. Indian agencies have been pursuing Naik on charges of alleged money laundering and delivering hate speeches that incited extremism.Naik’s name has also surfaced in the probe into July 1, 2016 Holey Artisan Bakery bomb blast in Dhaka, Bangladesh. A bomber had later confessed before the authorities that Naik's speeches had influenced him.According to an NIA official, Naik has been residing in Malaysia now for nearly 3 years. In India, he used to preach on the now-banned 'Peace TV'. Naik's Islamic Research Foundation (IRF), an NGO, had also organised 'peace conferences' in Mumbai from 2007 to 2011. The National Investigation Agency (NIA) on June 6, arrested a suspected terror funding conspirator, identified as Abdul Rehman Abdul Jabbar Sheikh (53) from Mumbai in the 2019 Visakhapatnam espionage case involving Pakistan-based spies who had honey-trapped some junior level Navy personnel via social media for collecting sensitive information about location and movements of Indian naval ships and submarines, reports thenewsminute.com.Sheikh was arrested from his residence based on inputs shared during questioning of the arrested accused in the case and technical analysis. The agency recovered a number of digital devices and incriminating documents during search at Abdul Rehman's residence, an official said, adding that further investigation is continuing. Abdul Rehman is the 15th accused arrested in the case so far. His wife Shaista Quaiser, a Pakistan-born Indian woman, was among 14 others who were arrested earlier. The arrested also include 11 Navy personnel. On May 15, 2020, NIA also arrested Mohammed Haroon Haji Abdul Rehman Lakdawala (49) from Mumbai. All of them along with others were allegedly involved in terror funding. The NIA took over the case on December 29, 2019. The case was originally registered on November 16, 2019 by the Andhra Pradesh Police under sections dealing with criminal conspiracy and waging or attempting to wage war against Indian government of the Indian Penal Code (IPC), and Unlawful Activities (Prevention) Act- UAPA and Section 3 of Official Secrets Act.

India’s case against Hanif, as the high court stated, was that he was “part of Muslim group which obtained explosives, guns and other weapons and then carried out revenge terrorist attacks on the Hindu community, including two explosions which resulted in loss of life, injury and damage”. Others involved in the blasts were convicted and sentenced. Hanif’s arguments to oppose extradition included risk of torture in a Gujarat jail, passage of time, that he would be denied justice, and that there is no case for him to answer. For the first time, a team was sent from London to inspect jail conditions in India during the trial.

Zubair, who pleaded guilty in a US court for his terror crimes, was brought on a special flight on May 19 and is at a quarantine center in Amritsar, Punjab. Although associated with the terror group, "Mohammad Ibrahim wasn’t a key financer to Al Qaeda", according to intelligence sources. His brother Farooq Mohammad was a key financer and is still in a US jail. The US immigration authorities deported Mohammad Ibrahim to India and he was brought in a special flight to Amritsar, Punjab along with 167 other deportees. Mohammad was arrested in 2015 after being charged with conspiring to provide material support to terrorists, specifically Anwar al-Awlaki, a preacher who later came out in support of Al Qaeda. Awlaki was later killed in a US drone strike in Yemen in 2011. After waiting two years for a trial, the government offered him a plea deal despite his repeated protests and denials of any wrongdoing. In exchange for a guilty plea, the Hyderabad native was told that he would serve a significantly reduced sentence of two and a half years in the US and then be deported to India instead of being a burden on the US taxpayers.

Indian agencies have been pursuing Naik, who is currently based in Malaysia, also for delivering hate speeches allegedly used to incite terror activities. Sources close to developments have revealed that despite New Delhi’s persistent efforts, Malaysia is reluctant to hand over Naik to New India. In the most recent instance, Naik is said to have contacted one of his old contacts in Qatar and requested him for a generous amount of USD 500,000 as a charity to his organisation. It is also learnt that the Qatari national has been helping Naik contact local wealthy businessmen and charity organisation for the collection of funds. Naik continues to maintain several bank accounts in Gulf countries, including Qatar and the UAE, for collection of such funds to evade scrutiny of the Indian government. He generally uses these accounts to transfer funds to his associates and network for activities by Islamic Research Foundation (IRF) and other associated organizations. The Indian government has since put a five-year ban on IRF. At the same time, Pakistan has also been using its relations with Turkey and Qatar countries to organise funds for Naik. It is to be noted that Pakistan maintains good relations with both Qatar and Turkey. In the last few years, relations between Qatar and Turkey have turned stronger and Turkey has been using its influence on Qatar to take an anti-India stand. Naik is involved in the preaching of radical Islamic ideology that has influenced the youth in India and abroad in an adverse manner and some of them are found to have been motivated to join extremist organisations such as Daesh/ Islamic State (IS). Naik, left India in 2016 and subsequently moved to Malaysia, which has reportedly granted permanent residency to him. Naik was booked by the Enforcement Directorate in 2016, based on a National Investigation Agency’s (NIA) FIR that was registered under the Unlawful Activities Prevention Act (UAPA).

A wanted Khalistani terrorist, identified as Tirath Singh (32), was arrested in a joint operation by the Uttar Pradesh Anti-Terrorism Squad (ATS) and the Special Operation Group (SOG) of the Punjab Police from his residence at Thaparnagar area under the Sadar Bazar Police Station limits in Meerut District of Uttar Pradesh on May 30, reports Times Now. As per the report, Tirath Singh had been staying at the said area and was associated with the Khalistan movement on social media for quite a long while. Information about his presence was received by the Punjab Police and passed on to the ATS in Uttar Pradesh. Tirath Singh was booked under the Unlawful Activities (Prevention) Act (UAPA) by the Mohali Police in January 2020. The Uttar Pradesh ATS, Additional Director General of Police (ADGP), D.K. Thakur said that literature pertaining to the Khalistan movement has been recovered from his possession. Posters of Jarnail Singh Bhindranwale were also recovered from him. The official said that the social media account and WhatsApp of Tirath Singh were filled with messages showing his support to the Khalistan movement.
