India and Bangladesh have agreed to revive the Joint Boundary Working Groups for speedy resolution of border demarcation and related issues even as Bangladesh has assured that it would not allow its territory to be used for any anti-India activities. A joint statement issued on May 1, after India’s Foreign Secretary Kanwal Sibal held three days of talks in Dhaka with his Bangladesh counterpart Shamsher M Chowdhury, said, "It was also agreed to strengthen and fully implement the agreed procedures to stop cross-border illegal movement of people". Regarding the existence of terrorist camps in Bangladesh, the statement said, "in response to Indian concerns regarding the activities of Indian insurgent groups in Bangladesh, the Bangladesh side reaffirmed the commitment not to allow its territory to be used for any activities inimical to the interests of India". Both the countries also decided to jointly patrol the 4,000-km border where incidents of push-in or firing take place frequently.

A joint declaration laying out a framework of "comprehensive cooperation" was signed by the two countries as the visiting Communist Party of Vietnam (CPV) general secretary, Nong Duc Manh, held talks with the Prime Minister, Atal Behari Vajpayee. Manh's visit is part of the high-level exchanges that have been taking place between India and Vietnam.

The Tamil Nadu police arrested five terrorists of the proscribed Liberation Tigers of Tamil Eelam (LTTE) at Renigunta railway station, Chittoor district of Andhra Pradesh on May 1. Quoting official sources, media reports said the Tamil Nadu police received a tip-off that the terrorists would be traveling by a train, reaching Renigunta. All the five have been taken to Chennai for further interrogation. An unspecified quantity of weapons was also seized from them. However, the Andhra Pradesh police have not confirmed the arrests thus far.

The court held the accused guilty on four counts, including criminal conspiracy, wrongful restraint and murder, before pronouncing the judgment. According to media reports, the Mumbai Police arrested six Students Islamic Movement of India (SIMI) activists with links to the Lashkar-e-Toiba (LeT) on May 3 and seized lethal chemicals and some arms and ammunition from their possession. Disclosing this at a press conference, Maharashtra Deputy Chief Minister Chhagan Bhujbal said the terrorists had plans to use the chemicals and weapons to carry out blasts and attacks similar to the September 24, 2002-Akshardham temple attack at Mantralaya, Chowpatty, Gateway of India and other crowded places in Mumbai besides some areas in South India. "With the arrest of six persons over a period of time, the police have managed to get to the root of the entire Mulund blast case, which is clearly linked to the Ghatkopar blast case," he said. The arrests were made from two places in the outskirts of Mumbai city. Bhujbal said police seized one kilogram of potassium cyanide, some bottles of sulphuric acid, ammonium nitrate and nitric acid besides four AK-56 rifles, two pistols and an equal number of revolvers.

The police in Kolkata, West Bengal’s capital, said four unnamed tea companies headquartered there and operating in Assam might be charged with indulging in "anti-national activities" as police suspect them of having funded the National Democratic Front of Bodoland (NDFB) terrorists for the last seven to eight years. Soumen Mitra, a senior police official said in Kolkata on May 5, "We are collecting evidence against these tea firms and we shall take penal and legal action against them very soon." He further said, "In fact, we are not even inclined to believe that this is a case of extortion. We believe that this is a case of funding the Bodo militants since none of the four tea companies has come forward to lodge a complaint saying that they are victims of an extortion racket. We shall deal with these companies accordingly and let me also add, very sternly."

Speaking in the Rajya Sabha (Upper House of Indian Parliament), Minister of State for Home I D Swami said, "On the list of 20 criminals sent to Pakistan, we have not yet got any positive response. He said while deportation of criminals and terrorists has taken place from the the United Arab Emirates (UAE), "India has not been able to get any criminal deported or extradited from Pakistan so far". Swami said Red Corner Notices have been sent by the Interpol Wing of the Central Bureau of Investigation (CBI) against 234 wanted criminals and seven countries including the US, Germany, Portugal, UAE, UK and France responded in 2002 and 2003. Extradition requests for 16 criminals and terrorists were under various stages of processing.

In a statement, Ministry of External Affairs said that India had sought agreement for the appointment of the new Indian High Commissioner to Islamabad, but that Pakistan would need to take "several specific steps" to move the entire process "meaningfully forward". As far as the possible resumption of dialogue was concerned, the spokesperson said, "We remain committed to resolve all issues between India and Pakistan bilaterally, as provided for in the Simla Agreement and the Lahore declaration."

According to media reports, acting on a tip off, on May 17, Narcotics Control Bureau (NCB) officials seized approximately 10 kg of heroin from a residence in Kolampalayam in Erode district of Tamil Nadu. Besides drugs, Rupees 19,200 in Indian currency and an unspecified amount of Sri Lankan and US currency were also recovered. Two persons were arrested in this connection. The value of the seized contraband is estimated to be at Rupees 104 million in the international market. The NCB South Zonal Unit Director, Shankar Jiwal, later informed the media that the narcotics was being procured from Madhya Pradesh to be smuggled into Sri Lanka via Madurai. He also said that the zonal unit has during the current year seized about 65 kg of heroin, all allegedly being smuggled to Sri Lanka.

They have been charge-sheeted under Prevention of Terrorism Act (POTA) for allegedly funding terrorist activities in the country. Police sources said Gilani and Bhat had been kept in column number two of the charge-sheet meant for persons not sent for trial. While Gilani enjoys diplomatic immunity, there was not enough evidence against Bhat who was questioned by the Delhi Police in March 2003. Dar was arrested on February 6, 2003 in Delhi for allegedly receiving funds from Pakistan High Commission for passing them on to terrorist groups in Jammu and Kashmir.
