A two-member team of the Jammu and Kashmir Democratic Freedom Party (JKDFP) arrived in New Delhi on May 2 for a meeting with K C Pant today, on May 3. They are likely to hand over a letter from party president Shabir Shah to Pant seeking clarification over four issues, which includes the status of Pakistan vis-à-vis the talks on Kashmir issue. The three-page letter says until all the three parties sat together across the table, there could not be lasting solution to the Kashmir issue.

On May 3, the Gujarat State government demanded that the Union Home Ministry immediately ban the anti-national activities of the Students Islamic Movement of India (SIMI) in Gujarat and other States. State Minister for Home Haren Pandya said, in Gandhinagar, the Gujarat government had already written a letter to Union Home Minister L K Advani in this connection. He said, since 1977 it was found that the SIMI was involved in anti-national activities and was fomenting religious strife between two communities. He claimed that even the Muslim community was also against this organisation and wanted a ban on it.

On May 4, police in Delhi claimed to have arrested a terrorist of the Jammu and Kashmir Islamic Front (JKIF) suspected to have planted the explosive device in Connaught Place on May 2. The accused, Azad Ahmed Qureshi, when arrested was allegedly carrying another explosive device, a pistol and hand grenades. Police sources suspect that he intended to carry out a series of explosions in the city.

On May 4, the Deendar Anjuman, an Islamic militant organisation which has been banned by the Union government for its unlawful activities, said it would challenge the decision in the court. It reiterated that it had no role in the serial bomb blasts in the churches in Andhra Pradesh, Karnataka and Goa in May-July 2000. Deendar General secretary Syed Basha said: "The ban is imposed on us without any valid reasons. It is an attack on secular values for whose promotion our organisation has been working." Meanwhile, authorities investigating the activities of the outfit charged it with involvement in 21 cases of offences, including seven incidents of bomb blasts at places of worship between May and July 2000.

On May 5, the Opposition in the Uttar Pradesh State Legislative Assembly, Vidhan Sabha, accused the State government of patronising one of its Ministers allegedly involved in the activities of Pakistan's Inter Services Intelligence (ISI) on the Indo-Nepal border. It also demanded an inquiry into the matter by the Central Bureau of Investigation (CBI). The Opposition alleged that a State Minister allowed a truck loaded with RDX explosive after receiving pecuniary benefit. And the Minister later explained that the truck was loaded with sand instead of explosives. They also charged that the Minister had been frequently present in the Gorakhpur region along the Indo-Nepal border.

Sikkim Chief Minister Pawan Chamling said that the possible presence of Pakistan's Inter Services Intelligence (ISI) in the State could not be ruled out. Speaking to newsmen in Gangtok on May 5, he said, ‘Our State is bordering Nepal. So there is a strong possibility of the presence of an ISI network inside Sikkim.’ Earlier also Chamling had stated that south Sikkim district's commercial town Jorethang, bordering West Bengal's Darjeeling, had increasingly emerged as a hub of ‘possible ISI activities’.

Six suspected agents of Pakistan's Inter Services Intelligence (ISI) were arrested in New Delhi on May 6. Delhi police said that the arrested agents were plotting to kill Tarun Tejpal, editor-in-chief of the portal tehelka.com and his colleague Anirudha Bahl. Police added that the six arrested included gangsters from Bihar and Uttar Pradesh and a large quantity of arms and ammunitions have been recovered from their possession besides some fake Indian currency. A layout plan of the office and residence of the Tehelka chief besides photographs of Tarun Tejpal and Anurudha Bahal were also recovered from them. The six arrested persons are reported to have confessed that three politicians, including a Member of Parliament (MP) from North Bihar and members of Bihar Legislative Assembly (MLAs) have aided them. An MP of Bihar’s ruling party Rashtriya Janata Dal (RJD) is alleged to have facilitated a meeting between the accused and an ISI official who had planned the conspiracy.

One person was injured in the explosion. According to senior police officials the blast was of very low intensity. Preliminary investigations revealed that the explosive used in both bombs were similar to the one found in the bomb discovered at the North Block on April 10. In the past one month two bombs have been discovered in the high security New Delhi area. While, the first one was found in the North Block on April 10, the other was discovered in a garbage bin in Connaught Place on May 2. Meanwhile, security in the entire area has been beefed up.

On May 14, the Uttar Pradesh government admitted that there was a rise in the activities of Pakistan's Inter Services Intelligence (ISI) in the State and said seven organisations, including the Hizbul Mujahideen (HM), Lashkar-e-Toiba (LeT) and Harkat-ul-Ansar, were primarily responsible for cross-border terrorism along the India-Nepal border. In reply to a question in the State Legislative Assembly, Parliamentary Affairs Minister, Hukum Singh said the modus operandi of these organisations was to create terror either by exploding bombs in crowded places or at military establishments or targeting VIPs. He said, so far, ISI agents had been found directly involved in seven cases in 1999 and 23 cases in 2000. He said the State government had taken adequate measures by increasing the number of police outposts in sensitive areas and had also sought the Union government’s help to fence the 800-km porous India-Nepal border to check terrorist activities.

The Parliamentary Standing Committee's 73rd Report on the Home Ministry feels that a fund crunch has seriously affected the Union Home Ministry's programme of modernising Central Paramilitary Forces (PMFs). The Committee has noted that despite the claim that modernisation of Central PMFs was the thrust area of the Ministry, 'not enough urgency is being shown by it to put its implementation in place with right earnest'. Commenting on the Action Taken Report of the Ministry, the Committee noted that whereas the initial projection for the Five-year Plan, from the year 2000-01 to year 2004-05, was Rs 4025 crore, it now stands scaled down to Rs 3740.71 crore. Even this reduced amount is not going to be available during the period and there will be a huge shortfall of Rs 2624 crore. The Standing committee said excessive dependence on Central PMFs for routine maintenance of law and order was putting greater pressure on the forces and recommended that State police forces should be strengthened so that this over-dependence on the Central PMFs was reduced.

According to official sources, six activists of the Islamic fundamentalist organization, Deendar Anjuman were arrested on alleged charges of holding secret meetings and committing 'provocative actions, in Hyderabad, on May 23. The six were holding secret meetings near the office, which was sealed after the Union government banned the group for its alleged involvement in a series of bomb blasts in churches in Andhra Pradesh and Karnataka in May-July 2000. Condemning the arrests, Deendar Anjuman spokesman Siddique Hussain said the police was harassing the group's members. He said the sect would move the court for their release.

After his meeting with the Prime Minister and the Home Minister in New Delhi, Gogoi stated that the State government is formally writing a letter to the Prime Minister to ascertain whether the Union government was planning to extend the area of cease-fire with National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). He reiterated his opposition to extension of the area of the cease-fire to Assam on the ground that it would legitimise the activities of the Naga terrorist outfit. According to the prosecution case, Phanse had actively participated in a meeting at Dubai attended by the main accused Dawood Ibrahim and Tiger Memon for planning the blasts, which killed 257 persons and seriously injured several others on March 12, 1993. Phanse is also charged with playing a key role in the landing of RDX in the coastal Raigad district.

Advani and External Affairs Minister Jaswant Singh next week regarding the case of Peter Bleach, a British national and prime accused in the Purulia arms-drop case. Deputy High Commissioner Dr John Mitchiner told this to newsmen after visiting Bleach at the Alipore Presidency Jail, Kolkata on May 26. Bleach, along with five Russian and Latvian nationals, was arrested following arms dropping in Purulia, West Bengal. Around 300 AK-47, a number of rocket launchers and a huge cache of ammunition were dropped from a plane. The Indian government later released five Latvian nationals following a request from Russian President Vladimir Putin. The British government wants equality of treatment for Bleach also.

The BSF also recovered from him an AK-56 rifle, 29 rounds of ammunition and Indian currency worth Rs 2000. The terrorist, identified as Muzmill Hussain from Lahore, reportedly said during interrogation that he had been trained in terrorist activities at Muzaffarabad in Pakistan Controlled Kashmir (PCK) and he had sneaked into India for a 'special task'. A senior police official said this was the third case in the last three months when Pakistan's Inter Services Intelligence (ISI) sent armed terrorists into the Kutch.

Replying to a question on whether a change had taken place in India’s stand that it would not talk to Pakistan till a conducive atmosphere was created, Jaswant Singh said it is the government’s assessment that such an atmosphere has been created taking into account the totality of the situation. The Report also expresses concern over the spread of Maoist violence in Nepal and continuing conflict in Afghanistan, which has an adverse impact on peace and stability in the region. It says, "Any fundamental regime in Afghanistan, such as the Taliban, could be an insidious threat to our secularism, as well as potential destabilising factor in Kashmir".
