According to media reports, a Delhi Court sentenced to 10 years Rigorous Imprisonment (RI) two associates of the Babbar Khalsa, on March 1. They were sentenced under section 120-b of the Indian Penal Code (IPC) and various provisions of the Arms Act and Explosives Substances Act. The Court also imposed a fine of Rs 15,000 on each of the convicts. The two were arrested on October 14, 2000, in Delhi with a huge consignment of arms and ammunition, including 29kg RDX meant for the Babber Khalsa terrorist organization.

According media reports, police in Jamnagar, Gujarat, on March 2-evening arrested a suspected agent of the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency. He was identified as Mujib Mohammad Ashraf Abdul Karim Panliwala alias Anwar alias Raja. Police also recovered some incriminating documents, two passports and Rs 2.5 lakhs in cash from him. The Jamnagar district police chief said Mujib was communicating with a Pakistan-based senior official of the ISI over the Internet when we was arrested. According to police officials, during preliminary interrogations Mujib revealed that, before being appointed as the ISI’s resident agent in Jamnagar, he was trained by two ISI officials–– Lieutenant Omar and Captain Nadeem. He reportedly studied at Taheria Madrassa (seminary) in Jamnagar, and had returned to India through Bangladesh, after training in Pakistan, on a passport issued in the name of 'Pervez Iqbal'.

Media reports of March 3 said the Lashkar-e-Toiba (LeT) has issued a fresh threat to launch suicide attacks in India and target Premier Atal Behari Vajpayee and other senior politicians. LeT chief Hafeez Saeed's taped speech reportedly played at a mosque in Rawalpindi, in which he is believed to have said, "Listen, Vajpayee, we are about to unleash a spate of suicide attacks. I have ordered my warriors to undertake this duty." Saeed also warned Pakistan President Pervez Musharraf and said, "We shall not submit to you or your government.... We will not allow you to besmirch the jihad...", reports added. He had also reportedly took objection to the presence of United States Ambassador Nancy Powell in Pakistan and said, "Pakistan should cleanse itself from her unholy existence."

Media reports of March 4 said Gujarat Police have started making sketches of operatives of the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, on the basis of information provided by arrested ISI agent Mujib Ashraf Panliwala. According to the Jamnagar district police chief, police were making sketches of ISI agents Capt. Nadeem and Lt. Col. Umar. A Central Bureau of Investigation (CBI) team has already reached Jamnagar and has been interrogating Mujib, he added. Mujib is in on police remand till March 9. He was arrested on March 2-evening in Jamnagar, Gujarat, while corresponding with ISI officials based in Pakistan through the Internet.

According to media reports, a Special Court in Mumabi, on March 4, has extended the judicial custody of Ejaz Pathan, an accused in the 1993-Mumbai serial blasts case till March 7. The Court declined a plea by Mumbai police seeking his custody in a weapon-seizure case booked under the Maharashtra Control of Organised Crime Act (MCOCA). Ejaz was deported from Dubai on February 19-night and arrested by the Central Bureau of Investigation (CBI) at Shahar airport, Mumbai.

According to media reports, on March 4 the Delhi High Court rejected the bail application of a Parliament attack case convict Navjot Sandhu alias Afsan Guru, who had cited ill health as the ground for bail. After examining her medical report, the Court reportedly said it was not a fit case for bail. Afsan was sentenced to five years rigorous imprisonment in the case relating to the attack on the Indian Parliament on December 13, 2001.

According to media reports, the Left Front government in West Bengal has put on high alert its intelligence agencies following the recent discovery of a network of the Maoist insurgents of Nepal in and outside Kolkata. The network was unearthed following the arrest of 15 Maoist insurgents from Bihar and West Bengal recently. Reports said the network is being controlled by Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI). Ram Charan Shresta, a Kathmandu-based ISI agent and an ideologue of the Young Communist League (YCL), is said to be coordinating the network’s operations in West Bengal.

On March 4, arrested All Parties Hurriyat Conference’s (APHC’s) women activist Anjum Zamrooda Habib alleged in a court in New Delhi that she her confession on receiving money from the Pakistan High Commission was made under ‘police pressure’. She reportedly said police had "forced" her to make "false entries" in the diary that was seized from her possession. She also backtracked from her earlier statement of having admitted the receipt of "nazrana" (gift) when she was produced before the Court on February 7. Habib and APHC’s Delhi-based spokesperson Shabir Ahmed Dar were arrested on February 6 for allegedly receiving ‘funds’ from Pakistan’s then Charge d’Affaires Jaleel Abbas Gilani for abetting terrorist activities in Jammu and Kashmir.

Making the announcement in the Lok Sabha (Lower House of the Indian Parliament), Deputy Prime Minister L K Advani said Arun Saharya, former Chief Justice of Punjab and Haryana High Court, would head the committee. The names of the other members of the committee and its terms and conditions would be announced soon, he added. He also said the review committee would ensure that provisions of POTA would be invoked to combat terrorism and "are not used against ordinary criminals or those who are not terrorists."

The Portuguese authorities also produced Salem in a Court in Lisbon to extend his judicial remand, which expires on March 18, today. The Central Bureau of Investigation (CBI) received Letters Rogatory (LR) from Portugal asking for details about some of the documents procured by Salem from India, which facilitated him in obtaining a fake passport on forged documents in Portugal, report said. As reported earlier, the CBI had put up a request for his extradition and forwarded certain documents to support their claim that Salem is wanted in India for serious offences. Salem was arrested in Lisbon on September 18, 2002, on forgery charges.

He was deported on March 19-night and was arrested by the Central Bureau of Investigation (CBI) at Delhi airport. Umar is accused of supplying arms and ammunition used in the blasts. He is alleged to have arranged, with the support of some customs and police officials, for their landing on Indian soil. Umar is the brother of Mohammed Dossa, another key accused in the 1993 blasts, who had fled the country immediately after the blasts. Umar’s role in the blasts came to light in 1997 when the CBI arrested and interrogated Saleem Minga alias Saleem Kutta.

The CBI has reportedly charged Pathan with taking an active part in the conspiracy hatched by Karachi-based mafia don Dawood Ibrahim at Dubai, to cause the blasts. The CBI alleged that Pathan had sent co-accused Manoj Kumar Bhanwarilal Gupta alias Munna, Ethesham, Shahnawaz Khan, Akbar Abu Sama Khan and Karimulla to help Tiger Memon in landing arms and ammunition at the nearby Raigar coast. Pathan and co-accused Gupta, as well as Mohammed Dawood Yusuf Khan, had allegedly carried a bag containing three AK-56 rifles and nine magazines and kept it at the residence of Mohammed Dawood. The agent was caught at a cyber cafe while sending vital information through e-mail to Pakistan, reports said. Speaking to the media, the district police chief said, Haider, a resident of Shahiwal district in Pakistan’s Punjab province, was trained as a spy under three senior Pakistani Army officials at different cantonments in Pakistan, including in Lahore. Haider had reportedly left for Dhaka from Karachi on July 7, 2002. From Dhaka, he flew to Kathmandu, from where he reached Delhi and then Hisar in August 2002. Earlier, on November 2002, Mohammad Salem, an ISI agent, had been caught when taking photographs of the Ambala Air Force Station.

It is, however, "of the view that the speech delivered by Vaiko on June 29, 2001, if properly interpreted and read in the entire context of the speech and the surrounding circumstances, does not attract the provisions of POTA." The original affidavit said Vaiko’s speech was supportive of the proscribed Sri Lanka-based Liberation Tigers of Tamil Eelam (LTTE) and was "an act of terrorism." Vaiko and other Marumalarchi Dravida Munnettra Kazhagam (MDMK) leaders were arrested under POTA on July 11, 2002. Separately, speaking in Chennai, Bharatiya Janata Party (BJP) president M Venkaiah Naidu, on March 31, rejected Dravida Munnetra Kazhagam (DMK) leader M Karunanidhi's appeal for repealing the Prevention of Terrorism Act (POTA).
