An Indian parliamentary delegation on a visit to Sweden has sought from the Scandinavian nation partnership in combating international terrorism, emphasising its dangers, especially in the south Asian region, Zee News reports on June 1. The 10-member delegation led by Union Minister of State (MoS) for Parliamentary Affairs S.S. Ahluwalia visited Sweden with an aim of "promoting and strengthening parliamentary relations between the two countries".During the visit, which concluded on May 31, Ahluwalia "emphasised on the threat posed by international terrorism, especially in the South Asian region, and the need for the international community to join hands to combat this global menace, including its state sponsorship and funding," according to a statement issued by the Ministry of Parliamentary Affairs on June 1. Stressing the gravity of the menace, Ahluwalia said the perpetrators were not small-time anarchists but "well-educated, well-motivated, well-trained, well-armed, well-connected and well-funded terrorists". The minister sought Sweden's support for the Global Convention against International Terrorism at the UN.

The man was identified as Danuba Gohil. "Gohil was nabbed from Gorakhia Chowkri when he was on his way from Badeli on his twowheeler to hand over the fake notes to some persons in Dhasa village in Amreli district," an official said. Fake currency with a face value of around INR 1.4 crore has been seized following the arrest of two persons in Tenkasi of Tirunelveli District on June 3, reports dnaindia.com. Hassan (61) and Samidurai (49), who were found moving around suspiciously with a bag at the bus stand were arrested. A search revealed that they were carrying fake currency worth Rs six lakh with them. After questioning, police personnel seized fake currencies in INR 2000, INR 500 and INR 100 denominations to the tune of INR 1,36,60,000 from Samidurai' house. Apart from the fake currency notes, police also seized three xerox machines used by the two. The two could be part of a bigger gang, police said, adding they were being questioned regarding the places where they had circulated the fake notes.

Kolkata Police arrested three persons from Kalna in Bardhaman District on June 3, night on charges of carrying Fake Indian Currency Notes (FICN), reports millenniumpost.in. Acting on a tip-off, the investigators stopped an ambulance near Purba Sahapur in Kanla and found three persons carrying FICN worth INR 20,000, all in INR 2000 currency notes, along with firearms and narcotic substances. The accused Sanjoy Majhi, Shibu Rajbanshi and the ambulance driver Pratap were arrested and they were interrogated by the investigators throughout the night. Police sources said that Majhi and Rajbanshi hired the ambulance to reach Samudragarh. They wanted to send those fake notes and narcotic substances to another person who was supposed to take the consignment to Malda District.

National Investigation Agency (NIA) on June 3 (today) morning raided 14 locations in Kashmir and eight in Delhi in connection with the terror funding case, reports Daily Excelsior. According to sources, the raids were in connection with alleged hawala (illegal money transaction) operations between Pakbased terror groups and Kashmiri separatists. The NIA also raided separatist leaders’ house, office and commercial locations. According to reports, NIA has registered a case against hardline separatist leader Syed Ali Shah Geelani in the matter. Earlier, the agency scrutinised five bank accounts allegedly linked to Geelani as part of its probe into suspected terror funding.

Terror outfit Islamic State (IS) had not been able to set foot in India, Union Home Minister (UHM) Rajnath Singh said on June 3, reports Mid Day. Barring two terror attacks in Punjab in 2015-16, the security situation in the country had by and large remained under control, the minister said. More than 90 sympathisers of IS had been arrested due to better coordination between state and central security agencies. Five terrorists of the Indian Mujahideen (IM) group were given capital punishment as part of the government's focused efforts to check terrorism, Singh said.India is the second largest country as far as Muslim population in the world is concerned. I can say with full responsibility that despite such a large population [of Muslims], the IS has not been able to set foot," he said. He added there had been a 45 per cent reduction in infiltration attempts from Pakistan since the surgical strike by the Army in September 2016, compared to the corresponding six months in the previous year.

The SOG team arrested Jayesh Solanki, 25, a resident of Kumbharvada in Bhavnagar and seized INR 90,000 FICN of INR 2,000 denomination from his house. Farmullah Ansari, wanted by the National Investigation Agency (NIA) for his alleged involvement in Fake Indian Currency Notes (FICN) racket in India, was arrested from Raxaul in East Champaran District of Bihar on June 4, reports The Times of India. Police sources said Ansari, a native of Bara District in Nepal, had been evading arrest for the past last three years. He was under scanner after fake Indian currency of INR 49, 88,000 face value in INR1000 and INR 500 notes was recovered at IGI airport in New Delhi in April 2014. Altogether 4,988 pieces of high quality fake notes were brought from Dubai. The NIA has also announced INR 50,000 reward on Farmullah.East Champaran SP Jitendra Rana said Ansari was nabbed after he reached Raxaul from Nepal. "The NIA had informed the state police about Farmullah," he said, adding that the Motihari Police along with a Bettiah Police team had arrested Abi Mohammad Ansari in the first week of May this year. He had given a tip-off about Farmullah. Abi was also carrying INR 50,000 reward on his head. Sources said a NIA team would reach Motihari by Monday evening to take Farmullah on transit remand. Sources said Farmullah admitted being a key player in pumping FICN into Indian economy from Dubai and other routes.Out of the six accused in the case, Ekramul Ansari and Sharda Shankar Mahto are in jail. The NIA had chargesheeted them in the case in January 2015 while four others, including Abi and Farmullah, were evading arrest. Pakistani national Safi alias Chacha alias Haji and Noor Mohammad, a Nepalese, are still absconding in the case. They are probably hiding in Dubai. Sources said Farmullah and Abi were operating the FICN racket for more than five years.

The sleuths unearthed the funding network while interrogating ISI spy Deena Khan, who was arrested last week from a remote village in Barmer District. "Khan revealed that he was in-charge of a small Mazar in Chohtan village of Barmer district and distributed Rs 3.5 lakh of Mazar's donation to other spies like Satram Maheswari and his nephew Vinod Maheswari," a senior officer of the state intelligence and security wing told, adding that Deena's handlers in Pakistan would call him over phone, and ask him to distribute fund accordingly.The officer said Deena Khan disturbed the amount among several spies, including Satram and Haji Khan, who were arrested by the border intelligence earlier this year for sharing confidential information about the movement of Indian troops along the international border. "Since no record books were maintained by the Mazar authorities, Deena Khan secretly used part of the religious offerings to fund anti-national activities," the officer said.The Police suspect that ISI may have set up several such donation boxes at multiple locations in border areas to fund its espionage activities. "It is difficult to distribute money through hawala network as it can be traced. Hence, the donation boxes are easy way to collect money and distribute it among the spies," the officer said. A raid was carried out by the Delhi Police's Crime Branch and 89 fake notes were seized. Police also seized a printer and computer that were being used to print the currency. Khan said he was printing the fake INR 2000 notes on instruction of a person named Michael alias Bunty, who is a resident of Indirapuram in Ghaziabad. The accused also said that Michael was supposed to come there to collect the notes on June 13 but somehow did not turn up. The paper used for printing the fake notes was thick and the currency did not have the thread line and the watermark, the Police said. Police are questioning Khan to identify the other accused and establish the trail of the fake currency.

Fake Indian Currency Note (FICN) detection instances in India's banking channels have seen an all time increase in the last eight years at over 3.53 lakh instances, according to Financial Intelligence Unit (FIU) report, Zee News reports on June 14. All banks, either public sector, private and foreign banks in the country, are mandated to report such instances to the FIU under anti-money laundering law provisions. "The number of counterfeit currency reports (CCRs) increased from a mere 8,580 in 2007-08 to 35,730 in 2008-09 and 3,53,837 in 2014-15," the report said. However, the amount of FICN detected has not been specified.As per the data complied since 2007-08, when the government first mandated the FIU to receive such reports under the Prevention of Money Laundering Act (PMLA) from banks, the year 2009-10 saw reportage of 1,27,781 CCR, in 2010-11 it was 2,51,448, in 2011-12 it was 3,27,382, in 2012-13 they were 3,62,371 and in 2013-14 a total of 3,01,804 such instances were reported.The data for 2010-11 to 2014-15 shows that the major chunk of these reports, at over 90 per cent, were filed by private Indian banks and a majority of them pertain to usage of fake Indian currency notes (FICN) and not any other valuable security as defined under the CCR terminology. The report said the FIU, during 2014-15 also received a total of 58,646 suspicious transaction reports (STRs) from all types of banks, financial institutions like insurance companies, intermediaries like stock brokers and additional non-financial businesses and professions like casinos and private locker operators. The STRs in the latest data compiled year of 2014-15 were the second highest after 61,953 such reports were received by the FIU in 2013-14.

On September 12, 2014, Bestin Vincent Francis became Yahiya. Three of his associates converted in the next few months. Raids by the NIA on Zakir Naik's close aide Rizwan Illiyas Khan eventually blew the lid off this terror chain. Rizwan, according to the probe body, was closely involved in processing the documents of conversion to Islam. In all, 78 affidavits, including the ones for Bestin Vincent, Bexen Vincent alias Isa, Merin Jacob alias Mariyam, and Nimisha alias Fatima, were seized from the residence.Apart from Rizwan, another Naik aide, Arshi Qureshi, was closely involved in active conversion of people from other religions to Islam and radicalising them to follow the path of IS. NIA has collected material to show that Francis and his three associates were among the 24 youths who migrated from Kerala to Afghanistan to join IS. All of the accused were regular visitors to the office of Naik's Mumbai-based non-profit Islamic Research Foundation (IRF) and attended meetings that took place between key Naik aide Arshi Qureshi and the youths.

These fidayeen belong to Jamat-ud-Dawah (JuD) and erstwhile Jaish-e-Mohammed (JeM) and have been hand-picked and trained by Pakistan's Inter-Services Intelligence (ISI) in camps of Khyber Pakhtunkhwa province. According to the inputs received by agencies, there are at least 7-8 women in this group and half of them are believed to have crossed over in the last one or two months.Talha Sayeed, son of JuD 'chief' Hafiz Sayeed, is the 'commander' of this operation, say sources. Among possible targets are refineries, nuclear reactors, metro trains, artillery stores besides army and paramilitary base camps, religious places and embassies. The threat perception has been verbally conveyed to anti-terror squads of Delhi, Mumbai, Punjab and Bihar and some parts of south India. These operatives could be wearing Western attire and have been trained to honey trap officials to gain entry into important installations, sources say.The women have been given new identities and contacts of ISI's sleeper cell members who would help them with logistics. Intercepted conversations have thrown up names like Razia, Sangeeta and Rubi. They also mention names like Muhammed Bhai, Ismail, Asgar and Junai. One of the two Islamic State (IS) recruiters behind the online identity Yusuf-al-Hindi, could possibly have been Mohammad Sajid alias Bada Sajid, who hailed from Azamgarh in Uttar Pradesh and is believed by Indian agencies to have been killed in 2015 while fighting in Syria, reports The Indian Express on June 28. This is what IS sympathiser Amzad Khan, who was deported to India from Saudi Arabia in April, has indicated to interrogators, while identifying a photograph of Yusuf-al-Hindi, sources said. Sajid was a member of Indian Mujahideen (IM) before fleeing to Pakistan after a security crackdown in 2008, from where he and Karnataka-born Shafi Armar migrated to Afghanistan and Syria. Armar was recently designated as a ‘global terrorist’ by the United States (US).Investigators believe that Sajid and Armar had radicalised Indians online using the same identity — Yusuf-al-Hindi. “It is possible that after Sajid’s death, Armar has been handling the account,” said sources. According to sources, Khan, a 37-year-old from Rajasthan, told interrogators: “In the beginning, Yusuf had set a photo taken from his back as his profile picture (on his Telegram account). By the end of December 2015, he changed it to one taken from the front.” Investigators believe this image was one of the same set of photographs taken from two angles. Khan told interrogators that he later saw the same person in a video posted on social media by the IS in May 2016, purportedly showing those who had gone to Syria from Maharashtra.

Speaking at the Security Council debate on preventing access to WMDs by terrorists, India's Deputy Permanent Representative Tanmaya Lal said that while "terror networks and non-State actors, by themselves, do not have any capacity or access to advanced and sensitive technologies and materials," there have been "instances of proliferation of WMDs.""The possibility of such collusion remains a real cause for concern," he added. He warned, "Preventing access to Weapons of Mass Destruction and their means of delivery to non-state actors systems is a continuing concern, especially as terrorist groups and non-state actors strike ever deeper roots and exploit different avenues to strike terror." Therefore "an early conclusion of negotiations on the draft Comprehensive Convention on International Terrorism will be helpful," he said.New Delhi was fully committed to strengthening national and global non proliferation efforts and was a party to all the 13 universal instruments "accepted as benchmarks for a State's commitments to combat international terrorism," Lal added. He said that India's admission to the Missile Technology Control Regime (MTCR) in June 2016, "is a recognition of India's non-proliferation record and its ability to contribute to global non-proliferation efforts."

Days after news of the massive Islamic State (IS) recruitment drive from north Kerala's villages in mid-2016 shocked the state, Kerala police launched a de-radicalisation drive named Operation Pigeon aimed at preventing a repeat of a Padanne-like situation, The Times of India reports on June 30. What started as a focused drive in "certain areas'' in Kasaragod District, spread across the state with various agencies mining social media to prepare a list of "vulnerable Malayali youth'. The tally at the end of initial online recce came to 350. All Districts except Pathanamthitta reported footprints of recruiters who had "made more than preliminary contacts with them''. The state intelligence sleuths formed a special task force with personnel from NIA and IB. "Kannur district topped with 118 names followed by Malappuram (89) and Kasaragod (66),'' a top source told. While Kozhikode had 25 youth with ``deep interest'', Palakkad reported 16. ``It was single digit for the rest. And there was not even one girl in this list of 350,'' he said. A common factor binding all 350 youth, apart from their rigid religious routine, was their education background. "All are in the twenties. Many are pursuing engineering and medicine. We can't say even one of them was an illiterate,'' DGP B S Mohammed Yasin, head of state intelligence, said while confirming the campaign. The special team touched base with community elders and parents of these youth as a first step. "The response was very positive. But for their support, we wouldn't have been possible to roll out this campaign,'' he said. The police organised individual and collective counselling sessions for the youth. The sessions were handled by specially-trained personnel from NIA and IB, sources said. Operation Pigeon's first phase saw a majority of the youth realising that "the route was not as easy as they were made to believe''. But about 30 youngsters were firm in their commitment. We continue to engage them ``without ruffling any feelings'', sources said. The best part of the campaign, a senior officer said, was that not even one mosque committee or a single parent protested against police's frequent visits.
