"We are trying to learn how many persons have been radicalised by Riaz Akhtari and Ghouse Mohammad, the two prime accused in the Udaipur incident in which tailor Kanhaiya Lal was killed. From their WhatsApp group we are trying to know how many Indian numbers were active on that group," said the sources. "We have to identify those who have been given the task and those who were in touch with all radical groups having links with the ISIS and other terror groups," said the source.

On July 2, the National Investigation Agency (NIA) has taken custody of Muhammad Riaz and Ghous Muhammad, reports India Today. Meanwhile, intelligence sources told that Muhammad Riaz and Ghous Muhammad had been indoctrinated by Pakistan-based handlers, identified as Salman Haider and Abu Ibrahim. The sources said that Haider and Ibrahim had been provoking the two accused to stage a major attack in the wake of the row over Nupur Sharma’s remarks about the Prophet.

India has emphasised on combating and eradicating the illicit trade in small arms during a session in at the United Nations (UN), newindiaexpress.com reports on July 5. This was raised and discussed during the eighth Biennial Meeting of States on the implementation of the UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons (SALW). The Indian demand has likely been made keeping in view the use of smuggled weapons by terrorist groups all over the world. “India also underlined the importance of international cooperation and assistance, particularly support to developing countries in the implementation of these instruments and a fellowship programme for them,’’ said the Ministry of External affairs (MEA) in a statement on July 5.

The National Investigation Agency (NIA) on July 6, arrested a sixth person, identified as Wasim Ali in connection with the killing of Kanhaiya Lal, a tailor, in Udaipur in Rajasthan and took him into custody till July 12, officials said, reports India Today. Apart from the two suspected killers Riaz Akhtari and Ghouse Mohammad, two other accused, identified as Mohsin and Asif, were arrested on June 30, for suspectedly being involved in the conspiracy and recce of Kanhaiya Lal's shop. The fifth accused, Mohammad Mohsin, was arrested earlier on July 4, and sent to police remand till July 12.

The National Investigation Agency (NIA) has taken custody of all accused individuals in the murder of Maharashtra-based chemist Umesh Kolhe, Times Now reports on July 5. They are likely to be produced before the NIA's Mumbai court on or before July 8. NIA chief also met Union Home Minister Amit Shah and briefed him about the progress made in the investigation. The four accused individuals had been granted four days' transit remand on July 4, after they were produced before the Amravati court. The NIA had earlier sought the custody of four of the seven accused in the Kolhe case. The seven are Muddasar Ahmad (22), Shahrukh Pathan (25), Abdul Taufiq (24) Shoaib Khan (22), Atib Rashid (22) and Yusuf Khan (32) and alleged mastermind Shaikh Irfan Shaikh Rahim. Police are on the lookout for one more suspect Shamim Ahmed in connection with the case.

The dossier details how the Pakistani establishment, including its Army, carries out infiltration bids across the borders. Karnal Police, on July 5, has arrested a Patiala-based man, identified as Manjeet, hailing from Patiala in Punjab, for writing “pro-Khalistan slogans” on the walls of two educational institutions on June 20, and said that the accused was promised to pay USD 1,000 by a US-based person for accomplishing the job, reports The Print. Manjeet was produced before the court which remanded him to 5-day Police custody for further probe. Ganga Ram Punia, Superintendent of Police (SP), Karnal, said, “Haryana Police arrested a person for writing pro-Khalistan slogans in Karnal on June 20, slogans were found written on the walls of two educational institutions. We started probing the matter and arrested an accused identified as Manjeet, a resident of Punjab’s Patiala. The accused was produced in the court, which sent him to 5-day police remand. During interrogation, it came to the fore that the accused was in contact with a US-based person, who promised to pay 1,000 dollars for doing this work. Further probe into the matter is underway.”

The National Investigation Agency (NIA) issued a notice to Mohammed Munawar Hussain Asrafi (36), who was detained in Santosh Nagar in Hyderabad (Telangana) on July 5 for questioning in connection with the murder of tailor Kanhaiya Lal at Udaipur, reports Telangana Today. A native of Machipur in Bagalpur District of Bihar, Asrafi was staying at Khalandar Nagar in Santosh Nagar Police Station limits. He was running an Islamic seminary and Tawheed centre here for the last few years. “He was served a notice to appear before the Superintendent of Police, NIA at Jaipur on July 14 for enquiry after being detained. He was let off later,” officials said, adding that the NIA team that reached Hyderabad had conducted a search at Asrafi’s house. The agency had detained him and questioned him reportedly about a phone call he had received from a number belonging to one of the suspects in the Kanhaiya Lal murder case a few days ago.

The National Investigation Agency (NIA) on July 6, carried out raids at 13 locations in Amravati, Maharashtra in connection with its larger conspiracy probe into the murder of Umesh Kolhe on June, reports Hindustan Times. During the raids at the premises belonging to “(arrested) accused and suspects”, the central agency recovered knives, digital devices (mobile phones, SIM cards, memory cards, DVRs), pamphlets spreading hate messages, and other incriminating documents and materials, according to a statement issued by NIA spokesperson. A team has already taken custody of Muddasar Ahmad, Shahrukh Pathan, Abdul Taufiq, Shoaib Khan, Atib Rashid, Yusuf Khan and alleged mastermind Irfan Shaikh in Kolhe’s murder. Investigations have so far revealed that Sheikh had ordered the accused to kill Kolhe, for which he provided INR 10,000 and a bike to four accused other accused. Yusuf had allegedly plotted to kill Kolhe and had forwarded the post of Kolhe to “Black Freedom” WhatsApp group, a local social media group of radicals.

A 52-year-old karate instructor, identified as Abdul Khader having ties with Students' Islamic Movement of India (SIMI) group was arrested by the Nizamabad Police on July 6, and criminal charges were brought against him under the UAPA Act for suspectedly training young people on how to become human suicide bombers, reports Deccan Chronicle. Meanwhile, in continuation of probe, the Nizamabad Police have also arrested three more persons for training youth to make them as human suicide attackers. Based on confessional statements of key accused Abdul Khadar, Police have arrested Shaik Shahdulla, Mohammed Imran and Mohammed Abdul Mobin. Police said that the three accused helped key accused Abdul Khadar for luring youth and joined in training centre to become as human suicide attackers. Following a tip-off, the Nizamabad VI town Police conducted raids on the accused's residence and seized banners, books, and lethal weapons. The accused, who had ties to banned organisations, allegedly planned to incite communal tensions in sensitive areas across the two Telugu states, while also endangering the safety and integrity of the country by spreading fear among the people.

The contraband was kept concealed in a container of unstitched clothes using a cardboard pipe, which was further camouflaged by an oversized plastic pipe. The container, which was loaded from Jebel Ali port in the UAE, was booked by an importer from Malerkotla. Following specific intelligence input regarding the smuggling of heroin from the UAE to Punjab, the State Police in a joint operation with the Anti-Terror Squad (ATS), Gujarat, and central agencies seized 75 kilograms of heroin from a container at Mundra Port, said Punjab, Director General of Police (DGP), Gaurav Yadav on July 12. The DGP said, “To ascertain backward and forward linkages, some suspected persons from Malerkotla and Ludhiana found to be linked with this import of consignment have been called for questioning.” Meanwhile, a First Information Report (FIR) under Sections 8C, 21C, 23C, and 29 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act has been registered by the ATS Gujarat.

The Special Investigation Team (SIT) on July 11 filed a chargesheet against two accused in the court of Chief Judicial Magistrate (CJM), Dharamsala, for putting up banners of Khalistan outside the Himachal Pradesh (HP) Vidhan Sabha at Tapovan on the intervening night of May 7 and 8, reports The Tribune. A case under Section 153-A, 153-B of the Indian penal Code (IPC) and Section 3 of the HP Open Places (Prevention of Disfigurement) Act, 1985 was registered after a video message and a letter of Gurpatwant Singh Pannun of Sikh for Justice (SFJ) went viral on social media claiming responsibility for the act. Accordingly, based on the contents of the viral message, Pannun was named as the main conspirator and a co-accused in the case and Section 13 of the Unlawful Activities Prevention Act (UAPA) 1967 was also added to it. The SIT had arrested Harveer Singh and Paramjeet Singh alias Pamma, both residents of Ropar in Punjab, and recovered from them a two-wheeler and a mobile phone used for commissioning the offence. They disclosed to their interrogators that they had also made a video of the crime scene shared it with Pannun. A module of 247 persons indulging in anti-India propaganda has been unearthed and 188 of them are active in India.

A National Investigation Agency (NIA) court in Kochi (Kerala) on July 12, found three people, U K Hamsa, K V Abdul Razaq and M Midilaj, guilty of recruiting youth into the Islamic State (IS) with the intention of widening the terror outfit’s activities and wage war against the country, reports Hindustan Times. The quantum of sentence against the trio all from Kannur District of Kerala will be announced on July 15. The three were arrested by Police in Turkey while they were planning to cross over into Syria in 2016. They were extradited to India in November, 2016. According to the prosecution, Hamsa (60), acted as an ideologue and was involved in spreading IS ideology. NIA court judge Anil Bhaskar found the trio guilty under sections 38 and 39 of the Unlawful Activities Prevention Act (UAPA) (waging war against the country and supporting a terror outfit to weaken the country) and section 120 B (criminal conspiracy) of the Indian Penal Code (ipc). According to senior officials familiar with the probe, agencies had found that Hamsa, a professional cook popularly known as Biryani Hamsa, propagated IS ideology in north Kerala and helped radicalise at least 20 youth, whereabouts of some of whom are still unknown.

First accused Midilaj and fifth accused U K Hamsa were sentenced to 21 years of rigorous imprisonment under sections 38 and 39 of the UA (P) Act and section 120B of IPC r/w sections 125 of IPC and pay a fine of INR 50,000. However, they need to serve a seven-year jail term as the sentences are to run concurrently. The second accused Abdul Razak was sentenced to 12 years of rigorous imprisonment under various sections of the UAPA and IPC, and slapped a fine of INR 40,000. But, he needs to serve only six-year imprisonment as the sentences run concurrently. The NIA case, known as Valapattanam (Kannur District) IS case, pertains to recruiting Kerala youths to join IS in Syria during 2014-16 period. The case was registered by the Kerala Police in 2017 after Midilaj and Abdul, who tried to sneak into Syria to join the terror group, were arrested by security agencies in Turki and subsequently deported to India. Hamsa was nabbed from Kannur on charges of wooing youths into the IS ideology. Three others arraigned as the alleged accused in the case, Rashid, Manuel Rahman Afsal K had turned approvers. Another alleged accused Abdul Khayum is still absconding. It is believed that he was killed in Syria.

Ali Asgar a resident of Siswaniya village, was the seventh accused arrested in connection with a probe into the activities of the banned Jamaat-ul-Mujahideen Bangladesh (JMB) outfit, the official said on July 20. The official spokesperson said the case is related to the arrest of six active JMB members, including three illegal immigrants from Bangladesh, from Aishbagh, Bhopal in Madhya Pradesh, who were found involved in propagating the JMB’s plans or ideology and motivating youngsters to carry out jihad against India. The case was initially registered at a Bhopal Police Station on March 14, 2022 and re-registered by the NIA on April 5, 2022, NIA said. “Asgar is a highly-radicalised individual involved in propagating jihad by posting hate and incriminating materials online in various groups on social media platforms…He was a close associate of the accused arrested earlier and was found using encrypted applications to communicate secretly with other associates in India and Bangladesh," the NIA spokesperson said.

Union Ministers Giriraj Singh and Ashwini Kumar Choubey besides Bihar BJP Chief Sanjay Jaiswal are among party leaders who are on the ‘hit list’ of a terrorist organisation, the Islamic State-Khorasan Province- ISKP, intelligence sources said, The New Indian Express reports on July 21. After an alert by the Union Ministry of Home Affairs (UMHA), the Bihar police headquarter has asked all districts to remain vigilant. As per an Intelligence Bureau (IB) report, ISKP in the latest issue of its magazine, ‘Voice of Khorasan’, has called for attacks on some BJP leaders. According to the sources, officials of the Central Crime Branch’s (CCB) Special Wing in coordination with the Internal Security Division (ISD) and Intelligence Wing raided a residence following a tip-off over the presence of the suspected terrorist identified as Akthar Hussain Lashkar from Assam. The suspected terrorist worked as a food delivery boy and resided with others in the BTP locality near Tilaknagar. The Police sources said that an FIR has been lodged at the Tilaknagar Police Station and officials are questioning the five persons.

The investigation into the Phulwari Sharif terror module case in Bihar has revealed that the accused used to receive funds in the form of cryptocurrencies from Qatar, Police said on July 24, reports dailypioneer.com. Marguv Ahmad Danish (26), a resident of Phulwari Sharif, was arrested on July 15, 2022 for suspectedly operating two WhatsApp groups -- 'Ghazwa-e-Hind' and 'Direct Jihad', to propagate anti-India views, they said. "Evidence, collected during the investigation, revealed that Danish received funds in the form of cryptocurrency from Qatar-based organisation Alfalhi," a Police officer said. The case is at present being probed by the National Investigation Agency (NIA). "Investigations have also revealed that Danish was connected with a Pakistan-based fundamentalist group, Tehriq-e-Labbaiq. He was also in regular touch with Faizan, a Pakistani national," the officer said. "Investigators have found that messages disrespecting the national flag and symbol were being shared on the group (Ghazwa-e-Hind)," he said.

A 29-year-old youth, identified as Aasif, affiliated with Islamic State (IS) was arrested by the North Erode District Police under the Unlawful Activities (Prevention) Act (UAPA) on July 27, reports The Hindu. Aasif was in possession of materials related to the banned outfit, sources claimed. Erode North Police registered a case under Sections 121 (attempting to wage war or abetting waging of war against the Government of India), 122 (collecting arms with intention of waging war) and 123 (concealing with intent to facilitate design to wage war) of IPC and Sections 17, 18, 18 (A), 20, 38, 39 of UAPA. The arrest was made after National Investigation Agency (NIA) officials on July 26, searched the residence of Aasif and his associate Yasin, 33, in Manickampalayam. It led to the seizure of a laptop, mobile phone, sim cards, documents and a bank pass book. During the inquiry Asif confessed to his connection with IS. Yasin is still being held for questioning.

Searches were also conducted in Nalanda District in connection with the Phulwari Sharif case having links with extremist outfit Popular Front of India (PFI), reports indiatvnews.com. The raids were conducted almost a week after the NIA registered a case and started a thorough probe into the case. The places where these raids are carried ou belonged to people associated with the Social Democratic Party of India (SDPI). Many people have been taken into custody so far. Heavy security personnel have been deployed in the area. Bihar Police have arrested five persons in the Phulwari Sharif case and have so far named 26 people.

While the first FIR is registered against 26 suspects for hatching a conspiracy to disrupt the meeting of Prime Minister Narendra Modi in Patna, the other FIR mentioned an interception by Bihar Police into Marguv Ahmad Danish alias Tahir's alleged involvement in anti-India activities. NIA conducted searches at 10 locations spread over seven districts and recovered some documents related to activities of PFI and its subversive plans. The raid was carried out on the basis of revelations made by five people arrested earlier in the case.

After more than 50 failed attempts in Punjab, Sri Ganganagar District of Rajasthan is on the radar of Pakistan agencies to smuggle drugs and weapons to India, reports India Today on August 1. The Central Intelligence Bureau (IB) has issued an alert to different security agencies of Rajasthan, including State IB and Police, in reference to this. According to the alert, after agencies enforced strict measures in Punjab, Pakistani drug peddlers along with the Inter-Services Intelligence (ISI) have prepared a new plan to smuggle drugs and arms via the Sri Ganganagar route using drones. Pakistan has been sending consignments to Gurdaspur, Amritsar, Tarn Taran and Ferozepur districts of Punjab since 2019, but authorities have adopted strict security measures in recent months. Till May 11 this year, in these Districts, the Border Security Force (BSF) has caught 53 cases of drone smuggling and destroyed nine drones in the process. The IB has instructed the Anti-Terrorism Squad (ATS) and Intelligence Unit of Rajasthan Police and BSF to keep a close watch on the border adjacent to Sri Ganganagar District.
