The Hindu has reported that the Union Government has prepared a fresh list of over a dozen 1993-Mumbai serial blast case fugitives — including those who were reportedly staying in Pakistan — associated with mafia don and prime accused, Dawood Ibrahim. The list was prepared after a series of meetings the Union Home Minister, Shivraj Patil, had with top officials of the Central Bureau of Investigation, Intelligence Bureau and paramilitary intelligence agencies. The fresh list is believed to include the names of two women members of Dawood's family — Shabana Ibrahim Memon and Reshma Ayub Memon. The Government is likely to hold talks with Islamabad as well as the Governments of West Asian countries to apprehend them, the report added.

A special cell has been raised by the Kolkata Police to prevent extortion activities by the United Liberation Front of Asom (ULFA) terrorists in the city. A statement to the effect was made by the West Bengal Chief Minister Buddhadeb Bhattacharjee in the State Legislative Assembly on July 8. The Chief Minister also said that a number of tea companies headquartered in Kolkata with gardens in Assam have been subjected to frequent extortion by the outfit, whose leaders frequent Kolkata regularly.

On July 8, West Bengal Chief Minister, Buddhadeb Bhattacharjee, speaking in the State Legislative Assembly, said that he would request the Union Government to get Bangladesh to flush out Indian militants like the United Liberation Front of Asom (ULFA) and Kamatapur Liberation Organisation (KLO) from its territory. He said, "Be it ULFA or the KLO, they are crossing over to Bangladesh. If a flush out operation is not carried out there, we will not be able to root out militancy." The Chief Minister further informed, "166 KLO activists had been identified by the state. About 35 of them have managed to elude the net."

On July 9, a Sessions Court in Mumbai, Maharashtra, awarded life imprisonment to 11 convicts, including a Pakistani national Javed Gulam Hussein, in connection with the 1998 serial blasts in suburban trains and stations in the city. The punishment, under Section 150 of the Indian Railways Act, includes two life imprisonments, one for murder under Indian Penal Code (IPC) Section 302 and another for causing damage to or tempering with the railway lines with a view to causing deaths. Four people were killed and 30 others injured in the blasts that occurred in 1998 at Kanjurmarg station (January 23), the Goregaon and Malad railway tracks (January 24) and three consecutive bomb blasts on February 27 near Virar station, Santacruz railway station and on platform number two at Kandivali railway station.

The visiting US Deputy Secretary of State, Richard Armitage, said in New Delhi on July 14 that the terrorist infrastructure in Pakistan still exists and stressed that infiltration, which continues, should end. "Clearly, all the infrastructure that supports cross-border terrorism has not been dismantled… Some has been dismantled," Armitage said at a press conference when asked whether the US was convinced that Pakistan had dismantled the terrorist infrastructure existing on its soil. On infiltration, he said "any level of infiltration is too much from our point of view. There is infiltration. You get various opinions here about whether it is up or down. It is down probably. But the point is not to have it at all." On the situation in Jammu and Kashmir, he said, after a meeting with Prime Minister Dr. Manmohan Singh, that "people are still dying. It is not acceptable." During his day-long visit, Armitage also had meetings with External Affairs Minister Natwar Singh, Defence Minister Pranab Mukherjee and the National Security Adviser J N Dixit.

A media report indicated that on July 14 the High Court (HC) of Lisbon, Portugal, has ordered the extradition of Monica Bedi, associate of Indian mafia don Abu Salem, an accused in the 1993 serial bomb blasts in Mumbai. The Indian Central Bureau of Investigation’s (CBI) petition seeking directions to keep Bedi in custody till her extradition trial was also accepted by the HC. The order was communicated to the CBI officially on July 16 by authorities in Lisbon. The HC had ordered her extradition in November 2003, which was, however, challenged by Bedi in the Supreme Court, which sent the case back to the former asking it to give a reasoned order as to why she should be extradited. She is currently serving a two-year jail term awarded by a lower Portuguese court on charges of entering the country on a forged document and continuing to use the same for stay in that country. Monica Bedi and Abu Salem were arrested by the Lisbon police on September 18, 2002.

Quoting a Central Bureau of Investigation (CBI) report, The Hindu has indicated that there is no split between Abu Salem, who is currently in a Lisbon jail, and 1993-Mumbai serial blasts main accused Dawood Ibrahim, currently located in Pakistan. Quoting an unnamed deported Dawood associate, the CBI said that the entire funding of Salem’s legal battle in Portugal was being done by Ibrahim. Both Dawood and Salem are wanted by the CBI in connection with the 1993-Mumbai serial blast case.

The Central Bureau of Investigation (CBI) on July 19 received a communication from its counsel in Lisbon, which said that the High Court granted Salem's extradition in accordance with the directions of the Supreme Court of Portugal. On July 16, the CBI had received intimation that Monica Bedi, who was arrested along with Salem in Lisbon on September 18, 2002, would be extradited.

According to Northeast Tribune, a senior Army officer said on July 20 in Kolkata that the southern and lower Assam areas had been cleared off the United Liberation Front of Asom (ULFA), and that the outlawed outfit was now devoid of any cause and was supporting illegal migration from Bangladesh. "The southern and lower Assam areas have been cleared off the ULFA. There has not been any major attack from the outfit in those areas in recent times," Lt. Gen. J S Varma told the media in Kolkata.

Three Indians are among six persons reportedly taken hostage by a terrorist group in Iraq. The captors have announced that the hostages will be beheaded unless their Governments declare that all their citizens will be withdrawn from Iraq. The abducted Indians, identified as Antaryami, Tilak Raj, and Sukhdev Singh, worked for a Kuwait-based transportation company involved in ferrying supplies to United States forces’ in Iraq. The others abducted are two Kenyans and an Egyptian. The terrorist group, calling itself "The Holders of the Black Banners," said in a statement that it would behead a hostage every 72 hours unless the Governments to which they belonged withdrew their citizens from Iraq and the companies they worked for closed their branches. It also reportedly aired its threat in a videotape broadcast by the Dubai-based Al-Arabiya television. "We have warned all the countries, companies, businessmen and truck drivers that those who deal with American cowboy occupiers will be targeted by the fires of the Mujahideen," the statement said. However, none of those countries whose citizens are abducted is part of the 160,000-member U.S.-led military force in Iraq.

Ghulam Mustafa Qureshi alias Ali Hasan, a resident of Hassanpur in Punjab (Pakistan), was arrested on July 26 from a cyber cafe in the Laxmi Nagar area of East Delhi while sending sensitive defence matter through the internet, said Deputy Commissioner of Police (Special Cell), Ashok Chand. Site plan of the Delhi Cantonment area, telephone numbers of defence establishments, a loaded camera with clicked photographs of defence areas and a diary containing Pakistan numbers along with Pakistani and Bangladeshi currency, an ATM card of Muslim Commercial Bank and fake driving licenses were seized from his possession.

According to Daily Times, District Police Officer (DPO) Raja Munawwar Hussain on July 28 suspended 64 police personnel, including 14 officers, for negligence of duty after Al Qaeda suspects were arrested from their jurisdiction (Islam Nagar) on July 25. During a press conference, Hussain said the Punjab Chief Minister had directed all Deputy Inspector Generals and DPOs of Punjab to keep records of suspects and all rented houses in their districts. "We held a meeting and directed all officers to keep records, but the 64 policemen of Civil Lines and its two subordinate posts, Shaheen Police Post and Lari Adda Police Post, failed to carry out these directives and the arrested men had been living in a rented house within their jurisdiction" said the DPO. Meanwhile, Gujrat Police arrested six people on July 28 in connection with the 13 Al Qaeda terrorists arrested during a shootout at Islam Nagar on July 25.

Pakistan said on July 29 that it had arrested a senior Al Qaeda terrorist wanted for the 1998 bombings of US embassies in Kenya and Tanzania that killed more than 200 people. Interior Minister Faisal Saleh Hayat identified the man as Ahmed Khalfan Ghailini and said he was a Tanzanian national carrying a head money of $25 million. The Minister stated Ghailini was one of the 12 persons arrested on July 27 when security forces raided a suspected terrorist hideout in the city of Gujarat, about 175 km southeast of the capital Islamabad. Hayat said Ghailini could be extradited to the United States after Pakistani authorities completed their investigations.

The terrorist group in Iraq, ‘Holders of the Black Banners', has reportedly threatened to kill one of the three Indian hostages on July 30, today, in case there is no response to their demands. A video sent to the news organisations showed a masked man pointing an M-16 automatic rifle at the head of an Indian hostage who was wearing orange clothing. "If no one responds to us, we will slaughter one of the hostages on Friday, July 30 at 7 p.m. (9.30 p.m. IST)," said a voice on the tape. The Kuwaiti transport company that employs the seven truck drivers (three Kenyans and an Egyptian apart from the Indians) has said that it was still negotiating their release and was in contact with Sheikh Hisham Al-Dulaymi, a tribal leader who is mediating the talks.
