According to official sources, more than 140 jawans of the elite Hawk Force are undergoing specialised training in jungle warfare, in the use of latest equipment and in specialised small arms to combat left-wing extremist (Naxalite) violence in the State. The Madhya Pradesh government has demanded more sophisticated weapons form the Union government to equip the Hawk Force. The headquarters of the force would be set up soon at some anonymous place near Jabalpur, official sources further stated.

Delhi’s Additional Session Judge has fixed July 18 for commencement of trial in the Red Fort shootout case. A Lashkar-e-Toiba (LeT) suicide squad stormed the Red Fort on December 22, 2000, in which two army personnel and a civilian were killed. In two separate chargesheets, the police had named Pakistani national and a LeT terrorist Ashfaq, his Indian wife Rahmana, Babar Mohsin Bhagwala, Devender Singh, Shahanshah Alam and Rajiv Kumar Malhotra as accused under various sections of the IPC, Arms Act and Explosive Substances Act. Asfaq and his wife were arrested on December 26, 2000. The remaining four accused were arrested on January 4, 2001 for allegedly helping the LeT terrorists. The prosecution has cited 162 witnesses in support of its chagesheet against the accused.

Delhi police arrested two terrorists of the Harkat-ul-Jehadi Islamia (HuJI) from the Inter-State Bus Terminal (ISBT) on the night of July 5. Police also recovered 1.9 kg RDX, one pencil timer, one detonator and a battery from their possession. During interrogation the terrorists confessed that they had been asked to carry out blasts by HuJI chief Illiyas Kashmiri. Police sources said the two had crossed over to Jammu through Sialkot border on June 23 and came to Delhi on June 26. They were also said to be responsible for carrying out as many as four operations against army in Surankote in Poonch district.

A Ministry of External Affairs (MEA) spokesperson said in New Delhi on July 6 that the All Parties Hurriyat Conference (APHC) has no role to play in the forthcoming India-Pakistan summit. Asked about the Pakistani President Gen. Musharraf’s desire to meet the Hurriyat leadership during his visit, the spokesperson said, "we have said time and again in the past that this is a complete non-issue". He also added "Our views (on any such meeting) has been made well known to Pakistan." On the Pakistani offer to have a ‘no-war pact’ with India, the spokesperson said "it is an old proposition". Regarding the Pakistani President’s opinion that Jammu and Kashmir was the central issue, she said, "New Delhi has stated in clear terms that it has no difficulty or hesitation in talking about it."

On July 8, the Union government decided to review the cease-fire agreement with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and its extension to areas beyond Nagaland by the end of July 2001. This was announced by the Prime Minister A B Vajpayee following a meeting with leaders from Manipur in New Delhi. He said, "We shall review the cease-fire agreement, including the words `without territorial limits' presently incorporated in the agreement (with the NSCN-IM), so as to ensure that all doubts about preserving the integrity of Manipur and other states of the North-East are removed.'' He also appealed to the people of Manipur to restore peace and normalcy in the State.

According to official sources, Pakistan President Pervez Musharraf and Indian Prime Minister Atal Behari Vajpeyee are under threat from the fidayeen (suicide) squad of the Lashkar-e-Toiba (LeT) during the upcoming Indo-Pak summit, which begins on July 14. Media reports said that a plot to attack Musharraf during his India visit was hatched at a meeting of various terrorist outfits in Pakistan in June. A senior police official, while talking to newsmen in Delhi on July 12 said, "Intelligence reports have cautioned against the heightened threat to Musharraf and the PM from terrorist and fundamentalist elements who are not in favour of the summit.'' They have been charged under various sections of the Indian Penal Code (IPC0, the Arms Act and the Explosive Substances Act. So far, eight persons have been charge-sheeted in connection with the shootout. The prosecution has cited 162 witnesses in support of its charge- sheet. Speaking in the West Bengal State Legislative Assembly on July 19, Chief Minister (CM) Buddhadev Bhattacharjee said North Bengal and the Indo-Bangladesh border are two major areas of concern for his government. He said the Kamtapuri Liberation Organisation (KLO) was receiving arms training from the United Liberation Front of Asom (ULFA), and if they joined with the Maoists in Nepal, it could become a deadly situation. He went on to say that the porous borders with Nepal and Bangladesh were being used by Pakistan’s Inter Services Intelligence (ISI), which has been trying to destabilise the peaceful environment through activities such as supporting separatist and anti-national forces, circulating fake currency and resorting to subversive activities. Other problem areas included, the CM said, the activities of the Naxalite groups –– the People's War Group (PWG) and the Maoist Communist Centre(MCC) –– in Midnapore, Bankura and Purulia.

The Russians and the Latvian were set free in July 2000 after their governments requested for their release. The British government has since been arguing that since Bleach and the Russians and Latvian were convicted of the same offence, he too should be released. However, the Indian Law Ministry contended that as Bleach was a 'co-founder' of the conspiracy, he should not be released, a view that the Home Ministry concurred with.

Speaking to newsmen in Pithoragarh, the State Police chief said the decision was made in view of the growing activities of the Maoist insurgents along the Indo-Nepal border, in the face of an onslaught by the Nepalese armed forces in their stronghold. He further added, taking this into account, extra surveillance along the Indo-Nepal border was the need of the hour. Three districts of Uttaranchal ––- Pithoragarh, Champawat and Udham Singh Nagar fall along the Indo-Nepal border. The terrorists were arrested from Delhi, Hyderabad in Andhra Pradesh, Jalgaon in Maharashtra and Kanpur in Uttar Pradesh. Union Home Secretary Kamal Pande, told newsmen in Delhi on July 31, that the arrested belonged to the Hizbul Mujahideen (HM) and the Students for Islamic Movement in India (SIMI). He added that they were responsible for numerous terrorist activities spread over past several months which included planning the killing of political personalities, planting of explosive devises at high security zone in Delhi, firing a granade at Border Security Force (BSF) headquarters, explosions in Gomti Express and Sabarmati express last year and planning to carry out explosions in Hyderabad and Delhi and planning a suicide attack on the Sena Bhavan in New Delhi. The Union Home Secretary went on to say that the arrests " exposed the strategy of Hizbul Mujahideen to fan out in the hinterland and enlist support of fundamentalis cadres like those of the SIMI". He said that investigations were still on and some more arrests were likely to follow.

According to media reports on July 31, a special court in Mumbai took serious note of a letter whose author claimed to be in possession of sufficient documentary evidence to throw light on larger conspiracy behind the 1993 serial bomb blasts allegedly involving international agencies. The court directed the prosecution and defence lawyers to file their say on the letter on August 3 but kept in camera the name of its author to protect the identity. The author of the letter has offered to come before the court and produce evidence to support the allegation that some agencies were interested in the acquittal of film star Sanjay Dutt who is an accused in the serial blast case.

The arrested person reportedly said he received a large number of consignments from Abid, a resident of Nawada district in Bihar.
