Three terrorists of the United Liberation Front of Asom (ULFA) were killed and two police personnel injured in an encounter in Dakshin Haldibari area, Jalpaiguri district of West Bengal on August 2. The encounter occurred when the police, on a tip off, intercepted and challenged the terrorists. The terrorists, however, fired on the police personnel and in the ensuing encounter, three terrorists were killed. Two 9 mm Chinese pistols, two magazines, wireless sets and some documents, including road maps of Jalpaiguri and Assam were recovered from the encounter site. According to police sources, the terrorists were suspected to have been planning a major offensive in north Bengal.

According to official sources, Inter Services Intelligence (ISI), Pakistan’s external intelligence agency’s chief Islam-ul-Haq during a meeting at Nishnapur near Gurdwara Nankana Sahib in Pakistan has allegedly instructed terrorists operating in various parts of India to target top ranking Indian leaders. Reports have indicated that Al-Fateh (AF) and Babbar Khalsa (BK) cadres were asked to target Deputy Prime Minister L K Advani and Minister for Human Resources Development, M M Joshi, among others. The ISI was also allegedly co-ordinating with the Lashkar-e-Toiba’s (LeT’s) fidayeen (suicide cadres) and the fugitive mafia don Dawood Ibrahim for this purpose. Besides, the Al-Badr outfit has also been directed by the ISI to target top political leaders separately, reports added.

According to a media report of August 6, the Central Bureau of Investigation (CBI) has sent senior officials to Lisbon, the capital city of Portugal to expedite the extradition of mafia don and 1993-Mumbai serial bomb blasts accused Abu Salem and his female associate Monica Bedi. The CBI team was sent after a local Court in Portugal rejected extradition of Bedi citing that the she could be tried for similar crimes in that country only. The Portuguese police had arrested Salem and Bedi both in Lisbon on September 18, 2002 on charges of staying in the country without any valid documents.

While the LeT terrorist, Feroz Ahmed Sheikh was sentenced to 10 years of imprisonment, his associates Sheikh Sajjad and Mehrajuddin Peer were sentenced to five years of imprisonment. Delhi Police had arrested them on May 9, 2002, near the Nizamuddin railway station on charges of possessing explosive substances with an intention to carry out subversive activities in Delhi.

Responding to the Pakistan President Pervez Musharaf’s proposal for a conditional cease-fire between India and Pakistan along the Line of Control (LoC) and reducing the strength of Indian security forces in the Kashmir Valley, an unnamed External Affairs Ministry spokesperson said on August 12 that there was "nothing new" in those suggestions. He said, "They have not been found effective in the past because Pakistan has continued to sponsor terrorism directed against India and provided support to cross-border infiltration. Once terrorism in the Indian state of Jammu and Kashmir (J&K) is stopped and Pakistan-aided terrorists stop crossing the LoC, the level of firing would naturally go down." Instead of "propagandist" statements, Pakistan should take effective and long-term oriented measures to dismantle the infrastructure of terrorism, he added.

In both the blasts, high explosive devices were reportedly kept inside two taxis. One taxi driver has been arrested for interrogation in connection with the blasts. No terrorist group has claimed responsibility for these blasts thus far. Meanwhile, the city Police Commissioner, R. S. Sharma, said it could be "a jehadi group", possibly the proscribed Students Islamic Movement of India (SIMI) or the Lashkar-e-Toiba (LeT), which "have several modules in the city and around". "We have worked on this suspicion before and even now, we suspect them but it is too early to pinpoint who (is responsible for the blasts), he said" Separately, hours after the blasts, more than 100 detonators were found inside a railway tunnel at Ghatandevi near Igatpuri, approximately 60 kilometers from Nashik, Maharashtra, just an hour before an express train carrying a large number of pilgrims was to pass.

The arrested terrorists have reportedly confessed to the police that they had masterminded the strike with the help of Pakistan’s Inter Service Intelligence Agency (ISI). They further informed the police that the attack had been planned in Riyadh, the capital of Saudi Arabia and they had provided logistic support to the two terrorists killed in the attack. 32 persons, including three security personnel, were killed in the incident on September 24, 2002.

Two terrorists belonging to the Jaish-e-Mohammed (JeM) outfit were killed in an encounter in Indraprastha Millennium Park near Nizamuddin bridge in Delhi on August 30-night. Police also seized a huge quantity of arms, including AK-series rifles and ammunition from the possession of slain terrorists. Police sources said one of the slain terrorists was a Pakistani while the second is believed to be a Delhi resident. Investigation is on to find out if there were more JeM terrorists in the city. Earlier, Delhi police intercepted a truck containing explosives at the Qutub Road parking lot in Sadar Bazaar, central Delhi. The seizure included 10 hand grenades, 10 grenade shells and one Under Barrel Grenade Launcher. Three persons, including the driver and cleaner of the truck were arrested in connection with the seizure. One of the arrested persons revealed during interrogation that he was supposed to hand the ammunition to the JeM terrorists at Indraprastha Park. The police swung into action. The JeM terrorists arrived at the appointed time in a white Maruti car. They were shot dead by the Delhi police as they were trying to escape.

Acting on tip off, on August 31, personnel from the special cell of Delhi police arrested two terrorists of the Jaish-e-Mohammed (JeM) from Sikandarabad in Bulandshahar district of Uttar Pradesh and later booked them under the Prevention of Terrorist Act (POTA). The police also seized 23 electronic detonators, three remote-control devices and Rupees 85,000 from them. According to joint commissioner of Delhi police (special cell), Neeraj Kumar, the arrested terrorists, Raees Ahmed and Atiq Ahmed, are brothers of Habibullah, one of the two terrorists killed on August 30-night in an encounter at the Millennium Park in south Delhi. Noor Mohammed, one of the three persons arrested on August 30-evening in connection with arms and ammunition haul from the Sadar Bazaar area, had reportedly revealed their whereabouts to the police. Noor Mohammed had also reportedly disclosed that he had been trained in Pakistan and Afghanistan and was an expert in dealing with Improvised Explosive Devices (IEDs).

The Crime Branch officials of Mumbai police, in Maharashtra on August 31, picked up five suspected terrorists, including an operations chief of the proscribed Students Islamic Movement of India (SIMI) and a woman, for interrogation in connection with the August 25-twin blast-case. The SIMI commander was arrested at Chunat Pada, a slum in downtown Andheri. They have reportedly confessed to the police that one of the blasts triggered off outside the Taj Mahal Hotel in Colaba, near Gateway of India was intended to spread panic among international tourists. The other blast had occurred in the Zaveri Bazaar area and a total of 52 persons had been killed an approximately 150 more injured in these blasts. The investigating officials, however, did not disclose names of the arrested persons.
