Bilal Gani Lone, chairman of a faction of the Peoples’ Conference, was reportedly not present at the APHC meeting. "Decision taken by four people (members of executive council of a Hurriyat faction including Mirwaiz Omar Farooq, Moulvi Abbas Ansari, Prof A G Bhat and himself) to hold meeting means nothing unless groups outside the Hurriyat ambit are taken into confidence. How can only four people represent a nation?" Bilal Lone told the Daily Excelsior. While confirming that he did not participate in the meeting, Bilal added, "Don’t take it as a split. I’m trying to impress upon my colleagues… My aim is that there is no further split."

On April 12, while endorsing the pace of Confidence Building Measures between India and Pakistan, including the reopening of the Srinagar-Muzaffarabad road, a faction of the separatist All Parties Hurriyat Conference (APHC), led by Mirwaiz Omar Farooq, announced that it would meet Pakistan President Gen Pervez Musharraf during his forthcoming visit to New Delhi. Talking to reporters after an APHC meeting in Srinagar, Mirwaiz said, "We had expressed our intent to meet President Musharraf which was accepted and we will be meeting him on April 17. In fact Gen Musharraf had also sought to meet us." He said that the purpose of the meeting was to "put forward our point of view, which is that any dialogue process concerning Kashmir should include the separatist leadership." According to him, "We have approached the Government through some friends for an appointment with the Prime Minister but have not received any reply yet."

The Director General of Border Security Force (BSF), RS Mooshahary stated on April 17 that the BSF has handed over a list of 190 camps of the terrorist outfits in Bangladesh to the Bangladesh Rifles (BDR) during a meeting between the two forces, which concluded in Dhaka on the same day. Mooshahary added that the BSF also handed over a list of 161 terrorists taking shelter in Bangladesh and requested the BDR to take action to evict them. He said that the 'general secretary' of the United liberation Front of Asom (ULFA), Anup Chetia, has been released from prison in Bangladesh but the authorities have not handed him over to India despite repeated requests. He added that they had raised the issue during the meeting, but the BDR officials said that the matter was not in their hands and the BDR is not authorised to take any decision in this regard.

The Union Minister for Home Affairs, Shivraj Patil, informed the Rajya Sabha (Upper House of the Indian Parliament) on April 20 that Bangladesh has assured India that it would investigate the killing of a Border Security Force (BSF) officer inside Bangladeshi territory and fix responsibility for the crime. He said, "Bangladesh Home Minister spoke to me and expressed regret over the incident. The matter will be investigated, responsibility will be fixed and action will be taken against the perpetrators."

An unnamed senior Indian official told The Hindu that a consignment of arms, which had been in the pipeline when King Gyanendra seized power on February 1, would be delivered "very soon." The King reportedly assured Dr. Singh that democracy in Nepal would be restored "sooner rather than later" and that he would be sensitive to Indian concerns that there be a "road map" for restarting the political process. At his press conference, Dr. Singh said he told the King that India's concerns about recent developments in Nepal were prompted by its belief that the "twin pillars" of constitutional monarchy and multi-party democracy must work in harmony. On King Gyanendra's statement that Indian military supplies would now be forthcoming, the Prime Minister said, "His Majesty raised that issue with me and I said we will look at these things in the proper perspective."

Acting on a tip-off, the Special Cell of Delhi Police chased the two Lashkar cadres, which led to an encounter, said Joint Commissioner of Police Karnail Singh. During a press conference in New Delhi on April 27, the Indian External Affairs Ministry spokesperson, Navtej Sarna, expressed deep concern over the arrest of former Nepalese Prime Minister Sher Bahadur Deuba and said "these developments would further complicate efforts for reconciliation between political parties and the Constitutional Monarchy in Nepal." Sarna also said developments in Nepal no longer will be viewed as ‘internal developments’ and added, "We are also concerned that the arrest and detention of political leaders, student leaders and workers of political parties continue, as do the restrictions on travel and movement of some academicians, human rights activists and students, contrary to assurances conveyed to us." Deuba was arrested in Kathmandu on April 27 on charges of misappropriation of funds.

On April 27, a Special Court in Kolkata, the capital city of West Bengal, sentenced to death Aftab Ansari and six others for the attack on the American Center. Ansari and his six accomplices, convicted by the Court on April 26, were sentenced to death under Section 121 of the Indian Penal Code for waging war against the State. They were also awarded life imprisonment under Section 302 (murder) and given seven years under Section 307 (attempt to murder). The death sentence, however, is subject to confirmation by the West Bengal High Court. They were accused in the January 22, 2002 attack on the American Centre in Kolkata, in which four police personnel were killed and 18 persons were injured.

Reports quoting External Affairs Minister Natwar Singh’s speech in the upper house of Indian Parliament said, "It is distressing and deplorable that these actions have come after assurances given by the King in his meetings with Prime Minister Manmohan Singh and me that he would take steps to unwind emergency, release political prisoners and take measures to return to the democratic process in the Himalayan Kingdom." The Gujarat Police is reported to have arrested a key aide of the Pakistan-based Mafia don, Dawood Ibrahim, and a main accused in the 1993 Mumbai blasts case. The accused, Ijju Ibrahim Sheikh, absconding for over a decade, was on April 28 arrested from a hotel in Andheri, Mumbai. A police team from Valsad arrested Sheikh for his role in transporting RDX, which landed off Porbandar's coast in Gujarat and was shifted to Mumbai via trucks. Over 250 people were killed and at least 1000 injured in the serial bomb blasts on March 12, 1993.

According to The Hindu, a front-ranking Kamtapur Liberation Organisation (KLO) leader, Pulasta Burman, was arrested on April 29 from Changrabandha near the Bangladesh border in the Coochbehar district of West Bengal. The Inspector-General of Police (North Bengal), K L Meena, told Press Trust of India that Burman was arrested when he crossed over to Changrabandha village in the Mekhliganj sub-division area. Burman, one of the founder-members of the outlawed KLO, is also a close associate of the group’s chief, Jiban Singha. Burman had been evading arrest for the last few years after having managed to flee the Bhutan army's operation against KLO camps in the country's jungles during December 2003 to Bangladesh.

The annual report of the Union Home Ministry, presented in Parliament on April 29, said that the terrorist infrastructure created by Pakistan’s Inter Services Intelligence (ISI) remains in tact. This network continues to recruit, finance and train terrorists for infiltration, not only in the north-west but also in the north-east, the report noted. The report also stated that the Ministry has been constantly sensitising State Governments about the threat perception and activities of the ISI, sharing inputs and intelligence with them to counter such activities.

The Defence Minister, Pranab Mukherjee, is reported to have informed the Lok Sabha (Lower House of Parliament) on April 29 that there is no spurt in infiltration from the Bangladesh border and at present there is no proposal to commence aerial surveillance on the Indo-Bangladesh border.
