According to official sources, the Bihar government would soon set up 24 new police outposts in four districts bordering Nepal. Speaking to the newsman on April 1, a senior police official said seven outposts would be created in Araria, six in Kishenganj, seven in Madhubani and four in the Supaul district. The move follows directives by the Union government to strengthen the police and curb inter-border crimes and smuggling. The Union government would provide equipment and housing facility for the police personnel in these new outposts. The deployment of policemen in these outposts would be on a 50:50 basis, by both the Union and State governments.

According to official sources, police and intelligence agencies stepped up vigil following reports that Wassan Singh Zaffarwal, chief of the Khalistan Commando Force (Zaffarwal), [KCF(Z)] was in Chandigarh on April 2. Zaffarwal left India a long time back. His family, including wife and children, however, stayed back. It was reported that Zaffarwal was present at the reception of the son of Gurpartap Sing Riar, President of the local unit of the Shiromani Akali Dal. Riar, however, denied the report. Meanwhile, Punjab Pradesh Congress Committee (PPCC) Chief Capt Amarinder Singh demanded a CBI probe into the alleged free movement of the Khalistan Commando Force chief Wassan Singh Zaffarwal, a proclaimed offender.

Uttar Pradesh director general of police, Mahesh Chandra Dwivedi said the entire police system was being modernised to put an effective check on the activities of Pakistan's Inter Services Intelligence (ISI) on the Indo-Nepal border in the State. Speaking to newsmen in Lucknow on April 2, he said that the number os security outposts on the border have been increased and adequate police force and Provincial Armed Constabulary (PAC) have been deployed there. Besides, Homeguard jawans of the local blocks have been especially deployed on the Bahraich-Nepal border. On the activities of organisations like Students Islamic Movement of India (SIMI), he said strict instructions had been given to immediately register a case and arrest the members of any such organisation if they indulged in anti-social activities. A Special Task Force (STF) of Uttar Pradesh police, meanwhile, on April 3, said it busted an international gang dealing in counterfeit currency. One person, believed to be involved in smuggling such currency from Dubai, was arrested in Kaushambi district in this connection and currency worth Rs. 2.16 lakh was recovered from him.

He said, 'Democratic societies all over the world face a serious challenge from terrorism, especially state-sponsored terrorism. Terrorism is driven not only by a religious but also by ethnic nationalism resulting in manifold increase in targeted attacks and loss of precious lives.' Admitting that the security environment of the country was being seriously affected by terrorism, insurgency and activities of fundamentalist groups, the Prime Minister said such activities were making the task of the police force and security agencies extremely difficult.

Nearly two kg of high quality chemical explosives, two AK rifles, and other arms and ammunition were recovered from the terrorists. Besides, sophisticated communication equipment, too, was recovered. The Uttar Pradesh police chief said the terrorists were on a suicide mission in the State. They were shot dead while on their way to Faizabad. Causing large-scale destruction, including violence during the Kumbh and demolition of the structure at Ayodhya, were the main objectives of the suicide squad. He further added that the terrorists were trained by the JeM in Afghanistan. In a separate incident, on the same day, four persons, including the project officer of the District Urban Development Authority (DUDA), were injured in a bomb attack in Gorakhpur. Media reports, quoting intelligence sources, said as many as 12 terrorists had sneaked into the State after entering India through the Indo-Bangladesh border. Three of them were killed in the April 18-encounter in Lucknow. Now a number of cities, including Allahabad, Kanpur, Lucknow, Aligarh, Deoband, Azamgarh, Bhadohi, Sambhal and Gonda, have come into focus where terrorists had tried to create their bunch of followers. A Kanpur report said the terrorists killed at Lucknow had earlier met the leaders of Students Islamic Movement of India (SIMI) on March 4. The SIMI was used by the slain terrorists because it had a well-knit network in U.P., Bihar and West Bengal. Intelligence sources also said terrorists had found a fertile ground in SIMI for the recruitment of new sympathisers.
