In an official statement, Tripura statement said that over 32,850 Bru tribals from Mizoram, staying in refugee camps in Tripura for the past 22 years would be repatriated to Mizoram, reports Morung Express on July 3. The statement also said that ‘After almost 22 years, the tribal refugees would be repatriated to Mizoram before September 30 and all six temporary camps in northern Tripura would be closed in the first week of October’. The meeting on July 3 also finalised a 6-point package for the benefit of the refugees, which include financial aid of INR 4,00,000 for each family. Moreover, each family would get an allowance of INR 5,000 permonth and INR 1,50,000 would be given to each family for construction of houses, each refugee person would be given free ration for two years. The decision was taken at a meeting in New Delhi where Union Home Minister Rajnath Singh, Tripura Chief Minister (CM) Biplab Kumar Deb, Mizoram CM Lal Thanhawla and top officials of both states were present. About 32,857 Bru tribals, comprising 5,413 families have been living in the six makeshift camps in north Tripura’s Kanchanpur and Panisagar sub-divisions, adjoining Mizoram, since October 1997 after they fled their homes in western Mizoram following ethnic riots in Mizoram.

A task team of the core committee constituted by the Mizoram government to survey and inspect the Assam-border area has begun its task, reports The Telegraph on July 9. The core committee was constituted by the state government during a meeting of government officials and leaders of the state's apex student body, Mizo Zirlai Pawl (MZP) on May 21. MZP president L. Ramdinliana Renthlei who is a member of the team stated that they visited Saipum and Saiphai villages on the Assam-Mizoram border and interacted with residents there. The team will continue to visit border area and inspect the Zophai and Phaisen area on July 10. The survey of the border area will continue till July 18 and then a report will be submitted to chief minister Lal Thanhawla within the month end.

The Mizoram government on July 9 issued a notification constituting a 12-member interim council of the Sinlung Hills Council. Of the 12 members, three belong to the surrendered HPC-D while nine members are civilians. A notification issued by state home department additional secretary Lalbiakzama said the term of the interim council would be for six months, which comes into effect from Monday. Four persons, Lalthlamuana Hmar, Darliensang Ralsun, J.C. Zairemkunga and Melody Lalchhuangzeli, the daughter of the outfit's ageing chairman H. Zosangbera, we-re appointed executive members. Roh-ringa Hmar, Rinsanga Ralte, Benjamin, B. Lal-thachhunga and Lalremruata Varte were appointed members of the interim council. The government is yet to appoint two more members from its side.

The Home Minister in a tweeted stated that ‘Today, Tripura and Mizoram are completely free from insurgency and there is tremendous improvement in other NE States as well. Due to this improvement in security situation the AFSPA has been completely lifted from Meghalaya & its coverage has been reduced in Arunachal Pradesh’.

All Mizoram civil society organizations have warmly welcomed the quadripartite agreement to repatriate Bru families from Tripura to Mizoram, reportsThe Telegraphon July 12. Mizoram NGO Co-ordination Committee, an umbrella organisations of all major civil society and student bodies held a meeting at Central YMA office at Tuikhuahtlang in Aizawl to deliberate on the upcoming Bru repatriation. NGO Co-ordination Committee chairman and CYMA president Vanlalruata said they strongly welcome the Bru back. He also added that all genuine Bru families of Mizoram and their descendants, who enrolled in 1995 Mizoram electoral rolls, should return to Mizoram as per the agreement.

The Minister stated that the Election Commission had recently told the government to conduct revision of electoral rolls for Bru voters at the six relief camps in Tripura. Saying the Mizoram government would not allow Bru tribals to exercise right to franchise at their respective relief camps in Tripura, Lalzirliana said it is firm in its decision that only the repatriated Brus can vote in Mizoram.

The proposed fifth round of peace talks between the Mizoram Government and Hmar People’s Convention-Democratic (HPC-D), which was tentatively scheduled to be held at the end of July is now likely to be deferred, reports The Assam Tribune. Mizoram State Home Department officials said that the next round of peace parleys might need to be deferred as the Mizoram government is yet to complete its “homework” for the proposed talks. The next round of peace talks is likely to be held in August and is believed to be the last official level talks after which the ongoing parleys would be elevated to “political level”, the officials further said.

The Mizoram government will go ahead with repatriation of over 32,800 Brus from Tripura to the state in accordance with the quadripartite agreement between the Centre, the Tripura and Mizoram governments and the Mizoram Bru Displaced People's Forum, reports The Telegraph on July 21. Mizoram Home Secretary Lalnunmawia Chuaungo stated that ‘We will repatriate those willing to return to Mizoram. Those who are not willing, will stay back in transit camps’. Chuaungo said some Bru families who had not been covered during the identification process in November 2016, wanted identification before repatriation begins. But the Mizoram Government opposed the proposal as it wanted to carry out repatriation first. According to the agreement signed in New Delhi on July 3, repatriation of 32,876 Brus from 5,407 families will commence on August 16 and be completed by September 30. Chuaungo said though the repatriation process is scheduled to be completed by September 30, the Centre has asked the State Government to complete it by September 10 as the Election Commission wants to publish the final electoral roll on November 27, before the Assembly election. He said efforts would be made to close down relief camps in Tripura even if some Brus refuse to return. Additionally, Tripura Police have registered an FIR against 60 persons who held Bru refugee leaders hostage in transit camps for nearly six hours on July 16 and forced them to withdraw from the quadripartite repatriation agreement, reports The Telegraph. According to Inspector General (IG), Police registered a suo motu FIR at Kanchanpur Police Station in North Tripura District against four Bru refugee leaders and several other associates who held leaders of the Mizoram Bru Displaced Peoples Forum (MBDPF) hostage in the organisation's office at Naisingpara refugee camp. During the incident the forum's president, Apeto Sawibunga, signed a document which said, "I, A. Sawibunga, president of the MBDPF and one of the signatories of Four-Corner Agreement have withdrawn the agreement, which was signed on July 3 in New Delhi, involving the Union Ministry of Home Affairs (UMHA), Government of Tripura, Government of Mizoram and the forum today on July 16 due to a strong agitation against MBDPF leaders from the general/mass public in the presence of the officials of the Government of Tripura." Mizoram government is lated to begin repatriation of Bru tribals from August 14, two days ahead of the schedule, reports Morung Expresson July 22. Mizoram Home department officials stated that 32,857 Bru refugees from 5,413 families would be repatriated from six relief camps in Tripura and they would be resettled in 48 villages in Mamit district, 10 villages in Kolasib district bordering Assam and 4 villages in south Mizoram’s Lunglei district. Of the 32,857 Bru refugees, who would be repatriated soon, 23,280 are adults and 9,577 are children.4,199 families will be settled in Mamit district, 824 in Kolasib district and the rest 384 families in Lunglei district. According to the officials, the repatriated families would be initially lodged at makeshift camps after which they will be allowed to construct houses of their own on the land given by respective village councils in three districts – Mamit, Kolasib and Lunglei. They added that genuine Bru residents of Mizoram who have been identified in November 2016 would be repatriated in their respective villages. The repatriation is schedule to be completed by September 30.

The repatriated Brus (also known as Reangs) are demanding a uniform financial package, failing which they have threatened to boycott the last batch of Bru families in Tripura, who are waiting to be rehabilitated in Mizoram, reports The Telegraph on July 23. The repatriated Brus formed a committee, Equal Package Demand Committee to register their demands, reports The Telegraph. It is headed by Elvis Chorkhy, chairman of Bru Coordination Committee (BCC) and former president of the Mizoram Bru Displaced People's Forum (MBDPF), an apex body of displaced Bru families in Tripura. Elvis Chorkhy stated that while the repatriated Brus had received a one-time package of Rs 80,000 per family and free ration for a year, the last batch waiting to be repatriated would get a monthly allowance of INR 5,000 per family for two years, free ration for the same period, INR 400,000 per family at the end of three years and housing assistance of Rs 1.50 lakh, according the quadripartite agreement. He also added that 1,712 Bru families have already returned to the state in batches since 2010. A last batch of about 32,857 Bru refugees from 5,413 families, who are living in six relief camps in Tripura, will start returning to Mizoram from August in phases.

Mizoram State officials stated on July 27 that Election Commission of India (ECI) has accepted the Mizoram Government's suggestion to conduct electoral revision of Bru tribals, currently lodged at six relief camps in Tripura, once they return to Mizoram, reports The Telegraph. Earlier, the poll panel had instructed the state election commission to undertake revision of Bru voter list in six relief camps in Tripura, which was vehemently opposed by Mizoram Government. Home minister R. Lalzirliana stated that electoral roll revision of the Bru voters would be conducted after they return to Mizoram and that they will not be allowed to exercise franchise outside Mizoram.
